At global level, the use of inorganic feeds, veterinary drugs amongst others can significantly increase farm output in various livestock production systems. However, in recent times, quality-conscious consumers are increasingly seeking environmentally safe and chemical-residue free healthy livestock foods which organic production methods are said to ensure. Livestock Organic farming can offer promising opportunities for ensuring safe food, environmental sustainability, high livestock yield and income. Incidentally, empirical evidence on present discourse is still relatively very little. Although, a significant contribution has been made by various scholars, regrettably, these studies did not dwell on organic livestock practices and their knowledge level in South-east, Nigeria. Therefore, this presents a dearth in research and became increasingly pertinent that the study was systematically undertaken. A multistage and purposive random sampling procedure was used in the selection of 504 respondents who are organic livestock farmers. Data collected was analyzed using mean score analysis. Result shows that farmers had knowledge on practices of extensive system of livestock/poultry farming (X̄=3.49); provision of natural air (X̄=3.50); provision of natural water sprinkling during hot weather (X̄=3.50); rearing animal without antibiotics (X̄=3.56); and treating injured animals organically (X̄=3.48) among others. Incidentally, majority of the livestock farmers lacked knowledge of how to induce ovulation for animals without drugs (X̄=1.88). The inducement of ovulation for farm animals is one of the livestock organic methods used in forcing farm animals to come on heat/ovulation for quick multiplication. This method is harmful both for the animal an eventual consumer. Therefore, it is necessary that extension agents who are subject matter specialist (SMS) in livestock organic farming educate farmers on how to induce ovulation to farm animals organically with support from the government and farmers cooperative membership resources as these would significantly reduce harmful drugs injected to animal for quick ovulation and preserve the life span of the animal and consumers of the animal.

Abstract Coronavirus disease 2019 (COVID-19) caused by a newly discovered strain of coronavirus (SARS-CoV-2) around the end of December 2019, has had a significant impact on many sectors at global, regional and national levels, including the livestock sector. A questionnaire survey and observational study were carried out from September 2020 to November 2020 with the aim of assessing the impacts of COVID 19 crisis on livestock farming practices, market value chain, animal health care services and human perception towards consumption of livestock products in selected districts of East Wollega zone. Small scale farmers, abattoirs workers, consumers, private sectors involved in the production, processing and distribution of livestock products, hotel owners and veterinarians were purposively selected for this study. According to the present survey the pandemic's has had negative impact on livestock production, market value chain and animal health care practices. Based on the survey 365 (91.25%) respondents agreed as the pandemic was the major challenge on livestock farming practices. The assessment shows that COVID 19 created worst 270 (67.5%) and high impact 75 (18.75%) while about 17 (4%) respondents said the disease has little impact. The major reason mentioned were measures taken by the government such as lockdown, economic decline, low number of manpower due to calls to stay at home and social distance. Observational study indicated that dairy shops, meat shops, and local abattoirs, hotels and restaurants were totally/partially closed especially during the first 6 months of the pandemic. The average monthly income from livestock and their products showed about 60.93% shortfalls (from 1,130,500 birr to 688,800 birr). With regard to consumer perception there was low demand for livestock products such as meat and dairy products and about 164 (41%) respondents were avoiding the consumption of animal-sourced foods mainly due to the perceived disease risk. Regarding animal health services, about 89.75% (365/400) respondents agreed as COVID 19 has indirect impact on the health of animals. The most important animal health constraints during this pandemic were unusual preventive practices such as vaccination and deworming, scarcity of drugs at veterinary clinic, low number of veterinarians and inability to cover cost of drugs and personnel. The present study suggest that the pandemic's impact on the livestock production, product supply chain and animal health services might be continue which will have significant effect on the sustainability of livestock production systems and contribution of livestock subsectors on the house hold and national economy and global food security. It is therefore, essential that the government and other concerned body should give attention to the livestock sector to mitigate the impacts of the disease.

