The paper presents the research findings on the behavior of users of the social network Facebook, in the circumstances of a crisis situation and the declaration of the state of emergency. By combining the media content analysis, modified netnographic approach and pseudo-survey techniques, the author seeks to determine the extent and the manner in which the declaration of the state of emergency in the Republic of Srpska has affected its citizens. The results show that the state of emergency has led to a reduction in the number of events reported, creating uniformity in media content and increasing the degree to which the media rely on official sources of information. On the other hand, the audience shows saturation with such content, completely ignoring it or expressing dissatisfaction with the overall situation, most often sarcastically. The analysis of user comments shows that, although value-neutral, the content focused on government activities provoked mostly negative comments, with hate speech and explicit vulgarism, as well as comments ad hominem, although to a lesser extent.

The article analyzes the current state of the mass media of the Republic of Bulgaria and the changes that have taken place in this area during the period of preparation and membership of the state in the European Union. The author emphasizes that in the process of European integration, the media played a key role, reflecting all social processes, the impact of European integration on the social and political life of the country in particular. The democratization of the society has contributed to a major transformation of the media system and methods of its management. The state was able to synchronize its media legislation with European norms and standards, which has created a positive dynamics of development in the media market, especially in the segment of TV and radio broadcasting. The process of Bulgaria’s preparation and accession to the EU has had a positive impact on the country’s media policy and media law. Currently, the main priority of Bulgaria’s foreign policy is the process of European integration and the media play a direct role in it. Joining the EU has allowed Bulgaria to achieve greater internal stability; use opportunities for the development of democratic institutions, including the media system. The Republic of Bulgaria has not yet reached the standards of the European information policy in the field of ethnic issues, but after joining the EU there are tangible positive changes in the improvement of this sphere. Commercial media have appeared in Bulgaria, which dissociated themselves from the state, changed their profile, looking for their audience. Due to the concentration of media ownership and increased investment in the media market of Bulgaria, the competition between commercial media has grown and there is now a tendency to commercialize media content. This has led to the spreading of a hybrid model of the press and its tautological audiovisual production. “Classical” censorship gave way to property censorship, which significantly limited the variety of media content and formats. A significant drawback at the level of the media system is the weak regulatory support for the transition to digital distribution of information.

This study takes as a starting point the importance and dependence of the media to obtain information about the pandemic. The dependency theory of the media system was developed in the 1970s when mass media were the dominant source of information. Today, at a time when media choices have become abundant, studies are needed to understand the phenomenon of media dependence in light of new dimensions made important by the transformations that have taken place in the social and media fields—where the coexistence of mass media with social media platforms stands out. As large-scale crises rarely occur and the media environment changes rapidly, it is important to analyze how media dependence relates to choose and trust in different media (traditional media vs. social media) in times of crisis. Several questions arise. What is the trust attributed by individuals to social media as sources of information about COVID-19? How well informed are the individuals who choose these sources as the main sources of information? From a questionnaire administered to 244 individuals in Portugal, during the first week of the state of emergency (March 2020), this research seeks to identify how people gained access to information about COVID-19, how they acted critically towards the various sources and how they assess the reliability of different media. Finally, it analyzes the association between the type of medium chosen and adherence to misinformation content about the virus. The results reveal the existence of a phenomenon of dependence on the media, with a strong exposure (both active and accidental) to informative content, with conventional media being privileged as the main source, and positively distinguished in terms of confidence. Finally, a statistically significant association of a positive sign was identified between the use of social media as the main source and the acceptance of misinformation.

Purpose The idea that user comments on journalistic articles would help to increase the quality of the media has long been greeted with enthusiasm. By now, however, these high hopes have mostly evaporated. Practical experience has shown that user participation does not automatically lead to better journalism but may also result in hate speech and systematic trolling – thus having a dysfunctional impact on journalistic actors. Although empirical journalism research has made it possible to describe various kinds of disruptive follow-up communication on journalistic platforms, it has not yet succeeded in explaining what exactly drives certain users to indulge in flaming and trolling. This paper intends to fill this gap. Design/methodology/approach It does so on the basis of problem-centered interviews with media users who regularly publish negative comments on news websites. Findings The evaluation allows for a nuanced view on current phenomena of dysfunctional follow-up communication on journalistic news sites. It shows that the typical “troll” does not exist. Instead, it seems to be more appropriate to differentiate disruptive commenters according to their varying backgrounds and motives. Quite often, the interviewed users display a distinct political (or other) devotion to a certain cause that rather makes them appear as “warriors of faith.” However, they are united in their dissatisfaction with the quality of the (mass) media, which they attack critically and often with a harsh tone. Originality/value The study reflects these differences by developing a typology of dysfunctional online commenters. By helping to understand their aims and intentions, it contributes to the development of sustainable strategies for stimulating constructive user participation in a post-truth age.

BACKGROUND Serious public health problems, such as the COVID-19 pandemic, can cause an infodemic. Sources of information that may cause an infodemic include social networking services; YouTube, which consists of content created and uploaded by individuals, is one such source. OBJECTIVE To survey the content and changes in YouTube videos that present public health information about COVID-19 in Japan. METHODS We surveyed YouTube content regarding public health information pertaining to COVID-19 in Japan. YouTube searches were performed on March 6, 2020 (before the state of emergency), April 14 (during the state of emergency), and May 27 (after the state of emergency was lifted), with 136, 113, and 140 sample videos evaluated, respectively. The main outcome measures were: (1) The total number of views for each video, (2) video content, and (3) the usefulness of the video. RESULTS In the 100 most viewed YouTube videos during the three periods, the number of videos on public health information in March was significantly higher than in May (p = .02). Of the 331 unique videos, 9.1% (n = 30) were released by healthcare professionals. Useful videos providing public health information about the prevention of the spread of infection comprised only 13.0% of the sample but were viewed significantly more often than not useful videos (p = .006). CONCLUSIONS Individuals need to take care when obtaining information from YouTube before or early in a pandemic, during which time scientific evidence is scarce.

