The article considers the problems and factors affecting the introduction of digital innovative technologies in the industry. Machine-building industries in developed countries are becoming more flexible, technologically equipped and digitalized. The prospects for applying digital innovations are undeniable, but when it comes to implementing digitalization projects for industrial enterprises, a number of problems arise. Due to the fact that digital innovations are concentrated in Large companies in the United States and Europe, Russia, due to its backwardness in this direction, is experiencing serious difficulties in developing and implementing innovations. These problems are part of a failed innovation policy that has led to a decline in innovation activity and lagging behind some of the world's leading countries. One of the complex criteria for evaluating innovation policy and the results obtained is the Bloomberg Innovation Index, whose growth rates are unsatisfactory for solving national digitalization programs. The article shows the reasons for Russia's lag, and suggests measures to resolve the accumulated problems.

The paper considers current trends of innovative development as a concept of structural modernization of the machine-building industry of Ukraine. The impact of the pandemic coronavirus on industrial enterprises of the machine-building industry in the world and Ukraine is analyzed. The basic tendencies of development of trade in the investigated sector in the conditions of quarantine and measures of stimulation of business in machine-building branch are revealed. The analysis of the current state, problems and perspectives of innovative development of machine-building branch in Ukraine for the period of 2010–2020 is carried out in the paper. The available types of forms of modernization of machine-building industry in Ukraine are analyzed. It is found out that the state of their development is insufficient, which requires the elaboration of further strategies of activation of activity both at the national and regional level. Determined a set of factors that influence the formation of the ability to implement machine-building enterprises innovations. The main groups of identified factors include infrastructure and accessibility, development of society, as well as the production environment. Structural differentiation by the level of their costs for innovations in the industry was analyzed. It has been established that in Ukraine there is extremely low state financing in the aspect of innovations development. Own funds of the machine-building enterprises, with a share of 96 % is the main source of investment in innovation activity of the industry. It is determined that for this purpose, it is necessary to expand the vision and develop a strategic roadmap that would allow to promote innovation. The priority of expanding the tools of innovation policy is justified. The need to create a fundamentally new concept of innovative development, providing the use of a mixture of policies and encompass vertical and horizontal understanding of these processes has been proved. It has been established that the management of the new innovation policy of machine building industry in Ukraine should provide the use of multi-level, open and network structures.

Introduction. The phenomenon of innovative entrepreneurship as a promising vector of transformation of modern economic systems is studied. The strengthening of the influence of intellectual potential on the development of innovative entrepreneurship is proved. The comparative analysis of dynamics of a condition of development of intellectual potential of Ukraine and the highly developed countries of the world is carried out. Reserves have been established to improve the formation of intellectual potential within the framework of strengthening its positive impact on the development of innovative entrepreneurship in the country. The subject of the study is to assess the impact of intellectual potential on the development of innovative entrepreneurship in Ukraine. The purpose of the study is to analyze trends in innovative entrepreneurship in Ukraine, assess the impact of intellectual potential and identify reserves for its improvement to revive existential processes in today's challenges. Method (methodology). In the process of research for the validity of the provisions presented in the article, a set of general scientific and special methods was used, in particular: historical and logical - in the study of theoretical foundations and evolution of innovation theory and the phenomenon of entrepreneurship; analysis and synthesis - to compare the main approaches to the interpretation of concepts and methods of assessing intellectual potential; comparison and grouping - to systematize the indicators used to assess the intellectual potential and innovative entrepreneurship; graphic method - for visual presentation of the results of analytical research; abstract-logical - for theoretical generalization and formulation of conclusions. Results. Bottlenecks in the formation of intellectual potential as a catalyst for the development of innovative entrepreneurship in the country. The concept of innovative entrepreneurship as an innovation-oriented independent activity of business entities (entrepreneurs), aimed at creating a value-filled product (service) and provides profit and socio-environmental effects. Forecast models of changes in the science intensity of Ukraine's GDP, the share of industrial enterprises engaged in innovation and the share of industrial innovation-active enterprises have been built. The expediency of stimulating the development of innovative entrepreneurship both among legal entities and individual entrepreneurs is substantiated. A number of limiting factors have been identified that amplify the decline in innovation activity in the Ukrainian business sector. Scope of results. Dissemination of practical approaches of legal entities and entrepreneurs to improve the formation of intellectual potential, will intensify the development of innovative entrepreneurship, which will positively affect the strengthening of their competitiveness.

