This article examines the main aspects of the IR experts' professional education and training, aimed at improving the efficiency of the foreign office staff. A new approach has been taken to the problem of updating and rationalization of the current academic programs (especially, MA training programs) in order to boost the competitiveness of national educational system at the global education market. The main focus is shifted from marketing to quality and "content" characteristics of the professional training in IR studies' area within the organization of higher education. The author draws on the empirical data, collected by means of analysis, processing and generalization of expert assessments and evaluations of Russian and foreign participants of international faculty and university forums in International Studies in 2015. As a result, the article proposes an ideal model of the master's program, developed by the author, based on "benchmark"International Relations/World Politics programs, which are highly valuated by the respondents. Moreover, it examines the most relevant issues, concerning the framework of students' teaching process (including preparation of master's theses), further employment of graduates and, finally, the development/modernisation of teaching staff. In conclusion, the article highlights recommendations on probable reforms of higher education in IR studies' area. The author does not criticize the national education system destructively. On the contrary, the inevitable question is how to converge the best qualities of domestic and foreign institutions of higher education system in a harmonious way. The article is designed and might be of interest for higher education and training experts, as well as for a wide range of readers interested in the education and training of the foreign office staff.

This article sets sights on highlighting the effectiveness and efficiency of higher and vocational education and training, as well as exploring ways to address and implement the current reform agenda in the field. The research was conducted on the basis of a generalizing and comparative method, to identify the problems and development of vocational and higher education. Within the framework of the conducted research the current state of vocational and higher education has been characterized; the features of online learning at leading universities and its advantages has been clarified; the prospects of introduction of continuity of education have been studied, for the development of personality abilities, taking into account changes in society in the context of improvement of the system of vocational and higher education caused by the European integration process of education; directions for the development of vocational and higher education as part of the national education system and society in general have been outlined. It is determined, that at the present stage the domestic education system should be improved and transferred to an innovative way of development in accordance with developed countries. In the near future, such modern forms of education as: distance education, dual education, continuing vocational education and others, should be improved and implemented into the educational process.

Введение. Профессиональная аттестация специалистов государственных закупок вскрывает ключевые вопросы их обучения и подготовки на основе актуальных образовательных стандартов. Цель – проанализировать квалификационные требования к специалисту в сфере государственных закупок. Материал и методы. Исследование построено на анализе информационных баз по запросу «Специалист в сфере государственных закупок». Выполнен анализ и систематизация требований к вакансиям и трудовым функциям, моделирование и систематизация процессов подготовки специалистов в системе среднего профессионального и высшего образования на основе современных образовательных и профессиональных стандартов. Результаты и обсуждение. Исследование вопросов подготовки специалиста в сфере государственных закупок представляется актуальным и востребованным. Сфера государственных закупок товаров, работ или услуг – обособленная область профессиональной деятельности по обеспечению нужд государственных и муниципальных учреждений, организаций, министерств и ведомств, а также нужд госкомпаний на основе и с соблюдением установленных процедур. В соответствии с законодательством РФ специалисты несут персональную ответственность за качество выполняемых ими должностных обязанностей и соблюдение установленных требований. Квалификационные требования (знания, умения и опыт профессиональной деятельности) к специалисту в сфере государственных закупок имеют жесткий характер регламентации и высокий уровень реализации. Специалист в сфере государственных закупок обязан обладать предметно-ориентированными знаниями в сфере экономики и юриспруденции, а также навыками организации и ведения переговоров, подготовки и размещения заявок, и прежде всего с использованием электронных ресурсов. Подготовка квалифицированного в сфере государственных закупок специалиста требует разработки профильной образовательной программы обучения и создания необходимого качества образовательной среды: современная материально-техническая база, новейшее учебно-методическое обеспечение, профессиональный кадровый состав преподавательских работников. Подготовка по профилю «Специалист в сфере государственных закупок» наиболее обоснована в системе высшего образования, уровень подготовки – магистратура, что соответствует седьмому и восьмому квалификационным уровням подготовки. Подготовку целесообразно осуществляться в рамках двух направлений: «Государственное и муниципальное управление» и «Профессиональное обучение (по отраслям)». Важность подготовки в рамках направления «Профессиональное обучение (по отраслям)» связана с необходимостью формирования профессиональных педагогических кадров, спрос на которые, как показал анализ запросов, как некоммерческих, так и коммерческих организаций, возрастает. Исследование построено на анализе информационных баз по запросам на специалиста в сфере государственных закупок, анализе и систематизации требований к вакансиям и трудовым функциям, моделировании и систематизации процессов подготовки специалистов разных уровней. Заключение. Основными результатами следует считать обоснование предложения о востребованности профиля подготовки «Специалист в сфере государственных закупок». Представлена характеристика требований и условий подготовки. Introduction. Professional certification of public procurement specialists reveals the key issues of their education and training based on current educational standards. Aim and objectives. The qualification requirements are researched for a specialist in public procurement in this article. Material and methods. This research is based on analysis of information base for the request: «Specialist in public procurement». Analysis and systematization of requirements are performed for vacancies and labor functions. Modeling and systematization of specialist training processes based on modern educational and professional standards in the system of secondary vocational and higher education. Results and discussion. A research of the issues of training a specialist in public procurement represents actual and relevant nowadays. The area of public procurement of goods, labor or services is a separate area of professional activity to supply the needs of state and municipal institutions, organizations, ministries and departments, as well as the needs of state-owned companies, based on and in observance with established procedures. Activities in the area of public procurement should be realized on a professional basis with the involvement of qualified specialists with theoretical knowledge and skills in the area of procurement. Specialists are personally responsible for the quality of their job duties and observance with established requirements. A specialist in public procurement has to possess subject-oriented knowledge in the field of economics and jurisprudence, also skills in organizing and negotiating; preparation and placement of applications, and above all using electronic resources. A qualified specialist training in the area of public procurement requires the development of a specialized educational program of training and the creation of the necessary quality of educational environment: a modern material and technical base, the latest educational and methodological support, and professional staff of teachers. A specialist training in public procurement is the most reasoned in the system of higher education, the level of education is a master degree, which corresponds to 7 and 8 qualification levels of training. Training is effectually to realize in two areas: State and municipal government and Vocational training (by branches). The importance of training in the area of vocational training (by branches) is associated with the need of forming professional teaching staff. Nowadays the demand shows us, that analysis of requests from both non-profit and commercial organizations is growing. The research is based on the analysis of information bases upon requests for a specialist in public procurement; analysis and systematization of requirements for vacancies and labor functions. The research is based on modeling and systematization of training processes for specialists of different levels. Conclusion. The main results should be considered the justification of the offer about the demand for the area of training a specialist in public procurement. The characteristics of the requirements and conditions of preparation are presented.

