For studying the excess of youth unemployment in comparison with other age groups in Europe and selected world regions, the authors hypothesized the high efficiency of government employment policy, taking into account the possible consequences of displacing other age groups. The aim of the study is to formulate proposals for reducing youth unemployment in Europe and selected world regions in accordance with the identified specific causes of this phenomenon. The main objectives of the study are: - consideration of macroeconomic indicators of Europe and selected world regions in 2015 to 2020 and the peculiarities of their interconnection; - identification of the most specific causes of youth unemployment excess in comparison with other age groups in Europe and selected world regions; - formation of proposals for reducing youth unemployment and justification of their feasibility. To achieve the purpose, special and general scientific methods were used, including: graphic method, comparison, formalization, systematization, generalization, induction, deduction, analysis and synthesis. Based on a study of employment in selected world regions in 2015 to 2020, it was found that there is a significant excess of youth unemployment compared to the general unemployment rate. However, unemployment may be less of a problem for young people than for adults, as it tends to be shorter. Moreover, young people may simply change jobs more often, so the higher unemployment rate observed is mainly functional and therefore not particularly harmful. Reducing youth unemployment is a difficult task, but complete inaction in this area or attempts to solve unemployment problems in other age groups at the expense of youth employment can lead to more severe economic consequences. In general, the hypothesis of the high efficiency of government employment policy, taking into account the possible consequences of displacing other age groups, is proven. Among the main motives prompting scientists to further study the problems of youth unemployment are the economic and social difficulties that the economically active population faces when they lose their jobs. In the future, concrete steps can be developed by states in the framework of employment policy, which can include individual counseling procedures, as well as systemic interventions based on the analysis of social circles in which young people are involved (for example, families and couples, not just individuals). The impact of the COVID-19 pandemic on the macroeconomic indicators of Europe and selected world regions is examined. In particular, the dynamics of real GDP and employment rates during 2012-2020 are reflected. It was found that young workers in Europe were more prone to job losses during the crisis than the elderly population. However, the downward trend in youth employment affects not only Europe but also other regions of the world, including developing countries, where youth unemployment can be three times higher than the general rate. A number of reasons for low youth employment are identified, including a barrier to entry the labor market due to the lack of experience, insecurity of jobs, high frequency of voluntary dismissals and a tendency of youth unemployment towards over-cyclicality.

