Article studies the strategic frame, organizational and operational aspects of UN peacekeeping missions police components activities to ensure sustaining peace.It is noted that at present the UN Police actively participates in UN peace operations acting as an integrated solution of issues of peace and security. Consideration is also given to the growing importance of the UN Police to international peace and security and the increased attention given to policing by the Security Council and the Secretary General.The UN police now engage in United Nations peace operations across the entire peace and security spectrum, from conflict prevention to peacekeeping and peacebuilding. Serving in the frame of UN interim administrations the UN Police acquired a unique experience of law enforcement and international cooperation on combating crime.It underscores the most recent global developments, including advances made in the Strategic Guidance Framework for International Police Peacekeeping, to ensure coherence of effort and refine strategic police generation platforms.From the viewpoint of the structural and functional approach, the UN Police as a peacekeeping actor has not only specific functions and tasks, but also the potential, organizational structure, trained personnel needed to perform a wide range of tasks both at the stage of conflict prevention and post-conflict peacebuilding.The legal and organizational issues of UN Police involvement in peacekeeping activities are almost resolved. At present the UN Police component as an institutional subsystem represents an organizational structure that unites international policemen from various member states, which acts as a collective actor in UN peacekeeping.

While United Nations peacekeeping missions were created to keep peace and perform post-conflict activities, since the end of the Cold War peacekeepers are more often deployed to active conflicts. Yet, we know little about their ability to manage ongoing violence. This article provides the first broad empirical examination of UN peacekeeping effectiveness in reducing battlefield violence in civil wars. We analyze how the number of UN peacekeeping personnel deployed influences the amount of battlefield deaths in all civil wars in Africa from 1992 to 2011. The analyses show that increasing numbers of armed military troops are associated with reduced battlefield deaths, while police and observers are not. Considering that the UN is often criticized for ineffectiveness, these results have important implications: if appropriately composed, UN peacekeeping missions reduce violent conflict.

The United Nations (UN) peacekeeping missions are mandated to help nations torn by conflict and create conditions for sustainable peace. These peacekeeping operations hold legitimacy under international law and the ability to deploy troops to advance multidimensional domains. Peacekeeping operations are called upon to maintain peace and security, promote human rights, assist in restoring the rule of law, and help conflict-prone areas create conditions for sustainable peace ("What is Peacekeeping", n.d.). These missions are formed and mandated according to individual cases. The evolution of the global security environment and developing situations in conflictridden areas requires these missions to transform from 'traditional' to 'robust' to 'hybrid', accordingly (e.g., Ishaque, 2021). So why is it that no such model can be seen in restoring peace and protection of Palestinian civilians in one of the most protracted and deadly conflicts in history?

The end of the Cold War witnessed the resurgence of ethnic conflicts in Africa, which necessitated the deployment of peacekeeping missions in many crisis contexts. The risk of HIV transmission increases in post-conflict environments where peacekeepers are at risk of contracting and spreading HIV/AIDS. In response, UN Security Council Resolution 1308 (2000) stressed the need for the UN to incorporate HIV/AIDS prevention awareness skills and advice in its training for peacekeepers. However, troops in peacekeeping missions remain under national command, thus limiting the UN prerogatives. This article discusses the risk of peacekeepers contracting or transmitting HIV/AIDS, as well as the role of peacekeeping missions in controlling the spread of the disease, and offers an account of the steps taken within UN peacekeeping missions and African regional peacekeeping initiatives to tackle the challenges of HIV/AIDS. While HIV/AIDS remains a scourge that could weaken peacekeeping in Africa, it seems that inertia has set in, making it even more difficult to tackle the complexity of this phenomenon.

The prevalence of hybrid peacekeeping missions on the international stage underscores the increasing flexibility with which the UN can meet the peacekeeping demand. This flexibility results from the growing number of actors that the UN can rely on, allowing in turn for more diverse responses to conflict. However, current confusion surrounding hybrid missions points to the need to further clarify the role of regional actors in hybrid missions and elaborate on the implication of these missions for UN peacekeeping. This paper thus discusses the importance of hybrid missions in peace operations by examining the current nature of European Union (EU) and Canadian contributions to peace operations, and by analysing the implications of these contributions for hybrid missions and UN peacekeeping in general.

