This article examines the relationship between the semantics of ideology and political practice under the pressure of socio-economic change in Hungary of the early 1960s, especially 1962-63. The events of 1956 forced the Communist Party elite to recognize the imperative need for internal social change and for control over its dynamics. Manipulation of social forces and ideological currents became a day-to-day concern as soon as it was realized that the political system must rely to an increasing extent upon the introduction of policies which induced support for the system itself—a need undoubtedly arising out of the social transformation that accompanies a developing and modernizing industrial society.

It is impossible to define sociology other than by reference to ill-defined entities like society or the social. Nevertheless, it seems necessary nowadays to ask the question explicitly, whether these referents have relevant meaningful contents. The idea of society has been profoundly reformist or reforming. Wherever the political system has become open and more complex, and state intervention in economic life has expanded, the field of sociology itself has expanded to the point where we can speak of the triumph of a sociological vision of the world. Industrial society was a complete historical construction, defined by a morality, a philosophy of history and various forms of solidarity. The idea of society was never more closely associated with those of production and social justice. Now, we no longer live our collective life in purely “social” terms nor expect social answers to our problems. The decomposition of the idea of society, set off by the fragmentation of the world in which that idea developed, got worse. The current predominance of the theme of globalization has been accelerating the decline of the “social” representation of public life. The time has come to reconstruct sociology, no longer on the basis of what we thought was a definition of the social and of society, but on the basis of the explosion of those ensembles which had been thought to be solid, and of the attempts to reconstruct the space in which subjects can reconstitute a fabric of consensus, compromise and conflict.

Sir John Fortescue, Chancellor of King Henry VI is the first writer to analyse the political system of England by referring to English political practice. Long before Montesquieu, he noticed the relationship between the political system and the social conditions of his country. Explaining the nature of the English constitution and law, he compare it with the political and legal devices of other countries. That is why he contrasts the systems based on Roman law with English common law. In the article, the author argues that the basis of the Fortescue’s reflection is the rejection of Roman law, because he defends the English political tradition against the continental concept of sovereignty.

Early in 1928 the Chinese Communist Party was in crisis. It might have disintegrated and disappeared. Yet in fact it persisted, constantly refashioned itself, and ultimately became the political system of the country. The broad questions we may ask about this historical fact are: What was the nature of the Party in 1928? What had been the experience of the leadership? And what was the relationship between the Party, with its distinctive ideology, and the Chinese social environment?

Lithuanian independence (1918–1940), which lasted for twentytwo years, and its symbolic center, the provisional capital Kaunas, have been very important for the country’s political, social, and cultural identity. In 1918, changes in the social, economic, and political status of an individual as well as transformations in the literary field followed the change of the political system. In what ways the relationship between the center and the periphery and the spheres of literary influences were altered by the new forms of life? Lithuania, the former geographic periphery of tsarist Russia, after the change of the political system became a geographical and cultural periphery of Europe. Nevertheless, political freedom provided an opportunity to use the dichotomy of center-periphery creatively. Lithuanian writers, who suddenly found themselves living in Europe with old cultural traditions, tried to overcome the insignificance of their own literature, its shallow themes and problems by “borrowing” ideas and ways to express them. In fact, the imitation was not mechanical, so the new influences enabled writers to expand significantly the themes and forms of Lithuanian literature. The article examines the development of new cultural centers in independent Lithuania. It also discusses the avant-garde movement which emerged under the influence of Russian futurists and German expressionists. In addition, it focuses on individual authors, such as Antanas Vaičiulaitis, Kazys Binkis and Petras Cvirka, and the influence that affected their works.

Abstract Background The political system is an important influencing factor for population health but is often neglected in the public health literature. This scoping review uses insights from political science to explore the possible public health consequences of the rise of populist radical right (PRR) parties in Europe, with welfare state policy as a proxy. The aim is to generate hypotheses about the relationship between the PRR, political systems and public health. Methods A literature search on PubMed, ScienceDirect and Google Scholar resulted in 110 original research articles addressing 1) the relationship between the political system and welfare state policy/population health outcomes or 2) the relationship between PRR parties and welfare state policy/population health outcomes in Europe. Results The influence of political parties on population health seems to be mediated by welfare state policies. Early symptoms point towards possible negative effects of the PRR on public health, by taking a welfare chauvinist position. Despite limited literature, there are preliminary indications that the effect of PRR parties on health and welfare policy depends on vote-seeking or office-seeking strategies and may be mediated by the political system in which they act. Compromises with coalition partners, electoral institutions and the type of healthcare system can either restrain or exacerbate the effects of the PRR policy agenda. EU laws and regulations can to some extent restrict the nativist policy agenda of PRR parties. Conclusions The relationship between the PRR and welfare state policy seems to be mediated by the political system, meaning that the public health consequences will differ by country. Considering the increased popularity of populist parties in Europe and the possibly harmful consequences for public health, there is a need for further research on the link between the PRR and public health.

