Summary The impact of business support organizations on the innovative activity of Lubusz industrial enterprises Business support institutions are one of the institutional solutions that are aimed at stimulating innovation, and influenced by innovation policy. The aim of the article was to determine the impact of business support institutions on the innovative activity of enterprises that use their services in comparison to entities that do not. However, the research hypothesis was that institutions will increase the chances of running innovation activity and cooperation, but the impact will be diversified. 756 industrial enterprises from the Lubusz voivodeship took part in the survey. It was carried out in 2014 for the years of 2011-2013. The multifactorial logit modelling was used as the research model. As a result of the conducted analyses, it was established that technology parks and training and consulting centres are a strong link of supporting the innovation of industrial enterprises in the region. In addition, innovation centres, such as technology parks, technology incubators, technology transfer centres and business angel networks increase the chances of incurring expenditures on research and development activities. In the voivodeship, the institutions also initiate cooperation in the area of new solutions. Entrepreneurs are more likely to cooperate with each other than to transfer knowledge from the sphere of science to business.

The Russia’s innovative development is the most important indicator of the competitiveness of the national economy. By implementing an innovation policy, the state stimulates the innovative activity of industrial enterprises. The study analyzes the impact of changes in the regulatory framework in the Russian Federation on the level of innovation development and the country’s position in the world ranking of innovative activity. The article reviews the tendencies of foreign government stimulation of business innovation activity on the example of the USA, India and Sweden and draws a conclusion about the significant role of the state and the need for targeted financing of enterprises’ innovative activities. Comparative analysis and diagnostics of innovation policy problems, analysis of the rating of innovation activity, forecasting the costs of technological innovation, determination of criteria for innovative activity of industrial enterprises were used as research methods. As a result, the proposed approaches to stimulate the innovative activity of industrial enterprises, taking into account the differentiation of enterprises by the addressee, channels, frequency and method of implementation of incentives. The introduction of the proposed approaches will increase the innovative activity of industrial enterprises, which will lead to an increase in the competitiveness of the national economy.

The article shows the impact of Business Support Instruments (BSIs) on the innovative activity of medium-high and high technology manufacturers in Poland. The analysis includes 1355 industrial enterprises representing medium-high and high-level technology based in Poland. The scope of the research concerns innovation at company-level and takes into account the diffusion to the "new for the company". The work assumes that the innovative activity of MHT & HT manufacturers grows as a result of interaction with BSIs. Technological parks and business consulting centers have the greatest positive impact on stimulating innovation activity.

In the contemporary world, the sustainable development of national economies is impossible without the timely and high-quality implementation of innovation. The prompt use of innovations is considered to be the key to obtaining and maintaining both new and existing competitive advantages of both individual enterprises and the economy in general. This study aims to determine the dependence of national economic growth (based on the example of Ukraine and Poland) on the innovative activities of enterprises and innovative policies of governments, as well as the development of the improvement offers concerning the innovative policy of Ukraine based on international experience. The impact of innovation indicators on the level of GDP per capita in Ukraine and Poland over the period from 2000 to 2018 has been studied in the article. The most important factors of influence on the GDP per capita, through multivariate statistical analysis and regression analysis, were identified from the list of indicators of innovation activity, and the regression equation was constructed. For Ukraine, such factors are the “innovativeness of enterprises” (that explains the 34.19% of total dispersion), the “innovative inputs” (that explains the 17.11% of dispersion) factors and factor of “financing and implementation of innovations” (that explains 27.8% of the total dispersion). For Poland, the factor of “innovative activity” explains 44.35% of dispersion, and the factor of “innovative actions” explains 38.47% of total dispersion. Moreover, the suggestions involving innovation policy development of Ukraine are provided.

