The modern areas of enterprise development in the tourist industry are considered in this article. Nowadays it is important to take into account the new challenges of the new millennium, features of resource use, implementation of e-business in tourism, investment and innovation management, modern management concepts. The authors attempted to summarize the factors influencing the modern tourism enterprises development, to substantiate certain conclusions, which should help improve the situation in tourism. Development of consciousness and psycho-emotional training of tourism workers and consumers of tourism services for the conservation of natural and recreational resources following the concept of sustainable development, ratified by Ukraine in the framework of international cooperation was considered. The effective work of tourism enterprises influences the successful development of Ukraine and its regions. The modern activity and development of enterprises in the tourist industry have been studied by the authors taking into account the latest theoretical approaches and modern management concepts. Successful work of tourism companies and organizations in the region will increase the efficiency of the entire tourist industry of Ukraine, individual performance indicators of enterprises, budget content in specific regions. Implementation of investment projects, innovative technologies, and modern management concepts will be able to contribute to the sustainable development of individual enterprises and regions, the successful activity of the Ukrainian tourist industry, and individual tourism companies and organizations following international agreements and conventions. Successful and profitable enterprises activity, due to the conscious, efficient staff work, involves rational resources use, which will increase the efficiency of tourism enterprises’ innovative activities. The basis for the implementation of new projects, e-business, effective resource management is an objective assessment, accurate analysis of the development level, and use of tourism enterprises resources, as well as the effectiveness of their activities. Ukrainian tourism enterprises (tourist entities and collective accommodation facilities) have the opportunity to increase tourist flows and annually improve their financial results from the provision of tourism services, confirming the status of Ukraine as a tourist attractive country in the global services market. Clustering and modern management measures application help to increase the level of tourism enterprises development. The article gives examples of efficient resource use, integrated management of tourism enterprises. Based on the conducted researches the modern directions and measures for tourism enterprises and staff development which will allow increasing the efficiency of tourism enterprises activity in Ukraine were suggested.

As there are very marked relationships between tourism and transport, integrated knowledge of these processes is essential if destinations and tourism enterprises are to be developed, an effective tourism policy pursued, and emerging local and global issues and conflicts surrounding tourism resolved. Beyond this, in an era of huge change reflecting the consequences of the COVID-19 viral pandemic, the importance of sustainable transport in tourism’s sustainable development appears to be of critical importance. Adopting this kind of perspective, this paper seeks to achieve a critical overview of conceptual dimensions of sustainability that link up with tourism and transport. To this end, ideas based on the literature and previous discussions are extended to include certain new propositions arising out of a (hopefully) post-COVID-19 world. Proceeding first with a systematic literature review (SLR), this article discusses the importance of transport to the development of tourism, dealing critically with modes of transport and their changing roles in sustainable development under COVID and post-COVID circumstances. The author summarises likely new way(s) of thinking in the aftermath of the pandemic, with the need for this/these to be far more sustainable and responsible, and characterised by a reorientation of behaviour in a “green” direction. It is further concluded that three aspects of transport–tourism relations will prove crucial to more sustainable utilisation—i.e., proximity, slower and less energy-intensive travel, and green transport.

Measuring the performance and efficiency of the tourism enterprises is essential regarding the current pandemic situation. In such a context, improving their financial situation and competitive position also depend on the use of innovative multi-criteria evaluation models. The paper's main objective is to propose the newly designed Performance & Efficiency model (P&E model) for Slovak spa enterprises. Its structure consists of three dimensions – P&E_I, P&E_II, P&E_III. The application of Confirmatory Factor Analysis validates 34 key performance ratios reflecting the financial situation of enterprises within the P&E_I. In case of P&E_II, the development of value-added dynamics is measured by using the Economic Value Added Momentum. Using the Data Envelopment Analysis, the level of enterprise efficiency is quantified (P&E_III). The partial results of the dimensions are transformed using min-max normalization to the overall score ranging from 0 to 3. Based on the results, a rating scale of all enterprises is carried out, and both their partial and overall positions are assessed through benchmarking. During the research (2013 – 2018), the best results are achieved for SE03 (Spa Bojnice, Inc.), SE21 (Specialised Spa Institute Marína, s.e.), and SE18 (Spa Horný Smokovec, Ltd.). The worst-rated spa enterprises include SE14 (Natural Iodine Spa Číž, Inc.), SE09 (Spa Sliač, Inc.), and SE19 (Pieniny Resort, Ltd.). The proposed P&E model is easily applicable to other tourism enterprises. The research as carried out enables deepening of knowledge concerning the multi-criteria evaluation and management concepts and helps enterprises overcome current unfavorable situations.

