Abstract Modern high-tech composite materials are widely used in various sectors of the economy, in particular, in railway transport. Among the areas of application of such innovative materials, the manufacturing of contact strips for pantographs of electric rolling stock should be mentioned. Innovation is primarily understood as the self-lubricating property of the working surface of the linings. The linings made of such materials differ from the traditional graphite (coal) ones by the increased content of metal additives, in particular copper, which limits the possibility of their use on electric rolling stock in the countries of the European Union. Regulatory restrictions on the content of copper (35% and 40%) are associated with possible damage to the contact wire, in the case of using overlays with a content of copper (metals) greater than these restrictions. On the railways of Ukraine (countries of the former USSR), there are also restrictions on the use of linings of different types according to the degree of wear of the contact wire, no more than 40 microns is allowed per 10 thousand passes of the locomotive pantograph along the contact wire. These standards are verified during operational and bench tests. The aim of the article is to present the types of tests and compare the obtained values with similar indicators in the case of using a traditional contact strip for pantographs of electric rolling stock. The results obtained confirm the possibility of using innovative linings on iron networks, since the wear of the contact wire during testing is much lower than that of the normative and knife than for traditional types of linings. In addition, during a set of tests, the fact of improving the quality of the working surface of the contact wire was established, which positively affects the extension of the service life of the contact wire.

Purpose. Analysis of the results of bench tests of sliding electrical contacts of electric vehicles, in order to determine the thermal regime of the sliding contact. Methodology. The initial data were obtained during field experiments on a specialized stand in the laboratory, which were carried out to determine the wear of the contact wire inserts of different types for pantographs of electro-rolling stock of railways. To determine the contact wire temperature at the place of sliding contact, a non-destructive non-contact method of control using a thermal imager was used. Findings. During the experimental part of the research, the  thermal imaging photographs were obtained, they recorded the temperatures at the place of sliding contact between the insert of the pantograph of the electric rolling stock and the contact wire installed on the test disk. These temperature values were recorded with a certain time interval, which allowed to build the dependences of changes in thermal regime over time, to determine the heating time constant of the "insert-contact wire" of the test bench and to obtain the final temperature value at the end of tests. Accepting the insert sample in which the minimum temperature in the area of sliding contact is as a reference, it becomes possible by the value of the temperature of the contact wire in the area of sliding contact to predict the final test result of other types of pads. Originality. Indicators of temperature modes of sliding contact of electric vehicles during bench tests are obtained for the first time, the proposed relative temperature indicator allows to predict the results of bench tests of qualitative indicators of sliding contact of electric vehicles.. Practical value. Bench tests of inserts of current collectors of electric vehicles are a long procedure, the normative indicator of the number of passes of the current collector on the stand is equal to 500 thousand passes, which requires significant expenditure of time, energy, human resources and others. The indicators proposed according to the test results, namely the heating time constant and the relative temperature index, allow to carry out two-stage tests. At the first stage, with a duration of 10 thousand revolutions of the test bench disk, the proposed indicators are determined and compared with the corresponding reference, in case of their compliance it becomes possible to predict the final test result as successful (contact wire wear less than normal) or unsuccessful. In the latter case, the need for the second stage of testing up to 500 thousand revolutions is questionable, because the end result will be negative, and the significant resources will be involved in the test, and therefore these tests are impractical.

Effective use of fuel and energy resources is one of the main tasks in modern industry and transport. The main directions of increasing the energy efficiency of the electric rolling stock of railways are considered in the paper. For the electric rolling stock of railways, a significant proportion of electric power consumption falls on traction needs. The consumption of electrical energy and its recovery directly depends on the proper operation and fine-tuning of the magnetic system and switching of traction electric motors of the rolling stock. The methods of testing traction electric motors currently used in railway transport do not fully correspond to their operating modes during operation. For more reliable control of their condition, a methodology for estimating the nature of the operation of traction electric motors in conditions close to real ones was proposed. Studies of the influence of transient processes on the quality of switching of traction electric motors taking into account operating conditions are carried out. Based on the results of the study, the analysis of the data obtained is carried out, and a criterion for estimating the switching stability of traction electric motors in transient operation modes is proposed. The proposed criterion allows carrying out quality control of the tuning of the magnetic system and switching of the traction electric motor, and also estimating the nature of its operation in various modes, taking into account the operating conditions.

When developing a high-speed contact suspension for railways electrified with alternating current, it is important to ensure that the electric rolling stock passes the neutral insert without turning off the current and without reducing the speed of movement. The article provides an analysis of previously developed devices in the field of power supply of electrified railways of single-phase alternating current, in which an attempt was made to pass an electric rolling stock of a neutral insert without disconnecting the load. The device of isolating coupling of a catenary and a neutral insert for high-speed railway lines electrified on alternating current is described. In this case, the passage of the neutral insert is carried out under current and braking of the electric rolling stock will not occur. Among other things, to improve the efficiency of high-speed contact suspension for railways electrified with alternating current, it is proposed to use new materials and new technologies that can be used in the device of insulating coupling of the catenary

Increasing the efficiency of cargo transportation by rail is not only one of the main directions of the company JSC “Russian Railways” but also one of the main tasks of our country in order to achieve sustainable economic growth. Electric rolling stock is the largest consumer of electric energy in the company, that’s why its effective and failure-free operation is the way to solve the set tasks. The paper deals with studies related to the operation modes of a freight electric rolling stock of direct current for the purpose of determining the requirements for electric energy storage device, since it is the electric rolling stock that determines the daily schedule of electric load. The order of the analysis of experimental trips of freight electric locomotives of a direct current on the basis of cartridges of recorders of traffic parameters installed on the locomotive is determined. On the basis of the analysis of conducted trips, the main requirements for the energy storage device were obtained with a single running of electric DC rolling stock, namely the average duration of the operation modes of the electric locomotive, the maximum, minimum, and average values of voltage and current, the average value of the electric energy returned to the contact network, time of charge/discharge, and the useful energy intensity of the electric energy storage device. The studies were carried out with the support of the Russian Foundation for Basic Research for the project No 17-20-01148 ofi_m_RZD/17.