Problem setting. The article examines the possibilities of providing employment for young people through the activities of public communities. An environment that will allow young people to develop themselves in the communities where they were born, live and plan to stay.Recent research and publications analysis. Youth employment is very closely linked to the general employment situation. However, it has its own dimensions and problems that require specific measures. Domestic scholars, for instance, Yu. Palahniuk, O. Shtym, G. Koval, Y. Makogon paid considerable attention to the European experience of youth employment policy, and G. Koval, M. Karpulenko, Y. Hetmanenko studied the state youth policy in general. Highlighting previously unsettled parts of the general problem. The article analyzes the typical challenges of youth employment: unemployment, going abroad; an insufficient level of qualification and opportunities to involve young people through the cooperation of educational institutions and opportunities to involve young people in cooperation of educational institutions; non-formal education; participation in local community self-government. As a result of the research, it is proposed to develop an effective state youth policy in ensuring youth employment in small communities through the development of youth entrepreneurship; activation of youth and involvement in community activities, inclusion of youth in councils and committees. Therefore, the object of study is youth employment through the activities of young communities in Ukraine. Paper main body. In Ukraine, youth unemployment is associated primarily with underdevelopment and economic growth, trends in the international economy’s globalization. It is migration processes that strongly influence the situation on the world labor market because, during the growth of cross-border movements, more and more young people leave their homes in the hope of finding work, which leads to migration from rural areas to cities or other countries. This will have an impact on labor markets in their countries as well as abroad. The International Labor Organization estimates that about 85,3 million young women and men were unemployed worldwide in 2020, or 44 per cent of the world’s unemployed. Many more young people try to earn a living in the informal economy and often end up as unemployed, unskilled young people. To replace older ones, they hire even younger children for lower pay, thus greatly reducing the chances of providing education for both. It is estimated that 59 million young people between the ages of 15 and 17 are employed in unsafe jobs.Unemployment is one of the problems of young people in small communities of Ukraine, as 73% of young people do not see opportunities for even temporary employment due to lack of supply in the market, and 27% due to housekeeping.Traditionally, the lower unemployment rate in rural areas is due to participation in housekeeping. However, this positive fact about the lower unemployment rate among rural youth is reduced by a longer unemployment period. According to the research, the experience of youth unemployment is more devastating for them than for their parents because parents have fewer economic means to support their children. Accordingly, the development of youth in the community is impossible without creating employment conditions.An important factor is to acquaint young people with the trends and directions of development of the whole territorial community and even better involve them in the planning process, allowing them to assess the threats and challenges to the development of small communities. Accordingly, contributing to education and informing about medium-term prospects and available vacancies are practical things that can already make youth unemployment low.The article describes the main provisions of the youth program “DOBRE”, which operates in Ukraine. This program offers its own 4-level system of youth involvement: “Hear youth”, “Develop youth”, “Strengthen youth”, “Support youth”. Addressing the lack of support and activity of young people in small communities is done by creating the opportunities they need for young people, namely creating enough jobs, developing opportunities, decent pay, and creating a sense that young people are included in community life. Also, the priorities are adhered to and supported by the community.Conclusions of the research and prospects for further studies. To solve the problem of youth employment, it is necessary to form state guarantees aimed at stimulating self-employment and entrepreneurial activity of young people; improving the legal framework in the context of preferential taxation of enterprises that hire young workers; active control and monitoring of labor market and educational services indicators to timely adjust and take the necessary measures, as well as to implement a preventive policy of youth employment. An important area of problem-solving is forming a mechanism for effective interaction between government, business and education, which determines the coordination of efforts and joint activities aimed at improving the situation on the labor market and providing young people with jobs. The state’s policy in the field of youth employment needs to be improved, taking into account the current state of the labor market, new trends in social and labor relations through the introduction of best foreign experience and its adaptation to domestic realities.

Summary This article discusses a missing but emergent role of social work with unemployed young people. The authors highlight the transitional and structural factors of youth unemployment. Using a social work lens, the “Youth Employment Network” (YEN) is discussed and the International Labour Organization’s “4Es” (employability, equal opportunity, employment creation, entrepreneurship) framework is elaborated. This article adds a fifth “E” (Ecological connection) and proposes a “5Es” model for social workers to support unemployed young people to overcome transitional and structure barriers for employment. Findings Limited social work programs, studies, or evaluations are targeted for unemployed young people despite historical concern with employment conditions of workers and suggest the instrumental role in research, policy and practice concerning the unemployed young people. Applications Recommendations are provided in terms of how to implement the 5Es in policy, education, training, and direct practice of social work in youth employment.

Recently, especially given the consequences of COVID-19, external migration processes have become more intense. In Kazakhstan and other neighboring post-Soviet countries, a certain social imbalance is associated with the protracted transition period from the Soviet past to the social order and economy of the future. A widening gap exists between the countries of this region associated with geopolitics; for example, states have to choose the Western or Eastern geopolitical vector of development. Russia has a dramatic effect on the development, economy, and migration of neighboring states with a weaker economy. In this regard, the research focuses on the study of key drivers, factors, and reasons affecting this imbalance in the context of the social strata of Kazakhstan. Based on economic and statistical analysis methods, the study analyzes the current migration situation in Kazakhstan and the CIS region, assesses the level of adaptation of citizens of Kazakhstan to the changing environment and globalization that affects the young population; the mechanism of the influence of regional vectors of geopolitics on Kazakhstan is also determined. Apart from this, the current work examines the propensity of young people to migrate abroad (expressed using an integrated indicator) and provides a regression analysis of factors affecting its level. This allowed assessing the degree of influence of the youth unemployment rate and the general welfare of the country on the inclination to go overseas to find a better job. The paper concludes by arguing that the level of unemployment among the young population has a significant impact on its tendency to migrate. In particular, in Kazakhstan, migration abroad is primarily connected with the possibility to get better career prospects and living conditions provided by the host countries.The research results could be used to manage socio-political and socio-economic issues related to the migration of young people in Kazakhstan and neighboring countries and conduct further research related to analyzing macroeconomic indicators and other factors affecting migration processes.

