Rational nature management includes assessment and compensation of environmental damage to the owner of natural resources, which is possible only within the updated three-dimensional boundaries of its infliction. Objects of past environmental damage at the regional and municipal levels prevail, the risks and impacts of which are poorly studied and carry the potential of local secondary negative impact. The article analyzes the issues of rationality of nature management during the accumulation of past environmental damage. Attention is drawn to the paragenetic nature of the economic and environmental components of the degradation of biosphere objects, where the suffering party is not a cadastral land plot, but a changing ecosystem, which in the concept of sustainable development is the main object of management. However, past environmental damage is often characterized only as a payment for pollution and lost natural resources, which is not enough to prevent or eliminate it. The use of a risk assessment model for the development of specific microflora at sites of past environmental damage under conditions of a long cycle of soil resistance makes it possible to formulate effective solutions to stimulate the self-healing of zonal geosystems, including the neutralization of heterogeneous waste water disposal systems from heavy metals.The interrelation of natural-economic systems and the damage caused by them, their interaction with the economy and the environment at the municipal level are discussed. Rational use of natural resources in these conditions often develops with a conflict of interests between the agrarian and mining complexes.The article outlines the main directions of the systemic fight against objects of past environmental damage at the most massive (municipal) level. The connection of municipal resources to the elimination of objects of past environmental damage will optimize the ecological renovation of territories. The methodology for the rehabilitation of technogenic geosystems, including standard remediation solutions, is only a tactical means of eliminating objects of past environmental damage. The strategy of truly rational nature management consists in the development and implementation of the Concept of preventive prevention of the formation of objects of past environmental damage. Typical measures for the rehabilitation of land resources of natural and economic systems are aimed at increasing their market value, providing in general an increase in the natural potential of disturbed territories. The proposed recommendations affect not only compensation for harm, but also the motivation to stimulate the elimination of objects of past environmental damage. The originality of the author’s solution to the problem of past environmental damage consists in assessing the accumulated environmental damage only within the changed part of the geosystem, and not within the entire considered cadastral site.

The main aim of the article is to consider the modern scientific and practical legal views on the principle of rational nature management. To meet the objective of the study, the universal systems approach as a methodology of cognition is used. The summary of the article includes the conclusion that any use of natural resources should be rational, which implies the use of fewer natural resources while meeting the needs of the same level, provided there is no or minimal residual environmental harm. In the end, some practical recommendations are made to be taken into consideration in the future relevant studies