Abstract. Previous research indicates that user comments serve as exemplars and thus have an effect on perceived public opinion. Moreover, they also shape the attitudes of their readers. However, studies almost exclusively focus on controversial issues if they explore the consequences of user comments for attitudes and perceived public opinion. The current study wants to find out if hate speech attacking social groups due to characteristics such as religion or sexual orientation also has an effect on the way people think about these groups and how they think society perceives them. Moreover, we also investigated the effects of hate speech on prejudiced attitudes. To explore the hypotheses and research questions, we preregistered and conducted a 3 × 2 experimental study varying the amount of hate speech (none/few/many hateful comments) and the group that was attacked (Muslims/homosexuals). Results show no effects of the amount of hate speech on perceived public opinion for both groups. However, if homosexuals are attacked, hate speech negatively affects perceived social cohesion. Moreover, for both groups, we find interaction effects between preexisting attitudes and hate speech for discriminating demands. This indicates that hate speech can increase polarization in society.

The COVID-19 pandemic became widespread across the world throughout 2020 and 2021 in an emergency that gravely impacted the health and lives of people around the world. States have taken exceptional measures to combat the pandemic, including controversial decisions to introduce emergency regimes, which have been questioned in regards to their compliance with constitutional regulations. The fight against the COVID-19 pandemic requires special measures, however they must remain within the constitutional framework. Consequently, the pandemic and its effect upon the legality of regimes in a state of emergency has captured the attention of legal scholars. The aim of this study is to analyse the constitutional regulation of the state of emergency in the Republic of Poland which was introduced in the country during the COVID-19 pandemic. In Poland, an emergency regime was introduced following an order by the Minister of Health. However the state of emergency (here, natural disaster) as stated by the Constitution was not introduced, although, according to analysts, some state bodies and officials had confirmed that all the necessary conditions for this were met. On 2 March 2020, the so-called Special Law on Coronavirus was adopted, followed by other regulations to fight the pandemic. These analysts stated that the measures introduced by the new acts corresponded to a legal regime containing the constitutional characteristics of a state of emergency, but lacked the appropriate constitutional procedure for their introduction. Presidential elections were held at this time, however legally they cannot be held during a state of emergency, as it indicates the presence of political interests in the choice of the regime. The unconstitutional procedure of the introduction of emergency measures alongside their characteristics of the state of emergency make it possible to consider the epidemic regime introduced in Poland a “hybrid” state of emergency, which is not detailed by the Constitution or legislation. On this basis, the study concludes that reasons behind the unconstitutional response to the COVID-19 pandemic in Poland can be found in both the Constitution, and in the manifestations of the crisis of the constitutional and legal system, which began with the reform of Poland’s Constitutional Tribunal by the ruling Law and Justice party in 2015.

On 17.03.2020, the Parliament declared a state of emergency on the entire territory of the Republic of Moldova for the period March 17 - May 15, 2020. By the same Decision, the Parliament delegated the Commission for Exceptional Situations with the right to implement a series of measures to overcome the epidemiological situation in the country. However, in the conditions of a functioning Parliament and despite the clear and exhaustive texts of the Constitution, the Commission for Exceptional Situations amended during the state of emergency the Contravention Code, which is an organic law. The amendments specifically concerned the procedure and terms for examining infringement cases brought in connection with non-compliance with the measures adopted by the Commission for Exceptional Situations and the Extraordinary Commission for Public Health. In the conditions in which an organic law can be modified only by the Parliament, it is obvious the unconstitutionality, at least partial, of the Disposition no. 4 of 24.03.2020 of the Commission for Exceptional Situations, but unfortunately, the Constitutional Court is not mandated with the right to submit to constitutional review the normative acts adopted by the Commission for Exceptional Situations. Under these conditions, the state is obliged to identify solutions in order not to allow an authority to adopt unconstitutional normative acts that cannot be subject to constitutional review.

The paper problematizes the presence of political clientelism in the media in the Republic of Serbia. The aim of this research is to point out the examples of establishing mechanisms of clientelistic practice in the media, using the News agency Tanjug as an example. Three analytical categories, which are relevant for perceiving the problem of clientelism, have been included: regulatory framework, financial allocations from the state budget and the reporting of the news agency Tanjug. The results of the research show that the illegal functioning, the unsolved ownership issue, non-transparent financing and unprofessional reporting are characteristics of the media work of Tanjug agency. According to the law, the former state agency was scheduled to stop work by the end of 2015. However, Tanjug still, with unclear legal status and significant financial help from the state, publishes information, some of which were proven to be disinformation. The analysis of examples of unobjective and unprofessional reporting points out to the ignoring of public interest, in order to satisfy the particular interest of the governing political structure, which financially makes Tanjug?s functioning possible, in an illegal manner. This case represents a closed circle of interrelationships on the relation politics-economy-media, through which clientelism is defined, using quid pro quo practice.
