The chrysobulls issued by the Bulgarian emperor Constantine Tich (1238), and by the Serbian king Milutin (1299) authenticated all the estates and privileges of the St. George monastery near Skopje. From these chrysobulls one learns how, during the XI, XII and XIII centuries, the monastery acquired diverse gifts from some ten Byzantine emperors, four Bulgarian emperors, and four Serbian kings or rulers. Both the Bulgarian and the Serbian documents mention a large number of matching expressions that indicated the obligations of the subjugated peasants (serfs), criminal offences and judicial penalties and one sees the same titles for the representatives of all local authorities. Greek and Slav words were used as special terms. It was attested a long time ago that the Greek expressions originated in Byzantium and that they were taken from the rich Byzantine terminology. All of this occurred when Skopje and its vicinity were under stable Byzantine rule in the course of the decades and centuries, and, more substantially, when it was an integral part of the large Byzantine thema of Bulgaria. The case is different where Slav terms are concerned. They originated within the borders of the Bulgarian or the Serbian state, or they may have come into being as the Slav translation of some Greek expressions. The presence of Greek and Slav terms in the Bulgarian and the Serbian documents did not escape the notice of scholars and they have succeeded in accurately explaining most of them. Still, there are no adequate interpretations for some terms, and the inaccurate explanations given for a number of expressions have nonetheless become accepted in professional literature. This paper devotes particular attention, concerning the aforesaid problem circle, to the appearance of the word desetak (tithe) both in the district of Skopje and in the Serbian mother territories, then, to the specific meaning of the term carina (customs duty) to the appearance of mostnina or the toll for transit across bridges, the mistaken explanation of the term udava, as well as the differences between priselica and preselica. Researchers established long ago that peasants in Byzantium paid tithes in wheat, wine, sheep, pigs and honey, either in kind or in coin. This paper explains that tithes in honey or in beehives, during the XII century, were also paid by peasants in the Serbian mother territories that were never under direct Byzantine rule nor did they ever constitute a part of any Byzantine thema. The same applies to the payment of mostnina in Polimlje (the Lim River Basin), also in the XII century, which can be explained by the Byzantine influence that penetrated in diverse ways into the Serbian mother territories. The paper sheds light on the special meaning of the term carina, as well as its widespread use. At issue was a land that consisted of fields, vineyards and orchards that were cultivated by subjugated peasants, on behalf of the ruler, nobility or boyars. These kinds of carina existed in the district of Skopje, and in the territory of Hum Konavle, in the district of Kotor, and along the Coast. The phenomenon of carina in these regions can be explained by the fact that they were part of the Byzantine themata of Bulgaria and Dalmatia. As for the manner of punishment known under the term udava, it was for a long time believed to be 'the arbitrary imprisonment because of a debt', that is 'the arbitrary court'. This misinterpretation has become deeply rooted in professional literature despite the fact that four decades ago, it was proved that the word udava implied punishment in summary court procedure, without trial or the presentation of evidence. For certain criminal offences, there were pre-determined penalties that were pronounced by the authorities of those times. This paper concludes with the explanation that the term priselica meant compensation for damage caused by bandits or thieves, and that priselica was not the same as preselica. The latter expression meant the temporary sojourn of a nobleman and his suite in a district that had been placed in his charge or 'possession'. The nobleman, his suite and their horses, to all intents and purposes, enjoyed the right to maintenance, which was an additional burden for the population of a certain district.

The right and appropriate system of receiving and transferring goods is needed by the company. In the process of receiving and transferring goods from the central warehouse to the branch warehouse at PDAM Tirta Kerta Raharja, Tangerang Regency, which is currently done manually is still ineffective and inaccurate because the Head of Subdivision uses receipt documents, namely PPBP and mutation of goods, namely MPPW in the form of paper as a submission media. The Head of Subdivision enters the data of receipt and mutation of goods manually and requires a relatively long time because at the time of demand for the transfer of goods the Head of Subdivision must check the inventory of goods in the central warehouse first. Therefore, it is necessary to hold a design of information systems for the receipt and transfer of goods from the central warehouse to a web-based branch warehouse that is already database so that it is more effective, efficient and accurate. With the web-based system of receiving and transferring goods that are already datatabed, it can facilitate the Head of Subdivision in inputing data on the receipt and transfer of goods and control of stock inventory so that the Sub Head of Subdivision can do it periodically to make it more effective, efficient and accurate. The method of data collection is done by observing, interviewing and studying literature from various previous studies, while the system analysis method uses the Waterfall method which aims to solve a problem and uses design methods with visual modeling that is object oriented with UML while programming using PHP and MySQL as a database.