Research background: The first business support organizations (BSO) appeared in Poland in the 90s of the last century. They were transferred from Western Europe and the United States, where they provided system solutions and played an important role in stimulating innovation activity. However, the latter regions are economically developed, while Poland is playing catch-up. The important question is whether business support organizations will significantly increase the innovative potential of  Polish enterprises. Purpose of the article: The purpose of this paper is to probe the impact of business support organizations on innovation activity in Polish industrial companies. It remains to be determined whether enterprises which use BSO services are more likely to engage in innovation activities than enterprises which do not use such services. Methods: To carry out the study, a multi-factor logit regression method was used. In this study, the method allows the determination of the odds ratio for the likely occurrence of innovation activity in companies that used the services of BSOs compared to enterprises that did not do so. The attributes of innovation activity have been singled out in accordance with the international standards of the Oslo methodology. The study was conducted in 2015 for the years 2012–2014 based on a sample of 951 manufacturing companies in the Masovian Voivodeship. Findings & Value added: In the Masovian Voivodeship it is the technological parks and training and consulting centres which have the most advanced degree of influence on the innovation activity of enterprises. The roles of technology incubators, and loan and guarantee funds are also significant. With regard to cooperation on innovation, there is a much better arrangement in sectoral systems, i.e., with suppliers, customers and competitors, than with scientific institutions.

The paper considers current trends of innovative development as a concept of structural modernization of the machine-building industry of Ukraine. The impact of the pandemic coronavirus on industrial enterprises of the machine-building industry in the world and Ukraine is analyzed. The basic tendencies of development of trade in the investigated sector in the conditions of quarantine and measures of stimulation of business in machine-building branch are revealed. The analysis of the current state, problems and perspectives of innovative development of machine-building branch in Ukraine for the period of 2010–2020 is carried out in the paper. The available types of forms of modernization of machine-building industry in Ukraine are analyzed. It is found out that the state of their development is insufficient, which requires the elaboration of further strategies of activation of activity both at the national and regional level. Determined a set of factors that influence the formation of the ability to implement machine-building enterprises innovations. The main groups of identified factors include infrastructure and accessibility, development of society, as well as the production environment. Structural differentiation by the level of their costs for innovations in the industry was analyzed. It has been established that in Ukraine there is extremely low state financing in the aspect of innovations development. Own funds of the machine-building enterprises, with a share of 96 % is the main source of investment in innovation activity of the industry. It is determined that for this purpose, it is necessary to expand the vision and develop a strategic roadmap that would allow to promote innovation. The priority of expanding the tools of innovation policy is justified. The need to create a fundamentally new concept of innovative development, providing the use of a mixture of policies and encompass vertical and horizontal understanding of these processes has been proved. It has been established that the management of the new innovation policy of machine building industry in Ukraine should provide the use of multi-level, open and network structures.

The article considers the problems and factors affecting the introduction of digital innovative technologies in the industry. Machine-building industries in developed countries are becoming more flexible, technologically equipped and digitalized. The prospects for applying digital innovations are undeniable, but when it comes to implementing digitalization projects for industrial enterprises, a number of problems arise. Due to the fact that digital innovations are concentrated in Large companies in the United States and Europe, Russia, due to its backwardness in this direction, is experiencing serious difficulties in developing and implementing innovations. These problems are part of a failed innovation policy that has led to a decline in innovation activity and lagging behind some of the world's leading countries. One of the complex criteria for evaluating innovation policy and the results obtained is the Bloomberg Innovation Index, whose growth rates are unsatisfactory for solving national digitalization programs. The article shows the reasons for Russia's lag, and suggests measures to resolve the accumulated problems.

In the decade 2010–19, design featured in 21 of the 28 European Union member states’ innovation policies according to the Bureau of European Design Associations. As we embark on a new decade, it appears that design’s influence within innovation policy and programmes may be waning. What does the design support landscape look like for the United Kingdom in a post-Brexit and post-COVID world? What lessons can be drawn from an evaluation of design vouchers in Scotland for the United Kingdom as a whole and possibly the rest of Europe? This article draws on the experience of User Factor – an EU-funded project on the future of design support in Europe through five knowledge exchange workshops with eight business support organizations as well as a design-led evaluation of the impact of ‘By Design’ vouchers in Scotland among participating companies. In the United Kingdom, the design support landscape is fragmented – design is part of the remit of all the devolved nations’ business support programmes; however, this landscape is complex for small companies to navigate. In Wales, Scotland and Northern Ireland, design support programmes are currently EU-funded, so it is unclear what programmes will look like after Brexit. ‘By Design’ is a light-touch grant for Scottish companies to access up to £5000 to work with design agencies. Over five years, 618 companies received the grant. The evaluation revealed that design is a relatively low-cost way for companies to innovate as 64 per cent of companies reported bringing a new product or service to market and 27 per cent entered new markets. Furthermore, after the grant, 83 per cent of companies continued to work with a design agency going on to invest £26,000 on average. This demonstrates that a small government grant of up to £5000 can stimulate a fivefold increase in investment. In 2020, design was back on the EU policy agenda as a driver of circular economy and the ‘New European Bauhaus’. Based on the evaluation of the Scottish design vouchers and knowledge exchange between the User Factor partners, we draw out a series of insights and implications for design support in the United Kingdom and across Europe.

