Notions of crisis and chaos have become the rationale for a new discourse in which empire is the logical outcome of a world no longer secure. One level at which this is manifested is in the rejection by the USA of international agreements to which it is signatory, in the demonstrated failure of the Bretton Woods system to meet its declared objectives, and in the increasingly broad and globalized resistance to globalization. Another is in the attacks on particular forms of knowledge and academic freedom by strong neoconservative elements which seek the reconstruction of societies within a particular cultural and ideological framework. In this context, the construction of pedagogies which articulate a different vision for global order has become a contested and critical task. This article argues two things: first, that the study of culture and ethnicity is vitally important in developing pedagogies for better ways of being in the world, and second, that indigenous cultural knowledge is profoundly relevant to this endeavour.

This chapter explores the ways African rural youths and women seek opportunities to innovate and adapt indigenous knowledge as a locally developed resource of community resilience in the attempt to reduce household poverty. The two case groups discussed in this chapter engaged in self-employment enterprises. They drew upon their ecological and cultural knowledge, enabling themselves through shoestring budgets to sustain their livelihood and community wellbeing. The chapter shows that unemployment affects young people and rural women from all occupations and ethnic groups, a situation that puts them in a vulnerable and precarious living condition. The analysis showed that for most of youth found on the Tanzania's streets and urban municipalities, a secondary education has not proven useful in practical knowledge, skills, values or attitudes necessary to enter the world of work or to become self-employed.

The article lays out a hypothesis that the global order slides into a new bipolarity in the context of the escalating geo-economic and geopolitical confrontation between the two poles that currently dominate the world - the United States and China. The neo-bipolar construction cannot yet be regarded as an established new world order, but the general movement of the world economy and international relations in this direction is obvious. The neo-bipolar bipolar confrontation manifest itself with varying intensity in different regions of the world. The author argues that at present the peripheral regions which are strategically important for the prospects of competition are becoming an important testing ground for relatively “safe” elaboration of methods and tactics of geo-economic rivalry and h mutual exchange of systemic attacks. Today, Africa has become practically the leading theater of the new bipolar confrontation. The article analyzes the economic, military and strategic aspects of the rivalry between the United States and China on the African continent. It provides a comparative analysis of the new African strategies of the two superpowers adopted at the end of 2018. The author asserts that in the context of the emerging global bipolarity, the strategies of the USA and China represent antagonistic programs based on fundamentally different initial messages. In the case of the US strategy, this is to deter by denial the spread of the competitor’s influence using tough policies, including forceful (while not necessarily military) confrontational actions. While China seeks to neutralize the opposition of the United States and its allies to Beijing’s expansion on the continent and to win the freedom of interaction with any partners in Africa causing minimal direct confrontation possible. Therefore, despite the seemingly “peripheral” importance of the confrontation on the continent, for the establishment of a neo-bipolar world order, the proclamation of the new US regional geopolitical strategy, which focuses on the containment of China in the name of protecting democracy and independence, can serve not only for Africa, but for the whole planet the same milestone signal as Churchill’s Fulton speech for the final advent of bipolarity in the postwar world.

The world is passing through a crossroad as the multipolarity in the world order is now a distinctive possibility in the 21st Century. In that emergence, the center of global economic gravity is seemingly moving toward the Asia Pacific zone. The USA, the sole superpower in the present order, is increasingly facing challenges from China, Russia and other rising powers like India and Brazil. The success of the EU as an economic and political experiment will determine its role in the future context. This paper tries to assess a place for South Asia as a unit in the 21 century global order and finds a number of persisting problems like poverty, population, corruption, poor quality of education, disruptive political discourse, weak democratic governance, indiscipline, religious and ethnic tensions that impede their future progress. At the same time, the paper sees immense future potentials for South with their growing economies, demographics, diversity, diasporas, IT knowledge, and dynamism. However, the Indo-centric geographic identity of South Asia is both a problem as well as a promise. This paper argues that to reap the benefits of commonality, they need to approach their future collectively and cohesively.