Purpose: India’s Polytechnics are a fundamental part of its (vocational) education and training system but are largely ignored in VET research. Understanding the status quo and potential of India’s (vocational) education landscape requires an understanding of the role played by the Polytechnics, particularly in view of the Indian government’s major efforts to implement a functioning VET system. Because little is known about the function and embeddedness of the Polytechnics the article therefore aims to examine how polytechnics are embedded in the Indian education and training system and what functions they perform for the actors within the system.Methods: The article begins by describing the systemic embeddedness of Polytechnics in the Indian education system and demonstrates their role and function in relation to a range of stakeholder groups (individuals, employers, society and the economy). Problem-centred face-to-face interviews Interviews were conducted with the principals of 14 Polytechnics in Bangalore, Delhi and Mumbai, among other cities. Semi-standardized interview guidelines were used to conduct the interviews. The interviews were analyzed by qualitative content analysis.Results: The results show that polytechnics perform various functions in the Indian education system. The Polytechnics teach both theoretical and practical skills, which is a special feature of the Indian system at this level. Qualification takes place at an intermediate level, which means that graduates have the opportunity to enter a company after graduation, where they can hold a kind of supervisor position. It is precisely these employees that are increasingly being sought by Indian companies. In addition, polytechnics provide a pathway to higher education, so students can use the opportunity to switch to a college once they have their diploma at the Polytechnic. Furthermore, the Polytechnics offers its graduates a good opportunity to become self-employed through the wide range of specializations and the practice-oriented skill development. In addition, the Polytechnics offer numerous opportunities to promote socially disadvantaged groups. Conclusion: The survey findings illustrate the importance of Polytechnics to the various stakeholder groups, demonstrating their “multidimensional bridging function” within the Indian education and training system.

Due to a higher demand for tertiary education, continued educational achievement has become important for the career development of young people with vocational education and training (VET). In this article, therefore, we examine whether the labour market segment of the training firm influences VET diploma holders’ likelihood of entering tertiary education. In Switzerland, companies from a wide range of industries and with different institutional characteristics assume a large part of the responsibility for training. Thus, the training firm’s position in the labour market impacts apprentices’ education and training. Drawing upon segmentation theories, we argue that structural differences between training firms in different labour market segments result in varying opportunities and incentives for higher education. Our analyses are based on a longitudinal national survey of healthcare apprentices who were trained in the primary healthcare segment (hospitals) or in the secondary healthcare segment (nursing homes). Propensity score matching results show that VET diploma holders who were trained in the primary segment were more likely to enter tertiary education than those who were trained in the secondary segment. This finding implies that the structural conditions in the training firm matter for young workers’ careers by affecting further educational achievement.

