Abstract - Broadband campus is a high speed internet service with high transfer rate that implemented within the campus area. The sole purpose of this service is to optimize the internet network in certain area that is still lack of a high speed internet connection. This paper will ellaborate more on the evaluation of certain ongoing broadband campus service at Mahasaraswati University in Denpasar by using COBIT 4.1 Framework. This evaluation is intended to enhance the user effectiveness through existing services. This evaluation was conducted through certain mini-survey by using the broadband campus IT service by examining the university students satisfaction through series of interviews and questionnaires. The conclusion that was inferred through the surveys is that the broadband services within the university gain a subsequently low existing maturity level with 1.9 mark in the COBIT Framework scale. One of the major reason of why the service acquire low satisfaction level within the university is due the students in Mahasaraswati University did not manage to optimize the broadband campus service in the first place

ABSTRACT The problem in this study is that more and more internet users in the Bina Insan Lubuklinggau University building specifically the Faculty of Computer internet connection often experience problems, the internet network is still unstable, and ways to divide internet access points in the Computer Faculty. This study uses data collection methods by observing and recording directly at the research site (Observation), conducting question and answer directly to the source (Interview), and documentation by reading literature books. The results showed that the internet is often experiencing constraints and unstable internet networks and ways to divide internet access points at the Computer Faculty of the University of Bina Insan Lubuklinggau by using Policy Base Routing and Failover Implementation using a Mikrotik Router. It can be concluded that the internet network connection is stable and shows the results of the distribution of internet access points at the Faculty of Computer Bina Insan Lubuklinggau. Internet neutrality—usually net(work) neutrality—encompasses the idea that all data packets that circulate on the Internet should be treated equally, without discriminating between users, types of content, platforms, sites, applications, equipment, or modes of communication. The debate about this normative principle revolves around the Internet as a set of distribution channels and how and by whom these channels can be used to control communication. The controversy was spurred by advancements in technology, the increased usage of bandwidth-intensive services, and changing economic interests of Internet service providers. Internet service providers are not only important technical but also central economic actors in the management of the Internet’s architecture. They seek to increase revenue, to recover sizable infrastructure upgrades, and expand their business model. This has consequences for the net neutrality principle, for individual users and corporate content providers. In the case of Internet service providers becoming content providers themselves, net neutrality proponents fear that providers may exclude competitor content, distribute it poorly and more slowly, and require competitors to pay for using high-speed networks. Net neutrality is not only a debate on infrastructure business models that is carried out in economic expert circles. On the contrary, and despite its technical character, it has become an issue in the public debate and an issue that is framed not only in economic but also in political and social terms. The main dividing line in the debate is whether net neutrality regulation is necessary or not and what scope net neutrality obligations should have. The Federal Communications Commission (FCC) in the United States passed new net neutrality rules in 2015 and strengthened its legal underpinning regarding the regulation of Internet service providers (ISPs). With the Telecoms Single Market Regulation, for the first time there will be a European Union–wide legislation for net neutrality, but not recent dilution of requirements. From a communication studies perspective, Internet neutrality is an issue because it relates to a number of topics addressed in communication research, including communication rights, diversity of media ownership, media distribution, user control, and consumer protection. The connection between legal and economic bodies of research, dominating net neutrality literature, and communication studies is largely underexplored. The study of net neutrality would benefit from such a linkage.

The process of e-learning is the operations that involve humans, computers, the Internet, and instructional material and produce the outputs to learners and the organization. This research aimed to study students' readiness for e-learning of graduate students in IAIN Kendari, Indonesia. The research sample consisted of 168 graduate students who were selected purposively. The questionnaire was adapted from Watkins and interviewing 10% of the sample group was conducted to collect the data. The research findings showed that the students were ready for the e-learning, as shown by the overall mean score is 3.72, which is above Mo = 3.40. Due to the low means of statistical calculation, three important items need to be improved, such as Students' household distraction reduction, students' comfort to be involved in multiple online discussions, and students' ability to take notes during online discussions, should be considered. Based on the interview, some challenges met during online learning that reduced students' readiness were unstable internet connection, lecturer's presence on screen, inconducive learning environment, and inability to be a multitasker. Hence, it is recommended that the university and students discuss to improve students' readiness in motivation and technology access.

Broadband over powerline (BPL) is a technology that allows connectivity to internet connection riding via the low tension (LT) power line communication (PLC). A hybrid BPL technology was proposed to the rural area of Sarawak as an alternative option to expand the internet connection without the need to reform a new pathway for internet connectivity. The data signal is transmitted via a communication tower to the access point(s) that is mounted on an electricity pole that provides a low voltage (LV) line. There are three types of custom-designed equipment that has been integrated into the hybrid BPL: the Head End (HE), the Time Division Repeater (TDR) and the Customer Premise Equipment (CPE). Two longhouses at the Bawang Assan, Sarawak settlement has been chosen to initiate the pilot project that required the cooperation of the technology provider, power producer, and the internet service provider. This paper presents a proof of concept (POC) on the deployment, advantages, and limitations for the BPL in a rural setting.

