Urban-architectural design of a recreational public space: from the plan and the trace to reality. The city of La Plata, reason for ethics for urban planning

В статье представлен обзор тематики выпускных квалификационных работ по градостроительству, представленных на Международный смотр-конкурс дипломных проектов архитектурных вузов, проводимый Межрегиональной общественной организацией содействия архитектурному образованию (МООСАО) в 2018 и 2019 годах. Проведенный анализ позволил сформулировать современные направления развития градостроительного знания по смысловым категориям проектов: технологические проекты; стратегические проекты различных уровней; проекты развития урбанизированных территорий; проекты уникальных тематик (освоение космоса, Арктики, концепции города будущего, проекты на территориях зарубежных государств). The article provides an overview of the topics of diploma works on urban planning submitted to the International Review Competition of architectural projects of university graduates held by the Interregional Public Organization for the Promotion of Architectural Education in 2018 and 2019. The analysis made it possible to formulate a generalization of topics into semantic categories: technological projects (technologies for urban planning, environmental-friendly planning, participatory design); strategic projects of various levels (the development of agglomerations and resettlement systems, strategies for the development of cities and historical centers, the modernization of transport systems, as well as projects to form the “nuclei” of economic growth); urban development projects (reconstruction of existing buildings, renovation of communal and warehouse areas of the city, development of disturbed territories, public space projects under the federal program “Formation of a comfortable urban environment”); projects of unique topics (space exploration, the Arctic, the concept of the city of the future, projects in foreign countries).

Considerando a dinâmica e a estrutura urbana de Belém no início do século XXI como expressão da acumulação das intervenções urbanas e das práticas de planejamento e gestão do espaço da cidade, analisa-se a genealogia do planejamento urbano para compreender a produção de um espaço que tem como característica a negação da natureza e a produção da desigualdade entre classes sociais. Nesse aspecto, identificou-se três períodos específicos que produziram impactos significativos na produção do espaço urbano de Belém: o terceiro quarto do século XVIII (1755 – 1777) com as reformas promovidas no período Pombalino na Amazônia, momento de expressão de uma modernidade urbana e arquitetônica; o final do século XIX e a primeira década do século XX (1890 – 1910), momento de ascensão da economia regional a partir da intensificação de atividades extrativas que produziram reformas urbanísticas com tons higienistas e; por fim, o período entre 1940 e 1970, que marcou uma série de propostas de planejamento com viés técnico-burocrático na produção do espaço. Do ponto de vista da metodologia adotada, estabeleceu-se como percurso de pesquisa: i) levantamento bibliográfico de caráter teórico e empírico da temática; ii) levantamento documental acerca das práticas de planejamento e intervenção dos períodos destacados com base em legislação, planos e projetos de cada um dos períodos; iii) coleta de iconografia representativa da época as quais as políticas foram executadas. Apresenta-se como resultados a hipótese de que a narrativa de uma pretensa ausência de planejamento como fator explicativo dos problemas da cidade é um discurso que não tem base na realidade, posto que historicamente é exatamente o oposto que a pesquisa indica, as modalidades de planejamento efetivadas em Belém acentuam problemas como a segregação socioespacial.Palavras-Chave: História, Planejamento Urbano, Modernidade, Belém.AbstractConsidering the dynamics and urban structure of Belém at the beginning of the 21st Century as an expression of the accumulation of urban interventions and planning and management practices of the city, the historical genealogy of urban planning is analyzed as a way of understanding production of a space that has as characteristic the negation of the nature and the production of the inequality between social classes. In this aspect, three specific periods were identified that produced significant impacts on the production of the urban space of Belém: the third quarter of the seventeenth century (1755 - 1777) with the reforms promoted in the Pombaline period in the Amazon, a time of expression of an urban and architectural design; the end of the nineteenth century and the first decade of the twentieth century (1890 - 1910), a time of great rise of the regional economy from the intensification of extractive activities that produced urban reforms with hygienic tones; and finally, the period between 1940 and 1970, which marked a series of planning proposals with a bureaucratic technical aproach in the production of space in Belém. This work established as following research methodology: i) survey bibliographical of theoretical and empirical character of the analyzed subject; ii) documentary survey of the planning and intervention practices of the highlighted periods based on municipal, state and federal legislation, as well as the master plans and development plans of the periods; iii) collection of iconography representative of the time to which the policies were executed in the urban space. The hypothesis is that the narrative of a supposed absence of planning as a factor of the city's problems is a discourse that has no basis in reality, since historically it is exactly the opposite that the research indicates, that is, the modalities in Belém accentuate problems such as socio-spatial segregation.Keywords: History, Urban Planning, Modernity, Belém.

