The exhibition "Soil Science is a Chemical Science" is dedicated to the 150th anniversary of the discovery of the periodic law of chemical elements by D.I. Mendeleev. It is intended to popularize knowledge about soil and to draw the attention of schoolchildren, students and young people to the problems of conservation of soil as the most important natural resource. Upon attending the exhibition, its visitors become aware, in a systematic way, of novel aspects of the composition, structure, and properties of the soil and its role in the functioning of the biosphere and in human life. The exhibition draws attention to the global problems of our time, including food safety and the environmental safety of soils.

Tendency of strengthening coatings on cutting tools processes evolution is analyzed. Manifold of strengthening materials, strengthening coatings deposition methods, process and analytical equipment for coatings manufacture and measurement of it’s properties is described. International standards for strengthening coatings on cutting tools composition, structure and properties are presented.

The work deals with topical issues such as development of composite nanostructured powder materials. The results of creating powders based on the system “aluminum–nitride of silicon” are presented. Complex investigations of the composition, structure and properties of powder materials, as well as coatings formed on their basis by supersonic cold gas dynamic spraying, were carried out. It has been found that the high-energy treatment of a powder mixture of aluminum with nanofibers of silicon nitride provides the formation of a composite powder in which a new phase of the Si(1-х)AlхO(1-х)Nх type is formed, which additionally increases the hardness in the coatings to be sprayed.

The titanium- and silicon-codoped a-C:H films were prepared at different applied bias voltage by magnetron sputtering TiSi target in argon and methane mixture atmosphere. The influence of the applied bias voltage on the composition, surface morphology, structure, and mechanical properties of the films was investigated by XPS, AFM, Raman, FTIR spectroscopy, and nanoindenter. The tribological properties of the films were characterized on an UMT-2MT tribometer. The results demonstrated that the film became smoother and denser with increasing the applied bias voltage up to −200 V, whereas surface roughness increased due to the enhancement of ion bombardment as the applied bias voltage further increased. The sp3carbon fraction in the films monotonously decreased with increasing the applied bias voltage. The film exhibited moderate hardness and the superior tribological properties at the applied bias voltage of −100 V. The tribological behaviors are correlated to the H/E or H3/E2ratio of the films.

In this regard, the processes of development and application of biomedical technologies need timely and adequate legal regulation that defines the boundaries of biotechnological intervention in human life. 150 years ago D. I. Mendeleev revealed the Periodic law to the world and since that time periodic dependencies have been increasingly used in various fields of basic and applied sciences. For the first time we consider the regularities of periodic dependences of the concentration of chemical elements in the ash residue of human hair on the number of the element. Such dependencies for various regions of Russia reveal strictly individual character. It is shown that distributions of the chemical elements for men and women also differ, as well as the distributions determined for the same groups in inhabitants of different regions of residence and depend to a significant extent on the genetic and physiological characteristics of human organism, variability of environmental conditions, earlier diseases and other impacts. This means that population of different urban regions (e.g., Siberian region) is characterized by a strictly individual distribution of biogenic elements. A hypothesis has been put forward that extrema observed on the studied dependences can be a kind of code for a given locality, reflecting correlation with various factors of genetic and ecological nature.

Legal sciences, raising food safety as the subject of research, focus mainly on striving to ensure sufficiently effective legal regulations and the system of bodies controlling and supervising the food market that determine the correct health quality of food. One such body is the Veterinary Inspection. And while it focuses in its tasks mainly on the protection of animal health, it directly and indirectly affects the maintenance of food health requirements. Supervision exercised by the said Inspection plays an important role in ensuring a high level of protection of human life and health, and also protects the economic interests of the consumer. These two goals are basic. Additional objectives are protection of the reliability of commercial transactions, ensuring the free movement of food in the European Union, protection of animal health and living conditions and protection of the environment. They are of particular importance for determining acceptable limits of competences that can be entrusted to public administration bodies, including the said Inspection. The article presents the activities of the Veterinary Inspection to protect food safety and selected executive forms that it uses for this purpose. These types of entities are equipped with such forms of activity because they fulfill a protective function in the public administration system. However, this function implies the obligation to protect many different values desired individually, as well as maintain (ensure) objectively desired states of affairs, phenomena and processes.