The concept of “sustainable development” has been widely used in recent years in legislation andspecial literature. At the same time, a generally accepted definition of this concept has not been developed.The article is devoted to the study of the issues of determining the content of the concept of “sustainabledevelopment”. According to the authors, the need to address this issue is related to the problem of theeffectiveness of legal norms. The article shows the origin and formation of the concept of sustainabledevelopment in international legislation, identifies the system-forming features of sustainable development,analyzes the application and content of the term “sustainable development” in international acts andregulatory legal acts of Russia, notes its intersectoral nature, and considers some theoretical approaches tothe definition of the term “sustainable development”. The authors show the ambiguity of the application of  the concept in question in the domestic legislation. In this regard, the need for the development and legalconsolidation of the term “sustainable development” at the federal level is justified.


The relevance of the study is due to the fact that the economic development of civilization in the 21st century is accompanied by numerous environmental and social challenges that scientists around the world are constantly working on. Technogenic and natural disasters that occur on the planet are associated with climate change, which in turn, a significant number of researchers and world leaders believe is a consequence of economic activity. The subject of research of the article is the concept of sustainable development, which actually includes these three aspects: economic, social and environmental.. The goal is the evolution of the concepts of nature use in the context of global environmental challenges and their practical use in countries around the world. The objective is to research the concept of sustainable ecologically balanced development of the national economy. General scientific methods are used, such as system analysis. The following results were obtained: the transition to sustainable development has led to the emergence of numerous concepts of its implementation in the area of addressing sustainable use of natural resources. The theoretical substantiation of such in terms of the laws of thermodynamics is simply impossible, as well as the invention of "perpetual motion". However, the use of inexhaustible energy sources (such as thermonuclear, solar, geothermal, tidal, etc.) and renewable biological resources (transgenic, cloning, etc.) allows us to talk about the possibility of theoretical justification for sustainable ecologically balanced development. At the same time, relative, since this nature use is possible only within use) of the limits of balance in profit and expenditure (reproduction natural resources). Conclusions: implementation of sustainable development is possible only in the form of sustainable eco-balanced development based on rapidly renewable biological resources and the use of practically inexhaustible energy sources, as well as the use of high technologies. Such development can provide a solution to economic, social and environmental problems with the preservation of the natural complex.

The problem of urban planning in the context of globalization and the intensification of urban growth is considered in the context of sustainable development. Under UN-Habitat regulations, urban development must be in line with five principles: compactness, high density, mixed use, variety, limited land-use specialization. Compact urban development is a model for sustainable urban development, based on the synergy of three main dimensions: social, economic and environmental. In contrast to the approach to territorial zoning, the compact city model pays attention not only to the development of mixed land use, but also to social needs in places of employment, leisure, recreation, as well as the need for economic resources. In order to identify strategies for designing a sustainable architectural and planning structure, theoretical approaches to the practice of urban planning are investigated. Implementation of the provisions of UN-Habitat is aimed at reducing energy consumption and harmful emissions, preserving biodiversity, reducing the cost of infrastructure and increasing labor productivity, which helps to achieve a balance of social, economic and environmental goals of sustainable development.

The sphere of tourism is one of the multipliers of economic development. Thus, the development and application of technologies for building a strategy for tourism image development at the state level will not only create a competitive environment for domestic tourism enterprises, but also contribute to the development of regional and national economy, which determines the relevance of the article. The paper provides a detailed analysis of ways to increase the competitiveness of the region through the introduction of public administration mechanisms for the implementation of strategic measures to develop the tourist image. Theoretical approaches to defining the concepts of marketing, strategy, image of the region are considered. The calculations suggest that the industry has high competition and one of the ways to increase the efficiency of positioning the region as a tourist can be the development of an effective tourist image at the level of state and regional government, its promotion, which will ensure market competitiveness. The article analyzes the tourist potential of Kharkiv region. On the example of Kharkiv region, an algorithm for the implementation of public administration mechanisms aimed at providing a system of public marketing in the region for its positioning as a tourist center. According to the results of the study, the theoretical definitions of the concept of public marketing, marketing strategy, mechanisms of state management of tourism development were analyzed. According to the results of determining the main trends in the development of tourism in Kharkiv region, the great tourist potential of the region was determined, however, the need for the development of tourist infrastructure to increase the efficiency of tourism activities was noted. Proposals for the formation of mechanisms for state management of marketing communications for tourism development in the region were developed, tasks, action programs and resources needed to implement the strategy were identified. The ways of forming a positive tourist image of Kharkiv region as a component of marketing strategy are analyzed.