A brief history of the development of high-speed passenger traffic in the countries of the world is shown, it is shown that the length of high-speed highways (SMM) in the world is 44 thousand km. Despite the fact that Ukraine is not included in the list of 28 countries with the SMM, a two-system electric train ECR1 "Tarpan" was created on the basis of the PUBLIC JOINT STOCK COMPANY "KRYUKOVSKY RAILWAY CAR BUILDING WORKS" (PJSC "KVBZ") for the speed of movement of more than 200 km / h. A description of the electric train and the peculiarities of the brake system are given. It is shown that the brake system corresponds to world counterparts for high-speed trains about what evidence test results, which, due to the lack of ATS, were carried out for a speed of 160 km / h. The results of the settlement research, using the mathematical model and the results of the driving brake tests, showed that the braking pathway of the electric train at a speed of 200 km / h is 1539 m, and at a speed of 300 km / h - 3172 m. The obtained brake path values comply with the technical requirements of the European Union TSI . Studies confirm that Ukraine has high-speed rolling stock for speeds up to 300 km / h. Abstract The development of national innovative systems is intended to solve a number of issues: from decreasing socio-economic inequality in countries and regions to creating environments favourable to new high-tech production and diversification of industrial composition. Determination of the possibilities for expanding the set of innovative types of economic activity must be scientifically substantiated, since significant financial, material and human resources may be consumed in creating and supporting new economic sectors within the framework of state policy. This article contains an attempt to create a mechanism for revealing promising trends in the development of an innovative economic sphere, taking into account comparative advantages in the commodity composition of exports by determining technological proximity indicators. The article aims to substantiate the possibility of using the concept of technological proximity in developing national innovative systems. The study employs technological proximity indicators based on the revealed comparative advantages (RCA) of countries by commodity groups of export. A matrix of technological proximity in the industrial fields (at a six-unit level) for 28 countries of the European Union in 2007–18 was made. The results revealed comparative advantages by groups of high-tech products in EU countries in real time. The analysis of technological proximity in the industrial sector has shown the types of economic activity connected with the innovative sector, which was used to determine the countries’ degree of participation in the manufacture of high-tech products. The proposed mechanism can be used in the development and implementation of national and regional policy in the sphere of innovative systems, since it allows promising areas for creation and support of new high-tech productions to be determined.

The article reveals the European context of the meaning of the «continuing education» concept, which is interpreted in the Memorandum on Lifelong Learning as a purposeful educational activity conducted on an ongoing basis to improve the knowledge, skills and abilities of citizens and is a basic principle of the education system. Continuing education has become a key element in the European Union definition of strategies to build the world’s most competitive and dynamic knowledge-based society. The analysis of international documents adopted by EU countries showed that the implementation of continuing education strategies in national systems is recognized as one of the priority areas and fundamental principles of educational system development in EU countries, which direct the national policy of their countries to implement the concept of lifelong learning and encourage higher education institutions increase access to education for different age groups. The system of continuing education is divided into three components. The first – additional professional education – contributes to the formation of the professional basis of human resources of the modern high-tech economy. The second component of the system of continuing education provides various groups with the opportunity to adapt to changing living conditions. The third component of the system of continuing education provides for the satisfaction of various individual educational needs of citizens. The implementation of the concept of continuing education is aimed at covering the educational programs of all people – from the youngest to the elderly. Attention is focused on finding ways to democratize access to education, increase the value of knowledge, increase investment in education and bring it closer to the consumer. The study and analysis of international documents on continuing education is necessary for the further development of the education system of Ukraine, which corresponds to the general trend of development of education systems in European and global space

Problem setting. The rapid development of public relations determines the use of information technology in all spheres of life, including in the field of public administration. There is no doubt about the need to introduce elements of e-government into everyday life, as it improves the lives of ordinary citizens, increases trust in public authorities and local governments, reduces the time spent on businesses and individuals needed to receive services. Analysis of recent research. The issue of providing digital social services was paid attention to by, V.P Kohan, M.M. Petrova, N.M. Terletska, D.I. Rusnak, V.L. Polar, V.V. Ripples. The formation of an appropriate mechanism for the digital provision of social administrative services in Ukraine remains unresolved. Target of research. The article is to define the tasks for the formation of the administrative and legal mechanism and the use of digitalization in the provision of social administrative services. Article’s main body. New online services are being introduced on the territory of Ukraine, which enable consumers to receive it remotely. In our opinion, in the future, these services should simplify the procedure for accessing them, given the subjects who are primarily interested in using them, and expand the scope of their provision: from informing the consumer to receiving the result. But these tasks can be accomplished only with the proper financial and material support of local governments, including the poorest financially united territorial communities. In addition, local governments should be required to retain technical specialists and consultants who will provide software and hardware for the provision of administrative social services and eliminate the inability of certain segments of the population to use high-tech digital services. These tasks should be attributed to those that require constant monitoring of their implementation and improvement of their mechanism. Features of the regime of social services are that: 1) their list is not defined by law, so it is more determined by the subjects – recipients of services; 2) socialization of services involves the organization of simplified access of citizens to administrative services; 3) the mechanism for providing accessible social services must ensure the protection of personal data of service recipients. Conclusions and prospects for the development. The unification of types of social administrative services and mechanisms of their provision with similar services provided in the countries of the European Union may be key to Ukraine’s progress towards a single digital space with the European Union.