Youth unemployment is a problem in each member country of the European Union (EU). The EU seeks to alleviate this problem by implementing various programs to support young people in finding and keeping a job, thus contributing to economic growth. In 2020, the world was hit by the COVID-19 pandemic. The countries have introduced many strict measures to prevent its spread, but they have caused a significant increase in unemployment, including among young people, and thus harmed economic growth. In this paper, we analyze the unemployment of people under the age of twenty-five in the EU. We also point out how unemployment rates have increased in individual countries. This problem concerns not only countries where the youth unemployment rate had been high already, such as Greece, Spain, and Italy, but also countries with previously lower rates, for example, the Czech Republic, Netherland, Poland, and Slovenia. In the latter group of countries, the youth unemployment rate has doubled in some cases due to anti-pandemic measures. We found that the most affected countries in this regard are the aforementioned Czech Republic, where the unemployment rate at the end of 2020 rose to 2.19 times above the level at the end of 2019, and Estonia, where year-over-year youth unemployment rose by a factor of 2.5. However, unfavorable developments occurred also in Lithuania, Latvia, and Ireland. According to our results, in 2020, youth unemployment increased the least in Hungary, Italy, and Belgium. In general, however, as the situation is now much more urgent, measures to alleviate this problem need to be put in place in each country to help young people find employment and, thus, stimulate economic growth.

This aim of this book was to establish a baseline of information on youth employment in tourism and hospitality, as well as to review the nature and determinants of youth employment in the sector. In doing so it has covered a broad body of literature and, on occasion, been quite critical in the process, notably in relation to educational policy but also in relation to working conditions. Notwithstanding the critique, the text seeks to offer a conciliatory tone and acknowledges that many young people go on to find extremely satisfying careers in the sector. As examples throughout have demonstrated, being a responsible employer and being successful are not mutually exclusive – far from it. Ultimately, ensuring young people are offered meaningful work, which tourism is well placed to do, is in everyone’s interest, from key stakeholders such as young people and the business community, to policy makers, and educational institutions, as well as to wider society who all suffer the effects of high rates of youth unemployment.

Roan and Diamond (2003) claim that labour market policy in Australia has focussed on the provision of employment and the preparation of young people for employment but entirely neglected quality of working life issues. The same may be said for other developed economies’ labour market policies. In the anguish to get young people into work, which is understandable given the youth unemployment crisis, the nature of work itself has, until recently at least, rarely been questioned. In the run up to the May 2015 UK general election, rival parties were at loggerheads over the nature of jobs being created in the economy, with the ruling coalition parties pointing to the fall in unemployment and the opposition arguing that many of these jobs were barely paying the minimum wage and that furthermore many of the jobs now being offered were on zero-hour contracts and also on casual contracts, which are ones where the employer can hire staff without the guarantee of work. Suddenly the nature of work reappeared on policy makers’ agendas and this, coupled with tourism’s admittedly poor reputation as an employer, suggests the need for a closer look at the nature of youth employment in the sector. Consequently, this chapter presents and discusses different characteristics of youth employment in tourism and hospitality. It aims to provide an insight into the experience of youth employment as well as reviewing the role of trade unions in improving working conditions for young people. The chapter also addresses separately the nature of youth employment in developing countries, and concludes with a review of the relationship between responsible tourism and youth employment.

This timely book provides a thorough analysis of contemporary youth employment entry route schemes in the U.K.Drawing on a Post-Foucauldian approach, the book providesa critical interrogation of the policy contexts governing a range of youth employment training schemes in four diverse regional economies within England and Scotland, including employability training, enterprise training, internships and volunteering. Supplemented with new ethnographic case study research conducted by the authors, the book’s chaptersexplore each training scheme in turn through the eyes of regional policy makers, trainers, work experience providers and young people. The authors demonstrate how neoliberal beliefs and practices, such as individualisation, responsibilisation, flexibility and resilience to risk are thoroughly implicated in youth employment policy and training practice. The book also makes obvious how the constraints faced by, and opportunities permitted to, different young people are shaped by the broad and complex interplay of national and regional historical events, economic processes and social structures.These function not only to reproduce but often to further retrench social inequalities, positions of liminality and vulnerability to risk for young people trying to get in and get on in good quality work across the different regional economies of the U.K.