This paper makes an attempt to present a comprehensive review of enrolling within the library and information science (LIS) discipline in India during 2010–20017. The article provides latest information relating to enrolment in universities, institutions and colleges. The objective of this study is to identify the growth and development of LIS education and training in India. The analysis is predicted on the report of ‘All India Survey on Higher Education’. In this study the situation of the future in LIS is analyzed.

Abstract The present paper is a literature and experience summary about contradictions existing in higher education, nowadays. Thus, it is important to understand the underlying reasons and historical background to find ability to move towards higher education system for sustainability. Seven main contradiction groups have been distinguished and an overview is given in the article. The analysis is more focused on a situation in Latvia and the post-soviet space since the authors are well acquainted with the system. The main future research object is university mission, since from the mission statement analysis it has been found that low rated universities lack the distinction between education and training, having bigger stress on training, and that is growing into future problems and this situation interferes with the sustainable education goal.

The article purpose is to introduce important theoretical items of training future agrarians in higher education institutions (HEIs) taking into account the views of modern scientists (Ukrainian and foreign) on professional education and training as well as outlining the priorities of higher agricultural education in Ukraine based on the experience of Great Britain.The methodology is introduced by different methods (analysis, synthesis, observation, description) of the research.There are research results in the paper. The literature on the study subject was analyzed and the theoretical ground of agricultural education and training (namely the definitions of training, vocational education, vocational education and training, professional education, agricultural education, training future agrarians in HEIs), were clarified and generalized. The ideas about the nature of agriculture, its importance in modern society, and approaches to agricultural education were cleared up. It was pointed out that the aim and tasks of training future agrarians were correlated with the needs of sustainable agriculture, labor market and human resource development. The aim of the training of future agrarians in higher education is identified as the formation, development and practical application of a wide range of knowledge and skills which are mastered in different subject areas related to agriculture, taking into account such factors as climate change, sustainability, food safety requirements, etc., oriented the professional and personal development of human resources. The priorities in the field of higher agricultural education in Ukraine according to the current national and international tendencies were detected.Conclusions: there is the interrelation between the agriculture and professional education and training in HEIs; clarifying the principle terminology provides an important theoretical precondition for future agrarians training in HEIs; the outlined priorities of higher agricultural education in Ukraine focus on economic, social, and individual aspects and take into account national and international achievements.

Dual study programs are hybrid forms of work-based higher education that have expanded very rapidly in Germany—a country traditionally considered a key model in both higher education (HE) and vocational education and training (VET). The continued expansion of these hybrid programs increasingly raises questions if, how, and why they may be internationalized. Although comparative research suggests that this could be challenging due to the uniqueness of the German education and training system, strong forces support internationalization. This study examines the current state and the future prospects of internationalization of such innovative dual study programs by focusing on student mobility, a key dimension of internationalization. We find growing interest in but still relatively little mobility related to dual study programs, whether among German (outgoing) or international (incoming) students. Based on expert interviews and document analysis, we extend existing typologies of student mobility regarding specific features of work-based HE programs. Furthermore, we discuss opportunities—at home and abroad—for increasing student mobility in this rapidly expanding sector.

The article explores the interrelation between the main factors of national economy competitiveness on the basis of logical and correlation analysis of the data on 144 countries presented in The Global Competitiveness Report issued by the World Economic Forum. The analysis of the strength and nature of the relations between the factors gives grounds to assume that institutions, infrastructure, higher education and training are core problems; goods market efficiency, technological readiness are key problems; business sophistication and innovation are resulting problems. The analysis shows that the competitiveness indicators of other BRICS countries which are better than Russian ones, are achieved not due to any remarkable progress in economic policy, but owing to the lack of serious failures typical for Russian economy. For instance, the high level of Russian infrastructure, macroeconomic stability, sizes of home market and some other indicators come to nothing because of extremely low level of Russian institutions, market efficiency, financial market, and business sophistication. As a result, other BRICS countries' progress, which is not so remarkable itself, gives much better cumulative result in comparison with Russian breakthrough, which cannot be accomplished in the environment that is unfavorable for it. With the view of Russian economy competitiveness and innovation upgrade, firstly, it is essential to increase the quality of Russian institutions (the necessity of reforms is indubitable: Russia occupies the 133d place in the world in accordance with the quality of its institutions), to improve the infrastructure, higher education and training. The advancement in solving these problems will facilitate the situation or solve the large part of the problems of goods market efficiency and improve the existing technological readiness. The increasing of the goods market quality and the improvement of technological readiness will, in their turn, upgrade business sophistication and innovations. The proposed approach gives ground to claim that the reforms need to be made in the sequence described above. The upgrade of Russian companies’ business sophistication and their innovation will be to a great extent the result of the solution of the mentioned problems.
