Information and communication technology (ICT) has become an integral part of the daily municipal administration, production and development of municipal services. Social services and health care account for ≥ 50% of municipal ICT expenditure. Municipalities operate and develop their ICT activities with limited ICT resources. This is an incentive for inter-municipal ICT cooperation. Four sets of secondary data are analysed in this article to evaluate how ICT cooperation is carried out in 20 Finnish municipal regions. Transaction cost economics (TCE), resource-based view (RBV), resource dependency theory (RDT) and the concepts of Granovetter’s social network theory are reviewed. The data are used to describe the expected and perceived economic and social benefits of inter-municipal ICT cooperation, and to understand the social connections that influence the execution of inter-municipal ICT cooperation. The data analysis revealed distinctive differences in the amount and forms of ICT cooperation, and regarding its governance. The results suggest that public organisations were able to benefit substantially from well-organised ICT cooperation. The characteristics of social networks were also found to relate to variations in the degree to which ICT cooperation was performed.

The paper reveals the essence and significance of digital socialization of older people, the importance of overcoming social exclusion by older citizens in terms of access to digital technologies. The purpose of the paper is to reveal the role of social service centers for the population, which act as agents of digital socialization of older people (based on the materials of a sociological study). The objects of the study were elderly people receiving social services in the Primorsky Center for Social Services of the Population, and senior citizens who were trained in computer literacy courses. The authors set the fol-lowing tasks: to determine elderly people’s interest in mastering computer literacy and how effective the “Internet ABC” program is. In addition, it was sup-posed to establish the importance of integrated cen-ters of social services for the population in ensuring computer literacy of pensioners. As a result of a sociological study, it was found that older people show a significant interest in modern information technologies. Computer courses organized on the basis of the center for social services help elderly people to get information about state and municipal services, work with the websites of the Pension Fund of the Russian Federation, the Social Insur-ance Fund, Public Services and Multifunctional Cen-ter.

Most studies on social capital integrate proxy variables such as cooperation, participation or trust, but very few examine in depth underlying patterns of behaviour and resulting social phenomena. Filling a gap in earlier studies, this paper conducts a long-range study of the stock of social capital in the Basque Country in Spain, with the aim of analysing the values that are at the core of civic engagement in the territory. Secondary data collected from official statistics websites and relevant studies in the field are used to examine the structural and cognitive dimensions. This information confirms the paradox: at the national scale, the Basque Country is a leading community, but region-specific research unveils a less favourable scenario of endogamic relations, institutional distrust, and low participation. Therefore, although numerous public organisations play a remarkable guiding role, further steps are needed to improve the connectivity of the different actors within the Regional Innovation System.

The research aims to identify the main factors and obstacles supporting the development of volunteering in municipalities as a basis for volunteering as an additional human resource in the provision of social services in the municipality. It has been achieved through qualitative analysis and generalization of academic literature and other publicly available sources. The article adheres to the opinion that volunteering is a phenomenon that is becoming increasingly important in democratic societies. In the analyzed context of public administration, we treat volunteering as follows: activities that create social benefits for society; freely assumed obligations authorized by agreement; activities appropriate to mutual assistance; unpaid activities of public service; useful work; activities satisfying the needs of human self-realization; activities allowing to acquire professional skills. All the components of this multifaceted definition evidence the social benefit to society, and at the same time to the municipality, where volunteering is being developed. The analysis of academic literature and the good practice of other countries in the development of volunteering showed that the social benefits created by volunteering are complex, the social impact is a long-term and systemic. The social benefits created by volunteering affect the volunteer him/herself, the organization that hosts the volunteer, the community of service provision, the service recipient and his/her family members, society. The study revealed the following factors activating volunteering in the municipality: recognition of volunteering benefits and support at all levels of government; determination and periodic analysis of obstacles to involvement of volunteers in social activities; formation of volunteers’ involvement mechanism and administration of activities thereof; material and information resources for the coordination and support of volunteering activities; competent human resources to activate and involve volunteering; mutual co-operation of the municipal administration units and departments; cooperation of the municipal administration with NGOs and state-financed organizations in developing volunteering in municipalities; dissemination of good practice; inclusion of volunteering activities in curricula of pre-school educational institutions.

Complex Information and Communication Technology (ICT) applications dedicated to support the provision of community-based services can rarely be implemented by single social services agencies. Technical and funding requirements make it almost prohibitive for such agencies to undertake them in isolation. Furthermore, in the social sector the degree of service interdependence within a community makes it almost necessary that such complex systems be implemented in collaboration as a community-based initiative. But implementations in this context are filled with challenges not normally found in single institutional ICT projects, making community-based ICT initiatives paradoxical and difficult to manage only with conventional project management techniques. This chapter compares ICT management in various sectors. Using the case of Homeless Management Information Systems in the United States, the chapter presents some complexities involved. It then presents a model for understanding the contrasting opposing forces at play in the social sector and offers implementation management recommendations to increase the likelihood of their success.

In article authors raised the question, actual for most of the Russian citizens, of providing the state and municipal services to the population through the multipurpose centers of "one window". The attention to problems, the social services arising when rendering is paid to inhabitants at the regional level. The main reasons reducing efficiency of granting the state and municipal servants to the population are established. Value of monitoring reveals qualities of providing the state and municipal services in the multipurpose centers.

Private and public social services, including social work centers, are limited to disadvantaged Vietnamese people, such as orphans and people with HIV/AIDS. Buddhism-based organizations (BBOs) have been acknowledged as an avenue to extend social services in Vietnam. This article reviews the social service system and BBOs in Vietnam using secondary data and findings from an empirical study on Buddhist charitable giving. A proposed model linking BBOs to social work centers seeks to improve the efficacy and effectiveness of service delivery.

