The article presents the results of a sociological study that examined the regional features of the prevention of terrorism in educational institutions. As part of the study, a questionnaire and a series of in-depth interviews were conducted among students of leading universities in Yaroslavl, and a survey of positional experts (FSB, Ministry of internal affairs) was conducted. In addition, a secondary analysis of data from the judicial department of the Supreme Court of the Russian Federation, the Federal state statistics service of Russia, and the Prosecutor General's office of the Russian Federation was carried out. It is revealed that the law enforcement agencies in the city and the security system in universities, schools and kindergartens can effectively ensure security in Yaroslavl. The universities have a plan that defines the procedure for carrying out early and urgent evacuation. Video surveillance and round-the-clock video recording are constantly conducted, and access control is organized in the educational buildings. Periodically, there is a readiness check (there is a sound signal, etc.). It was found that the YAGPU curators (mentors) of the groups periodically talk about the prevention of terrorism, especially after the tragedy in Kazan. In particular, they explain what to do when taking buildings by terrorists, how to behave when taking people hostage, what to do if an explosion occurred, how to behave when blocked, the procedure for detecting suspicious objects in the building (territory), in addition, explain the signs that may indicate the presence of explosive devices. Students pointed out that a number of faculties employ teachers who at one time served in the internal troops of the Ministry of internal affairs of the Russian Federation and served in the criminal investigation department. Measures are proposed to improve the effectiveness of identifying, preventing and eliminating the causes of illegal entry into university facilities and their territories, localization and neutralization of the consequences.

The purpose of this work is to analyze regional characteristics of drug use in the Russian Federation in order to form a general picture of the spread of drug use in the country and to develop effective anti-drug policy measures that meet the challenges of the current drug situation. The regions of the Russian Federation that have, according to statistics, the maximum and minimum indicators of drug use are considered. The results of the analysis of current medical statistics (indicators for the number of people with the first-time established drug dependence syndrome, as well as the number of people with the first-time established diagnosis of “harmful (with harmful consequences) drug use”, the number of cases of acute drug poisoning, etc.), law enforcement statistics (indicators for the number of registered crimes in the field of illicit drug trafficking, the number of seized drugs, the structure of the most common drugs, etc.). A secondary analysis of specialized literature, as well as data from research conducted by the sector of sociology of deviant behavior of the Federal Center of Theoretical and Applied Sociology of the Russian Academy of Sciences. The problem of drug abuse in various regions of our country does not lose its urgency to this day. The presence of a huge territory that unites numerous regions that are diverse in their characteristics causes the polarization of indicators of drug use within the country. Based on the results of the work, conclusions were obtained about the most risky regional features in the drug sphere, as well as regional features that act as a kind of protective factors against the spread of drug use.

The article analyzes the crime rate in the Russian Federation, including the Yaroslavl region. The author carried out a sociological study, within the framework of which a selective analysis of the implementation of the Safe city program in cities in the Russian Federation was carried out. In addition, a survey of students was carried out in 2018–2019 and a series of in-depth interviews with positional experts were conducted. A series of in-depth interviews with students were carried out: the faculty of law of Yaroslavl state university, the faculty of social and political sciences from Yaroslavl state university, pedagogical specialties from Yaroslavl state pedagogical university. It is concluded that the fight against crime will be more effective in comparison with the existing practice if the following conditions are met: purposeful increase in the degree of protection of citizens and infrastructure of cities and rural areas; full-scale implementation of information and communication technologies to control closed (markets, museums, etc.) and open (squares, parks, etc.) territories; development of basic information systems and resources, formation of technical and organizational foundations for further digital transformation of cities and rural areas; active participation of citizens in the life of society and in decision-making on the digitalization of urban space. The author's selective analysis of the implementation of the Safe city program in cities in the Russian Federation showed that the program is designed to reduce the number of offenses and especially dangerous crimes. In addition, this program provides for the solution of issues related to the migration aspect, with the need to reduce the risks caused by man-made and natural disasters and is aimed at identifying the potential danger of objects left in public places. As part of the study, a content analysis of the blogosphere was also carried out, a secondary analysis of publications of research results carried out by scientists from the Federal research center of the Russian academy of sciences (Moscow), was carried out. Based on the results of the study, measures are proposed to reduce crime in cities.

