The subject of the study is the features of such a socio-economic phenomenon as self-employment in the context of digitalization. It is revealed that the rapid development of digitalization has led to the spread of such atypical forms of employment as freelancing. Also, a comparison of different approaches to labor rationing was made: the classical approach to conducting photos of the working day and timekeeping and the modern digitalized approach, their strengths and weaknesses were considered. The possible foreseeable future of labor rationing and the ways of its development and integration of such technology as artificial intelligence are analyzed. The authors consider the possibility of creating an automated program for taking photos of the working day and timekeeping, the use of which would require the presence of a specialist only at the very beginning, when setting up a program for viewing video recordings and identifying individual labor operations.

This article discusses the need for an ethical framework for emerging robotic technologies. The temptation, arguably driven by sci-fi treatments of artificial intelligence, is to ask whether future robots should be considered quasi-humans. This article argues that such sci-fi scenarios have little relevance for current technological developments in robotics, nor for ethical approaches to the subject: for the foreseeable future robots will merely be useful tools. In response to emerging robotic technologies, this article proposes an ethical framework that makes a commitment to human rights, human dignity and responsibility a central priority for those developing robots. At a policy level, this entails (1) assessing whether the use of particular robots would result in human rights violations and (2) creating adequate institutions through which human individuals can be held responsible for what robots do.

Today, the development of human capital follows the same approaches that have been used since the mid-twentieth century, in a completely different economic and social context. But the rapid development of the remote mode of work, freelancing, and self-employment radically change the organization of their activities. Robots and artificial intelligence perform only a small part of the work today. As the pace of automation increases, the number of employees will decrease. Moreover, it has become easier both technologically and legally. Remote work is now officially recognized, and its terms will be officially spelled out in the employment contract. The article is devoted to the issue of the possible introduction of unconditional basic income (UBI) in the practice of social services and employment services. The unconditional basic income (UBI) is considered today as a regular state payment of a certain amount of money to each member of society, regardless of where they worked or whether they worked at all. The article analyzes the trends in the labour market and their impact on the transition to the concept of unconditional basic income of the UBI. These trends are confirmed by the results of research on various aspects of this problem. Special attention is paid to the impact of the 4th industrial revolution of the 6th TU on employment, as the main condition that ensures the transition to the establishment of the UBI

The rapid development of the global cultural and creative industry has provided a new stage for the development and innovation of Chinese traditional culture. Cultural creativity has broken the rigid design and production mode of traditional products from the perspective of market and has become the key to improve the economic benefits and competitiveness of traditional products. From the perspective of cultural and creative product design and product development, artificial intelligence technology has been fully utilized at the present stage. The purpose of this article is to compare the traditional design patterns used in product design and understand the new design patterns assisted by artificial intelligence so as to achieve the purpose of process simplification and design innovation more quickly. In this article, traditional graphic patterns and local cultural connotations of the experimental area are taken as the main research points. Through a large number of field investigations and first-hand photo materials, the regional cultural characteristics and local traditional graphic language are analyzed in detail and then summarized. Finally, the examples of development research are summarized and reflected. It is hoped that through the further excavation of the traditional patterns of the region and the exploration of the level of regional culture regeneration, the development of local economy, culture, and tourism can be driven, and a cultural brand that can go out of Anhui province and into the whole country can be built. At the present stage of product research and development, the key is to introduce artificial intelligence means as necessary support and try to infiltrate artificial intelligence measures in the research and development of new products in each link.

In the rapid development of various technologies at the present stage, representative artificial intelligence technology has developed more prominently. Therefore, it has been widely applied in various social service areas. The application of artificial intelligence technology in tax consultation can optimize the application scenarios and update the application mode, thus further improving the efficiency and quality of tax data inquiry. In this paper, we propose a novel model, named RDN-MESIM, for paraphrase identification tasks in the tax consulting area. The main contribution of this work is designing the RNN-Dense network and modifying the original ESIM to adapt to the RDN structure. The results demonstrate that RDN-MESIM obtained a better performance as compared to other existing relevant models and archived the highest accuracy, of up to 97.63%.

The pace of technology evolution is very fast. The technology has brought us to the limitless world and becoming our ally in every daily life. The technology has created a visionary autonomous agent that could surpass human capability with little or without human intervention, called by Artificial Intelligence (AI). In the implementation of AI in every area that could be in industrial, health, agriculture, artist, etc. Consequently, AI can damage individual or congregation life that is protected by criminal law. In the current Indonesian criminal system, it just acknowledges natural person and legal person (recht persoon) as the subject of law that can be imposed by criminal sanction. Hitherto and near foreseeable future AI has a notable role in every aspect, which affects also criminal aspects due to the damage resulted. AI has no sufficient legal status to be explained in the Indonesian criminal system. In this paper, the author will assess whether the current criminal system of Indonesia can sue the criminal liability of artificial intelligence, and also will make it clear to whom the possibility of criminal liability of artificial intelligence shall be charged.

Chemical oceanography is the most recently developed discipline of oceanography science in Canada. Only in the last few years have groups of chemists been formed in Canadian oceanographic institutions. Many of the chemists are new to chemical oceanography, they are still in the processes of developing their knowledge and sorting out those aspects of research in chemical oceanography that should be pursued in Canada. The problems posed by pollution have accelerated the development of chemical oceanography and have also had a considerable influence on the subject matter studied by the chemists. Concern with pollution has led to a concentration of the effort in estuarine and coastal zone problems. This will continue into the foreseeable future. It is desirable that the Canadian program be extended to include arctic studies, the continental shelves, and an effort should be made to acquire baseline into waters around Canada.More attention should be given to chemical oceanographic studies in support of fisheries, and the oceanography of the deep sea should not be neglected.Canada can not hope to undertake research in all aspects of such a complex subject as chemical oceanography. The best strategy at the present stage of development is to be selective, develop science of significance in the laboratories as well as addressing practical problems, and to ensure that there is adequate contact with work done elsewhere in the world.

This book explores the intertwining domains of artificial intelligence (AI) and ethics—two highly divergent fields which at first seem to have nothing to do with one another. AI is a collection of computational methods for studying human knowledge, learning, and behavior, including by building agents able to know, learn, and behave. Ethics is a body of human knowledge—far from completely understood—that helps agents (humans today, but perhaps eventually robots and other AIs) decide how they and others should behave. Despite these differences, however, the rapid development in AI technology today has led to a growing number of ethical issues in a multitude of fields, ranging from disciplines as far-reaching as international human rights law to issues as intimate as personal identity and sexuality. In fact, the number and variety of topics in this volume illustrate the width, diversity of content, and at times exasperating vagueness of the boundaries of “AI Ethics” as a domain of inquiry. Within this discourse, the book points to the capacity of sociotechnical systems that utilize data-driven algorithms to classify, to make decisions, and to control complex systems. Given the wide-reaching and often intimate impact these AI systems have on daily human lives, this volume attempts to address the increasingly complicated relations between humanity and artificial intelligence. It considers not only how humanity must conduct themselves toward AI but also how AI must behave toward humanity.
