AbstractThe paper refers to the social innovation of participatory budgeting which has become a very popular tool for stimulating citizen participation at the local level in Poland. It focuses on the major cities, defined as capitals of the voivodeships or regions. Based on the data concerning 2018 participatory budgeting editions in the eighteen cities, it describes the funding, organisation of the process, forms of voting and voter participation as well as the nature of projects selected and implemented. According to the amended Act on the Local Self-Government, organisation of participatory budgeting will only be obligatory for Polish cities from 2019. Despite that fact, it has already become quite popular and broadly applied in local communities. However, citizens’ participation and involvement in the process seems quite low, suggesting a need for experience sharing and improvement of the initiative. Also, project selection reflects the influence of various social groups within urban communities, rather than assisting groups which are at risk of marginalisation.

People possess a creative set of strategies based on their local knowledge (LK) that allow them to stay in flood-prone areas. Stakeholders involved with local level flood risk management (FRM) often overlook and underutilise this LK. There is thus an increasing need for its identification, documentation and assessment. Based on qualitative research, this paper critically explores the notion of LK in Malawi. Data was collected through 15 focus group discussions, 36 interviews and field observation, and analysed using thematic analysis. Findings indicate that local communities have a complex knowledge system that cuts across different stages of the FRM cycle and forms a component of community resilience. LK is not homogenous within a community, and is highly dependent on the social and political contexts. Access to LK is not equally available to everyone, conditioned by the access to resources and underlying causes of vulnerability that are outside communities’ influence. There are also limits to LK; it is impacted by exogenous processes (e.g., environmental degradation, climate change) that are changing the nature of flooding at local levels, rendering LK, which is based on historical observations, less relevant. It is dynamic and informally triangulated with scientific knowledge brought about by development partners. This paper offers valuable insights for FRM stakeholders as to how to consider LK in their approaches.

This article attempts to capture gender bias in education expenditure among the religious (Hindu, Muslim and others) and the social groups (SC, ST and General) in West Bengal. Oaxaca–Blinder decomposition technique is used to obtain gender bias for a specific demographic group. Further, an attempt has been made to identify the religious or social groups with the acute problem of gender bias. In this work, 71st round (January–June 2014) education expenditure data (individual level) provided by NSSO (National Sample Survey Office) is used. JEL: I24, R1, C55

The purpose of this paper is to prove that the rationalization of the “Integrated Endogenous Local Development” should be proved to be a valuable policy mean, under the proposed methodological procedure of Sensitizing Local People, through the “animation procedure”, toward developing their own skills, capacities and therefore their place, that are asked by the local SMEs Sensitization may be proved to be the fundamental methodological tool, for building the social capital at local level, by making valuable local people’s “intrinsic inclinations”-a “term” which is stronger than “capacities”- under a new value system, and human communication. ”Sensitization” - as the upper limit of the sensitization procedure- is been approached, step by step, especially: Establishing the “bottom-up approach” in planning the development procedure at local level, Establishing the “animation procedure” among local people, Analysing local people “intrinsic inclinations” in context with a “system value”, Creating a “team psychology” among local people, Encouraging local people in finding and adopting the local “Flag Theme”. The proposed procedure may be useful, especially in small, less developed and isolated rural areas. A case-study “Women Cooperative, Gargaliani, South-West Peloponnesos”, is referred as a typical case of the development procedure, based on local people (women) animation in Greece.

This chapter presents the social innovation project “TrafficO2”, a support system for decision-making in the field of transportation that tries to push commuters towards more sustainable mobility by providing concrete incentives for each responsible choice. After focusing on Palermo, Italy, the context of this case study, this chapter provides a detailed description of the TrafficO2 model. Specifically, the chapter deals with the analysis of a selected sample of users among Palermo University students who commute daily to their respective University departments on campus. Starting from the modal split of the actual situation (Status Quo scenario), another behavior scenario (Do your right mix) is designed and promoted to encourage users to create a better mix of existing mobility means and reduce the use of private vehicles powered by combustibles. The first test that was performed confirmed the reliability of the initiative.

