Currently, our understandings of the dynamics behind the effects of politicization on values and on administrative decision-making remain largely muddled and far from complete. The richness of theoretical accounts, amassed over the past eight decades, has yielded only a limited number of empirical examinations. This failure to develop a coherent collection of empirical works can be for the most part attributed to the complexity associated with studying values, particularly to the lack of clear and testable theories and models. This article attempts to address this deficit and to add to our understandings of the association between values and administrative decision-making at the individual level by explicitly testing the Broker-Purist (BP) model (within a sample of public procurement specialists). It is found that the BP model fits the data well, which suggest the framework as a valid and useful perspective for conceptualizing the effects of environmental politicization on administrative decision-making in public procurement specifically, and in public administration in general.

The small-scale sub-sector continues to be a fundamental catalyst for job creation and economic growth in Ghana. About 35 per cent of labour is provided by the sub-sector and shows the importance of harnessing its potentials in developing the Ghanaian economy. It has been established that financial literacy has a significant influence on whether or not small-scale enterprises succeed. Yet, the exact effect of financial literacy on small-scale enterprise performance has not been fully identified in Ghana, hence the need for the present study. This study examines the effect of financial literacy (awareness, attitude and knowledge) of managers on the performance (financial and non-financial) of small-scale enterprises in the La Nkwantanang Madina Municipality of Ghana. Primary data were obtained from 200 small-scale managers through structured questionnaires. The data were analysed using structural equation model. The results revealed a significant effect of financial literacy on firm performance (both financial and non-financial performance). Also, all the three components of financial literacy (awareness, attitude and knowledge) have a significant positive effect on both financial and non-financial performance. However, individual characteristics (age of the individual, educational level and experience) have no significant effect on financial performance, whereas tax becomes useful when used as a regulatory tool of small enterprises. Capacity building programmes are therefore recommended to increase financial literacy among managers/owners of small-scale enterprises.

Sports reporters depend on access to events and sources as much or more than any other news professional. Over the past few years, some sports organizations have attempted to restrict such access, as well as what reporters can publish via social media. In the digital era, access and publishing autonomy, as institutionalized concepts, are evolving rapidly. Hypotheses tying access and work practices to reporters’ perceptions of the legitimacy they experience are developed and tested via a structural equation model, using responses to a survey of journalists in American intercollegiate athletics and observed dimensions of access and autonomy to measure a latent variable of legitimacy. The model suggests that reporters have mixed views about whether they possess the legitimacy they need to do their jobs.

Transportation infrastructure such as highways and bridges requires upgrades and maintenance. In many U.S. regions, these requirements have surpassed current funding, so new solutions are needed. One obvious though imperfect source is gasoline taxes, but raising these is politically risky, regardless of need. To illuminate this conflict, we analyze data from four random-sample telephone surveys (2016–2018, n = 2,035) that asked residents in the U.S. state of New Hampshire about their perceptions of highway and bridge conditions, and support for gas tax increases. About one third of the respondents counterfactually reported that highway and bridge conditions had improved compared with 10 or 20 years ago. At the county level, subjective perceptions correlate well with actual pavement and bridge conditions. Majorities of respondents also said they would support tax increases of 5 of 10 cents, although support falls off at higher amounts. Support for a tax increase varies not only with the proposed amount, but also with individual characteristics—especially political identity. In a structural equation model, infrastructure perceptions serve as an intervening variable between ideology and tax support: if infrastructure is falsely seen as improving, that supports an ideologically favored rejection of taxes. Partisan differences in perceptions of physical conditions, noted previously in other domains such as climate change, pose an unexpected challenge in building public support for transportation infrastructure.
