This paper, part of a larger study, is a comparative analysis of five Soviet elites—the central Party apparatchicki, and four specialist elites: the central economic bureaucrats, the military, the literary intelligentsia, and the legal profession. By content analyzing representative periodicals for each elite, data are collected on elite attitudes toward participation in the political system. The overall goal is to gain a measure of the direction and scope of Soviet elite attitudinal change since Stalin; more specifically, (1) to measure the extent to which the elites perceive themselves as participants in the policy-making process, (2) to determine whether the elites perceive their participatory role as expanding over time, and (3) to demark changing patterns of Partyspecialist elite relations from 1952–65.To ground this study in a theoretical framework, analytical categories and hypotheses—derived in part from Brzezinski and Huntington's Political Power: USA/USSR—are formulated to test the perceived extent of elite participation in the Soviet political process. Synoptically, models of political systems may be built by reducing to essentials the mode of interaction between the regime and society. A key variable in analyzing this interaction between superstructure and base is the role and efficacy of societal groups in influencing policy formation and implementation. Following this tack a descriptive continuum may be set up for classifying political systems. At one end of the continuum are ideological systems (e.g., the USSR), at the other “instrumental” systems (e.g., the United States). In instrumental systems the relationship between the political and social system is characterized by “access and interaction.”

Purpose The purpose of this study is to determine the dynamics of the Indonesian press since the reform era in 1998 to 2010 indirectly will see the relationship between the political systems of government with a media system in Indonesia. Design/methodology/approach This study is a qualitative descriptive which was drafted using the method of qualitative investigation using descriptive approach and library research, which gives an overview of the situation to obtain data based on observations on the site of investigation. Findings Based on Downs’s theory, political theory media takes the ideology of rational choice that is free from the subject. The political theory media developed Zaller is an extension of a study byAnthony Downs, An Economic Theory of Democracy. In 1957, Downs received the findings about the political process of the party competing for the support of rational voters. The findings in Downs’ study can actually explain the most important different forms in democratic politics generally. But Downs theory does not almost mention journalists and do not give roles on reporters independent in politics. Originality/value Dynamics of the Indonesian press since the reform era in 1998 to 2010 indirectly will see the relationship between the political systems of government with a media system in Indonesia. Many media companies set up businesses on newspapers or media even existing media companies to get stronger by establishing giant company or large media group. The originality for this paper shows the comprehensively political economy of media, media politics and research location which is conducted in Indonesia.

Any discussion of postwar problems in our relations with Latin America must begin with a consideration of the great changes which have taken place in hemisphere relations during the war period. Since 1939, the American Republics have achieved a degree of coöperation in international matters which would hardly have seemed possible a few years earlier, and today all but one of the nations of the Continent are helping the United States either as belligerents or as non-belligerents in the prosecution of the war.On the military side, our neighbors have given us bases for our Naval and Air Forces and have strengthened their own armed forces, in most cases with the aid of missions from our Army and Navy. Some of them have taken an active part in anti-submarine operations, and Brazil is preparing to send forces abroad. On the political side, they have set up machinery for coöperation in dealing with fifth column and other hostile activities. The importance of their coöperation in these matters is inestimable. Of still more significance, perhaps, has been their economic aid.

Despite all the circumstances accompanying the drafting of the constitution, it is the first constitution to be drafted by an elected Constituent Assembly. The Iraqi Constitution adopted the parliamentary system of government and approved the principle of flexible separation of powers in order to achieve cooperation and balance between the authorities.

India’s relationship with the United States remains crucial to its own objectives, but is also ambiguous. The asymmetry of power between the two countries is such that the relationship, if potentially useful, is not necessary for the United States while potentially risky for India. Moreover, the shift of the political centre of gravity of Asia — resulting from the growing rivalry between China and the US — is eroding the foundations of India’s policy in Asia, while prospects for greater economic interaction is limited by India’s slow pace of reforms. The future of India-US relations lies in their capacity to evolve a new quid pro quo in which the US will formulate its expectations in more realistic terms while India would assume a larger share of the burden of Asia’ security.

The chapter argues that whether or not the world is successful in attaining sustainability, political systems are in a process of epoch-defining change as a result of the unsustainable demands of our social systems. This chapter theorizes a framework for analyzing the political “translation” of sustainability norms within national polities. Translation, in this sense, denotes the political reinterpretation of sustainable development as well as the national capacities and contexts which impact how sustainability agendas can be instrumentalized. This requires an examination into the political architecture of a national polity, the norms that inform a political process, socioecological contexts, the main communicative channels involved in the dissemination of political discourse and other key structures and agencies, and the kinds of approaches toward sustainability that inform the political process. This framework aims to draw attention to the ways in which global economic, political, and social systems are adapting and transforming as a result of unsustainability and to further understanding of the effectiveness of globally diffused sustainability norms in directing that change.