In this introductory chapter, we present our understanding of the core concepts of this book, namely social innovation and poverty, and situate these concepts in contemporary debates on the governance of welfare provision. We define social innovation as actions that satisfy social needs through the transformation of social relations, which crucially implies an increase of the capabilities and access to resources of people living in poverty. Poverty is not reduced to a lack of monetary income, but refers to a range of processes of social exclusion in various spheres of life that hinders people’s full participation in society. We outline the aim of this book as a sustained attempt to analyse how the social innovation dynamics of localised initiatives are shaped by the welfare regime context with its specific spatial and institutional characteristics. Finally, we discuss the methodological strategy of the comparative case study research on which this book is based.

Social resilience is an essential aspect of sustainability in environmental management, especially in poor resource-dependent communities. To better understand the dynamics of social resilience, we have conducted a primarily qualitative study of communities dependent on hilsa fishing in two coastal villages in southern Bangladesh. This study applies concepts of social-ecological system (SES), social resilience and co-management in outlining our qualitative data and framing its interpretation. Our findings show that while the establishment of hilsa sanctuary areas has enhanced the previously low ecological sustainability of local small-scale fishing, the management of this program has challenged the social resilience of hilsa fishers by creating new inequalities in the distribution of power and privilege, in terms of the ways in which seasonal fishing bans are enforced and compensation for income loss during the ban periods is distributed. Based on our findings, we suggest specific measures for strengthening social resilience at the local level, including building community networks, developing community infrastructures, updating existing rules and regulations, providing alternative means of generating income for fishers during the crisis periods (e.g. natural disasters and fishing ban periods) and more active sharing of responsibility between stakeholders and government for management of the hilsa fishery. These findings are also applicable to understanding the issues beyond rules and regulations that co-management arrangements need to address in order to be successful and to enhancing the function of co-management arrangements in improving social resilience within resource-dependent communities.

Social capital's rise in popularity is a phenomenon many have noted (Kadushin, 2006; Warde and Tampubolon, 2002; Portes, 1998). Although the concept is a relatively old one, it is the works of Bourdieu (1986), Coleman (1988; 1990), and Putnam (1993, 2000) that often get credited for popularizing the concept. These three, while sharing a view that social networks are important for social groups and society, place differing levels of emphasis on the role of networks in building trust or the exchange of various types of resources. In this paper, I briefly revisit these three theorists, and the criticisms each have received, to provide background for discussing recent research on social capital from a social networks approach. The social network approach is then applied to my own case study looking at the relations among not-for-profits, and special attention is given to the unique context of not-for-profits, and how this context might elaborate or challenge current thoughts on social, aka ‘network’ capital. A final discussion is also given to some measurement problems with the network approach to social capital.

This study examines the social impact of foreign immigrants on urban communities in Taman Taming Jaya, Selangor.The scope covers the overall social impact on the presence of foreign immigrants on urban communities,family relationship,the relationship among the local community, the relationship between locals and foreigners,the acceptance of foreigners by local residents,sense of belonging and the safety aspect.A total of 95 questionnaires survey were carried out among local respondents.Besides,direct observation was conducted to investigate the condition of the study area.The findings revealed that most of the respondents felt that the presence of foreign immigrants has negatively impacted their life. The purpose of this study is to examine educational achievements and their implications, focusing on the social practice case of the Social Innovation Living-lab Project implemented by K University in 2020. The progress of the project, its performance, and educational implications were analyzed based on the results of project-related reports, media reports, resident surveys, and student interviews.The project was effective in terms of revitalizing local urban regeneration, and resident’s satisfaction was generally positive. In educational effects, students also became passionate and interested in the effects of cooperation between themselves and their chosen majors. Moreover, they demonstrated positive effects from the reflecting they did regarding their own prospects as they considered their social contributions.This project is meaningful in that cooperative partnerships between universities and society can be formed through university education. Futhermore, this study proposed to improve the academic system and to establish a support system to promote it.
