The development of transport infrastructure of the Rostov-on-Don Oblast: The current state and priorities

Subject. The paper considers the current state and priorities of the transport infrastructure development of the Rostov-on-Don region with an emphasis on the effects of national and regional projects implementation. Objectives. The study overviews the statistical analysis of the current state of transport infrastructure in the Rostov-on-Don region, identifying key problems, determining the prospects and risks of implementing infrastructure transport projects. Methods. The methods of statistical and economic analysis are used. The available statistical indicators of the transport sector for 2000–2019 are analyzed. Results. The impact of infrastructure investment on economic growth is higher in regions with better-designed regional policies. At the same time, this conclusion only highlights the complexity of the channels through which infrastructure affects economic performance, as well as the problems that this complexity creates for empirical research. Studies on the relationship between infrastructure and economic growth have not produced definitive results. There is a positive correlation between the availability of regional transport infrastructure and availability of developed transport systems and economic indicators, for example, GRP. However, this correlation may reflect historical agglomeration processes, etc., rather than the current causal relationships. Conclusions and Relevance. The complex of infrastructural restrictions of the transport infrastructure of the Rostov region is the congestion of highways, the exhaustion of load-bearing road capacity and, as a result, the reduction of the transport permeability of the entire agglomeration. These problems put the implementation of projects to improve the transport and operational condition of the existing network of public roads, bringing the technical parameters and the level of engineering equipment of roads in line with the achieved traffic intensity levels among the priority tasks. The main tool for achieving the strategic goal is the Safe and High-Quality Roads national project. The implementation of the Rostov-on-Don Transport Ring project will also have a positive impact on the economic security of the region's road transport infrastructure.

Research background: The economic impact of investing in new transport capacity or improving existing ones is complex and often indirect. Loans for infrastructure are often needed, but they cannot create sufficient conditions for economic growth. Investments in transport infrastructure require public funding. An assessment of their cost-effectiveness is needed to ensure a reasonable and acceptable allocation. Relevant economic, environmental and social effects must be taken into account. There is a growing concern in the transport sector about decisions on the development of the transport system and the effects of scale and externalities they produce. Planners and decision-makers need to know more about the wider economic impact of individual infrastructure projects and transport policies in general. Purpose of the article: This paper aims to present the most important theoretical and practical aspects of the importance of transport investment worldwide, at European level and Romania. Investments in transport infrastructure will not improve the economic vitality of a region unless it has sufficient economic capacity and employment, land use and economic development policies. Methods: This article starts from the hypothesis of the influence of globalization on the development of transport systems in general and applies as a case study on Romania. The paper was based on the analysis of transport legislation, as well as data sets for the period 2011-2019, to observe the gradual development of all types of transport. Findings & Value added: Following these researches, the link between globalization and investments in transport systems was found by emphasizing accessibility to new infrastructures, new horizons and development plans for the main types of transport, which is a key element in economic activity. The main results were disseminated throughout the article and it adds value through the analysis created at global and regional level (at European level) and the interpretation of statistical data related to transport investments.

This paper is an attempt to analyse and empirically estimate the impact of FDI on economic growth and human development of Africa and Latin American countries for the period 1985–2011. To this end we develop two equations: growth and human development. Our findings, based on fixed effect panel regression, thus, suggest that FDI does not have a positive impact on economic growth but it has significant positive impact on human development. We conclude that for FDI to be a noteworthy provider to economic growth, it is important to increase absorption capacity by improving the level of democracy, increasing and improving transport infrastructure and following appropriate economic policies. Our results are found to be robust across approach, model specifications and statistical test.