Division of power and social integrationExplanation of some of the recent challenges to western democracy may be found in a re-examination of Montesquieu's thought. Here we find the theory of the separation of power to be far more complex than is implied in the simple divisions of legislature, executive, and judiciary. For Montesquieu, the separation of power is more a social division than a political or juridical one. He contemplated returning the organs of political power to various social forces, e.g. monarchy, aristocracy, and bourgeoisie, and that then the self-assertion of forces would be restrained by the resistance of other social groups. The realization of its goals would require every important social group to integrate itself both to society and to the state and to seek its goals through realization of the general good.Since Montesquieu's time, political structures would seem to have been very little changed even though social structures have been greatly altered by the rise of economic powers. Political institutions have been losing touch with the vital forces of society and these have had to find other channels of expression. The personalization of power, the rise of the executive, violence, and increasing paternalism may be viewed as phenomena of compensation by which attempts are being made to bridge the gap between the structures of political power and those of a society which has been restructured.Revigoration of parliamentary democracy would seem to require that all vital social forces be reintegrated into the political system and be given meaningful channels of political expression. Failure to make such changes opens the way to identification of the political powers with technocracy and the increasing general use of violence in the resolution of social problems.

AbstractContemporary scholarship on the development of the Soviet political system in the 1920s has largely bypassed the history of the Menshevik opposition. Those historians who regard NEP as a mere transition to Stalinism have dismissed the Menshevik experience as irrelevant,1 and those who see a democratic potential in the NEP system have focused on the free debates in the Communist party (CP), the free peasantry, the market economy, and the free arts.2 This article aims to revise some aspects of both interpretations. The story of the Mensheviks was not over by 1921. On the contrary, NEP opened a new period in the struggles over independent trade unions and elections to the Soviets; over the plight of workers and the whims of the Red Directors; over the Cheka terror and the Menshevik strategies of coping with Bolshevism. The Menshevik experience sheds new light on the transformation of the political process and the institutional changes in the Soviet regime in the course of NEP. In considering the major facets of the Menshevik opposition under NEP, I shall focus on the election campaign to the Soviets during the transition to NEP, subsequent Bolshevik-Menshevik relations, and the writings in the Menshevik underground samizdat press.

This article attempts to analyze developments within the Czech Left after 1989. Primarily, the authors focus on two questions: (1) How did the Czech Social Democratic Party (ČSSD) achieve its dominance of the Left? (2)What is the relationship between the Social Democrats and the Communist Party of Bohemia and Moravia (KSČM)? We conclude that the unsuccessful attempt to move the KSČM towards a moderate leftist identity opened up a space in which the Social Democrats could thrive, at the same time gradually assuming a pragmatic approach towards the Communists. Moreover, the ability of Miloš Zeman, the leader of the Social Democrats, to build a clear non-Communist Left alternative to the hegemony of the Right during the 1990s was also very important.

This article addresses the Labour Party's apparent inability to capitalise on the ready availability of good, progressive ideas. It suggests the key is to be found in the idea that the Labour Party no longer represents working-class people, a disjunction that can be best understood using Gramsci's distinction between 'common sense' and 'good sense'. Good sense is a more coherent development of everyday, commonsense thinking, based on its 'healthy nucleus'. However, it must never lose contact with common sense and become abstract and disconnected from life. Using this distinction, a critique of the common-sense notion of meritocracy follows, since the educational disconnect between Labour politicians and their working-class supporters is one of its malign results. This critique builds from the evidence of working-class rejection of meritocracy - the healthy nucleus that recognises the inadequacy of its justifying principle of equality of opportunity. To this is counterposed a good-sense notion of equality - one that embraces equal access to the means for achieving a flourishing life. This notion of equality is then used to explore a number of currently circulating political ideas concerned with equality, both their relationship to common sense and their potential to meet good sense criteria. These ideas include universal basic income, the Conservatives' proposed 'levelling up' agenda, and the demands of Black Lives Matter for racial justice, including the demand to 'defund the police'. A second thread is focused on the relationship between these discourses of common or good sense and the social forces with which they can be connected.
