In the period 2014–2020 with the support of the Russian Ministry of Education and Science, an interesting project was carried out to support Russian scientific journals in their implementation of their development programs. This article describes the main stages of the project and the results achieved by the project participant. The data on the project participants in various aspects (goals, tasks, quotas on topics) are given. The main objectives of the project were: increasing the number of Russian journals in the WoS and Scopus and improving their bibliometric indicators. The article provides an analysis of changes in the bibliometric indicators of project participants, and shows that on average their indicators improved and many project participants were either included in the WoS and Scopus or submitted applications for inclusion and are awaiting expert decision.

Introduction: In accordance with the requirements for the preparation of a report, a physician must provide information on scientific research in the following sections to obtain a qualification category of a specialist: 6. Scientific and practical work (participation in scientific and practical conferences, medical scientific societies, presentations, publications); 11.2. List of publications of the attested in scientific journals and collections, abstracts and 11.3. List of speeches at international, all-Russian and republican conferences. Material and methods: The analysis of 5 qualification works of a psychiatrist (1997, 2002, 2008, 2013 and 2018) for the scientific component as part of the mandatory requirements for the processing of documents when they are submitted to the Attestation Commission on the assignment of a qualifying medical category in psychiatry . The depth of the study was 24 years. When working on the material, the following methodical approaches were used: system, complex, dynamic, normative, quantitative and situational. Methods of analysis included: historical, analytical and comparison. For the analysis, methods were used: groupings, absolute values, continuous and selective observations. Results: The psychiatrist GAUZ “KDC” independently or in co-authorship published 223 scientific and educational-methodical publications (total volume of 182.65 conventional author’s sheets), including 90 scientific (39.81) and 143 educational-methodical (142.84) works, in including one monograph and eight textbooks (two of them with the stamp of the Ministry of Education of the Russian Federation). In the e-library (www.e-library.ru) of the Russian Scientific Citation Index (RINC): publications - 31; citations - 123; Hirsch index - 3, publications in the journals of the VAK - 13. (https://elibrary.ru/author). Discussion: The scientific work of a practicing outpatient psychiatrist is assessed both quantitatively and qualitatively, the integral indicator of the psychiatrist’s own participation in each publication of 0.78 conventional printed sheets can be considered as a serious personal contribution to scientific research. In the regulatory framework of indicators and requirements for registration of the report there is no synchronization in the daily work of a practical doctor, his job duties with the statements of the report. When concluding an employment contract with the employer, there is no mention in it that the doctor should engage in scientific work, and it is an integral part of his functional duties and qualification requirements. The scientific work does not mention the “Unified qualification directory of positions of managers, specialists and employees, the section “Qualification characteristics of the positions of employees in the field of health care” for a psychiatrist. Conclusion: The attitude to the Administrative Regulations on the provision of a public service for assigning a qualification category to specialists engaged in medical and pharmaceutical activities should be reviewed in terms of synchronization with the duties of a doctor. The Regulation on the compulsory conduct of scientific research should be introduced, substantiated and provided by the employer or be excluded from the administrative regulations as an independent section and be exclusively recommendatory in nature. Publications of physicians in scientific journals and collections, theses of reports should motivate their interest, and within the limits of the possibilities of the medical institution to have reasonable financial support, fixed in the employment contract. An example of a practical doctor who speaks at international, all-Russian or republican congresses, congresses and conferences is an important indicator of his professional growth, an incentive for the disclosure and development of the potential of the medical institution team and the result of proper administrative and organizational-methodological guidance. The scientific work and publications of a psychiatrist’s practical doctor should be a weighty additional argument in favor of a positive decision on awarding the qualification category he has declared.

This article is the first in a series of articles representing the development forecast of Russian scientific journals. Based on the analysis of the dynamics of many bibliometric indicators of Russian journals presented in various databases on the Web of Science platform, a forecast is made for the development of journals by field of science using the OECD classifier. Proposals are made on the necessary measures to increase the bibliometric indicators of Russian journals in the natural sciences, forecast of increasing the number of Russian journals in Social Sciences and Humanities in the Web of Science Core Collection is presented.