Our world is rapidly ageing. A process which exposes individuals to increasing risk of illness and disability of which quality lifestyle is crucial for promoting desired well-being and longevity. Certain objectives were examined, which are to: assess the socio-demographic structure of respondents; determine the social and, recreational lifestyles of the respondents; and determine the common/regularity of participation in socio-recreational activities in the state. Primary and secondary data were used. A multi-stage sampling technique was employed to sample 488 elderly respondents, from six of the 16 LGAs of Kwara State using copies of structured questionnaire. Thus, the result shows that majority of respondents (88%) are between ‘young old’ (60-74) age category. About 36% of respondents were with either primary, secondary or tertiary level education, while 30.1% had acquired only the quranic education. Praying and other religious activities are the major (41%) social activity engaged in, while 32.8% are engaged into farming and other commercial activities. Birthday events are the least attended function by respondents. Also, 38.5% see visitation to friends and relations as major recreational activity, while daily and weekly sporting exercises are engaged in by 40.5% and 42.9% of respondents respectively. The study recommends the establishment of modern and affordable recreational centers for the elderly in the state, encourage optimum utilization and overall enhancement of their health and wellbeing. Hence, appropriate policies and programmes to ensure their equal access to health care, basic social services and social safety nets to protect them from falling into poverty is essential and overdue.

This research analyzes some factors affecting economic activities in relation with the conduct of pilgrimage. Those factors are the pilgrimage cost, the amount of pilgrims, and the amount of pilgrimage officers. The objective of this research is to acquire the information of how each factor and all factors together affect the economic activities. This research also analyzes the effect of foods and drinks expenses, the effect of nonfoods and drinks expenses, and the effect of miscellaneous expenses on UMKM - Micro, Small, Medium enterprises' economic activities.             This research is conducted in DKI Jakarta in 2007. The population of this research is the average economic activities in DKI Jakarta in 2007. There are 42 respondents (Banks), 157 respondents (travel agencies), and 50 respondents (UMKM - Micro, Small, Medium enterprises) which are taken as samples from the population using the purposive sampling method. The data is obtained by the researcher using questioners and secondary data which is taken from 1990-2007.             The methodology used in this research is based on. the causal relationship model In testing the hypothesis of this research, the researcher uses the simple and multiple regression methods, and path analysis method. The significant rate a = 0,05 used in determining the interpretation of the statistic result. The data is processed using SPSS (Statistical Packages for the Social Sciences) version 12.00.             The results of the analysis in the 1st equation -are (i) the effect of the pilgrimage cost on banks' revenues is quite strong, (ii) the effect of the pilgrimage cost on travel agencies' revenues is quite strong, (iii) the effect of the pilgrimage cost on UMKM - Micro, Small, Medium enterprises' revenues is weak.             The results of the analysis in the 2nd equation are (i) the effect, of the amount of pilgrims on Banks' revenues is very weak, (ii) the effect of the amount of pilgrims on travel agencies' revenues is very weak, (iii) the effect of the amount of pilgrims on UMKM - Micro, Smal4 Medium enterprises' revenues is very weak.             The results of the analysis in the 3rd equation are (i) the effect of the amount of pilgrimage officers on banks' revenues is very weak, (ii) the effect of the amount of pilgrimage officers on travel agencies' revenues is very weak, (iii) the effect of the amount officers on UMKM-Micro, Small Medium enterprises' revenues is very weak.   The results of the analysis in the 4th equation are (i) the effect of all three factors which are the pilgrimage cost, the amount of pilgrims, and the amount of pilgrimage officers simultaneously on banks' revenues is very strong, (ii) The effect of all three factors which are pilgrimage costs, the amount of pilgrims, and the amount of pilgrimage officers simultaneously on travel agencies' revenues is strong, (iii) The effect of all three factors which are pilgrimage costs, the amount of pilgrims, and the amount of pilgrimage officers simultaneously on UMKM-Micro, Small Medium enterprises' revenues is strong.             The result of the analysis in the 5th equation is the effect of foods and drinks expenses on UMKM-Micro, Small Medium enterprises' revenues is weak. In the 6th equation, the effect of nonfoods and drinks expenses on UMKM-Micro, small Medium enterprises' revenues is weak. In the 7th equation, the effect of miscellaneous expenses on UMKM - Micro, Small Medium enterprises' revenues is quite strong. In the 8th equation, the effect of all three factors which are the effect of foods and drinks expenses, the effect of nonfoods and drinks expenses, and the effect of miscellaneous expenses simultaneously on UMKM-Micro, Small Medium enterprises' revenues is quite strong.             The implication of the research results mentioned above is the factors in the conduct of pilgrimage do increase the economic activities (Banks, Travel Agencies, and UMKM - Micro, Smal4 Medium enterprises) in DKI Jakarta. Therefore, considering that matter, the General Director of the conduct of pilgrimage division of Department of Religion Republic of Indonesia should determine the pilgrimage cost which is affordable, increase the service, and provide a good information system which will result in a better conduct of the pilgrimage. When modern technology permeates every corner of life, there are ignited more and more hopes among the disabled to be compensated for the loss of mobility and participation in normal life, and with Information and Communication Technologies (ICT), Exoskeleton Technologies and truly hands free technologies (HMI), it's possible for the disabled to be included in the social and pedagogic spheres, especially via computers and smartphones with social media apps and digital instruments for Augmented Reality (AR) .In this paper a nouvel HMI technology is presented with relevance for the inclusion of disabled in every day life with specific focus on the future development of "smart cities" and "smart homes".
