Abstract Cross-border cooperation on the island of Ireland has a long history, if often a limited scope. The emergence of statutory North/South bodies after the Belfast/Good Friday Agreement of 1998 added a new dynamic. This paper argues that the further development of the Dublin–Belfast Economic Corridor will require key stakeholders to engage widely, not only with a private sector whose rationale will be greater levels of commercial activity along the Corridor but also with others who will bring additional agendas into discussion, including sustainability and quality of life. Political engagement will also be critical to ensure that the top-down support, in terms of investment and alignment with other policy priorities, is present. The framework for this collaboration is already in place, something that was absent in the 1990s. Actors and policy entrepreneurs who can bring together the different types of engagement on a cross-border basis are required.

This paper seeks to investigate sustainable cross-border cooperation (CBC) as a distinctive model of interstate collaboration, embedded in the neighboring borderland regions of two or more countries. The focus of the research revolves around the establishment and further development of geostrategic, economic, cultural and scientific capacity of the Ukrainian-Romanian partnership as a fundamental construct in ensuring and strengthening the stability, security and cooperation in Europe. This research highlights Ukraine’s aspirations to establish, develop and diversify bilateral good-neighborly relations with Romania both regionally and internationally. The main objective is to elucidate Ukraine-Romania cross-border cooperation initiatives, inasmuch Ukraine-Romania CBC has been stirring up considerable interest in terms of its inexhaustible historical, cultural and spiritual ties. Furthermore, the similarity of the neighboring states’ strategic orientations grounds the basis for development and enhancement of Ukraine-Romania cooperation. The authors used desk research and quantitative research to conclude that Ukraine-Romania CBC has the impact not only on the EU and on Ukraine multi-vector foreign policy, but it also has the longer-term global consequences. In the light of the current reality, the idea of introducing and reinforcing the importance of Cross-Border Cooperation (CBC) sounds quite topical and relevant. This research considers a number of explanations for Ukraine-Romania Cross-Border Cooperation as a key element of the EU policy towards its neighbors. Besides, the subject of the research is considered from different perspectives in order to show the diversity and complexity of the Ukraine-Romania relations in view of the fact that sharing common borders we are presumed to find common solutions. As the research has demonstrated, the Ukraine-Romania cross border cooperation is a pivotal factor of boosting geostrategic, economic, political and cultural development for each participant country, largely depending on the neighboring countries’ cohesion and convergence. Significantly, there is an even stronger emphasis on the fact that while sharing the same borders, the countries share common interests and aspirations for economic thriving, cultural exchange, diplomatic ties and security, guaranteed by a legal framework. The findings of this study have a number of important implications for further development and enhancement of Ukraine-Romania cooperation. Accordingly, the research shows how imperative are the benefits of Romania as a strategic partner for outlining top priorities of Ukraine’s foreign policy.

Within European territories, exists a large number of borderlands comprising several Cross-Border Cooperation (CBC) projects and strategies. However, these CBC relationships are known by a high level of complexity. Therefore, the study of all the variables and factors that could influence the success or failure of these CBC projects and strategies are critical to reaching long-lasting territorial sustainability. Contextually, the present paper analyzes the border cooperation of eight CBC projects (seventeen European cities) focusing on the political engagement and transparency. Furthermore, the study allows us to identify and isolate the four main critical factors to consider from a political perspective: (i) Connectivity - Movement between cities; (ii) Political transparency and commitment; (iii) Common objectives and master plans; and (iv) Young and talented people magnet.

This chapter provides a detailed account of the contents and significance of the Belfast or Good Friday Agreement of 1998, and of its consociational and non-consociational components. It conforms to all aspects of a consociational settlement—namely, parity, proportionality, autonomy, and veto rights among the partners—but it is not just a consociation. The agreement encompasses a peace agreement, a substantive program to complete the reform of Northern Ireland, cross-border cooperation across Ireland, and intergovernmental cooperation between Ireland, Northern Ireland, and all the British Isles. It can be seen as creating a “federacy” in Irish eyes; in unionist eyes every component of the agreement can be modified by normal UK legislation. An assessment of why the agreement was made is offered, as well as a preliminary evaluation of its early difficulties in implementation.

AbstractBased upon the idea that debates regarding the “public sphere” have paid insufficient attention to the notion of multiple publics and the movement of texts across state borders, this article explores how print culture provided ways of promoting transterritorial publics. It does so by revisiting the vexed notion of the “British problem” in the seventeenth century and relations between Scottish Covenanters and English parliamentarians, and by emphasizing the need to consider print culture in tandem with state formation. It demonstrates that a significant volume of printed material––produced both in England and Scotland, and sometimes collaboratively––reflected and promoted cross-border cooperation, thereby fostering a nascent Anglo-Scottish public. It also emphasizes that the practices involved were intimately linked to attempts to establish federal political institutions that both responded to the existence of a “British” public and necessitated its further development. Ultimately, however, the need to address and maintain such a public led to printed texts being used to navigate tensions between Covenanters and parliamentarians, to the point where Anglo-Scottish interests gave way to national interests, where resistance grew to the legitimacy of using print as a cross-border device, and where print helped to undermine cross-border cooperation.

