Abstract The analysis of the state of security in the coal mines of Ukraine showed an urgent need for equipment to monitor the safety of production processes, identifying its shortcomings. The necessary regulatory requirements of the legislation of Ukraine on this issue have been considered in detail. A solution to the problem of creating modern equipment for monitoring the safety of production processes in coal mines through a new approach and a change in concept has been proposed.

How should a liberal democracy respond to hate groups and others that oppose the ideal of free and equal citizenship? The democratic state faces the hard choice of either protecting the rights of hate groups and allowing their views to spread, or banning their views and violating citizens' rights to freedoms of expression, association, and religion. Avoiding the familiar yet problematic responses to these issues, this book proposes a new approach called value democracy. The theory of value democracy argues that the state should protect the right to express illiberal beliefs, but the state should also engage in democratic persuasion when it speaks through its various expressive capacities: publicly criticizing, and giving reasons to reject, hate-based or other discriminatory viewpoints. Distinguishing between two kinds of state action—expressive and coercive—the book contends that public criticism of viewpoints advocating discrimination based on race, gender, or sexual orientation should be pursued through the state's expressive capacities as speaker, educator, and spender. When the state uses its expressive capacities to promote the values of free and equal citizenship, it engages in democratic persuasion. By using democratic persuasion, the state can both respect rights and counter hateful or discriminatory viewpoints. The book extends this analysis from freedom of expression to the freedoms of religion and association, and shows that value democracy can uphold the protection of these freedoms while promoting equality for all citizens.

This paper reports on an application of the microsimulation method to the estimation of income tax collections for the State of North Carolina. Detailed forecasts of Income distribution make it Possible to model the law in nearly complete detail. The model provides quarterly forecasts of collections disaggregated by withheld taxes, declarations payments, final payments, and refunds.

Word Sense Disambiguation (WSD) is an important task for Biomedicine text-mining. Supervised WSD methods have the best results but they are complex and their cost for testing is too high. This work presents an experiment on WSD using graph-based approaches (unsupervised methods). Three algorithms were tested and compared to the state of the art. Results indicate that similar performance could be reached with different levels of complexity, what may point to a new approach to this problem.

The article reveals the structure of financing sources of road economy enterprises approved by law today, and for a number of reasons it is proposed to introduce a new approach to the filling of the State Road Fund by applying the principle of "user pays" and it is proposed to introduce financing from the toll, as well as a new concept of distribution of financial resource.

<p>This paper defines citizen ownership of the state as the implementation of election promises. It argues that the level of implementation of election promises is a measurement of citizen ownership of the state. To explain the definition, the paper models the authority of a representative government to a power of attorney. The citizen as principal awards a power of attorney to the winning party, alliance or individuals as an agent in their election. In the election, the set of election promises of the agent becomes the only written part of the power of attorney. The 2008-2012 tenure of US President Barack Obama is used to test how the methodological approach to the measurement of promise-keeping works with empirical data. The test proves the new approach crucially improved compared to existing approaches and the findings are found interesting.</p>

Taking raw coal of China as the investigation object, MIPS method was used to calculate the material input of raw coal in the period of 1990~2008. Numerical calculation indicated that, in the production of raw coal, water input accounted for above 72% of the total material input, and solid non-biological material input accounted for about 25%, while air input accounted for only 0.4%. As for the whole country, the average input coefficients for water, solid non-biological material, and air were 6.13 t/t, 2.13 t/t, and 0.03 t/t, respectively; the average input coefficients for water, solid non-biological material, and air were 6.07 t/t, 2.26 t/t, and 0.03 t/t, respectively, for the state-owned major coal mines; in the local mine, the average input coefficients for water, solid non-biological material, and air were 6.17 t/t, 2.03 t/t, and 0.03 t/t, respectively. The raw coal material input as a whole appeared to be rising.

The paper deals with the mechatronical system, that are necessary during the implementation of the production processes in the companies. Mechatronics systems is a relatively new approach to product design and development, merging the principles of electrical, mechanical, computer and industrial engineering. Examples include robots, photocopiers, PC disk drives, sensors, automotive equipment sucha s anti-lock braking systems and many others. This paper focuses on robots and their possibilities of commissioning to the real production processes.

<p class="22">We investigate a new approach to the construction of vector Lyapunov functions. An approach to the construction of Lyapunov functions as vector functions is developed based on a geometrical interpretation of the second method of Lyapunov. The negative of the gradient is determined from the components of the time derivative of the state vector (i.e., the right-hand side of the state equation). The region of stability of a closed-loop linear, stationary system with uncertain parameters is governed by inequalities in the matrix elements of the closed-loop system. This study developed a method for analysing the robust stability of SISO and MIMO linear systems in canonical forms.</p>