Recent elections in the advanced Western democracies have undermined the basic foundations of political systems that had previously beaten back all challenges—from both the Left and the Right. The election of Donald Trump to the US presidency, only months after the United Kingdom voted to leave the European Union, signaled a dramatic shift in the politics of the rich democracies. This book traces the evolution of this shift and argues that it is a long-term result of abandoning the postwar model of egalitarian capitalism in the 1970s. That shift entailed weakening the democratic process in favor of an opaque, technocratic form of governance that allows voters little opportunity to influence policy. With the financial crisis of the late 2000s, these arrangements became unsustainable, as incumbent politicians were unable to provide solutions to economic hardship. Electorates demanded change, and it had to come from outside the system. Using a comparative approach, the text explains why different kinds of anti-system politics emerge in different countries and how political and economic factors impact the degree of electoral instability that emerges. Finally, it discusses the implications of these changes, arguing that the only way for mainstream political forces to survive is for them to embrace a more activist role for government in protecting societies from economic turbulence.

Abstract This article suggests enacting an accession tax instead of the estate duty – which was repealed in Israel in 1981. This suggestion evolves from historical and normative explorations of the tension between perceptions of familial intergenerational property rights and justifications for the “death tax,” as termed by its opponents, i.e., estate and inheritance tax. First, the Article explores this tension as expressed in the history of the Israeli Estate Duty Law. This chronological survey reveals a move from the State’s taken-for-granted interest in revenue justifying the Law’s enactment in 1949; moving on to the “needy widow” and “poor orphan” in whose name the tax was attacked during the years 1959–1964, continuing to the abolition of the tax in 1981 in the name of efficiency and the right of the testator to transfer his wealth to his family, and finally cumulating with the targeting of tycoon dynasties that characterizes the recent calls for reintroducing the tax. Next, based on the rich literature on the subject, the Article maps the arguments for and against intergenerational wealth transfer taxation, placing the Israeli case in larger philosophical, political, and pragmatic contexts. Lastly, it associates the ideas of accession tax and “social inheritance” with inspirational sources for rethinking a realistic wealth transfer taxation to bridge the gap between notions of intergenerational familial rights and intergenerational social justice.

Khirbet Karhasan was excavated by the British Archaeological Expedition to Iraq, as part of the Saddam Dam Salvage Project. The excavations brought to light a hoard of Middle Assyrian faience ornaments, which formed a coherent assemblage. Collections of similar ornaments are known from Assur and Nimrud where they have been variously interpreted as decorating the rich garments for a god, a divine image, and even the walls of temples. In the absence of any other persuasive view a hypothesis is advanced based on the evidence of archaeological context, iconographic associations and a viable reconstruction, that the ornaments are equally adaptable to the decoration of ceremonial horse-harness.The tell of Khirbet Karhasan is situated on the right bank of the Tigris approximately 75 km north-west of Mosul. The site on the edge of a prominent terrace overlooks a broad floodplain. In 1986, prior to the flooding of the site, the Tigris channel was 3 km north of the tell. The tell was sheltered by low hills which formed the western slope of the valley some 500 m to the south of the site. The hills rose some 40 m above the tell to approximately 50 m above the floodplain.

Utilitarianism has a curious history. Its most celebrated founders—Jeremy Bentham and John Stuart Mill—were radical progressives, straddling the worlds of academic philosophy, political science, economic theory and practical affairs. They made innumerable recommendations for legal, social, political and economic reform, often (especially in Bentham's case) described in fine detail. Some of these recommendations were followed, sooner or later, and many of their radical ideas have become close to articles of faith of western liberalism. Furthermore many of these recommendations were made expressly to improve the condition of the deprived, or of oppressed groups. Yet the moral theory which inspired this reforming zeal is, at least officially, utilitarianism, and when we teach this theory to our students we feel it our duty to point out the horrors that could be justified by any theory which assesses the moral quality of actions in terms of the maximization of good consequences over bad. No consequence is so bad that it cannot, in principle, be outweighed by a large aggregation of smaller goods. Hence there are circumstances in which utilitarianism can require slavery, the punishment of the innocent, and redistribution of resources from the poor to the rich, or from the disabled and the sick to the able bodied and healthy. Indeed, in the right circumstances, it can justify pretty much anything you can think of. For all their intelligence and imagination neither Bentham nor Mill seemed to recognise or discuss these catastrophic possibilities.

AbstractOver the past 25 years, Sweden has gone from having one of the most generous unemployment benefit systems among the rich democracies to one of the least. This article advances a multi-causal explanation for this unexpected outcome. It shows how the benefit system became a target of successive right-wing governments due to its role in fostering social democratic hegemony. Employer groups, radicalized by the turbulent 1970s more profoundly than elsewhere, sought to undermine the system, and their abandonment of corporatism in the early 1990s limited unions’ capacity to restrain right-wing governments in retrenchment initiatives. Two further developments help to explain the surprising political resilience of the cuts: the emergence of a private (supplementary) insurance regime and a realignment of working-class voters from the Social Democrats to parties of the right, especially the nativist Sweden Democrats, in the context of a liberal refugee/asylum policy.