<p align="justify">As peacekeeping has evolved to encompass a broader humanitarian approach, women personels have become increasingly part of the peacekeeping family. The UN has called for more deployment of female peacekeepers to enhance the overall “holistic” approach to current UN peacekeeping operations. There is clearly more work to be done to integrate more female peacekeepers into UN missions. More skilled and trained female peacekeepers can only be an asset to future peacekeeping operations. In October 2000, the UN Security Council adopted Resolution 1325 on Women, Peace and Security. The resolution was hailed as a landmark resolution in that for the first time, the Security Council recognised the contribution women make during and post-conflict. Since the adoption of Resolution 1325, attention to gender perspectives within the international peace agenda has ¬firmly been placed within the broader peace and security framework. This article explains the development of Indonesian female peacekeepers contribution in the period of 2009-20016 and argues why Indonesia needs to support and to consider deploying more female peacekeepers in UN peacekeeping operations.</p>

In September 2015, the Japanese Diet enacted a series of laws – the Peace and Security Legislation – to enable the Japan Self-Defense Force to play an enhanced role in peace deployments overseas. The enactment of the new laws was made possible by a “new” interpretation of Article 9 of the Japanese Constitution. While the main objective of the introduction of the laws was aimed at strengthening the alliance with the United States, jsdf participation in peace operations was also an important consideration politically. This article suggests that the Japanese government will now need to convince the public that the new Peace and Security Legislation is compatible with Japan’s constitutionally mandated pacifism. In light of the prospect of an expanded participation of Japan in international peace operations this will be particularly important.

AbstractMandates of United Nations (UN) peacekeeping missions increasingly include stabilisation and peace enforcement components, which imply a proactive use of force often carried out by national, regional or multinational non-UN partners, operating either in support of or with the support of the UN, acting as ‘proxies’. This article analyses the legal, policy and perception/security implications of different types of ‘peace operations by proxy’ and the additional challenges that such operations create for humanitarian action. It suggests some mitigating measures, including opportunities offered by the UN Human Rights Due Diligence Policy, for a more coherent approach to the protection of civilians, but also acknowledges some of the limitations to an independent UN-led humanitarian action.

Africa is a place of enormous variation and its countries have had very different postcolonial experiences. However, it is clear that since the 1940s peace has been elusive for many across the continent. A series of wars driven by poverty, identity, political economy, and failing states led to a widespread crisis of governance and extensive international intervention. Reductions in the security capabilities of states have also led to the growth of violent transnational groups, particularly those related to Islamic extremism in the Maghreb, Nigeria, and Somalia but also criminal networks involved with drug and people smuggling. This wide variety of conflicts also generated an equally wide range of responses as the international community began to develop ways of combating conflicts through reform of its own peacekeeping capacity. The optimism of the 1992 Agenda for Peace, which called for the UN to become the central instrument in the prevention and ending of conflicts, has given way to a more sanguine approach, as mixed results have led to diverse outcomes for African countries and Africa’s own peace and security architecture. In the end, despite the rapid development of important local and localized bottom-up peacebuilding initiatives, the state remains central to the overarching aims of peace and stability across the continent. It is here where the variations in performance can be found in conflict prevention, peacekeeping, and post-conflict reconstruction.

Peacemaking, peacekeeping, and peacebuilding have generated considerable interest in the areas of education, research, and politics. This can be attributed in part to the growing recognition that there are limits to violence and that proactive violence prevention is more cost-effective than reactive conflict prevention. Peacebuilding became part of the official discourse when the United Nations Secretary-General Boutros Boutros-Ghali introduced the concept of post-conflict peacebuilding in the Agenda for Peace. The agenda specified four areas of action relating to preventive diplomacy, peacemaking, peacekeeping, and peacebuilding. Two important documents have helped bring peacebuilding to the mainstream: the 2000 Brahimi Report, a response to the failures of complex UN peacekeeping in the 1990s, and In Larger Freedom: Towards Development, Security and Human Rights, which led to the establishment of the Peacebuilding Commission. Conflict prevention and peacebuilding have also been mainstreamed in the European Union and in most of the foreign offices of the member states. A central focus of studies on peacebuilding is the interrelationships between peacemaking, political change, development, peacekeeping, and reconciliation. Despite the progress made in terms of research, there are a number of gaps and challenges that still need to be addressed. Many analysts, for example, leave the end state vague and implicit and make no systematic differentiation between different types of peace. With respect to context, two salient issues require more attention: the qualities of a peacebuilder and the role of integrative power. The widest research gap is found in the planning of the peacebuilding process.

AbstractUN peace operations have increasingly focused on the importance of “local ownership.” The logic is simple. For peace operations to succeed in helping war-torn states to create accountable, democratic institutions grounded in the rule of law, peace operations need to internalize democratic principles by making UN missions accountable to different domestic constituencies—crossing ethnic, religious, racial, social, and gender lines—within the war-torn country. As part of a special issue on “The United Nations at Seventy-Five: Looking Back to Look Forward,” this essay argues that while there is widespread consensus among UN member states and UN bureaucrats that local ownership is necessary, UN peace operations have faced significant obstacles to creating true local ownership. These obstacles include the UN's focus on host-government ownership; the challenge of creating trust with different domestic constituencies that represent diverse perspectives; the supply-driven nature of UN intervention; and the mismatch between the UN's ideal post-conflict state and the preferences of post-conflict societies. To make UN peace operations more responsive to post-conflict societies, UN staff often have to bend or break rules established only to hold them accountable to their member states.