How do societies and states represent the historical, moral, and political weight of the terrorist attacks they have had to face? Having suffered in recent years from numerous terrorist attacks on their soil originating from jihadist movements, and often led by actors who were also their own citizens, France and the United States have set up—or seek to do so—places of memory whose functions, conditions of creation, modes of operation, and nature of the messages sent may vary. Three of the main protagonists and initiators of two museum-memorial projects linked to terrorist attacks have agreed to deliver their visions of the role and of the political, social, and historical context in which these projects have emerged. Allowing to observe similarities and differences between the American and French approach, this interview sheds light on the place of memory and feeling in societies struck by tragic events and seeking to cure their ills through memory and commemoration.

I would like to address myself to international outlaws and what domestic procedures are available to arrest their activities. While at first glance the nexus between domestic justice and international justice may seem tenuous, I wonder: Is it surprising that the same administration that is so insensate over the deprivation of the human rights of blacks in Southern Rhodesia is the same administration that proclaimed early in its tenure that if you have seen one slum you have pretty much seen them all, and hasn’t visited another since? Is it surprising that the same administration that evidences so little concern over the political rights of the majority in Rhodesia is the same administration that “bugs” and sabotages the political process within the United States?

The flaws and major flaws in the political systems represent one of the main motives that push the political elite towards making fundamental reforms, especially if those reforms have become necessary matters so that: Postponing them or achieving them affects the survival of the system and the political entity. Thus, repair is an internal cumulative process. It is cumulative based on the accumulated experience of the historical experience of the same political elite that decided to carry out reforms, and it is also an internal process because the decision to reform comes from the political elite that run the political process. There is no doubt that one means of political reform is to push the masses towards participation in political life. Changing the electoral system, through electoral laws issued by the legislative establishment, may be the beginning of political reform (or vice versa), taking into account the uncertainty of the political process, especially in societies that suffer from the decline of democratic values, represented by the processes of election from one cycle to another. Based on the foregoing, this paper seeks to analyze the relationship between the Electoral and political system, in particular, tracking and studying the Iraqi experience from the first parliamentary session until the issuance of the Election Law No. (9) for the year (2020).

Ascertaining the critical thinking and formal reasoning skills of students With the critical thinking movement gaining momentum at all levels of education in the United States and other countries, many thinking programmes have been developed. A thinking programme that emphasises process, teaching students how to think, rather than what to think, is the Philosophy for Children (P4C) programme, currently carried out in Singapore. A child, according to Matthew Lipman, the founder of the P4C programme, can reason deductively and logically, using concrete objects. In his specially written stories for children Lipman translated the abstract formulations to reasoning in a concrete way that children could understand. To determine whether primary and secondary pupils in Singapore can reason and do philosophy, a study was set up in 1992 to ascertain their reasoning skills. Two instruments were used: the New Jersey Test of Reasoning, developed in the early 1980s to evaluate the P4C programme, and the Test of Formal Reasoning, written by P. K. Arlin to measure the stage of intellectual and cognitive level of the student: concrete, high concrete, transitional, low formal or high formal. This article reports the findings of the study concerning the relationship between critical thinking as measured by the NJTR and concrete and formal reasoning as measured by the ATFR.

This chapter describes U.S. law governing the use of military force, and it considers the potential value of comparative study of how different countries regulate the issue. As the chapter notes, there is significant uncertainty and debate in the United States over the distribution of authority concerning the use of force—in particular, over whether and to what extent military actions must be authorized by Congress. Because courts in the modern era have generally declined to review the legality of military actions, disputes over this issue have had to be resolved, as a practical matter, through the political process. For those who believe that it is important to have legislative involvement in decisions to use force, the political process has not proven to be satisfactory: presidents have often used military force without obtaining congressional approval, and Congress generally has done little to resist such presidential unilateralism. The United States is not the only country to struggle with regulating the domestic authority to use military force. This issue of foreign relations law is common to constitutional democracies, and nations vary substantially in how they have addressed it. Comparative study of such approaches should be of inherent interest to scholars and students, including those trying to better understand the U.S. approach. Whether and to what extent such study should also inform the interpretation or revision of U.S. law presents a more complicated set of questions that are affected in part by one’s legal methodology and how the comparative materials are being invoked.
