Currently, when the Ukrainian economy is developing in an unstable, uncertain, aggressive, dynamic external environment, there is an urgent need to increase the level of investment attractiveness of each region of the country and, as a consequence, the need to increase attention to scientific and methodological support for assessing the integral indicator of investment attractiveness region. In connection with the decentralization of public administration in Ukraine, the role of local authorities in improving the socio-economic situation of its regions is increasing. In the context of real limited financial resources in the country, the problem of increasing the level of investment attractiveness of each region is becoming urgent as a characteristic that allows active investors to form an idea of the state of potential investment objects, as well as ensuring the reliability of obtaining the expected results. It should be noted that the choice of assessment indicators is subjective and depends on the goal of the investor. Such a format for solving this problem requires an assessment of the investment attractiveness of regions based on economic and mathematical modeling. Although there are many developments in this area, today there is no single effective method for assessing the investment attractiveness of the region. The work reveals the essence of the concept of investment attractiveness of a region, defines the methodological provisions of its assessment, the implementation of which requires the use of certain data from official regional statistics. Based on the basic local statistical indicators of the Kharkov, Kiev and Odessa regions of the country, a comparative assessment of their investment attractiveness was carried out. The methodological approaches and parameters determining the investment attractiveness of the regions of Ukraine have been analyzed. The information on the level of investment attractiveness of Kharkiv, Kiev and Odessa regions in 2019 has been systematised, the integral indicator of its evaluation has been defined. In the future, it is recommended to calculate the integral indicator of investment attractiveness for all regions of the country in dynamics.

Classic project planning methods are summed up. It is shown that they are not suited for research projects and it is justified that a research project should be planned in a different way from the other ones. A review of methods from the literature is conducted – of the methods dedicated to research projects, but also of the methods dedicated to other types of projects biased by a high uncertainty and changeability degree. It is indicated how the latter might be applied to research projects. Further research directions are shown, which will allow one to work out planning methods for research projects adapted to their specificity. Attention is drawn to the fact that various types of research projects exist, while each type may potentially require a different planning method. The requirements set to research project plans by such institutions as the European Commission, the National Centre of Research and Development and the National Centre of Science are mentioned, and it is pointed out that these requirements should be changed in order to optimise the expenditure of financial resources earmarked for research.

This study aims to test empirical research on the effect of financial resource ability, research and development (R & D) on innovation orientation and competitive position. This study also examines the critical mediating role of innovation orientation and competitive position to achieving new products performance (NPP). This study used a quantitative research approach by comparing data from service industry and manufacture industry in Indonesia included in Indonesian-State-Ownership companies. The analysis unit in this study used middle managers and top managers who responsible for managing divisions within the Indonesian-State-Ownership companies. The number of respondents studied in this study was 287 sample. The purposive sampling technique was used in taking the research sample. This study indicated that financial resources abilities, research and development (R & D) abilities positive effect on innovation orientation and competitive position. This study also testing the importance role of innovation orientation and a competitive position to enhancing new products performance (NPP).

Subject. The article discusses the methodological apparatus for assessing how many financial resources are needed, and optimize their gradual consumption in high-tech production projects. Results of the projects can be forecasted only as a probable estimate, since there is great uncertainty due to a multitude of random factors. Objectives. The study aims to form the methodological apparatus to assess the amount of financial resources needed under risk and substantiate the reasonable strategy for consuming them in high-tech production projects within a given period of time. The apparatus is to allow for quick adjustments of the financing plan and estimation of project expenditures. Methods. We applied the comprehensive approach to planning and regulating trends in high-tech production costs, methods of economic and mathematical modeling and the probability theory. Results. We reviewed methods used to assess how many financial resources are needed through demand probability distribution laws. Based on them, we devised the interval technique for regulating cost trends so as to substantiate the reasonable strategy for the performance of projects with the desired probability within the given period of time. What distinguishes the interval technique is that it provides the overall vision of the period, during which the project will be performed, and the probability of the advanced prediction of a shortage or excess of financial resources. Conclusions and Relevance. The methodological apparatus proposed herein will facilitate the technological and economic evaluation of various options of high-tech production and choose those ones which ensure the best use of financial resources, quickly regulate the economic dynamism throughout the high-tech production phases in line with a variety of factors, which randomly emerge at certain phases.

While there is consensus that sustainable competitive advantage is key for organisational survival, the source of such advantage has been attributed to a number of disparate areas. Some scholars have suggested that human and financial resources as well as Research and Development (R&D) activities improve organisations' competitiveness. Others have argued that firms need to focus on competitive agility and the speed with which they respond to their marketing environments. This chapter makes two controversial propositions. First, it postulates that much of what used to be sources of competitive advantage (e.g., stable employment environments, low turnover) can now in fact be what makes organisations stale and uncompetitive. Second, it puts forth a notion of competitive leapfrogging and argues that an important source of competitive advantage is the ability to bypass competition either by skipping the stages in the development paths of the forerunners or by taking significant leaps forward and embracing futuristic concepts.

Technological progress is one of the main generators of increases in the production economy, involving the introduction of new products which, in turn, allows companies that carry out innovative actions to survive in the market. According to Schumpeter, innovation is an important source of value creation, improving growth in companies and economy. Thus, entrepreneurs introducing innovations in the market to take advantage of new business opportunities increase value creation, understood as the actions implemented to increase the value of goods and services created by enterprises. Likewise, the exploitation of these new opportunities that arises thanks to technological change are also largely conditioned by entrepreneurs' human capital, availability of financial resources, investment in research and development activities, expectations, and efficient business regulations.

The article analyzes the trends in R&D expenditures as an important condition affecting the increase in innovative activity. It is indicated that one of the factors that contributes to the growth of funding for research and development is the creation of regional funds for support of scientific, scientific, technical and innovative activities, the budget of which is formed from deductions from the proceeds of companies. It is noted that their creation contributes to the centralization of monetary resources. The purpose of the study is to identify areas for the use of funds from regional funds to support scientific, scientific, technical and innovation activities. Based on the analysis carried out, the main areas were identified to which the financial resources of the funds could be directed and the volume of their use was determined.

The research and development of methods using of the specialized diffractive microstructure sensors embedded in the pattern of computer-generated holograms (CGH) manufactured on circular and X-Y laser writing systems is discussed. These microstructures consist of two parts: one of which is written before the CGH in the field of future hologram and the second one is written during the long-term writing of the CGH. The shift between the first and second part of the microstructure is the trace of the writing errors and allows one to determine and calculate the error of CGH fabrication along both orthogonal coordinates. The developed method is based on the principle of diffraction-based overlay with 1D and 2D built-in diffractive microstructure-sensors. Mathematical modeling and results of experimental test writings of such diffractive microstructure sensors are described. The efficiency of using these types of build-in sensors for the writing errors estimation for CGHs is demonstrated.

В работе предложен алгоритм формирования стратегии распределения инвестиций на улучшение защитных свойств системы по уровням доступа, обеспечивающей, при выделенных финансовых средствах, наилучший уровень надежности многоуровневой системы защиты информации в целом. In this article, we propose an algorithm for forming a strategy for allocating investments to improve the security properties of the system by access levels, which provides the best level of reliability of a multi-level information security system as a whole with allocated financial resources.