Infrastructure development is considered a key factor in promoting economic growth and attracting foreign investors for sustainable production and productivity. Conversely, inadequate levels of infrastructure constrain economic growth, a situation developing countries find themselves in. This requires the government to invest in infrastructure supplemented by external financing. This chapter, therefore, discusses how levels of infrastructure development affect economic growth in Ghana, since 1986 to date. The focus is on road transport infrastructure and its impact on economic growth under successive Ghanaian governments. Using the Cobb-Douglas production function and Vector Auto-regression (VAR) approach our analysis shows a positive relationship between infrastructure development and economic growth. This explains governments' improved allocation and expenditure on infrastructure development and maintenance in the 2000s. Ghana governments' attempts to plan and prioritize development of infrastructure, roads in particular, and create a culture of maintenance are targeted at raising the country's competitiveness and attractiveness to foster growth of all sectors of the economy.

The study examines the impact of official development assistance (ODA) in constructing road transport infrastructure on Vietnam’s economic growth. The authors select gross domestic product (GDP) to represent economic growth and test the influence of ODA in constructing road traffic infrastructure on Vietnam's GDP. Based on the references and analysis of previous studies, the authors propose an impact assessment model of ODA in constructing road transport infrastructure, Foreign direct investment (FDI), Domestic Investment (VDT) and Labor Force (Labor) to economic growth through GDP as a dependent variable. The regression results show that the ODA had a positive impact on GDP. Moreover, ODA plays an important role in constructing road transport infrastructure on Vietnam’s economic growth.

Purpose This paper aims to assess the impact of infrastructure development on Ghana’s economic growth. Design/methodology/approach Using data obtained from the World Bank’s World Development Indicators, the United States’ (US) International Energy Statistics and the Central Intelligence Agency’s (CIA) Factbooks from 1980 to 2016, an autoregressive distributed lag (ARDL) framework is used to determine the long- and short-run impact of the selected infrastructure stock and quality indices on Ghana’s economic growth. Findings Findings indicate a statistically significant relationship between infrastructure development and economic growth. Additionally, electricity-generating capacity is identified as the infrastructure stock index that has the greatest positive impact on Ghana’s economic growth. The study reveals that electricity-distribution loss has a significant negative effect over both long- and short-run periods. Research limitations/implications Commercial petroleum export from Ghana since 2010 has been a key contributor to economic growth. Although its aggregate effect is included in the annual GDP figures adopted for the study, the authors would have wished to assess its impact on GDP as an independent standard growth determinant. However, because of a lack of available data over this study period, petroleum exports could not be adopted as an independent standard growth determinant. Additionally, an aggregated index of infrastructure stock and quality could not be derived because of the small size of data available. Hence, this study did not assess its impact on Ghana’s economic growth. Practical implications The research provides pragmatic guidance to policymakers to focus their efforts on expanding electricity-generating capacity while simultaneously taking steps to curb electricity transmission and distribution losses. These two related actions offer the greatest positive impact on infrastructure development and, as a consequence, Ghana’s economic growth. Originality/value This paper represents the first attempt to empirically study the relationship between infrastructure development and Ghana’s economic growth. A key contribution to the existing body of knowledge includes strong evidence of a positive effect of infrastructure development upon Ghana’s economic growth. Results also reveal that the greatest positive impact on economic growth is derived from electricity-generation capacity. However, the study also uncovers a negative, but statistically significant, relationship between road and economic growth.

The transport sector is an important factor of economic activity, where it contributes directly to economic activities and employment. The road has a large indirect impact on all the other sectors and activities in the economy. The study aims to investigate the causality relations between road land and economic growth in Saudi Arabia. The study is based on secondary data gained from Saudi Arabia Monetary Agency and World Bank over the period of1988 to2017. The Granger causality test was used to investigate the relationship between the variables with Akiake Lag Length Selection Information Criteria, while Vector Autoregtression (VAR) model was used in order to find the causality. The result reveals unidirectional causality form real GDP to road; however, there is no evidence to support that transportation infrastructure is the cause of economic growth. Granger causality from GDP to investment in infrastructure indicates that reinvestment in infrastructure is caused by economic growth and not vice versa. Economic growth drove pressures on existing transport infrastructure and required additional investment. The finding is in line with the commonly accepted notion advocating that economic growth or development provide necessary financial and technical support for transportation infrastructure investment and improvement.

