The article analyzes the indicators of the development of the digital economy, identifies qualitative changes in the management of enterprises in the digitalization paradigm. The relevance of this study is due to the fact that these processes have been the focus of theoretical and practical research for several decades. This study allows to review the role of human resources in the activities of the enterprise. The author notes that in the paradigm of digitalization of business processes of industries, the idea of the existence of intangible assets, as a special form of the manifestation of human capital, comes to the fore. The key points and conclusions can be used by enterprises to form a strategy for managing human capital in the direction of increasing the level of digitalization.

The purpose of this article is to study possible directions and ways of developing human resources for the transition to digital economy using the potential of new technological solutions. The paper demonstrates the relationship of the Fourth industrial revolution and changes in the development of human resources, identifies key areas of the impact of digitalization processes on human resources, including the transformation of the structure of demand in the labor market changing the format of employment of workers and the emergence of new models of work changing the content of work, as well as changing the ratio of the importance of hard skills and soft skills. With this in mind, the important components of developing human resources in digital economy are identified, the emphasis is placed on the role of the education system in this process, covering the following aspects: creating a system of new professions, competencies and standards in correspondence with appropriate educational programs; incorporating innovative educational technologies into the educational process in order to develop a set of soft skills; creating a “smart” education system using intelligent ICT solutions affecting the content and process components of learning as key components of developing human resources. The paper determines the feasibility of implementing the proposed solutions on the basis of the partnership between educational institutions, public authorities and business.

The presented study aims to identify priority directions for national policy in the context of the digitalization of the economy at the federal level. Tasks. The authors analyze program directions of the national project "Digital Economy of the Russian Federation" and determine their strategic objectives; identify products and services aimed at improving the human resources aspect of the digitalization of the economy.Methods. This study uses general scientific methods, such as analysis, generalization, and classification. Analysis of program documents allows the authors to identify the main strategic objectives of each federal project implemented within the framework of the national program "Digital Economy of the Russian Federation".Results. The analysis of implementation of federal projects during the digitalization of the economy in Russia makes it obvious that it is important to make allowance for the level of professional training in the field of digital technologies. Programs of educational institutions are often disconnected from the needs of the real sector of the digital economy. It is no coincidence that competencies of personnel in the field of the digital economy need to be developed. This problem is specifically addressed in the federal project "Human Resources for the Digital Economy".Conclusions. The relevance of digital technologies in various fields is obvious, and economic activity is no exception. Technological development is the starting point of the national program "Digital Economy of the Russian Federation", which covers the time range between 2019 and 2024. One of its objectives is to monitor the development of the digital economy in the country. It also affects such areas as the establishment of businesses in this field, the e-commerce market, human resources, quantum technologies, etc. The government must successfully tackle the current challenges or risk becoming non-competitive compared to other countries. It is advisable to pay increased attention to human resources. In particular, it is necessary to create a register of training programs (bachelor's and master's degrees), that should be adopted by the leading Russian universities.

This article describes the impact of digital economy on changes in economic environmental and social spheres. This leads to changes in educational environment considering the requirements for the development of digitalization in agro – industrial complex (AIC). In this regard, the conditions of education and training of engineering personnel with competencies for working in AIC digital economy are also changing. The authors studied influence of the main trends in the development of digital fluency and digital competencies on the formation of engineering human resources in AIC. Particular attention was paid to the analysis of the development of the human resources component of the digital economy of AIC in this region, in particular, according to the parameters of “Personnel for Digital Economy” project in the Chelyabinsk Region, it is planned to increase the share of population with digital fluency and key competencies in digital economy from 27% in 2019 to 80% by year 2024. Human resources are the most important strategic resource for the development of AIC digitalization. At the same time, labor requirements are constantly growing. Formation of digital competencies should be the goal of engineers, and the development of a mechanism to achieve this goal is the main task of state personnel policy, science and education. Consequently, the role of education in training of engineering personnel for working in agriculture taking into account the requirements for AIC digitalization development is becoming more and more relevant.

Purpose The purpose of this paper is to propose a holistic set of thinking or cognitive skills for professionals, managers, and executives to stay relevant in a digital economy. Design/methodology/approach The viewpoint is based on more than 20 years of experience gained working with multinational companies and public sector organizations across various industries in Asia. Findings To stay relevant in a digital economy, there is a need to develop a holistic set of cognitive skills such as design thinking, process thinking, systems thinking, futures thinking, and creative thinking that complements technical and people skills. Research limitations/implications The paper provides senior human resources practitioners with suggestions on a holistic set of thinking skills that complements technical and people skills to help manage organizational capabilities and develop talents to stay relevant in a digital economy.
