The article examines the methodological approaches to the assessment of the labour potential of the socio-economic system. On the basis of the research, it has been established that the proposed algorithm for assessing the labour potential of the socio-economic system at the micro level. The approbation of the methodology for assessing the labour potential of the socio-economic system was carried out on the basis of the performance of an industrial enterprise. To improve the methodology for assessing the labour potential of socio-economic systems, the use of an organizational and methodological model for assessing the labour potential of the system has been proposed. The use of the organizational and methodological model is carried out in several stages: the construction of the Ishikawa diagram, the rating score, the construction of the Pareto diagram and the conduct of the ABC analysis. The implementation of the organizational and methodological model for assessing the labour potential of the socio-economic will allow for the effective management of the labour potential of the system and, as a result, will increase its competitiveness in the information economy.

The article examines the scientific views of Ivan Vernadsky on the historical development of socio-economic systems in the context of his consideration of the views of representatives of the main scientific schools of the XIX century. The subject of the study is methodological approaches to assessing the periodization of the development of socio-economic systems on the basis of historical, logical, institutional and stage analysis. The purpose of the article is to study the scientific heritage of Ivan Vernadsky on the states of economic organization of society and their formulation in the views of representatives of various scientific schools. The objectives of the article include determining stages of the historical development of socio-economic systems on the basis of system-structural and institutional-gradualist approaches. The author investigates Ivan Vernadsky's scientific approaches to the analysis of societal development in social and economic aspects in accordance with the established scientific views of that time. The scientist's emphasis is based on the conclusions on the need for a certain combination of methodological approaches of the classical school of economic science and the German historical school. In the modern sense this can be assessed as the establishment of a proto-institutional approach in the Ukrainian economic science in the study of dynamics, mechanisms of functioning and features of the development of national socio-economic systems. The author substantiates the idea of the necessity for synthetic combination in economic and theoretical analysis of classical and institutional approaches for a comprehensive study of the peculiarities of socio-economic development of national economic systems. Revealed the creative potential of Ivan Vernadsky's ideas, which had a significant impact on the development of Ukrainian economic science and received further development in the research of domestic scientists of both the 19th and 20th centuries, and has its continuation in modern scientific achievements. The article shows possible guidelines of scientific approaches to the systemic assessment of the state of development of socio-economic systems in the XXI century, as well as ways and options for stimulating national economic dynamics in the conditions of current global turbulence.

In the article the methodological basis of assessing competitiveness are substantiated, their content is defined, the types are systematized, which made it possible to determine the methodological approaches to developing tools for assessing the level of Ukraine’s agriculture competitiveness in the context of international economic integration. It has been established that the assessment of economic systems competitiveness of different levels (country, region, region, enterprise, product) has much in common – the same analysis methods, similar research algorithms, related indicators are used. This is especially characteristic for studies of the industry competitiveness, since the industry market positions are, on the one hand, market positions of the aggregate of its economic entities or manufactured goods, and on the other hand, positions that form the countries and regions competitiveness. It has been proved that the methodological basis for assessing the agriculture competitiveness as an industry of the national economy involves two aspects: firstly, competitiveness is a comparative characteristic of a subject entering the market, therefore it can be assessed only in comparison with other similar subjects or taking into account their market positions; secondly, the assessment on different markets may coincide with the methods used, but it should differ in the indicators, criteria, assessment indicators, which are used, with the possibility of mixing, the partial interchangeability and complementarity of these groups. Criteria for assessing the agriculture competitiveness in the context of international economic integration, which are generally accepted in world practice, are systematized, and which should be considered in three dimensions: the macro level, the meso-level, and the indicators of foreign economic activity. An algorithm for assessing the agriculture competitiveness is proposed. Key words: competitiveness, criteria, evaluation method, indicator, agriculture.

The paper shows that now the mainstream of the economic theory is in crisis losing the heuristic potential. There is some positive potential of the institutional approach that is close to (without admitting it) a number of methodological approaches in Marxist political economy (allocation of objective determinants of economic behavior, an implied confession of existence of similar economic systems, emphasis on property relations, etc.) and goes farther than neoclassics. The “ failures” of institutionalism are specified, and it is emphasized that in a number of points (especially, in exaggerating the role of institutions — political, in particular — as bases of economic changes) the criticism of R. I. Kapelyushnikov’s “pan-institutionalism” is justified but positive proposals of the author, the “ideational” approach, are themselves subject to criticism. The conclusion is drawn that active discussions concerning the methodology and paradigmatic foundations bases of economic theory are on the agenda.

