The article examines an episode from the everyday life of Soviet diplomats during the Great Patriotic War. The reports of one of the leaders of the People's Commissariat of Foreign Affairs of the USSR Andrei Vyshinsky on diplomatic receptions in November 1941-1942 are analyzed. These receptions took place in Kuibyshev, where employees of the People's Commissariat for Foreign Affairs, headed by Vyshinsky, were temporarily evacuated. Reports on them have been preserved in the Foreign Policy Archive of the Russian Federation and are being introduced into scientific circulation for the first time. They were sent by Vyshinsky to Moscow in the name of Stalin and Molotov. The sources identified by the author of the article, together with memoirs, make it possible to reveal various aspects of the culture of everyday life of Soviet diplomats who were temporarily in Kuibyshev. First, they give an idea of the participation of the People's Commissariat for Foreign Affairs in festive commemorations (anniversaries of the October Revolution), which were one of the components of the ceremony for the representation of power. Secondly, the recordings of Vyshinsky's conversations, reflected in his reports, contain important information about the moods of representatives of the diplomatic corps, in particular, ambassadors and envoys of the member states of the anti-Hitler coalition. It was used by the Soviet leadership in solving foreign policy tasks during the most difficult period of the war.

In three volumes, 1358 documents were published (more than 42% appear before the reader for the first time) from the State Archives of the Russian Federation, RGIA, RGASPI, RGAE, RGAVMF, RGVA, from the archives of the Ministry of Foreign Affairs - AVPRI and AVP RF, Archive of the President of the Russian Federation and the National Archives of Finland.

Introduction. The purpose of this article is to develop recommendations for improving the consistency of documents in the field of foreign policy planning, optimizing the algorithms for their formation and use in the activities of overseas agencies of the Russian Foreign Ministry. Materials and methods. For achieve this we use both qualitative methods (e.g. systematic approach, classification, comparative legal analysis) and quantitative methods (network graph method, statistical analysis etc.). Results of the study. The results of the work are as follows. First, we classified all documents in the field of foreign policy into groups according to their goals: regulatory (legal regulatory and goal-setting) and reporting (political reports and reference). Second, we have studied the relationships of these documents and have revealed the prevalenceof goal-setting documents over other groups while a number of such documents are poorly coordinated with each other and with reporting documents. Third, we suggested utilizing the potential of the state program of the Russian Federation “Foreign Policy Activity” and the national project “International Cooperation and Export”. Forth, we’ve proved that the foreign policy documentation mainly deals with the tasks of overseas agencies which are the link between the documents of the upper and lower levels. On the contrary, the Concept for Strengthening the Resource and Personnel Potential of the Ministry of Foreign Affairs did not receive development. Fifth, the degree of use of various technical reports is minimal among all reporting documents.Discussion and conclusions. The following conclusions have been made. The priorities of theforeign policy of the Russian Federation and the leading role of the Ministry of Foreign Affairs in coordinating their implementation may be formulated in a state program of the Russian Federation “Foreign Policy Activity”, which systematizes the priorities and allows assessing the effectiveness of their implementation in relation to the budget and key targets. It is also proposed that the diplomatic staff of overseas agencies be freed from the technical reporting which should be delegated to the administrative and technical staff. The greater effectiveness of reporting processes will be facilitated by using unified online forms. The possibility of their computer processing in the Foreign Ministry will allow summarizing data and making data-oriented organizational and personnel decisions.

The subject of this research is the Shanghai Cooperation Organization and the goals of the Russian Federation therein. This article aims to fill the gap in French historiography and analyze the goals of the Russian Federation in the Shanghai Cooperation Organization through the prism of French researchers. An overview is given to the assessment given by French authors to Russia’s goals in this organization at the stage of its foundation, establishment and development, as well as the overall goals of the Russian foreign policy in post-Soviet space and Central Asia. Special attention is given to the security and energy issues, as well as the growing influence of China and the United States in Central Asia. The relevance of this work is substantiated by the analysis of French research dedicated to the Shanghai Cooperation Organization and the goals of the Russian Federation therein, which is carried out for the first time. For article leans on the monographs and articles by the French historians, political scientists, and experts in the area of international relations dedicated to foreign policy of the Russian Federation in the early 1990s – late 2000s and the Shanghai Cooperation Organization. The conclusion is made that according to the majority of French researchers, the Russian Federation uses the Shanghai Cooperation Organization to strengthen its positions in Central Asia, as well as on the international arena.

