The aims of this reseach to describe the leadership style of the head school at SMP Negeri 2 Baebunta to determine the performance of teachers in at SMP Negeri 2 Baebunta, to know the internal factors that contribute to developing the performance of educators in SMP Negeri 2 Baebunta, and to understand external factors that contribute in developing the performance of educators at SMP Negeri 2 Baebunta. This research is qualitative research that uses a religious approach, pedagogic approach, and managerial approach. Data collected by observation, interview and documentation. Data analyzed using by data reduction, data display, triangulation and conclusion. The result shows that leadership style of the principal of SMP Negeri 2 Baebunta applies decocratic style but apply authoritarian leadership when it is needed. Performance of teachers in SMP Negeri 2 Baebunta are accordance with the expectation of the principal where planningof learning, implementation of learning and the implementation of assessment have been going well likewise with the result of teachers’ performance includes the assessment of UTS and the UAS values are well. Internal factors consist strength and weakness include facilities and infrastructure teachers, and leadership of principal. External factor consist of opportunities and challenges can be seen from government policies, information and communication technology, and cooperation between the school parties.

E-governance is the new as well as important form of governance in the twenty-first century. To be particular, in the system of e-governance Information and Communication Technology (ICT) is used to its processes as well as to the functioning of the government so that a kind of SMART governance can be brought which means ‘Transparent, Accountable, Responsive, Simple and Moral’ governance. In other words, it can be defined as the process of interaction between the government of a country and its citizens as well as internal governmental operations for effective implementation of different government policies with the application of ICT. It is believed that e-governance is a major weapon which is wielded to remove corruption and to make public delivery system clutter-free. The main purpose of this paper is to show the importance of the ICT in the processes of e-governance which will in turn ensure good governance.

Digital governance or e-governance is the application of information and communication technology (ICT) for delivering government services, exchange of ICT between government and people. The government services are made available to the citizens in a convenient, efficient and transparent manner through e-governance. The purpose of this study is to highlight digital governance in Nepal during and after international pandemic COVID-19. This paper emphasizes review of different studies on development of e-government and e-governance in Nepal as well as in developing countries. The outcome of the study will be helpful for policy makers and leaders to formulate effective e-government policies and standard during crisis.

This study aims to study teacher barriers to utilizing information and communication media (ICT) for learning media. This research was carried out at Public Elementary School 24 Pulau Rimau located in Karang Manunggal village, Pulau Rimau sub-district, Banyuasin district. The subjects of this study were teachers at Public Elementary School 24 Pulau Rimau who tested 16 people. In conducting this research, data from certain sources are needed that are as expected in this study. The technique of collecting data is by observation and interview. Data were analyzed using percentages to see the percentage of respondents' answers. Furthermore, all data is processed by analyzing qualitative data, namely data reduction, data display, and data verification. The formulation of the problem in this study is what forms are questioned by the teacher in utilizing technology-based media in Public Elementary School 24 Pulau Rimau ? From the results of research on teacher barriers to using Information Technology (ICT) in Public Elementary School 24 Pulau Rimau, two aspects related to the ability of teachers and Information and Communication Technology (ICT) were inadequate. The obstacle of the teacher's ability to master ICT is that the teacher is not proficient in using computers, judging from the percentage of teacher answers, 75% say they are not proficient in using technology-based media, whereas using computers is one of the activities that support computer-based media. In addition, teachers do not have an advanced educational background in the use of ICT media. Another obstacle in terms of facilities, in Public Elementary School 24 Pulau Rimau there is no electricity network (PLN). In addition to not having a PLN, there is also the unavailability of computer facilities and laptops at the Public Elementary School 24 Pulau Rimau.

Semurup Hamlet is a tourist village located in the Rawa Pening area of Semarang Regency. As a tourist village with a large number of visitors, it has an influence on the character development of early childhood. This study aims (1) to know and describe the character of independence, responsibility, religion, and courtesy of early childhood, (2) to find out and describe the efforts of parents and the community in educating the character of early childhood, and (3) to know and describe the obstacles faced by parents and the community in educating the character of early childhood in the Semurup Hamlet, Semarang Regency. This study uses a qualitative descriptive research method. Data collection techniques are interviews, observation, and documentation. The obtained data is examined for the validity of the data by triangulation of data sources and methods. The results showed that (1) early childhood in Semurup Hamlet have the character of positive and negative independence, positive responsibility, positive religious, and positive and negative manners, (2) efforts made by parents in educating the character of children early by habituating, giving examples, and giving rewards, while community efforts are to provide advice and support for every educational activity, (3) obstacles that are experienced by parents in educating the character of the age child are internal factors including busyness of parents and the age of child, external factors include the influence of the environment around the residence and the development of information and communication technology, while the obstacle faced by the community is communication with parents.

In the era of the development of information and communication technology, the use of this technology during the teaching process has become a necessity for teachers. This development is directly related to the updating of new knowledge and skills in the field of education. The method by which leaders or managers put members of an organization to do something collectively to achieve their goals is used to develop a style-based leadership style. Technology has the power and the potential to transform the professional teaching environment. To be a successful leader in academic institutions needs to meet many demands, similar to those required in other sectors. But the multiplicity of complexities, the variety of objectives for fulfilling sometimes conflicting obligations, the motivational factors of individual academics, and the variety of different management interpretations in this sector are special. Universities are complex organizations and as such pose major leadership challenges. This creates the need for leadership leadership and careful management. Since universities have become very autonomous, in most countries, they have been encouraged to be more market-oriented and to link their development more to the labor market and the local economy.

This paper studies whether and how information and communication technology (ICT) changes self-construal and cultural values in a developing country. Ethiopian children were given laptops in the context of an ICT for development scheme. We compared children who used laptops (n = 69) with a control group without laptops (n = 76) and a second control group of children whose laptop had broken down (n = 24). Results confirmed that after 1 year of laptop usage, the children’s self-concept had become more independent and children endorsed individualist values more strongly. Interestingly, the impact of laptop usage on cultural values was mediated by self-construal (moderated mediation). Importantly, modernization did not “crowd out” traditional culture: ICT usage was not associated with a reduction in traditional expressions (interdependent self-construal, collectivist values). Theoretical and practical implications are discussed.

So far, in implementing school strategies, they tend not to utilize Information and Communication Technology (ICT), despite the availability of ICT resources available. Stages of strategic management are needed to generate the vision, mission, objectives, policy, program, budget, and procedures as well as control and evaluation process as an effort to utilize ICT to improve school quality. Based on the interpretation and the results of the study, it is concluded that schools have organized stages in strategic management that enable schools to have a quality profile. The impact of effective utilization of ICTs for schools is the achievement of effective school management, as per the National Education Standards, which is characterized by effective planning, implementation, control, and evaluation of school ICTs.The purpose of this study is to get a general description, describe, and reveal the Strategic Management of Information and Communication Technology Utilization to Improve the Quality of School Learning in Ciledug Al Musaddadiyah Vocational High School and Garut 1 Vocational High School, both on environmental analysis, strategic formulation, implementation and strategic evaluation. The research method used in this research is the case study method, because the problems studied occur in the place and situation of Ciledug Al Musaddadiyah Vocational School and Vocational High School 1 Garut. The use of case study models in this study is based on the consideration that to provide an overview of the strategic management activities of the use of ICTs carried out at vocational high schools with the ultimate goal of being able to improve the quality of school learning. Based on observations in the field of SMK 1 Garut and SMK Al Musaddadiyah Ciledug Garut is one of the public schools and private schools that have these advantages.
