Pandemic covid-19 memberikan dampak pada mahasiswa yang tidak dapat menyelesaikan masa PLI. Tentu hal ini sangat berpengaruh terhadap kompetensi operasional mahasiswa. Penelitian ini bertujuan untuk menganalisis kompetensi operasional pengalaman lapangan industri berkaitan dengan masalah pada saat pelaksanaan Pengalaman Lapangan Industri yang berkaitan dengan kompetensi operasional yaitu, motive, traits, self-concept, knowledge, and skills pada saat mahasiswa melaksanakan PLI. Penelitian ini menggunakan metode deskriptif kuantitatif dengan total sampel sebanyak 74 orang dari total 280 orang. Penelitian ini terdiri dari satu variabel yaitu kompetensi operasional. Penelitian ini menggunakan teknik analisis data berupa persentase dengan jenjang kategori sangat baik, baik, cukup, buruk, dan sangat buruk. Data ini dianalisis menggunakan program SPSS versi 20.00. Dari penelitian yang telah dilakukan diperoleh hasilnya berupa pengalaman lapangan industri termasuk dalam kategori cukup (82,43%). Hasil ini menunjukkan bahwa kurangnya pengetahuan, kemampuan, serta keterampilan mahasiswa di bidang operasional karena pandemic covid-19. Implikasi penelitian ini diharapkan dapat meningkatkan kompetensi operasional mahasiswa.

ABSTRAK   Salah satu kebijakan strategis pemerintah dalam bidang penanaman modal dan investasi adalah dengan menyelenggarakan layanan perizinan melalui suatu sistem yang terintegrasi secara elektronik (online). Penerapan layanan perizinan yang baik, salah satunya didukung oleh kompetensi aparatur sebagai pelaksana pelayanan. Tujuan penelitian adalah menganalisis dan mendeskripsikan kompetensi aparatur dalam melayani perizinan elektronik, hambatan dan upaya mengatasinya. Metode yang digunakan adalah deskriptif kualitatif. Dalam hal ini dilakukan analisis Kompetensi Aparatur dengan aspek yang diteliti, antara lain: Motives, Traits, Self Concept, Knowledge dan Skills. Penelitian ini memperoleh hasil bahwa kompetensi aparatur dalam upaya melayani perizinan elektronik dinilai cukup baik, namun masih memerlukan peningkatan dalam aspek Knowledge(pengetahuan) dan Skills(keterampilan). Hambatan Kompetensi Aparatur dalam melayani perizinan elektronik, yaitu: (1) keterbatasan anggaran, (2) Masih terbatasnya pemberian kuota peserta Diklat dan Bimtek, (3) keterbatasan jumlah tenaga teknis, (4) kurang memadainya sarana dan prasarana yang tersedia. Upaya mengatasi hambatan kompetensi aparatur, yaitu: (1) Menyiapkan anggaran khusus untuk Diklat dan Bimtek, (2) Memberikan rekomendasi izin belajar bagi pegawai, (3) Mengajukan usul pengadaan formasi tenaga teknis, (4) Menambah sarana dan prasarana yang dibutuhkan.Saran dari penelitian: (1) Perlunya pemaksimalan ajuan anggaran dalam kegiatan Diklat dan Bimtek, (2) Perlunya diadakan kegiatan Diklat dan Bimtek yang bersifat kontinu. (3) Perlunya sosialisasi kepada masyarakat mengenai tahapan prosedur sistem perizinan berbasis elektronik (4) Perlunya pengoptimalan pemeliharaan sarana dan prasarana yang telah ada. Kata kunci: Aparatur,Kompetensi, Layanan Perizinan   ABSTRACT   One of the government's strategic policies in the field of investment and investment is to provide licensing services through an integrated system electronically (online). The implementation of good licensing services, one of which is supported by the competence of the apparatus as service implementers. The purpose of the study is to analyze and describe the competence of the apparatus in serving electronic licensing, obstacles and efforts to overcome them. The method used is descriptive qualitative. In this case, an analysis of Apparatus Competence is carried out with the aspects studied, including: Motives, Traits, Self Concepts, Knowledge and Skills. This study obtained the results that the competence of the apparatus in an effort to serve electronic licensing was considered quite good, but still needed improvements in the aspects of Knowledge (knowledge) and Skills (skills). Barriers to Apparatus Competence in serving electronic licensing, namely: (1) budget constraints, (2) still limited quotas for training and technical guidance participants, (3) limited number of technical personnel, (4) inadequate facilities and infrastructure available. Efforts to overcome obstacles to the competence of the apparatus, namely: (1) Proposing additional budgets, (2) Providing recommendations for study permits for employees, (3) Proposing the procurement of technical personnel formations, (4) Adding and replacing facilities and infrastructure that are no longer functioning. Suggestions from the research: (1) The need for maximizing budget proposals in training and technical guidance activities, (2) the need for continuous training and technical guidance activities. (3) The need for socialization to the public regarding the stages of the electronic-based licensing system procedure (4) The need for optimizing the maintenance of existing facilities and infrastructure.   Keywords: Apparatus, Competence, Licensing Service