<em>The design of Urban Resort motivated by the increasing number of tourists coming to the city of Solo as increasing tourism potential. The increasing number of tourist coming and tourist potential are not accompanied by an increase in the numbers LOS (Length Of Stay) and the availability of lodging facilities that accommodate in Solo. The purpose of this scheme is to get a building design that is able to accommodate the needs of lodging accommodations and recreation in the form of a resort hotel in the center of the city of Solo with the implementation of ecological architecture as a form of support to the Government to make Solo as an ecological city. Design issues are: how the concept of ecological architecture can be applied in the design of Urban Resort in Surakarta. The method used is the method of architectural design with mix of the theory about ecological architecture with Government Regulation about requirements of five star resort hotel. The results obtained are the design of urban resort as a means of lodging accommodations, and public space as a tourist attraction and people who apply the concept of ecology architecture on the shape and appearance of the building. So that the building can give the impression of a comfortable and natural even though the resort hotel located in the middle city of Solo.</em>

This paper presents an English case of urban agriculture, the Edible Public Space Project in Leeds, contextualised in a context of urban agriculture initiatives committed to social-environmental justice, to the reproduction of common goods and the promotion of an urban planning which promotes the right to food and to the construction of urban space from the bottom up. The case study emerged as the result of action-research at the crossroads between urban planning policies, community work and critical geography. As opposed to many similar initiatives, the Edible Public Space Project is not intended merely as a temporary initiative hidden within the tiny folds of the city, but rather as an experiment which imagines and implements alternatives to current forms of urban planning within those folds and it contextualises them in the light of the ecological, fi nancial and social crisis of the last decade.

ABSTRAK Ruang terbuka publik pada dasarnya merupakan suatu wadah yang dapat menampung aktivitas tertentu dari masyarakatnya. Ruang terbuka Publik juga merupakan salah satu identitas citra kota atau kawasan dan indikator kualitas hidup kawasan perkotaan. Mengingat pentingnya peranan keberadaan ruang terbuka publik di dalam suatu kawasan perkotaan, maka sebuah ruang terbuka publik harus memiliki perencanaan dan perancangan sesuai dengan kelengkapan elemen pembentuk fisik kota. Kelengkapan elemen pembentuk kota tersebut juga terkait dengan desain arsitektural agar berfungsi sebagaimana mestinya ruang terbuka publik. Salah satu ruang terbuka publik di Bandung yaitu Alun-alun Cicendo Bandung yang didesain secara arsitektural dan menjadi icon kawasan Cicendo, berfungsi sebagai wadah untuk menampung aktivitas sosial masyarakat di kawasan Cicendo. Penelitian ini bertujuan untuk mengkaji karakretistik ruang terbuka publik berdasarkan elemen-elemen pembentuk fisik kota yang berada di kawasan Alun-alun Cicendo Bandung dengan menggunakan metode kualitatif deskriptif. Hasil pembahasan dapat menggambarkan bahwa kawasan Alun alun Cicendo Bandung memenuhi elemen-elemen pembentuk fisik kota dengan desain yang baik. Kata kunci : Ruang Tebuka Publik, Alun-alun, Elemen Pembentuk Fisik Kota. ABSTRACT Open Space basically is a space that can accommodate people’s activity. Open space is one of the city image and a city life quality indicator. The existence of open space in a city has an important role in an urban area so a public space needs proper planning and design with completeness an image of the city elements. The completeness image of the city elements is related to an architectural design so the public space can operate properly. Alun alun Cicendo is one of open space in Bandung that designed architecturally and become an icon of Cicendo, functions as a place to accommodate a social activity. This research aims to review the characteristics of a public space based on the image of the city elements around Alun alun Cicendo Bandung with the descriptive qualitative method. Este artículo presenta los resultados de una investigación sobre las transformaciones y tensiones en el espacio público central cuyo propósito ha sido descubrir, finalmente, los valores en juego en la gestión contemporánea del paisaje cultural urbano. Dicha investigación toma como caso de estudio la ciudad de La Plata (Argentina) y su principal parque urbano, el Paseo del Bosque. Éste contiene en uno de sus bordes al estadio de fútbol del Club Estudiantes de La Plata, uno de los equipos emblemáticos de la ciudad, cuyo proyecto de renovación ha originado un conflicto urbano de una dificultad sin precedentes.AbstractThis article presents the results of the research on the transformations and tensions of the central public space designed to discover the values at stake in contemporary management of the urban cultural landscape. The case study in this research is the city of La Plata (Argentina) and its main urban park, Paseo del Bosque. At the edge of the park stands the stadium of La Plata Students’ football club, one of the most emblematic teams in the city. The project for its renewal has triggered a highly complex urban conflict.

