Subject. This article discusses the importance of project management in the activities of public authorities. Objectives. The article aims to determine the current level of development of project management techniques and trends in their progress with the public authorities of the Russian Federation. Methods. For the study, I used general scientific and special research methods. Results. The article describes the advantages of the project management methodology, which can contribute to saving from 20 to 30% of time and from 15 to 20% of the funds spent. Conclusions. The development of a fair system of motivation for project stakeholders, helping ensure a higher level of responsibility, is an important step in the development of project management in the public sector.

The article analyzes methods of ensuring the migrants rights by the public authorities of the Russian Federation, the individual elements of the migration policy of the Russian Federation relating to the activities of public authorities. It considers the activities in the field of protection of the migrants rights by such authorities as the Russian President's Office for Constitutional Rights of Citizens, the Presidential Council for Civil Society and Human Rights, the Council for Interethnic Relations, General Directorate for Migration, Chief Directorate for Migration Issues of Ministry of Internal Affairs of the Russian Federation, their normative documents, that regulate their activities. It examines separately the activities of the RF Government in the field of protection of the migrants rights, as well as judicial authorities; it identifies the special role of the RF Constitutional Court in the field of ensuring the rights of migrants, refugees, the internally displaced and stateless persons. It underlines the role of authority bodies of the RF entities in ensuring the migrants rights in terms of Irkursk Oblast. The article offers to differentiate strictly the role of each authority body in the field of migrants rights protection, as well as to pay specific attention to regulation of activities of the FR entities authority bodies in this direction.

The article is devoted to research into the public service industry in constituent entities of the Russian Federation which demonstrate different levels of social and economic development as well as different levels of urbanization. The author presents the results of a detailed analysis of the quantitative differentiation of public service providers in terms of the types of services provided in the territories under consideration, the employment in the public service sector, the rate of public service consumption in urban and rural areas, and public service availability and accessibility for the consumers. Based on the results of the analysis, the author assesses the current level of public service supply in urban and rural areas in eight sample constituent entities of the Russian Federation (Moscow, Moscow Region, Vladimir Oblast, Tambov Oblast, Tula Oblast, Tver Oblast, Murmansk Oblast, Astrakhan Oblast), and identifies the trends of and challenges to public service sector development in the given regions.

The article examines the main problems of such a social institution`s functioning in the Russian state as a public service. The particular attention is paid to the ethical principles of the state and municipal employees in the context of the administrative ethics. It is noted that one of the problems of the civil service as a social institution in the country is the lack of citizens` awareness of the civil servants` activities results as well as the excessive bureaucratization of the internal activities of public authorities in the country.

The subject of the study is administrative barriers in the provision of public services to individuals and business entities in the Russian Federation. The article proposes methods of analysis of the quality of providing public and municipal services to the population and economic entities. The paper investigates the degree of openness of public authorities. The authors propose a systematic approach to the study of the causes and conditions of administrative barriers, as well as an effective universal system of measures designed to eliminate such barriers and improve the quality of the state’s response to public requests. The paper studied methods of combating administrative barriers in a practical application with the establishment of the main techniques and methods of public administration, the methodology for eliminating administrative barriers. The authors analyze the role of self-regulation, professional communities and social networks in removing administrative barriers.

This paper discusses the current issues of legal regulation in the field of artificial intelligence in the state and municipal service in the Russian Federation in order to ensure and protect the rights and freedoms of man and citizen. The article highlights the current problems that arise in the implementation of certain state functions, such as – the work of state bodies with citizens' appeals and the lack of regulatory regulation of the use of artificial intelligence technology in this process, the use of which will contribute to meeting the deadlines for working with citizens' appeals, as well as increase the overall level of quality of interaction between citizens and public authorities. Specific measures are proposed for the development of legislation in order to introduce artificial intelligence in solving the problems facing the public authorities. The article formulates the main conclusion regarding the trend of using the artificial intelligence system in the issue under consideration.

Purpose: is to identify the features of the organization of the Japanese public procurement system and the applicability of the positive experience for Russia. For this, it is necessary to study the organization of the public procurement system in Japan, highlighting the most effective elements and tools; to show the features of the functioning of the system and possible ways of future development; to give a comparative description of the procurement systems of Japan and Russia; to suggest ways to improve the Russian procurement system, using the experience of Japan.Methods: during the work, general scientific and special research methods were used, including statistical analysis, processing of analytical data, analogies, scientific generalizations, etc.Results: as a result of the analysis of changes in the legislative framework, on the basis of which public procurement in Japan is regulated, the authors examined the qualitative characteristics of the interconnections of the procurement system participants and assessed the development prospects, incl. Special attention is paid to the content and hierarchy of regulatory legal acts regulating the scope of procurement.The important link of the author's research was the procedure for organizing procurement in the course of applying various types of procurement procedures, including open, selective and limited procurement methods. A comparative analysis of the procurement systems of Japan and the Russian Federation allowed us to determine the similarities and differences in the organization of the procurement process.Conclusions and Relevance: as a result of the analysis the validity of the execution of the state order through the competitive procurement system used in world practice has been substantiated. This formed the basis of the targeted approach and the identification of promising directions in the development of the public procurement system in Japan until 2030. The authors highlight the areas that are successfully implemented in the field of public procurement in the Russian Federation. This indicates the positive development of the Russian system, which was created taking into account the best international experience, including Japanese practice. To improve the mechanism of interaction between participants and exchange of experience in the public procurement system, directions have been identified and the most effective tools have been identified.

The article carries out a study of the current status of public councils in the executive authorities of the Russian Federation entities. Public councils appeared in 2014 as an instrument of public control, but during five years of their existence they failed to become an effective instrument of openness and accountability of the authorities to the civil society institutions. The article examines the experts opinions and the results of investigating the practice of public councils by the All-Russian Popular Front in the Russian Federation entities. The author analyzes the issue of motives and incentives of public councils members which are called upon to perform control of the activities of public authorities on a voluntary basis, brings forth the data on citizens involvement in volunteer activities. The analysis of the literature devoted to volunteers shows that this activity involves mainly young people. As they grow up, while keeping an active civil position, it is young people who can become participants of the public control and express their civil position exactly in this way, without the use of protest activity.