Topicality. The conceptual foundations of institutional support for the development of regional economic systems around the world are in state of constant transformation according to the impact of key topical trends. During the last two decades, the EU has adopted policy of active investment support for the development of local destinations, territorial centers of resource concentration and economic growth. The general rules of the investment activities conducting are combined with targeted measures of support for the implementation of strategically significant projects. The emphasis in the European regional policy has shifted towards the will of the investments attracting so much that, in fact, the whole policy of stimulating of regional sustainable development has turned into investment policy. An important task for the practical implementation of tools for a project, decentralization approach is the development of methodical tools for the preparation and execution of priority investment projects in the territorial communities in order to develop scientific and applied tools. Even the consideration of specific practical situations is urgent with the purpose of generation of new organizational and economic mechanisms that are to stimulate investment development of territories. Despite numerous theoretical and applied developments in the field of the socio-economic development stimulation of regions and territorial communities, the questions remain unanswered regarding the methodological bases for regulation of priority areas of economic activity of territorial communities and methodological approaches to selection, assessment of the degree of perspective and promotion of implementation of priority investment projects taking into account the specifics and the concentration of local resources. In more specific and applied aspects, the issue of project incentives for socio-economic development of communities is unresolved for the conditions of the national economy, on the basis of decentralization reform and taking into account the requirements of the ideology of sustainable development. Also, the description of various situations with the organization of socio-economic development of the territorial community in the conditions of decentralization, as an example of concrete projects, is still insufficiently considered.Aim and tasks. The purpose of the article is to formulate conceptual foundations, methodological approaches to the stimulation of the sustainable development of territorial communities in the conditions of decentralization, using the best European principles, practices and on the basis of specific situation description of the development and implementation of a long-term investment project for the territorial community. Consideration of the prospects and key aspects of the implementation of investment projects will be considered on the example of the planned association of the Lyman united territorial community of the Tatarbunarian district of the Odessa region.Research results. The conceptual, methodical principles of project support of investment activity in territorial communities are considered, algorithm of selection and support of investment project realization, which is a priority for the territorial community, is defined. There is considered, on the example of the Lyman United Territorial Community, a project on integrated recycling and rational waste management, the results of which the experts of the Institute for Market Problems and Economic & Ecological Research of the National Academy of Sciences of Ukraine with representatives of the future community testify to the demand for an individual, pro-project approach to the solution of territorial communities problems, on the basis of local features. Thus, in the considered example, taking into account the specifics of composition, volumes, garbage structure and taking into account the seasonal fluctuations in its formation, the original methods are proposed that are available for the community during the processing of waste products into useful products, which are in demand, first of all, in the domestic market segment of the same community. The economic, social, ecological effectiveness of this project is determined, prospects of viability and opportunities for project development are estimated.Conclusions. The experience of working with representatives of territorial communities in the field of implementation of scientific and applied developments to stimulate the socio-economic growth of economic systems on the basis of sustainable development suggests the need for methodological tools on planning sustainable development of territorial communities in the context of decentralization reform.The prospects of the proposed approach include the possibility of local administration and application of measures of economic and organizational assistance for the implementation of such unique projects by the very same territorial community. Support for promising investment projects can be carried out directly by the administrations of territorial communities on the basis of scientifically substantiated principles concerning economic, tax, organizational and other types of regulation.

Reforming the administrative-territorial structure of Ukraine, designed to decentralize the powers and capabilities of local authorities, primarily by expanding the list of their financial capabilities, and helped increase the level of responsibility of local authorities for the level of development of their territories. In this context, the processes of strategic management and substantiation of methodological approaches to the choice of vectors of strategic development, based on specific indicators of regional development, available opportunities and resources, began to gain special importance. The Ukraine’s administrative-territorial structure reform, aimed to decentralize the powers and capabilities of local authorities, first of all, by expanding the list of their financial capabilities, contributed to increasing the level of local leadership responsibility for their subordinate territories level of development. In this context, the processes of strategic management and substantiation of methodological approaches to the strategic development vectors choice, based on specific indicators of regional development, available opportunities and resources, began to gain special importance. The purpose of the study is to carry out a comparative analysis of the regional socio-economic systems development in Ukraine and propose an approach to the strategic development vectors choice and determination of its landmarks in each region. In the article substantiated the necessity of forming a unified approach to identification the strategic vectors and landmarks of regional development. Carried out the analysis of the gross regional product per capita dynamics in Ukraine on the basis of the interval distribution series construction. Five groups of regions are characterized by the level of studied indicator development and substantiated possible vectors and landmarks of eir strategic decisions.

The presented study analyzes the modern models of geographically distributed organizational and economic systems and specific aspects of strategic management of these systems.Aim. The study aims to examine the specific aspects of strategic management of such modern forms of geographically distributed organizational and economic systems as clusters and special economic zones.Tasks. The authors examine the nature and features of the major modern forms of geographically distributed organizational and economic systems, namely, clusters and special economic zones; identify innovative models within these forms: priority development areas, industrial, commercial, and technological parks, technopolises, innovation centers, etc.; substantiate methodological approaches to the strategic management of these innovative formations in general as well as formation of the corresponding organizational management structures and a set of strategies of different hierarchical levels.Methods. This study uses general scientific methods of cognition and strategic management methods to examine geographically distributed organizational and economic systems and their innovative models and to propose a set of hierarchical strategies for the development of innovative formations.Results. In the current context of formation and development of the Russian digital economy, clusters and special economic zones are becoming increasingly widespread forms of geographically distributed organizational and economic systems. This has facilitated the emergence of various innovative models of the corresponding systems: priority development areas, industrial, commercial, and technological parks, technolopolises, innovation centers, technology transfer centers, business incubators, etc. In view of these models, the authors present the specific aspects of their strategic management and provide recommendations on the structure and functions of strategic management bodies – supervisory boards and managing companies. The authors also propose a system of strategies of different hierarchical levels for such formations, including areas for the application of advanced digital and marketing technologies.Conclusion. Economic development has led to the emergence of new forms of geographically distributed organizational and economic systems – clusters and special economic zones. The study substantiates methodological approaches to the strategic management of these innovative formations in general as well as formation of the corresponding organizational management structures and a set of strategies of different hierarchical levels.
