The article outlines the conceptual framework for adapting Ukrainian higher education to the Standards and Recommendations for Quality Assurance in the European higher education area. The role of the Bologna Declaration in ensuring the quality of higher education in Europe has been explained. The conceptual foundations and the essence of standards and recommendations on quality assurance in the European higher education area have been defined. The Ukrainian realities of the adaptation of higher education of Ukraine to the educational European standards of quality have been characterized.

The article is devoted to the analysis of the process of generating social meanings on the area of European civilization. Authors assign a separate place to the research of the tendency of increasing social activity in local communities, which accompanies decentralization processes in modern Ukraine. The article analyzes the characteristic features of non-tribes, based on the M. Maffesoli’s concept of “neo-tribalism”, and traces the tendency of reactualization a partly transformed communal way of life of modern tribes. The authors investigate the retrieval of the request for a valuable education in society. It is emphasized on the growing tendency of the filling of the meaning of the professional activity of public administrators, according to the significant request of providing public interests and collective goals by citizens. The authors singled out a new role of public administration — providing public education. In the context of this problem, the authors substantiate the critical need for a successful completion of the authority decentralization reform in Ukraine. Proceeding from the process of neo-tribalism that covers modern Europe, the authors predict the emergence of a new collective identities on the European area. The authors point to a characteristic tendency: Ukrainians are deeply embedded in solving internal problems of society, which manifests in the correction of gaps in cultural and educational policies of past years, self-organization (through volunteer and volunteer movements), civil responsibility for the welfare of their communities, and participation in the management of local affairs. According to the authors, this tendency influences the dominant type of future sociality (it is not the individual “Me”, but “Me as a part of community”).

Abstract. The April–May, 2010 volcanic eruptions of Eyjafjallajökull, Iceland caused significant economic and social disruption in Europe whilst state of the art measurements and ash dispersion forecasts were heavily criticized by the aviation industry. Here we demonstrate for the first time that large improvements can be made in quantitative predictions of the fate of volcanic ash emissions, by using an inversion scheme that couples a priori source information and the output of a Lagrangian dispersion model with satellite data to estimate the volcanic ash source strength as a function of altitude and time. From the inversion, we obtain a total fine ash emission of the eruption of 8.3 ± 4.2 Tg for particles in the size range of 2.8–28 μm diameter. We evaluate the results of our model results with a posteriori ash emissions using independent ground-based, airborne and space-borne measurements both in case studies and statistically. Subsequently, we estimate the area over Europe affected by volcanic ash above certain concentration thresholds relevant for the aviation industry. We find that during three episodes in April and May, volcanic ash concentrations at some altitude in the atmosphere exceeded the limits for the "Normal" flying zone in up to 14 % (6–16 %), 2 % (1–3 %) and 7 % (4–11 %), respectively, of the European area. For a limit of 2 mg m−3 only two episodes with fractions of 1.5 % (0.2–2.8 %) and 0.9 % (0.1–1.6 %) occurred, while the current "No-Fly" zone criterion of 4 mg m−3 was rarely exceeded. Our results have important ramifications for determining air space closures and for real-time quantitative estimations of ash concentrations. Furthermore, the general nature of our method yields better constraints on the distribution and fate of volcanic ash in the Earth system.

The transport system in Russia and the transport support issues of national security differ completely from the Occident and other developed countries due to geostrategic and natural climatic conditions of our country. The integrated transport system, where in a sufficiently coherent manner used are the roads and railways, domestic water and air ways, pipeline transport, is more developed in the European area of the country. However there is no assessment of economic feasibility for the integrated transport lines. Firstly, assessment criteria for the transport support efficiency in favor of environmental security; secondly, mathematical economic models of various transport types integrated use in favor of environmental security; thirdly, economic feasibility methods for transport integrated use in favor of environmental security, that unavoidably leads to unreasonable transport operations using the existing rail and water ways at little distances, and increases their base cost by several times versus the transport by road. High dynamics of transport support for economic, demographic and environmental security within a market economy require the development of approach for the transport integrated use in favor of Russia national security. This article describes some practical recommendations for transport systems control bodies.

Pan-European Corridor V that passes through the territory of the Republic of Croatia, i.e. Branches VB (Rijeka-Zagreb-Budapest) i VC (Budapest-Osijek-Sarajevo-Ploče) are of extreme importance for the traffic and economic system of the Republic of Croatia and the wider European area. Taking this into consideration, this study has analysed the relevant indicators of the traffic growth, structure and dynamics of the cargo flows on the Branches VB and VC of the Pan-European Corridor V. The cargo flows, as important elements of the traffic demand have been analysed regarding the presence of competition of alternative North-Adriatic and North-European traffic routes as important element of competitive environment in fighting to attract valuable transit market of Central Europe. Based on a detailed analysis of concrete statistical data, significant conclusions are derived about: quantity, dynamics and structure of the cargo flows, current traffic demand, competitiveness of corridors on Central European transit market, expected traffic demand, and conclusions about factors and circumstances that would positively, i.e. negatively affect the growth of cargo flows, and thus also the valorisation of the analysed Branches VB and VC of the Pan-European Corridor V within the European environment. A felnőttnevelési szakemberek szakmai fejlesztésének kérdésköre a 2000-es évek után nyert létjogosultságot Európa-szerte, amelyhez hozzájárult a Making a European Area of Lifelong Learning a Reality dokumentum megjelenése (European Commission, 2001). A tanulmány érzékelteti, hogy a felnőttnevelési szakemberképzés témaköre egyre nagyobb teret nyer a nemzetközi kutatási szférában, a nemzeti szakmai tanulmányok áttekintésének eredménye alapján arra következtet, hogy Magyarországon továbbra is csekély mértékben valósulnak meg elméleti és főként empirikus vizsgálatok a felnőttnevelési szakemberek professzionalizációjának kérdéskörében. The issue of professional development for adult education professionals gained legitimacy across Europe after the 2000s, helped by the publication of the document Making a European Area of Lifelong Learning a Reality (European Commission, 2001).The study shows that the topic of adult education professional training is gaining more and more ground in the international research sphere, with an overview of national professional studies.Based on the results of its work, it concludes that in Hungary, there is still a small amount of theoretical and mainly empirical research on the issue of professionalisation of adult education professionals.