In the 1990s, various countries had a different approach to the problems related to prisoners’ labor. In the United States, the concept of prison labor could survive only in such developed states as New York, Pennsylvania and Massachusetts which could cope with the burden of keeping unproductive prisons. Under the impact of the penal reform and upon the adoption of new penal legislation in these states, the old American tradition of labor prisons gave way to a new standard which implied that convicted offenders had to learn different crafts while in prison but they were excluded from the public labor market when at large. The new industrial program, which was thus engendered, has significantly contributed to spreading the reformist functions of prison labor. Organized prison labor had always been strongly supported by penal reformers in the north of the United States but, in the mid-1980s, as the penal reformers moved away from that part of the United States, the concept of organized prison labor no longer had a significant political and legislative impact. The influence of penal reformers and the idea of instituting convict labor (but without competition in the labor market) had a strong influence on government politicians both at the federal and state government levels. The reformers endeavored to ensure the prisoners’ welfare and enable all prisoners to work and participate in the labor market as competitive workforce, both by leasing their labor and through the sale of final products on the free market.

Summary The impact of business support organizations on the innovative activity of Lubusz industrial enterprises Business support institutions are one of the institutional solutions that are aimed at stimulating innovation, and influenced by innovation policy. The aim of the article was to determine the impact of business support institutions on the innovative activity of enterprises that use their services in comparison to entities that do not. However, the research hypothesis was that institutions will increase the chances of running innovation activity and cooperation, but the impact will be diversified. 756 industrial enterprises from the Lubusz voivodeship took part in the survey. It was carried out in 2014 for the years of 2011-2013. The multifactorial logit modelling was used as the research model. As a result of the conducted analyses, it was established that technology parks and training and consulting centres are a strong link of supporting the innovation of industrial enterprises in the region. In addition, innovation centres, such as technology parks, technology incubators, technology transfer centres and business angel networks increase the chances of incurring expenditures on research and development activities. In the voivodeship, the institutions also initiate cooperation in the area of new solutions. Entrepreneurs are more likely to cooperate with each other than to transfer knowledge from the sphere of science to business.

Since the financial crisis in 2008, the U.S. economy has weakened, and the world economy has slowly developed. As the world's leading country, the United States has used many methods to restore the economy. But it does work efficiently. However, there are many issues in developed countries such as domestic social, economic, immigration in the United States/United Kingdom; those are not optimistic. Developed countries have entered a dilemma. The neoliberalism financial system has been unable to move forward. Populists have pointed out that those problems have been causing by globalization. Under the leadership of the Brexit Referendum, President Trump has caused a wave of anti-globalization. Under a series of systems such as the China-US trade war and the US-Mexico border wall repairs, the anti-globalization trend is getting stronger. This article mainly analyzes the in-depth reasons and mechanism research of globalization and anti-globalization alternately—the data obtained from an international method performance study. The results show that anti-globalization is temporary, along with globalization. There are three main factors affecting globalization: the situation of the dominant country, natural disasters, and wars. After so much literature review, I believe that the United States' globalization is gradually weakening, and globalization may return to regionalization under the United States' opposition.

The Russia’s innovative development is the most important indicator of the competitiveness of the national economy. By implementing an innovation policy, the state stimulates the innovative activity of industrial enterprises. The study analyzes the impact of changes in the regulatory framework in the Russian Federation on the level of innovation development and the country’s position in the world ranking of innovative activity. The article reviews the tendencies of foreign government stimulation of business innovation activity on the example of the USA, India and Sweden and draws a conclusion about the significant role of the state and the need for targeted financing of enterprises’ innovative activities. Comparative analysis and diagnostics of innovation policy problems, analysis of the rating of innovation activity, forecasting the costs of technological innovation, determination of criteria for innovative activity of industrial enterprises were used as research methods. As a result, the proposed approaches to stimulate the innovative activity of industrial enterprises, taking into account the differentiation of enterprises by the addressee, channels, frequency and method of implementation of incentives. The introduction of the proposed approaches will increase the innovative activity of industrial enterprises, which will lead to an increase in the competitiveness of the national economy.