Based on the analysis of the dynamics of many bibliometric indicators of Russian journals presented in the Scopus citation index, a forecast is made for the development of journals by field of science using the OECD classifier. A forecast is made based on the data presented in the first article of this series, combined with the results of the analysis of Russian journals in the Scopus database, a list of journals that can soon replenish the collections of Russian journals in international citation indexes is presented.

The model of the placental barrier based on the human choriocarcinoma cell line BeWo b30 allows studying the effect of hypoxia on trophoblast cells. The effect of the oxyquinoline derivative inhibiting HIF-prolyl hydroxylases was studied on this model. Inhibition of these enzymes leads to an increase in the HIF-1α subunit in the cytoplasm, mimicking the cell response to hypoxia. Incubation of the cells with the drug at a concentration of 10 uM for 24 h did not affect the paracellular transport, but reduced the transport of glucose through the cell barrier. The transcriptome analysis after the exposure with oxyquinoline derivative revealed a decreased expression of the KIAA1217 gene and its intronic gene MIR603, which encodes microRNA hsa-miR-603. The expression of the target gene of this miRNA, CCND1 encoding cyclin D1, after oxyquinoline derivative exposition increased significantly, which may indicate a potential microRNA-mRNA regulatory mechanism in the response of trophoblast cells to hypoxia. The necessity to ensure compliance of scientific articles in Russian scientific journals with international standards for their inclusion in scientometric databases is substantiated. It is shown that the design of the journal, placement and presentation of the necessary elements of articles, completeness of English-language data and other characteristics are determined by the editorial policy and should reflect compliance with the requirements of international databases. The possibility of correct design of articles, interpretation of their elements from the standpoint of international scientometric databases is shown.

Abstract This study aims to reveal the challenges of teachers in using online learning media and to find solutions that can be taken by teachers. In the current pandemic, teachers are required to be able to master technology, so that teachers can take advantage of various online media in learning. Currently, many PAUD teachers are confused about utilizing technology-based online media. Finally, in a simple way, the teacher gives written assignments through the WhatsApp group for parents to work on by children. This new activity requires teachers to have competence in operating technology to design and use appropriate learning media for children. Teachers are required to quickly adapt to technology so that teachers are able to use various applications to support online learning at. The research method used is a literature study where the data collection technique is through processing and analyzing various sources or references to scientific journals and books whose relevance with the problem to be studied. Data analysis relates problems to theories contained in scientific journals or appropriate books. The results of this study found that in the use of online learning media, there were several challenges for teachers such as the weak competence of teachers in mastering technology, the lack of facilities and infrastructure in utilizing various online learning media and the limited internet network in covering other online learning media. The solution that teachers can take is to conduct various trainings, webinars or workshops. This study analyse the evolution and characteristics of scientific production on intervention programmes with gender violence perpetrators performed in Spain. The standard bibliometric indicators were applied to 148 studies identified. The greatest productivity is focused between 2008 and 2010 and the largest number of records corresponds to articles in specialised scientific journals. As far as authorship is concerned, an analysis of the number of studies per person indicates that the results obtained are only initially consistent with Lotka’s Law, that is, there are a majority of not very productive authors and a minority who publish frequently, but the data do not fit this law. An analysis of collaboration between authors enables us to determine the existence of one “Social Circle” or “Invisible College”, at least. Most of the records analysed focus on the description of one or several intervention programmes with men who abuse their partner. Results show that there are progressively more evidence based studies on batterers and their treatment.

The Russian Academy of Sciences together with the Electronic Library eLibrary.ru have developed an academic rating of scientific journals from the Special Collection (SC), which includes about 15% of the journals of the Russian Science Citation Index (RSCI). The academic rating is based on the methodology of calculating the thematic ratings of the RSCI. The basis of the academic rating formula is the impact factor of the journal, which takes into account the citations of articles only from the journals of the SC collection and journals included in the international bibliographic databases Web of Science and Scopus. The paper concludes that the methodology for calculating the academic rating has significant drawbacks, which did not allow the academic rating to give a complete and objective assessment of the authority of Russian scientific journals.