This article analyzes the relevant legislation, identifies the basic criteria for defining the concept of the civil service of other types in the Russian Federation, and describes the current state of its legal regulation. The service of other types is carried out in the federal-state bodies and organizations subordinate to them; such organizations perform special functions to ensure security, law and order, combat crime and protect citizens’ rights and freedoms. The author identifies the reasons for the abolition of such a concept as “law enforcement service” in the civil service systems and considers the process of its transformation into a new segment within this system. Based on the conducted comparative analysis of legislative and subordinate legal acts containing relevant regulatory provisions, the analysis shows that today the civil service of other types is carried out in state bodies defined as law enforcement agencies. To reflect the current state of legal regulation for the civil service of other types, the author notes an increase in the corresponding legislative framework in recent years. The issues of legal regulation of work in the field of civil service of other types are worked out in special laws regarding employees of customs authorities, internal affairs bodies, the federal fire service, the criminal justice system, and enforcement bodies. In addition, the article outlines the key priorities for further improvement of legal regulation.

This article is dedicated to the influence of fiction literary works upon the moral, ethical and intellectual level of staff members, as well as increase of professionalism of the employees of law enforcement. It is noted that increase of professionalism is one of the multifaceted questions requiring integral approach in solution of the tasks of legal, ethical and psychological nature. Improvement of personal qualities of each employee is a determining factor of increasing efficiency and performance of the entire system of law enforcement agencies. It is claimed that personal development is the key to increasing professionalism. The article examines the content of educational aspect of fiction literature and its significant role in formation of personality of staff members of law enforcement agencies, namely moral qualities through a literary character. Analysis is conducted on the main aspects of the heritage of fiction literature as an essential condition for moral upbringing of the staff members, which is reflected in belonging to a noble actions, achievements and heroism of the previous generations. The author develops recommendations for the units on application of artistic means in the process of formation of personality of staff members of the Ministry of Internal Affairs of the Russian Federation.

The article presents the results of a content analysis of negative publications about the internal affairs bodies of the Russian Federation, distributed on the Internet for 9 months of 2021. From them, information with signs of discrediting was selected and analyzed, as a result of which communicative features (subject composition, transmission channels, content, communicative intentions of the authors) discrediting the internal affairs bodies of the Russian Federation (employees) were revealed. From the obtained generalized picture, it follows that discrediting as a strategy in the fight against the legitimate activities of law enforcement agencies is actively used in the modern media space. In this regard, it is important to develop adequate measures to counter this negative social phenomenon by the information and public relations departments of the Ministry of Internal Affairs of Russia.

The article presents the statistics of the annual collection of the Ministry of Internal Affairs of the Russian Federation on the state of crime relating to crimes of a corruption nature. The areas of activity of law enforcement agencies for ensuring economic security are analyzed, the main problems of determining the role and place of law enforcement agencies, internal affairs bodies in the system of ensuring economic security are identified, and measures are presented to improve the activities of internal affairs bodies in counteracting economic crime.

The article is devoted to the study and comparative analysis of the protective mechanisms of the personality of employees of the internal affairs bodies of the Russian Federation and the Republic of Tajikistan. Service in law enforcement agencies is often associated with increased responsibility, high mental and physical overload, work in extreme conditions, all this contributes to the fact that during the course of their work, employees develop constructive or destructive protective mechanisms of the psyche. Activities in law enforcement agencies require a person to have high professional qualities, moral and value beliefs, and psychological stability. Different CIS countries have their own legislation, requirements that differ from each other, but the law enforcement agencies of almost all countries of the world have one thing in common - this is the prevention, prevention and suppression of offenses and crimes. Service in law enforcement agencies is often associated with increased responsibility, high mental and physical overload, work in extreme conditions, all this contributes to the fact that during the course of their work, employees develop constructive or destructive protective mechanisms of the psyche. The results of the study of the protective mechanisms of employees of the internal affairs bodies of the Russian Federation and the Republic of Tajikistan are presented. The study involved 100 employees, 50 people - representatives of Russia, 50 people - representatives of Tajikistan. The staff members who participated in the study occupy different positions in their countries. The respondents' defense mechanisms were studied using the Plutchik-Kellerman-Conte's Life Style Index questionnaire, which is favorably distinguished by its relative simplicity and high information content. The empirical data that were obtained during the study were subjected to mathematical analysis.