This paper aims to analyze the impact of infrastructure spending on economic growth in Indonesia, which includes investment in road, port and irrigation infrastructure. The period of observation was 2011-2018, which covered 29 provinces with consideration of data availability. This study employed the growth model with a panel data analysis, which analyze the relationship between the economic growth and government investment in infrastructure in the long run. The most essential finding in this study is that the economic growth is positively influenced by government investment in road, port and irrigation infrastructure. Road infrastructure investment has a significant positive impact and the effect occurs in the fourth year after infrastructure development. In comparison, port and irrigation infrastructure investment have a positive but not significant impact to other variables.

The transport system is an important part of the infrastructure of the Russian Federation, the development of which contributes to economic growth and stability, guarantees the integrity of the state, national security and defense of the country, improves the life of the population, and brings the Russian state closer to the world economic level. The article examines the factors that influence the development of transport infrastructure in the region. Specific regional features and their significance in the development of transport infrastructure are identified, and a classification of regions and transport infrastructures is proposed. The relevance of the research topic is related to the fact that transport infrastructure is directly connected with the life support systems of the region, has a direct impact on the production sectors, and contributes to the effective functioning and development of the production sector. The purpose of the article is to study approaches and factors affecting the development of transport systems in the regions of Russia. Research methods: system, situational approaches, analysis and description of theoretical and methodological factors that determine the prospects for socio-economic development of the region based on the coordination of strategic goals of regional policy with the goals of transport infrastructure development. Results. The article considers different approaches, classifies the transport infrastructure of the region, and identifies specific factors that influence the development of the transport system. The analysis of the transport system of the Krasnodar territory was carried out and strategic directions for its improvement were determined. Conclusions. The results of the analysis have shown that despite the diversification of transport routes in the Krasnodar territory (water, rail transport), a significant share is accounted for by road transport. Digitalization is one of the most relevant and promising areas of development of the transport system. Intelligent systems will allow to provide innovative integrated transport services, depending on the constantly changing needs of the client. To improve the regional transport system, it is necessary to improve the types of road networks and develop a modern regulatory framework for the transport sector

This paper aims to propose indicators to measure Brazilian transport systems' impact on meeting the 2030 Agenda and to analyze advances of Brazilian transport systems in terms of sustainable development over the last decade. The proposed indicators were based on a literature review and data availability. Time series data (2010-2019) were obtained to analyze the situation of Brazil. From 27 proposed indicators, only 12 showed some evolution based on the before-after method, relating to improvements in cleaner transport modes, such as railways and waterways, in exclusive lanes for public transport, and in improving active transport infrastructure. This scenario presents Brazil's challenges over the next ten years to achieve the Sustainable Development Goals proposed by the 2030 Agenda. Results reinforce the importance of the transport sector to contribute to the world's sustainable development. Therefore, this paper contributes to improving the analysis hereafter of this thematic.

Object of study - the impact of the transport system on economic security. Applied research and calculations are performed on the example of the Lipetsk region (Russia). The study used methods of system analysis, performance evaluation, statistical method, calculation of Engel and Uspensky coefficients, etc. Analysis of data on the provision of transport infrastructure in the regions of Russia and other countries showed that insufficient development of transport is a “weak spot” in Russian regions. To solve it, the following measures were proposed: development of public urban transport, modernization of the integrated transport system of urban agglomerations, introduction of a strategic approach to managing transport development, construction of toll roads and highways, more active use of electronic control systems for urban transport systems. To assess the effectiveness of the development strategy of urban transport systems, the authors suggested using a number of criteria. This is a criterion of fiscal efficiency; environmental performance criterion; criterion of strategic coherence. Their use allows optimizing the development of transport in Russian cities. As a result, the economic security of their development will be reliably ensured.