Tuban coastal area is very rich in natural resources and environmental services. Along the coastal area there are many infrastructures and activity centers. Various forms of existing activities and uses have negative impact, so Tuban coastal area is vulnerable to environmental damage. Prevention efforts that can be done are through the study of environmental ethics. This research aims to study the value of Tuban coastal area, assess the environmental ethics of community in Tuban coastal area, and formulate the coastal environmental ethics of Tuban based on coastal area values. The data were collected from observation, field portraits, and interviews. Then the data were analysed by scoring and descriptive. The results showed that the highest coastal area values in Karangagung, Panyuran, Sukolilo and Kutorejo is economic value. The highest environmental ethics values is in Kutorejo, while the lowest is in Karangagung. Coastal environmental ethics of Tuban are formulated based on eleven coastal area values ??that contain of behaviors that should be carried out by coastal communities so that the sustainability of Tuban coastal area can be maintained. Modern ecological-economic system of agrarian nature falls under the influence of globalization, which is aggravated by the existing problems of economic activity, suffers from limited resources, and therefore an important condition for ensuring its stability and development is the innovative nature of the reproduction process and effective management of its development. Perspective approaches to the formation of organizational and economic mechanism of nature management at different levels of management of socio-economic development include the development of adaptive regional ecological and economic systems that allow to plan and develop agricultural production taking into account the permissible man-made load, new organizational and economic principles of management of mechanized processes on the basis of modern information technology. The basis of such a methodological approach should be to establish the principles of a process-oriented approach to the management of the ecological-economic system on the basis of modeling of the main and auxiliary processes in the virtual system of agrarian nature management. The peculiarities of ecological and economic systems require the development of special research methods in substantiating the relevant mechanisms of management of agro-industrial sphere. The development of ecological and economic systems of agrarian nature management is determined by the processes occurring in them, the risks and threats to their safety, and the prospects for social and economic development. In order to avoid or at least to prevent threats to ecological and economic security generated by structural imbalances in the economic and social spheres under the conditions of globalization and, as a consequence, result in limited reproduction of natural resources, it is necessary to transfer agrarian natural resources to the principles of sustainable development. Depending on the goals, tasks and problems under consideration, an arsenal of diagnostic methods is selected. The main thing in diagnostics ̶ is to identify the symptoms, factors that characterize the state of the controlled system. It is necessary to determine the vector of environmental priorities for the development of the ecological and economic system, which will allow the grouping of environmental protection measures depending on the damage caused. The perspective direction of development of the agro-system of the regions is the development and implementation of an adaptive-landscape system of land use. The Geographic Information System (GIS) provides systematization, processing, display and dissemination of coordinated data. An illustration of environmental activity can be a technique for the formation of a virtual ecological-economic system, which, in addition to the model of technology selection for the economic bloc, should include a description of the complex processes that take place. One of the promising directions of organizing the ecological and economic mechanism of managing the agrarian process should be the formation of a decision-making model based on knowledge, which is a structured, formal description of the accumulated experience of management of agrarian production and its environmental assessment. The concept of such a model is based on a comparison of the current information model of the ecological environment and the agrarian process, its transformation, with a generalized description of permissible reference situations. Each reference situation reflects the possible permissible conditions that may arise in the process of agrarian nature use in the external environment. These conditions are compared with the current purpose of the enterprise. On the basis of expert interviews, appropriate management measures are taken to ensure the achievement of a comparable environmental and economic goal. The choice of managerial decisions in this case is based on the results of the coincidence or the differences between the comparable models of description of the state of agrarian processes in accordance with the goals set for the current time. A characteristic feature of the concept of the ecological and economic mechanism for managing the process in the agrarian sector is the presence in the control of the knowledge base and the subsystem of automated decision support. When developing a process-oriented management scheme, it is necessary to apply the criteria for selecting program-targeted tools for reducing environmental damage by regional territories. Comprehensive assessment of the ecological and economic system of the region allows management to monitor the compliance of the adopted decisions with the strategic objectives of the region and to identify "pain points" in various areas of activity. The consistent use of these approaches will help to improve the management of ecological and economic systems of agrarian nature management, but puts before researcher’s new pressing problems, which will be devoted to further research.

The article reveals the issue of irrational use of natural resources in Ukraine that affects public health, population working ability and macroeconomic performance. It has been found that heavier responsibility of each individual and changes in values can improve the current situation. It is concluded that the general utility function can be increased by rational nature management and implementation of the development strategy minimizing such negative risk factors as ecological state deterioration, inefficient functioning of the healthcare system, excessive use of chemical compounds while producing agricultural products, etc. The key in the study is the formation of a holistic view of the relationship between pollution and the state of the environment and harm to public health based on the analysis of rational nature management and environmental pollution and their negative impact on environmental health. A model has been developed that takes into account the negative environmental impact on health and the investment that is necessary to be healthy and stay productive.

The article is dedicated to one of the most essential areas in the construction industry: consideration of the issues related to resource saving, ecologically and economically rational use of natural resources in accordance with “green standards” of the commercial property buildings, offices, in particular. During the operation of office buildings there takes place negative impact on all the components of the environment. Herewith, the first issues considered by the operating organizations are the cost of the facility, safety of technological processes, reliability, durability and operational characteristics, and only then the issues of building environmental friendliness and energy efficiency, the consequences of which are irrational use of natural resources and accumulation of environmental damage. The number of existing systems certifying “green” buildings is insufficient to create a stable human environment. Formation of the resource saving mechanism during the operation of office buildings requires the application of the “green” standards criteria, making it possible to provide results of the stable approaches during the entire operational lifetime of the building. Based on the local and foreign experience in resource saving stimulation under the “green standards” the article provides the estimation criteria making it possible to implement the ecological and economic evaluation of the resource saving mechanism during the operation of office buildings.