Alternative forms of housing continue to develop along with the emergence of various problems from the massive vertical housing development in cities today, ranging from physical problems to the area to social problems among residents of vertical housing themselves. The domination of private space and the lack of public space has created a passive residential environment with minimal interaction. This has resulted in a lack of social control among residents who have made vertical housing a place that is prone to crime, such as several apartments in Jakarta which are known as locations for hidden prostitution, and even suicides. The city of Jakarta is one of the cities that has experienced massive vertical housing development. There needs to be a solution to solve settlement problems in the city of Jakarta through the scientific field of architecture with the concept of digital housing for communities. The purpose of this study is to implement the concept of digital shelter for communities supported by supporting theories oriented to human interaction in an architectural design object system in the form of vertical housing supported by digital equipment or technology. Keywords: Digital; Interactive; Living AbstrakAlternatif bentuk hunian terus berkembang seiring dengan timbulnya beragam permasalahan dari pembangunan hunian vertikal yang masif di perkotaan saat ini, mulai dari permasalahan fisik bangunan terhadap kawasan hingga permasalahan sosial di antara penghuni hunian vertikal sendiri. Dominasi ruang privat dan minimnya ruang publik telah menciptakan lingkungan hunian yang pasif dan minim interaksi. Hal ini menimbulkan kurangnya kontrol sosial di antara penghuni yang telah menjadikan hunian vertikal sebagai tempat yang rawan akan tindak kriminalitas, seperti beberapa apartemen di Kota Jakarta yang dikenal sebagai lokasi prostitusi terselubung, bahkan kasus bunuh diri. Kota Jakarta merupakan salah satu kota yang mengalami perkembangan hunian vertikal yang cukup massif. Perlu adanya solusi untuk menyelesaikan permasalahan permukiman di Kota Jakarta melalui bidang keilmuan arsitektur dengan konsep hunian digital untuk komunitas. Tujuan dari penelitian ini adalah mengimplementasikan konsep Hunian digital untuk Komunitas yang didukung oleh teori-teori pendukung yang berorientasi pada interaksi manusia di dalam sistem objek perancangan arsitektur berupa hunian vertikal yang di dukung dengan peralatan atau teknologi digital.

Chapter Six, ‘Deep Dérive,’ explores Philippe Vasset’s La conjuration [The Conjuration] (2013). Vasset’s novel depicts a Paris now fully governed by logics of capitalist urban planning and spectacle. Vasset’s would-be psychogeographer narrator suffers existential crisis in such conditions. For him, the city has reduced its users to the role of those ‘computer-generated nobodies’ who appear in the proudly displayed images of future shopping centers. However, he founds a cult that develops, to mystical proportions, the art of anonymity, until they are able to penetrate undetected into even the most high-security skyscrapers of La Défense. In the ultimate psychogeographical space-hack, the cult is thus able to ‘abolish at will the frontier between public space and private property.’ As they circulate like ‘a school of fish’ through the urban fabric, they would experience the city in all its infinite nuance. However, as their ‘powers’ grow, abstraction and eschatology ultimately depict them as having lost touch with the territory. Their true, ironic, apotheosis comes when they fully resemble those ‘computer-generated nobodies’ that had fascinated the narrator early on. Vasset’s novel is read in the light of Situationist notions of the city and Bruno Latour’s writings on panoptica and oligoptica.

In the current socio-economic context, and particularly in the cities of southern Europe,one of the essential objectives of urban planning is the production of a public space as acollective good that qualifies, shapes and makes sense of urban functions. In thecomposition of "the public" the role of collective urban facilities is key. A tour of certainbases that could help redefine the understanding of public urban facilities is proposed. Theaims are to make the opportunities profitable and the instruments for its correct urbaninsertion flexible, to rescue benefits from the private sphere and to reactivate thegeography and the harmonic readings that the landscape inherited. They are all argumentsthat are exposed and fed by the project and planning experiences in the city of Granada.They offer a readjustment of the meaning of the project and introduce the possibility ofmore useful urban facilities.

Aspiring global cities, such as Taipei City in Taiwan, seek to accumulate cultural capital. For future-oriented local and global self-representation, they design cutting-edge contemporary museums. This paper analyzes the “urban imaginary” as constructed by new urban museumscapes. Choosing a case-study approach, it explores the embedding of a vanguard art museum project in Taiwan – the New Taipei City Museum of Art in Taipei – into long-term urban planning strategies. In order to understand the purpose and process of how the new museum of contemporary art. is devised as a public space of cultural self-representation and urban identity building, the study monitors the complete design process from the city government’s urban and institutional planning strategy to the architectural design. Evidence shows that the pathways of urban place-making for art and through art and design in Taipei are strongly determined by the historical role and current geopolitical repositioning of the city.
