The article discusses the issues of improving the examination system of competitive applications for state support in the form of grants of the President of the Russian Federation on the basis of an integrated information system that includes the information support system of the Grants Council of the President of the Russian Federation and the information system of the Federal Roster of Scientific and Technological Experts and containing information about experts, applications and expert examination results. In order to improve the principles of transparency and openness of support programs and competition winners, to ensure the objectivity of the competitive selection of projects, a number of organizational and technical solutions are proposed in the application examination system based on an integrated information system. The new and proposed new approaches to the organizational and technical support of the examination of competitive applications for state support in the form of grants of the President of the Russian Federation to young Russian scientists made it possible, by attracting a wide range of scientific and technological communities, to conduct examination of more than five thousand applications with high quality and deadlines set by the Ministry of Education and Science of Russia.

M-learning or mobile learning is defined as learning through mobile apps, social interactions and online educational hubs via Internet or network using personal mobile devices such as tablets and smart phones. However, in such open environment examination security is most challenging task as students can exchange mobile devices or also can exchange information through network during examination. This paper aims to design secure examination management system for m- learning and provide appropriate mechanism for anti- impersonation to ensure examination security. The users are authenticated through OTP. To prevent students from exchanging mobile devices during examination, system re-authenticates students automatically through face recognition at random time without interrupting the test. The system also provides external click management i.e. prevent students from accessing online sites and already downloaded files during examination.

This chapter looks at how the Song dynasty (960–1279) reconsolidated central power and eliminated the provincial regimes that had developed in the wake of Tang decentralization. During the first thirty years after 960, they fostered astute policies that promoted and took advantage of continuing economic expansion. To administer their new polity, the Song emperors recruited through the examination system a new class of bureaucratic elite that Western writings on China often call the ‘literati’. The aristocrats of Tang had given way to the merchants and bureaucrats of Song. However, although the Song expanded Chinese economic and political power into South China, it never completed the conquest of all the traditional Chinese lands in the north. The Song coexisted with a series of alien or conquest dynasties to its north and west.