The development of technologies entails the deterioration of both the global environmental situation and at the regional level. The solution of environmental issues is directly related to the use of natural resources, as well as the utilization of the economic system, including through the transformation of waste into raw materials for energy production, various materials, reduction of toxic emissions into the air, water, biodiversity, etc. The main economic instruments of environmental protection and improvement of the ecological situation, which are used in world practice for these purposes, are analyzed. Among them are special taxes, pledge-refundable schemes and expanded business responsibility. The analysis of economic instruments of state regulation of nature management and sources of funding for environmental measures in Ukraine suggests that it needs to be revised and systematized with a scientifically sound definition of the parameters of mandatory payments in favour of the state and the proportions of natural distribution resource payments between the parts of the budget system to prevent the scattering of financial resources and their targeted use to finance environmental protection programs and improve the environmental situation in Ukraine. The expediency of strengthening the integration of such payments into the structure of existing taxes on goods (excise tax on gasoline), while maintaining environmental incentives, in particular, coordination with the taxation of corporate profits, for example, in the form of a reduction factor in the case of their include cost. In this case, the environmental component of taxation should correspond to the scale of environmental damage and is the basis of the mechanism for calculating tax payments or other economic incentives. This can be ensured by deepening the differentiation of tax rates depending on the damage to the environment, as well as the conditions of use of natural resources, the availability of certification of nature management enterprises according to ISO 14000 standard.

Rational use of natural resources is impossible without the use of a single geoinformation support. Such support is provided by geographic information systems (GIS) and BIM technologies. The article discusses the foreign experience of integrating GIS (ArcGIS) and BIM (Autodesk), as well as domestic experience in creating a BIM model of the city of Nizhny Novgorod. The concept of the formation of a unified geoinformation support for the system of rational nature management in the framework of cross-border cooperation between Russia and the CIS countries is presented.

Abstract A characteristic feature of the developed placer deposits is that most of them (up to 90–95%) are hard to develop, and the sands included in them are hard to enrich, due to their location in the geographic and climatic zones with a harsh climate, where perennial and deep seasonal permafrost is widespread almost everywhere. About 40% of alluvial deposits are clayey, highly clayey or cemented. As a consequence, there are significant losses of the valuable component and a large negative impact on the environment, including due to repeated re–mining. The studies presented in this paper help to significantly reduce losses and increase the productivity of the dredge, thereby increasing metal recovery.

The methods of achieving the "rationalization" of natural resources by establishing the relevant regulatory acts taking into account the regional conditions of the regions are analyzed. The disadvantages of the considered methods and the prospects for their application are established.

Abstract. The article deals with the analysis of economic and legal aspects of rational nature management as a component of ecological safety. The ecological problems of the current state of the natural environment of the country are analyzed. It is stated that environmental security is one of the most important components of national security of Ukraine, which depends on the rational use and reproduction of natural resources. The concept of rational nature management is formulated, the concept consists in the sphere of production and scientific activity aimed at the study, development, protection and transformation of nature in order to ensure favorable conditions for human life. It was found out that the rational use of nature necessarily involves the economic and legal component, which lies in getting the most out of economic and other activities in the use of natural resources at economically reasonable costs. The concept of economic and legal mechanism of nature management is defined, which is enshrined in the system of economic and legal measures, incentives and other regulators aimed at ensuring environmental protection, environmental safety and organization of rational nature management and is based on the concept of payment for the use of natural resources, introduction of economic and legal responsibility. Proposals have been formulated as for the implementationof additional measures of fiscal regulationof nature use by Ukraine, granting tax benefits to enterprises implementing relevant environmental protection programs, insurance of environmental risks.