This chapter provides an overview of the book by drawing out four key themes which emerged through the chapters as of key significance for understanding youth employability in the United Kingdom: regionality, social inequality, liminality and risk. Taking each of these in turn, the chapter demonstrates how the pervasive force of neoliberalism shapes youth employment policy and youth labour markets in the diverse regions of the UK. In order to ‘get in’ and then to ‘get on’, Britain’s young people must demonstrate neoliberal qualities such as individualisation, responsibilisation and resilience to risk. At the same time, the ability to perform this version of the self is powerfully shaped by social structure.

Currently, one of the most important socio-economic problems in the world is youth unemployment. Many scientists are engaged in the analysis of this problem, it is considered in the UN Development Programs, the last of which noted that today the world is home to the largest number of young people in the history of mankind. An important issue is the definition of the essential characteristics of the concept of “youth”, since at present there is no single international definition of the age group of young people. For statistical purposes, the age limits for young people are set by the UN Convention and are 15–24 years old. In Russia, before the adoption of the Federal Law “On Youth Policy in the Russian Federation” in 2020, the population aged from 16 to 30 years was considered young, and after the adoption of the Law – from 14 to 35 years. Rosstat annually analyzes the age groups of the population by various parameters: number, education, employment, unemployment, etc., and also calculates indicators, including the level of youth unemployment, the ratio of the level of youth unemployment to the level of unemployment among the adult population. An important aspect of the analysis is the regional level. In many regions of Russia, the situation on the labor market due to the coronavirus pandemic is characterized by instability. It is noted that at the end of 2020, the unemployment rate increased in 82 regions and the highest rates in Ingushetia, the Chechen Republic, and the Republic of Tyva. The problem of modern society is a large proportion of young people who do not study and do not work. Young people have great potential, but despite this, they are experiencing difficulties in finding employment, as a result, the number of NEET youth who are exposed to social exclusion and poverty is growing. The European program “Youth in Action” addresses the problems of young people through the interaction of labor markets and educational services. An important factor that reduces youth unemployment is education.

This report outlines in detail the situation of rural Youths Neither in Employment, nor in Education or Training (NEET) aged between 15 and 34 years old, over the last decade (2009-2019) in Bulgaria. To do this, the report utilised indicators of: youth population; you-th employment and unemployment; education; and, NEETs distribution. The characteri-sation of all indicators adopted the degree of urbanisation as a central criterion, enabling proportional comparisons between rural areas, towns and suburbs, cities and the whole country. These analyses are further divided into age subgroups and, where possible, into sex groups for greater detail. The statistical procedures adopted across the different selected dimensions involve: des-criptive longitudinal analysis; using graphical displays (e.g., overlay line charts); and, the calculation of proportional absolute and relative changes between 2009 and 2013, 2013 and 2019, and finally 2009 and 2019. These time ranges were chosen to capture the indi-cators evolution before and after the economic crisis which hit European countries. All data was extracted from Eurostat public datasets. The analyses show that between 2009 and 2019 the rural youth population aged 15 to 24 years has been increasing in Bulgaria. Although the youth unemployment rate is higher in cities, rural areas faced more difficulties in overcoming the effects of the crisis, particularly among young adults aged over 25 years. In the field of education, however, there was an absolute and relative reduction in the proportion of young people with lower qualifications compared with young people in early school leavers in rural areas between 2009-2019, even though it still remains well above the 10% target defined by the Europe 2020 strate-gy. Finally, the proportion of NEETs in Bulgaria is higher in rural areas, in all age groups with available data, compared to cities and towns and suburbs, thereby revealing territorial inequalities in access to employment and education opportunities