The current stage of European integration of Ukraine is determined by the intensification of partnership relations with the EU in the all planes of socio-economic interaction. In particular, it concerns development of cross-border cooperation and capacity of cross-border markets potential. Because of that the problems of cross-border cooperation between Ukraine and EU today becomes more urgent. One of the key criteria of successful cross-border cooperation between Ukraine and the EU is the alignment of proportions of economic development on different sides of the border. In this sense, an important indicator of the quality of transboundary cooperation is cross-border convergence of regions. It reflects the socio-economic effect from implementation of transboundary projects and plays an important role in the context of leveling the existing threats and challenges of cross-border economic, social and information security. Alignment the quality of life and standards of economic development on different sides of the border eliminates a number of risks associated with the spread of destructive forms of cross-border cooperation, such as smuggling at cross-border markets, illegal labor migration, corruption at the border crossing etc. The priority instrument of transboundary convergence spreading is the institutionalization of cross-border space. First of all it concerns the formation of the legal support, oriented to the deployment of convergent processes. In addition, institutionalization concern such key elements of transboundary cooperation as the functioning of cross-border institutions, the eradication of transboundary institutional dysfunction, and a decrease the level of transaction costs of participants of cross-border markets. Important way to stimulation of cross-border convergence is the formation of joint cross-border brands for each of cross-border regions between Ukraine and the EU. On this basis, should be developed appropriate strategies for development of cross-border markets. Such strategies should ensure the maximum use of socio-economic potential of corresponding cross-border regions, and also should form grounds for the spread of convergent processes within them.

For decades, researchers and practitioners have ascertained that sustainability and effectiveness of the new European construction relies also on good relations between neighbouring countries. Efficient cross-border cooperation (CBC) between EU Member States is able to achieve one of the main objectives of the European Union: the territorial cohesion. Even the first actions were based on enthusiasm, spontaneous cooperation or diversity, in the present stage, the CBC has to move forward, from theoretical hypothesis and anticipation, to concrete and specific action, to implementing the evaluation results from previous cooperation projects and to design new policies and strategies. This paper addresses a key issue of CBC between Romania and Hungary: the efficient spending of funds allocated through the CBC Programme HU-RO 2007 - 2013, by analysing the data available at the end of 2015. Our research, based on the analysis of the funds allocated and spent within HU-RO CBC program, attempt to assess the fulfilment of the undertaken indicators (individual or at aggregated level), the absorption rate of available funds and future development prospects. Our research revealed that, overall, there is a clear trend of improving the quality of projects selected and implemented both in Romania and in Hungary, put in evidence by the high degree of the funds’ absorption and the achievement of the most of the assumed indicators. However, the assessment of the quality of projects submitted and selected has to be completed with the analysis of the sustainability and impact of these cross-border projects. Our article also focuses on revealing various aspects and results of HU-RO CBC 2007-2013 projects, effects and limits or challenges to long-run sustainability. The paper also points out conclusions and provides further recommendations in order to ensure the sustainability and the effectiveness of future CBC programs, particularly for the 2014-2020 programing period.

The main aim of this article is to present the concept of the Euroregion as a platform for cooperation in the area of social security. The issue itself needs to be constantly updated not only because of the constant challenges facing the European Union and other countries. The outlook character of the article presents a view on the importance of cooperation between self-government administration bodies and other subjects of economic life for the development of cooperation within the Euroregions. The article mainly focuses on the fight against often negative stereotypes and undertakings whose task is to increase the standard of economic life by increasing activities aimed at improving the quality of Euroregional cooperation. The Euroregion "Beskidy" was selected for the study, which is diverse in ethnic, sociological, historical, but also economic and social terms. Its unique features have allowed the authors to more clearly emphasize the message of the article. Tourism and its international, Euro-regional character is also an important element of cooperation. In order to carry out the research that resulted in this article, the methods of researching the sources sucked in in terms of critical analysis of literature were used, as well as juxtaposing them with the previously conducted research on Euroregions and safety by the authors. On the basis of the analysis, the article presents a significant contribution of social integration and cross-border cooperation to the development of the Euroregion as well as to the development of social security as a non-military part of the research topic. The creation of new types of innovative pro-social undertakings opens up the Euroregions, and thus the Member States to further internal integration and intensification of activities to strengthen socio-economic cooperation with neighbouring countries.

AbstractThe execution of the reform in the public administration and its foundation on the democratic principles of the rule of law is an essential element of the economic-social reform in Romania. For this we have at hand the legal regulations of the European Charter from Torremolinos (May 20, 1983, Spain) and the Territorial Agenda of the U.E. (Leipzig, May 24-25, 2007). Those consist that territorial cohesion envisages a more special type of relationship, based on solidarity, such as solidarity between territories and regions, or between local and regional. This, according to the aforementioned regulations, should involve ensuring better living conditions and quality of life, oriented towards local and regional potential, regardless of where people live - either in the area of central Europe or on the outskirts of Europe. In this paper, we will start from Europe’s model, from its regions, from the possible cohesion between its territories, and we will focus mainly on the resources available to the cohesion of the inhabited areas of Romania. That is why, this paper attempts to present how, using the principles of organizing local authorities and authorities, means of cross-border cooperation can be established that will lead to a harmonization of interstate.