Innovative development is a prerequisite for the long-term sustainable functioning of agro-industrial enterprises. Activation of the innovation process, considered as a prerequisite for economic growth, is constrained by the lack of formalized decision-making apparatus and the assessment of its consequences. In order to manage the innovative development of agroindustrial enterprises in contemporary conditions, it is necessary to study the theoretical and methodological foundations of modeling and forecasting of their innovation activity, which has become a characteristic tendency of the economic situation in agriculture in recent years. The complexity of agricultural production and its specificity determine the peculiarity of approaches and methods of managing innovation activity, combining different types of innovations, strengthening the role of the state in their promotion. The agrarian sector of the economy is practically completely dependent on foreign manufacturers of technology, which, of course, also reduces the level of food security of our country. The existing innovative potential in agriculture in Ukraine is not used in full. The meaning of state innovation policy is that, while maintaining the accumulated scientific and technical potential to the maximum extent, and develop mechanisms that stimulate not only the development of innovative processes, but also the development of their results. The main directions of innovation policy in agriculture include: provision of legal regulation of innovation development and protection of the interests of its participants; implementation of direct and indirect support of agricultural producers in the creation and development of innovations; definition and implementation of the priority development of agrarian industrial complex; development of effective forms of partnership and cooperation, formation of appropriate organizational and economic structures; training of personnel in the field of innovation activity; priority development of material and technical base; development of international cooperation in the field of innovations. The state, based on the recommendations of science, should be called in a timely manner to send agribusiness clear and clear signals about the most promising areas of production activity, to orientate and direct its business activity in the necessary direction for society, to indicate ways to overcome the lag of our agriculture from the level of highly developed countries of the world.

If countries can learn from one another, South Africa can learn from the experiences of other countries that have re-organised their sentencing systems in recent decades. South Africa’s correctional system has many similarities to America’s – seriously overcrowded prisons, sentences that are too long, stark disparities, and therefore injustices, in sentences received for comparable crimes. American solutions – mandatory minimums, prison terms measured in decades not years – have neither reduced crime rates nor made streets safer. Nor will they in South Africa. Comparisons of countries with very different sentencing policies and punishment practices – Canada versus the United States, Finland versus the rest of Scandinavia, England versus Scotland – show that sentencing and punishment have little discernible effect on crime trends and patterns. Crime trends and patterns in most developed countries move in broad parallel, irrespective of national punishment policies.

The article summarizes the world and domestic practice of the formation and implementation of the regulatory framework for organizing remote work in the context of the spread of coronavirus disease. The aim of the study is to scientifically substantiate the problem of the impact of the negative consequences of the pandemic on the rights of workers in the field of labor relations, a comparative analysis of the labor legislation of the United States and China and the development on its basis of recommendations for employers to curb the spread of coronavirus disease in the workplace, to protect and preserve the health of employees. The subject of the study is to assess the realization of the right to work of an employee working safely or remotely. The authors apply the methods of statistical research, analysis of scientific literature and open sources. The conclusion is made about the necessity and prospects of cooperation between the Russian Federation and economically developed countries in the near future on the basis of the experience gained by the world community in combating the COVID-19 pandemic. The results of the study will be useful to specialists involved in organizing labor in a pandemic.

This chapter examines the onset of the so-called stagflation and the problems that beset détente during the period 1973–1976. In the aftermath of Israel’s victories in the Six Day War, a situation of ‘no peace, no war’ prevailed in the Middle East. Attempts in 1970 and 1971 by the United Nations and the United States to make progress on a peace settlement proved futile. The chapter first considers the Middle East war of October 1973, which sparked a confrontation between the US and the Soviet Union, before discussing the impact of stagflation, especially on the Bretton Woods system. It then explores political problems in Europe and how European détente reached a high point in the Helsinki conference of 1975. It concludes with an analysis of détente and crises in less developed countries such as Chile, South Vietnam, Cambodia, and Angola.
