Abstract The paper puts the food regime model, as elaborated by scholars such as Harriet Friedmann and Philip McMichael, into articulation with the analysis of migration/border regimes, as proposed by critical migration scholars. If by now it is well established that the policies that regulate the mobility of migrant labour play a crucial role in enabling capitalist accumulation in contemporary global agriculture, few analyses have delved into the actual mechanisms which make this possible, and into their histories. The argument is developed by reference to the Italian case, showing how subsequent waves of substitution of Italian labourers with migrants, that began in the 1980s, have followed different patterns. It argues that these can be understood by reading them against the grain of the changes accruing in the transnational migration regime. Thus, precarisation and segmentation of the labour force in the farming sector are shown to have been actively fostered by policies which have made of undocumented or differentially included labour one of the pillars upon which globally integrated food production has relied for the past three decades. Whilst based on national-scale statistics and secondary literature, the analysis also builds upon a sustained presence and engaged participant research in some of the Italian agroindustrial enclaves that record the highest presence of migrant labour.

SummaryLabour brokerage and its salient role in the mobility of workers across borders in Asia has been the subject of recent debate on the continuing usefulness of intermediaries in labour mobility and migration processes. Some researchers believe that labour brokerage will decline with the expansion of migrant networks, resulting in reduced transaction costs and a better deal for migrant workers. From an economic standpoint, however, reliance on brokers does not appear to have a “use-by date” in south-east Asia. Labour brokers have played an important role in organizing and facilitating officially authorized migration, particularly during the contemporary period. They undertake marketing and recruitment tasks, finance migrant workers’ travel, and enable transnational labour migration to take place. Consequently, both sending and destination states have been able to concentrate on their role as regulatory “agencies”, managing migration and ensuring compliance with state regulatory standards and providing labour protection. Private recruitment firms have simultaneously focused on handling the actual recruitment and placement of migrant workers. Notwithstanding this, the division of responsibilities in the migration regimes has also led to uncontrolled migration and necessitated intervention by the state during both periods. These interventions mirror the ethos of the times and are essential for understanding past and present political environments and transnational labour migration in south-east Asia.

This article aims to analyse the plight of the migrant workers in India during the Covid 19 pandemic from a political economy perspective. While taking note of the disruptions and uncertainties during the drastic lockdown that was announced suddenly, it is argued that the vulnerabilities of the migrant labour force are deeply embedded in the long-term changes in the political economy of development in India. These changes, on the one hand, have resulted in the gradual weakening of state support to the working classes, and on the other, have resulted in the normalisation of ‘cheap labour’ as a legitimate objective of neoliberal capitalist development. Locating the conditions of the migrant working class on the specificities of the manifold restructuring of the Indian economy under neoliberal globalisation, the study attempts to emphasise the structural dimensions of the current crisis faced by the migrant labourers. Longobardi and colleagues examined the effect of inflammatory bowel disease (IBD) on employment, using data from 10,891 respondents aged 20 to 64 years from the 1998 cycle of the Canadian National Population Health Survey (NPHS) (1). This sample included 187 (1.7%) subjects who self-reported IBD or a similar bowel disorder. A significantly greater proportion of IBD than non-IBD respondents reported that they were not in the labour force (28.9% versus 18.5%). Even after adjusting for other factors (age group, level of pain, etc), subjects with IBD had a 2.9% higher nonparticipation rate (21.4%). For example, among people not hospitalized within the past year and with no limitation of activities due to pain, IBD subjects were 1.2 times more likely to be unemployed than those without IBD. Subjects who reported high levels of pain had a very high probability of being out of the labour force. Based on Canadian annual compensation data for all employed persons in Canada, and age- and sex-specific prevalence, and incidence rates for IBD, the authors estimated that there are 119,980 IBD patients between the ages of 20 and 64 years in Canada and that this group includes 3479 people who are not in the labour force. This translates into lost wages of $104.2 million, or $868 per IBD patient

In an age of social transformation characterized by globalization, wireless communication, and ease of travel and migration, more and more people around the world are marrying across national boundaries. This has occurred worldwide with the Gulf Cooperation Council (GCC) as no exception to this trend. As with the rest of the GCC, Qatar has witnessed remarkable social changes because of the discovery of petroleum resources that have affected the daily lives of people within Qatar in myriad ways. This includes marriage patterns, whereby cross-national marriages (marriages with non-Qataris) have shown a marked increase during the past few years, reaching 21% of total Qatari marriages in 2015 compared with only 16.5% in 1985.