Kinerja Karyawan yang baik sangat dibutuhkan oleh instansi/perusahaan. Kompetensi SDM merupakan faktor yang dapat mempengaruhi Kinerja pegawai/Karyawan. Ada lima karakteristik kompetensi yang dapat mempengaruhi kinerja karyawan yaitu, motives, traits, self-concept, knowledge dan skills. Bila pegawai memiliki kompetensi yang tinggi maka kinerja karyawan yang baik dapat terwujud. Penelitian ini bertujuan untuk membuktikan pengaruh kompetensi SDM yang meliputi motives, traits, self-concept, knowledge dan skills mempunyai pengaruh secara simultan dan parsial terhadap kinerja Pegawai Lembaga Pembinaan Khusus Anak (LPKA) Ambon. Metode penelitian yang digunakan adalah metode kuantitatif. Sampel yang digunakan berjumlah 24 orang pegawai LPKA Klas II Ambon. data yang dikumpulkan menggunakan angket. Teknik analisis yang digunakan adalah regresi linier berganda dengan bantuan program SPSS. Hasil analisis ini menunjukkan bahwa Kompetensi SDM mempunyai pengaruh secara simultan dan parsial terhadap kinerja pegawai.

This article reported up-to-date studies on competencies issues of TVET educators from Malaysia’s institutions. Various electronic databases were used and through systematic selection, 12 scientific articles were identified. The findings of the identified studies were organized by five emerging key matters (1) imbalance of technical and non-technical competency; (2) lack of practical skills training and work experience; (3) issue of greening TVET; (4) lack of self-concept and self-confidence in improving performance; and (5) lack of pedagogical approach for social and humanity competency. This review indicates that these five key matters about competency apply to the current norm of Malaysian TVET educators across all ages. Thus, the review concludes by suggesting educators to progressively increase their knowledge and skills through theoretical and practical training and real experiences acquired from home and abroad. This will enhance their competencies in line with the national and international core standards, that aim to produce skilled, knowledgeable, and high-quality workforces in various TVET industries.

