This paper discusses the concept of environmental management. The general criteria for achieving the rational use of natural resources are formulated. The methods of achieving the "rationalization" of natural resources by establishing the relevant regulatory acts taking into account the regional conditions of the regions are analyzed. The disadvantages of the considered methods and the prospects for their application are established.

Abstract. The article deals with the analysis of economic and legal aspects of rational nature management as a component of ecological safety. The ecological problems of the current state of the natural environment of the country are analyzed. It is stated that environmental security is one of the most important components of national security of Ukraine, which depends on the rational use and reproduction of natural resources. The concept of rational nature management is formulated, the concept consists in the sphere of production and scientific activity aimed at the study, development, protection and transformation of nature in order to ensure favorable conditions for human life. It was found out that the rational use of nature necessarily involves the economic and legal component, which lies in getting the most out of economic and other activities in the use of natural resources at economically reasonable costs. The concept of economic and legal mechanism of nature management is defined, which is enshrined in the system of economic and legal measures, incentives and other regulators aimed at ensuring environmental protection, environmental safety and organization of rational nature management and is based on the concept of payment for the use of natural resources, introduction of economic and legal responsibility. Proposals have been formulated as for the implementationof additional measures of fiscal regulationof nature use by Ukraine, granting tax benefits to enterprises implementing relevant environmental protection programs, insurance of environmental risks. The main aim of the article is to review modern concepts of the legal principle of rational nature management. To fulfil that aim, a descriptive-analytical and data-gathering methods are utilized. The principle of rational environmental management should be considered as a modern paradigm of environmental and legal regulation. The article substantiates that this paradigm includes doctrinal views on the legal support of rational use of natural resources, state environmental policy, a set of existing legal norms on rational use of natural resources, legal relations on the use of natural resources, and a developed ecological culture. The authors concluded that the central core and an obvious trend in the environmental management paradigm is the idea of the best available technologies.

The article explores ways of forming a modern concept of rational nature management of agricultural waste. The analysis of the nomenclature of agricultural waste was carried out, their influence on the environmental situation was studied. The modern technologies of rational nature management of agricultural waste are systematized, the most promising areas of waste recycling are identified. The ecological effect of the application of technologies for the rational environmental management of agricultural waste was studied.

The main aim of the article is to consider the modern scientific and practical legal views on the principle of rational nature management. To meet the objective of the study, the universal systems approach as a methodology of cognition is used. The summary of the article includes the conclusion that any use of natural resources should be rational, which implies the use of fewer natural resources while meeting the needs of the same level, provided there is no or minimal residual environmental harm. In the end, some practical recommendations are made to be taken into consideration in the future relevant studies

This chapter presents a discussion about the real role of companies as social and environmental agents, which is increasingly gaining momentum and timeliness. With industrial expansion and increasing pollution, it has become imperative that companies assume not only the role of producers of goods and services, but also those responsible for the implementation of environmental management systems and their instruments. The Cleaner Production is a process in the production process that helps in the environmental preservation, since it establishes the following order of priority for waste management: elimination - reduction - reuse - treatment - final disposal. In the sugar-energy sector, considered as one of the greatest precursors of environmental degradation by deforestation and burning, Cleaner Production is fundamental for the rational use of natural resources and for minimizing the environmental impacts caused by productive operations.

Rational nature management includes assessment and compensation of environmental damage to the owner of natural resources, which is possible only within the updated three-dimensional boundaries of its infliction. Objects of past environmental damage at the regional and municipal levels prevail, the risks and impacts of which are poorly studied and carry the potential of local secondary negative impact. The article analyzes the issues of rationality of nature management during the accumulation of past environmental damage. Attention is drawn to the paragenetic nature of the economic and environmental components of the degradation of biosphere objects, where the suffering party is not a cadastral land plot, but a changing ecosystem, which in the concept of sustainable development is the main object of management. However, past environmental damage is often characterized only as a payment for pollution and lost natural resources, which is not enough to prevent or eliminate it. The use of a risk assessment model for the development of specific microflora at sites of past environmental damage under conditions of a long cycle of soil resistance makes it possible to formulate effective solutions to stimulate the self-healing of zonal geosystems, including the neutralization of heterogeneous waste water disposal systems from heavy metals.The interrelation of natural-economic systems and the damage caused by them, their interaction with the economy and the environment at the municipal level are discussed. Rational use of natural resources in these conditions often develops with a conflict of interests between the agrarian and mining complexes.The article outlines the main directions of the systemic fight against objects of past environmental damage at the most massive (municipal) level. The connection of municipal resources to the elimination of objects of past environmental damage will optimize the ecological renovation of territories. The methodology for the rehabilitation of technogenic geosystems, including standard remediation solutions, is only a tactical means of eliminating objects of past environmental damage. The strategy of truly rational nature management consists in the development and implementation of the Concept of preventive prevention of the formation of objects of past environmental damage. Typical measures for the rehabilitation of land resources of natural and economic systems are aimed at increasing their market value, providing in general an increase in the natural potential of disturbed territories. The proposed recommendations affect not only compensation for harm, but also the motivation to stimulate the elimination of objects of past environmental damage. The originality of the author’s solution to the problem of past environmental damage consists in assessing the accumulated environmental damage only within the changed part of the geosystem, and not within the entire considered cadastral site.

The article discusses the key sources of environmental pollution and measures to preserve the environment and nature. By rational use of the Earth’s natural resources and responsible attitude to the environmental problem, this situation can be radically changed. One of the important problems of mankind today is environmental pollution. The environment is the habitat, the natural world that surrounds a person; includes natural and artificial environments. In many constituent entities of the Russian Federation, garbage reform has already begun to work. The goal of the garbage reform is the elimination of illegal landfills and the transition to separate waste collection, sorting and recycling so that they can be reused. Old landfills are subject to reclamation. Land reclamation as an integral part of environmental management in the development of environmental management projects in accordance with the requirements of regulatory documents is required. Thus, nature conservation is a set of measures and measures aimed at the rational use and reproduction of all natural resources of the Earth, as well as the conservation of the gene pool of flora and fauna, wealth of the subsoil, clean water and atmospheric air.

The article dwells on a complex of issues related to rational use of natural resources. It is shown that development of the economy requires not only clear state goal-setting, serious technical and economic calculations, but also other types of substantiations. The cost of goods and services has not yet been thoroughly studied. Pricing in its entirity does not take into account material components that initially exist by nature and are created without human participation. The role of environmental factors in development of economic and other social sciences is revealed

The global situation in the sphere of natural resources determines the legal basis of responsibility of individual states for rational use and protection of these resources. In the Russian Constitution and Russian legislation provide the powers of the Russian Federation in the sphere of sustainable development and rational use of land, subsoil, water, forests, wildlife, recognition and justification of its sovereignty. The independence of Russia in the field of nature management and environmental protection is based on international principles, Federal laws and regulations, and justified by the environmental vector of the national economy modernization, legislation, and manifested in the implementation of free citizens´ access to natural resources, participation in discussion, adoption of ecologically important decisions, in development of the independent state and public environmental expertise of economic projects, strategic assessments of environmental situations.

The article explores the problems of nature management, which arise when reclamation activities are carried out on the land. The author reveals the relationship between complex use of natural resources in the process of land reclamation and their rational use. She come to conclusion, that an integrated approach to the land reclamation is manifested in two aspects of natural resource and environmental legislation: environmental and economic aspects.