Nowadays, smart devices have grown exponentially, so they have become a necessity rather than a luxury, therefore staying connected to the Internet has facilitated people to explore national and international news, make payments for services public, virtual shopping, scheduling medical appointments, among others. Now all this demand increases every day at excessive levels and adding the robust applications that are currently being developed and launched on the market. Regarding this, it is known that currently, the internet service providers of the municipality of Soledad Atlántico do not have the physical infrastructure to maintain the availability of the service. This is where the project design of the Wi-Fi-Offloading solution to extend the coverage and the transmission of data from the cellular network, through the wireless network in the Muvdi park of the Municipality of Soledad Atlántico, is carried out with the aim of providing a solution and alternative so that the internet connection service remains available without import the data network to which you have access. The research methodology used for the development of the project is descriptive. The research design is qualitative, transactional, and non-experimental. At this moment, it is in a descriptive stage, carrying out tests, and then moving on to the applied stage.

In the last decade of the twentieth century, with the advent of computers networked through Internet Service Providers and the declining cost of such computers, the traditional topography of secondary and post-secondary education has begun to change. Where before students were required to travel to a geographically central location in order to receive instruction, this is often no longer the case. In this connection, Todd Oppenheimer writes in The Atlantic Monthly that one of the principal arguments used to justify increasing the presence of computer technology in educational settings is that “[W]ork with computers – particularly using the Internet – brings students valuable connections with teachers, other schools and students, and a wide network of professionals around the globe.”1 This shift from the traditional to the “virtual” classroom2 has been welcomed by many. As Gary Goettling writes, “[D]istance learning is offered by hundreds, if not thousands, of colleges and universities around the world, along with a rapidly growing number of corporate and private entities.”3 Goettling’s statement echoes an earlier claim by the University of Idaho School of Engineering that one of the advantages of using computers in distance education is that they “increase access. Local, regional, and national networks link resources and individuals, wherever they might be.”4

The use of mobile phone increases exponentially in our daily activities because it is light, mobile and handy that can be used anytime and anywhere. Checking emails, updating our daily status and diary, reading the latest news and online purchasing requires continuous network connection as well as a battery that can last. But sometimes the performance of internet speed is too weak where users are experiencing some problems and eventually leads to network disruption. Hence, users should be given the option to choose the internet connection or internet service provider that offer better service at that time moreover during an emergency. In this paper, we propose a development of Information Server to provide information to consumers about the available network surrounding within a reasonable time upon requested. This method is applied in the user terminal to allow the user freedom to decode on the best network handover.

High-speed access to information resources and services via the Internet is necessary for students not only at the university, but in dormitories as well. This became especially important during the COVID-19 pandemic with forced self-isolation and distance learning. Research subject. In this paper, we present the results of a performance evaluation study of Wi-Fi networks in SUT dormitories. Method. To achieve this goal, the following methods of empirical research were used: measurement, experiment, and survey. Core results. The first part of the study is devoted to the results of an online survey con-ducted among SUT students regarding the use of Wi-Fi in dormitories. In the second part of the study, experimental data on measuring the throughput of wired and wireless channels in one of the rooms of SUT dormitory “Rybatskoye” are presented. Practical relevance. The obtained results can be used for designing Wi-Fi network in student dormitories and connecting them to the Internet.

With the closure of educational institutions due to COVID-19, the biggest challenge with the universities and the instructors was engaging students in virtual learning. This research aimed at supporting university students in Islamabad (Pakistan) for online learning through a collaborative approach. The university started online learning during COVID-19 and had no earlier experience of such mode of learning. The first phase was identifying the problems faced by students during online learning and seeking their suggestions for overcoming them. The next step was working on the students’ opinions with a team of instructors to modify existing instructional practices during online instruction. We measured students’ satisfaction level pre and post-modification to evaluate students’ adoption of online learning. The data for both the phases were collected through a Google Form. The post-modification data revealed students’ greater satisfaction in online learning. The findings offer useful insight related to students’ adoption of online learning and making it a more meaningful, organized, and productive medium for future learning.

There are several different ways to connect to the remote controller, each being adapted to specific situations, such as location and availability of communications equipment. Among these methods, Internet is one of the best choices for remote control as no telephone line is required, high data transfer rate is possible and technical support from dealer or manufacturer through Internet connection. This paper is going to describe the current BMS and its extension through the Internet.