Innovative development of domestic enterprises and growth of their competitiveness is the most important task at the present stage of development of the country's economy. The purpose of this study is to develop methodological tools that assess the impact of strategic plans for innovative development of an enterprise on the level of its competitiveness. The hypothesis of the study is that the plans for innovative development of the enterprise have a positive impact on the level of competitiveness of the enterprise. The article shows that in modern conditions one of the main directions of increasing the competitiveness of any company is inextricably linked with the formation and use of innovative development systems at enterprises. An analytical review of the existing methods for evaluating the competitiveness of the enterprise is carried out; their advantages and disadvantages are determined. It is shown that there is currently no single universal approach to such evaluation. As a result, a reasonable choice was made in favor of a methodological approach that evaluates competitiveness in dynamics; the main indicators and algorithms used in this approach are presented. The method of assessing the stability of the competitive position of industrial enterprises based on their innovative activity using a number of innovative indicators and taking into account their possible growth in the financing and implementation of innovative projects is proposed. The competitiveness of the largest Russian Pipe Metallurgical Company in comparison with its leading domestic competitors in the period 2017-2019 was evaluated; the main problems and weaknesses in the company's activities that have a negative impact on its competitiveness are identified. An assessment of the innovative activity of the Pipe Metallurgical Company is performed, which shows that the company currently adheres to a strategy based on the introduction of improving innovations. Modeling of the dependence of the level of the competitiveness of the company on the indicators of its innovation activity is performed; the indicators that have the strongest impact are identified, namely: the coefficient of intellectual property security, the coefficient of innovative growth, and the coefficient of development of new products. An example of the implementation of an event aimed at increasing the company's innovation activity indicators and related to the commissioning of unique research equipment for the development of new threaded connections for pipes is given. Based on the projected outcomes of the event, the forecast level of competitiveness of the Pipe Metallurgical Company for the period up to the end of 2020 was determined.

Research background: Innovative economy and the business environment are important factors in the socio-economic development of a country. In a knowledge-based society, economic processes (especially innovation activity) require a specific stimulus. This stimulus can be provided by business support organization, which have been present in the Polish economy since the 1990s. Purpose of the article: The main goal of the article is to assess the system impact of business support organizations on cooperation in the area of new solutions (product and process innovations) in industry in Poland. Methods: The research method which was used in the analysis was logit modelling. Cooperation in the area of new solutions with the supplier, recipient and competitor was established as a dependent variable and business support organizations as independent variable. The analysis using logistic regression was based on comparison two groups of enterprises: those that were service recipients of support organizations and those that did not belong to this group. In this way, it was possible to determine if the use of BSO services increased the chances for innovative cooperation in industry. The survey was conducted in 2013?2017 among 6284 industrial enterprises. Findings & Value added: The survey showed that business support organizations significantly and systematically influence the establishment of innovative cooperation. Recipients of support organizations twice more often cooperated with suppliers and recipients than entities that did not. Stimulation of cooperation with competitors by BSO was weaker than it was in the case of suppliers and recipients. The conducted study provided information on the level of development of the national innovation system in catching-up countries on the example of Poland. It was pointed out that in economically weak territories, one should focus on stimulating innovative activity as such, while in the developed ones should be transferred to more advanced forms, i.e. innovative cooperation.

The more topical the issues and the importance of innovations get, the higher the interest in theoretical clarification and empirical study of various aspects of the innovation capacity of enterprises. The number of scientific publications in these areas of research is growing. However, a number of important issues require additional research, which justifies the need to conduct new studies in certain areas. Such an area of research is the study of the impact of the factors of innovation capacity of enterprises on their innovative activity. In view of the above, the aim of this paper is to present the findings of an empirical study of the impact of the factors of innovation capacity on the innovative activity of some industrial enterprises in Bulgaria. The authors hope to initiate a discussion on these issues and other similar questions related to the topic, the results of which will aid enterprises in taking managerial decisions on both streamlining innovative efforts and investment, and developing strategies for further growth.