Fenomena yang diangkat menjadi masalah penelitian adalah kualitas pelayanan Akta Kelahiran di Dinas Kependudukan dan Catatan Sipil Kabupaten Bogor  dan korelasinya dengan masalah komunikasi dan kompetensi pegawai. Metode penelitian yang digunakan adalah penelitian kuantitatif yang dilaksanakan dengan pendekatan penelitian survey sample. Pengambilan sampel dari populasi penelitian menggunakan stratified random sampling technique. Pengumpulan data menggunakan studi kepustakaan,  kuesioner penelitian dan observasi. Analisis data  menggunakan Analisis SEM (Structural Equation Model Analysis). Dari pembahasan hasil penelitian diperoleh kesimpulan sebagai berikut :Besarnya pengaruh Komunikasi terhadap Kualitas Pelayanan Akta Kelahiran di Dinas Kependudukan dan Catatan Sipil Kabupaten Bogor mencapai 0,430. Besarnya pengaruh Komunikasi terhadap Kualitas Pelayanan Akta Kelahiran ditentukan oleh personal skills and attitudes, interpersonal skills dan oral and written communication. Besarnya pengaruh Kompetensi Pegawai terhadap Kualitas Pelayanan Akta Kelahiran di Dinas Kependudukan dan Catatan Sipil Kabupaten Bogor mencapai 0,543. Besarnya pengaruh kompetensi pegawai terhadap kualitas pelayanan akta kelahiran di Dinas Kependudukan dan Catatan Sipil Kabupaten Bogor ditentukan oleh motives,  traits,  self-concept,  knowledge, dan Skills.           Konsep baru yang diperoleh dari analisis pengaruh Komunikasi terhadap Kualitas Pelayanan Akta Kelahiran adalah tentang Sikap dan Ketrampilan Pribadi Petugas Pelayanan Publik. Cakupan sikap dan ketrampilan pribadi petugas pelayanan yang dimaksud meliputi keahlian berkomunikasi dalam menyiapkan informasi pelayanan; kepandaian berkomunikasi dalam menyampaikan informasi pelayanan; ketrampilan berkomunikasi dalam memproses informasi yang disampaikan oleh penerima layanan; sikap petugas menyampaikan informasi kepada penerima layanan; dan sikap dalam menerima informasi dari penerima layanan.           Konsep baru yang diperoleh dari analisis pengaruh Kompetensi Pegawai terhadap Kualitas Pelayanan Akta Kelahiran adalah tentang Ketrampilan Pelayanan Administrasi Publik. Ketrampilan pelayanan yang dimaksud meliputi ketrampilan mengelola sumber daya administrasi yang terdiri atas sumber daya manusia, sumber daya anggaran, sumber daya kebijakan, dan sumber daya sarana pelayanan; ketrampilan manajemen pelayanan yang terdiri atas perencanaan layanan, palaksanaan pelayanan, pengendalian pelayanan, dan penilaian hasil pelayanan; ketrampilan teknis pelayanan yang terdiri atas prosedur,  tata cara dan waktu pelayanan; ketrampilan sosial pelayanan.

High competence human resources can support employee performance improvement and contribute in determining the company's future. The aim of this research is to examine and analyze the simultaneous and partial effects of competence characteristics consisting of knowledge and skills, self-concept, and the motives and traits on the performance of employees in the marketing department PT. X. The samples in this study were employees of the marketing department PT. X as many as 42 people, technical analysis is a technique used multiple linear regression analysis. The results found that knowledge and skills, self-concept and motive effect traits Employee Performance in the Marketing Department.

One of the licensing services provided by the Office of Investment and One Stop Integrated Services (DPMPTSP) of Bogor City is through the Online Single Submission (OSS) service. However, since it was launched in 2018 until now, the government has never held education and training related to OSS in order to increase the competence of the apparatus. The purpose of this study is to describe the competence of the apparatus in providing online single submission licensing services at the Bogor City Investment and One Stop Integrated Service Office. This research is a type of qualitative descriptive research that uses interviews, observations and documentation. Interviews were conducted using a planned-unstructured technique to 12 research informants. The results show that by using the theoretical basis of competence according to Spencer and Spencer (1993 in Sutrisno, 2019) which includes 5 dimensions, namely motives, traits, self-concept, knowledge, and skills, in aggregate the competence of the Bogor City DPMPTSP apparatus can be stated to be quite good. However, several competency indicators on the skills dimension show some weaknesses, especially on indicators of administrative and managerial skills related to SOPs for handling complaints. Likewise in the knowledge dimension, relatively still needs to be improved. This happens because the apparatus has never participated in special training regarding the implementation of OSS services. Despite facing multidimensional inequalities, some adults with cerebral palsy achieve positive social outcomes (e.g., independent living, employment, and romantic relationships). We interviewed 23 adults (aged 23–47 years) about how they successfully negotiated the challenges of adulthood. Common to all life situations was doing what others (people without cerebral palsy) do. Origins of success lay in their formative experiences (e.g., typical parental expectations with commensurate support and acceptance and supported involvement in school life). Their present functioning (e.g., positive self-concept, well-honed social skills, and physical fitness) combined with present contexts (e.g., expectations of involvement in adult activities and accessible and accommodating environments) enabled them to find ways of negotiating challenges. Finding a way included drawing on knowledge and skills, gravitating toward those who are comfortable with difference, maintaining function, and using natural and paid supports. The findings suggest multiple avenues for supporting people with cerebral palsy to achieve positive social outcomes.