The US election is an influential event, not just in the USA itself but in the world. The present study aims to analyze Joe Biden’s inauguration speech after winning the presidential election in January 2021 and becoming the 46th president of the United States. Moreover, this paper attempts to investigate the USA’s possible policies toward their own nation and, of course, the other countries. This analysis goes through predicting probable upcoming policies of Biden’s administration comparing to the previous president of the USA, Donald Trump, who breached several international agreements. To this end, Halliday’s systemic functional linguistics (SFL) (Halliday, 1978; Halliday & Matthiessen, 2014) has been employed in Biden’s first speech after winning the election and beginning of the democratic administration to observe his political intentions by means of a critical approach and using appraisal resources of Martin and White (2007) to clarify the attitude, graduation, and engagement of his speech. Overall, designating the number of vocabularies related to any of the mentioned appraisal resources, it is concluded that Biden’s tendency, based on his inauguration speech and the lexical and grammatical (‘lexicogrammar) choices, is to compensate Trump’s actions, such as breaching 2015 JCPOA agreement and breaking 2015 Paris Climate Accord, and make peace with whom Trump had fueled conflicts.

This article does three things: first, it explores the erosions of traditional forms of knowledge and how this is impacting the way change is approached and understood; second, it expands on Ziauddin Sardar’s notion that imagination is central to unlocking new ways of being and knowing the world—and in particular, explores Marcus Bussey’s anticipatory imagination further; and third, we address notions of agency and suggest how, through a reimagining, an ontological shift from Enlightenment notions of Being to new notions of Becoming is available to us, which we believe is worth consideration given our postnormal context.

The fields of ecological engineering, resilience research, and Anishinaabe culture share strong epistemological relationships and common principles. These alignments can be found in worldview, ways of learning, traditional indigenous ecosystem engineering methods, and governance. This article explores how recognizing these alignments enables Anishinaabe cultural knowledge and ways of being to inform and provide the foundation for contemporary engineered design. It also proposes the use of a biocultural engineering design method that integrates the design principles of ecological engineering with indigenous knowledge, cultural relationships, values, and decision-making processes to support contemporary sustainable nation-building.

For historically marginalized groups that continue to experience and struggle against hegemony and deculturalization, education is typically accompanied by suspicion of, critique of, and resistance to imposed modes, systems, and thought forms. It is, therefore, typical for dominant groups to ignore and/or regard as inferior the collective histories, heritages, cultures, customs, and epistemologies of subject groups. Deculturalization projects are fueled and framed by two broad, far-reaching impulses. The first impulse is characterized by the denial, deemphasis, dismissal, and attempted destruction of indigenous knowledge and methods by dominant groups across space and time. The second impulse is the effort by marginalized groups to recover, reclaim, and recenter ways of knowing, perceiving, creating, and utilizing indigenous knowledge, methods, symbols, and epistemologies. Deculturalization projects in education persist across various global contexts, as do struggles by global actors to reclaim their histories, affirm their humanity, and reinscribe indigenous ways of being, seeing, and flourishing within diverse educational and cultural contexts. The epistemologies, worldview, and existential challenges of historically marginalized groups (e.g., First Nations, African/African American, Latinx, Asian, and Pacific) operate as sites and tools of struggle against imperialism and dominant modes of seeing, being, and making meaning in the world. Multicultural groups resist deculturalization in their ongoing efforts to apprehend, interrogate, and situate their unique cultural ways of being as pedagogies of protracted resistance and praxes of liberation.

The number of classical banks in the world has reduced. In the majority of countries the number of banks does not exceed 200. The uniqueness of the Russian banking sector is that in this respect it takes the third place in the world after the USA and Germany. The paper reviews the conclusions of the economic theory about the optimum structure of the banking market. The empirical analysis shows that the number of banks in a country is influenced by the size of its territory, population number and GDP per capita. Our econometric estimate is that the equilibrium number of banks in Russia should be in a range of 180-220 units.

The authors point out that the local market crisis - on the USA substandard loan market - has led to the uncertainty of the world financial market. It has caused the growing demand for liquidity in the framework of the world financial system. The Russian banking sector seems to be more stable under negative changes than banking systems of other emerging markets. At the same time one can assume that the crisis will become the factor of qualitative shift in the character of the Russian banking sector development - the shift from impetuous to more balanced growth.