В статье рассматриваются главные проблемы, а также пути их решения в области экономики природопользования РФ. In today's rapidly developing world, people face many environmental problems. The reasons for their occurrence are quite simple, but difficult for a person to perceive and realize their guilt. Problems of environmental development are among the priorities in the domestic and foreign policy of many developed countries, which means that the environmental factor is still one of the indicators of the country's development. This is the topicality of the problems of modern nature management. The purpose of the article is to generalize the problems of modern nature management in the Russian Federation. The novelty of the article lies in the fact that for the first time such a generalization is given in connection with the domestic and foreign policy of our state. The article deals with the main problems, as well as ways of solving them in the field of environmental Economics of the Russian Federation.

The article is devoted to the analysis of the short combat path of one of the national formations formed during the Great Patriotic War — the 115th Kabardino-Balkar Cavalry Division. Finding itself at the forefront of the enemy offensive at the end of July 1942, the division was able to withstand virtually only a few heavy battles with tank formations of the Wehrmacht. The whole drama of the Red Army was reflected in the tragic fate of the division. The article is based on the archival material of the Russian archives (first of all, the Central Archive of the Ministry of Defense of the Russian Federation), as well as German operational documents, which was introduced into scientific circulation for the first time.

The management of the Canada–U.S. asymmetry might be defined as rather successful example. After the World War II Canadian and American officials have developed a set of specific bargaining norms, which can be referred to as the “rules of the game”, and “diplomatic culture”. Their existence leads to predictability of relationships, to empathy, and to expectations of “responsible” behavior. The study of the Canada–U.S. model of civilized asymmetrical relationship lays grounds for further investigation on how it can be applied to the foreign policy strategy of the Russian Federation in its relations with asymmetrical partners from the “near neighbourhood”.

The author considers main external and internal factors of the formation of the Eurasian track in foreign policy of the Republic of Moldova from 2009 to 2020. Among main internal factors of the development of the Eurasian (as opposed to European) track of foreign policy, the author singles out: 1) coming to power of the pro-Russian president I. Dodon; 2) current orientation of the economy on the market of the CIS countries; 3) pro-Western parliamentary contingent and representatives of the Party of Action and Solidarity led by M. Sandu, who, on the contrary, helps to blur this track. Among external factors, the author does put an accent on: 1) the influence of the Ukrainian crisis on public opinion of Moldovan citizens towards Western institutions, and as a result, the growing popularity of the «pro-Russian» foreign policy direction; 2) «soft power» of the Russian Federation, mostly concentrated on a common language (Russian) and cultural values (literature, historical past, etc.); 3) willingness of Eurasian partners (mainly the Russian Federation) to provide assistance in crisis situations at no cost, unlike European and Western institutions, which traditionally indicate a number of democratic transformations in the recipient country as one of the conditions for providing assistance. The author comes to the conclusion that the Eurasian track of the foreign policy of the Republic of Moldova is still in its «infancy», but it has great potential and promises interesting prospects for a small state with a favorable geographical position, located at the crossroads of the most important transport routes between the West and the East.

Every citizen of the Russian Federation in everyday life directly or indirectly becomes a participant in tax relations, which are regulated by the Tax code. Since legal acts and laws are quite ambiguous, and the activities of the state are associated with the seizure of property from individuals and legal entities, the emergence of tax conflicts is inevitable. Compromise forms of pre-trial settlement of conflicts are particularly relevant in modern tax relations. They contribute to the emergence and development of trust and fruitful relations between citizens and representatives of tax authorities on the basis of cooperation. The introduction of such procedures as direct negotiations between the parties, mediation and arbitration allow not only to resolve tax disputes promptly, minimize the costs of the parties, reduce the periods of consideration, but also contributes to the unloading of arbitration courts. This article discusses all forms of pre-trial settlement of tax disputes, examines their strengths and weaknesses, the synergetic effect of these forms with preventive and Advisory methods, as well as the introduction of new procedures for the settlement of tax disputes.