Irish migrant workers still make a significant contribution to the UK labour force, but this contribution is confined to particular occupation and industry groups. This paper begins with a brief review of the literature on Irish workers employment and an argument is developed that the work of Irish-born people in Britain is still both racialised and gendered. Then, using data from the UK Quarterly Labour Force Survey (QLFS), the work experiences of over one thousand Irish-born people in the UK are explored. The findings suggest that Irish-born men and women still work in the stereotyped occupations of the past. For example, most women work in public administration and health while twenty six per cent of men work in construction. The majority of Irish-born men work in manual skilled or unskilled jobs. The paper concludes that there has been no real qualitative change in the way that Irish-born workers experience employment in the UK.

Abstract This chapter discusses the link between migration and welfare in Latvia. In general, the Latvian social security system may be described as a mixture of elements taken from the basic security (where eligibility is based on contributions or residency, and flat-rate benefits are provided) and corporatist (with eligibility based on labour force participation and earnings-related benefits) models. The country has experienced significant social policy and migration-related changed during the past decades. This chapter focuses on the current Latvian legislation, by closely examining the differential access to social protection benefits of resident nationals, foreigners living in Latvia and Latvian citizens residing abroad across five core policy areas: unemployment, health care, pensions, family benefits and social assistance. Our results show that the Latvian social security benefits are generally based on the principle of employment, social insurance contributions, and permanent residence. Most of the social benefits and services are available to socially insured permanent residents. At the same time, the state offers minimum protection to non-insured permanent residents. Foreigners with temporary residence permits who are not socially insured are the least socially protected group.

Self-employment in New Zealand has been trending up in the past two years, following subdued growth between 2000 and 2010. Self-employed people made up 11.3% of total employed in the year to March 2012 (251,800 workers), compared with 10.1% in the year to March 2010. Self-employment is defined in this paper as those people operating their own business without employees. The paper explores time series trends in self-employment, in particular across three post-recession periods. Characteristics of self-employed workers are also identified. This paper also investigates movements in and out of self-employment in order to understand the recent growth in this type of employment. The analysis uses longitudinal Household Labour Force Survey (HLFS) data. The HLFS provides official measures of a range of labour market indicators, including the number of people employed, unemployed and not in the labour force.

The article summarizes the reproductive and migration development of one of the most demographically-disadvantaged regions of Russia — Tver oblast, where depopulation has been taking place for more than 50 years. Thus, in 30 years, from January 1989 to January 2019, the population of Tver oblast, as well as its population in working age, decreased by 1.3 times, the number of women of the most active reproductive age (20-39 years) — by 1.5 times. The factors of this negative process are substantiated in the article. First, during the War of 1941-1945 this territory was occupied for three years and became the site of some of the bloodiest battles of this war, including the Battle of Rzhev. Second, from the region in the pre-revolutionary and post-war Soviet times actively went the settlement of the rear and suburban regions, first of all, North European and Asian Russia. Third, the region is on the way between the two main migration recipients («magnets») of Russia — the Moscow and Leningrad macroregions, and its population is steadily decreasing due to outflow to two capitals. The article reveals the extent of demographic, including migration, losses of the region in the later Soviet and post-Soviet times. The circle of the closest migration partners of Tver oblast and the nature of population exchange with them are identified. Changes in the direction and closeness of the region's migration links over the past fifty years have been investigated. The origin of structural waves in the sex-age pyramid of Tver oblast for a century has been substantiated. It is argued to what demographic structural and socio-economic consequences such development of the region has led to. It is concluded about the place and prospects of Tver oblast and its population in modern market economy Russia.