PurposeThe nature of farm animals in the marginalized group of people is varying hurriedly. Livestock is used to add to cash earnings and increase food security, hence helping as a vital component in the household’s source of revenue strategies, particularly at marginal planter’s level. The present study was conducted to assess the numbers of livestock farmers in the study areas, their livelihood options, the value chain of the farmers in different marketing channels and recommendation for the sustainable value chain of the livestock production cycle.Design/methodology/approachThe study precise the baseline condition of marginal livestock farmers for access to value chain activities in terms of inputs, outputs, support services, production, yield, income and enabling environment to enhance livestock farming in the study area. The study was conducted through stratified random sampling of the context using some research tools like in-depth interviews, household surveys, expert opinions and focus group discussions. Structured questionnaires were developed to address issues, such as current livestock farming practices, access to support services, capacity and income.FindingsThe study revealed that this particular context is lagging behind to establish goat value chain activities in the targeted areas. The farmers do not have basic knowledge of goat farming, and the value chain actors are not working properly. The support services are not appropriate to turn the goat farming production to a standard level. Value chain of livestock and livestock products and their goals are essential to develop an idea on learning, investment, market access, sales assurance and quality. Variation in institutional contexts of end markets is linked to different types of coordination and control of enabling environment throughout the chains.Practical implicationsLivestock is an integral component of the complex farming system in Bangladesh as it serves as not only a source of meat protein but also a major source of farm power services as well as employment. Strong private sector alliance along with public–private ventures can bring sustainable agriculture value chain development in these most vulnerable coastal communities in Bangladesh. Strengthening the weak financial structure, reducing power imbalances in the governance structures and low political intervention in community-level organizations, and resolving socio-cultural and environmental concerns are the major concerns on the development of value chains in Bangladesh.Originality/valueGeographical position and climatic condition of Bangladesh have made her coastal areas one of the highly productive areas for livestock production in the world. The study was conducted through qualitative and quantitative analysis, and after finding the authors recommended for sustainable value chain approach for livestock production to a marketing channel for improving the financial condition and self-employment for the communities.

The importance of adopting modern technology in agriculture, especially in a changing climate, cannot be underestimated in Africa. The aim of this review was to highlight the past and the status quo with regard to the adoption of current farming practices in relation to climate-smart agriculture (CSA) by communal livestock farmers in South Africa. The impact of animal agriculture on climate change was also deliberated. Different internet search engines and databases, like Google Scholar, EBSCO Host, Science Direct, etc., and peer-reviewed articles, books, and government and academic reports were employed to provide information to adequately address the aim. Keywords like “the impact of climate smart agriculture on communal livestock farmers”, “communal livestock in South Africa”, “communal farming and technology adoption”, etc. were used for the search. Various issues pertaining to the impact of animal agriculture on climate change, greenhouse gas (GHG) emissions, and implementing CSA in livestock farming were extensively discussed. The findings indicated that there is limited research on the adoption of CSA by communal livestock farmers in South Africa. The review concluded that strategies to adopt modern technology in communal areas should address the issues to enhance knowledge of farmers and all stakeholders, through increasing awareness, trainings, and skills programs. The government should build local capacity in innovative and affordable water and agricultural solutions, and reliable financial mechanisms should be in place to implement innovative sound technologies in communal areas.

ABSTRAK Selama ini peran regulator pangan di Indonesia dijalankan oleh beberapa Kementerian yang berbeda-beda, akibatnya kebijakan pangan menjadi terpilah-pilah di beberapa Kementerian/Lembaga (K/L), dan sering tumpang tindih, sehingga Perum BULOG selaku operator pangan harus berkoordinasi dan bertanggung jawab kepada banyak K/L. Kondisi tersebut menyebabkan berbagai kendala dalam pelaksanaan penugasan, baik dari sisi operasional maupun sisi finansial.  Tulisan ini bertujuan untuk : (i)  memberikan gambaran terkait penugasan, peran dan kendala yang dihadapi  BULOG sebagai lembaga pangan yang diamanatkan Pemerintah dalam menjaga ketahanan pangan khususnya pada  komoditas beras; (ii) mereviu model kelembagaan pangan di negara lain ; dan (iii) Menganalisis berbagai skenario atas reposisi peran dan fungsi Perum BULOG dalam rencana pembentukan Badan Pangan Nasional di masa mendatang. Pemerintah menugaskan Perum BULOG dalam menjaga ketersediaan pangan dan stabilisasi harga pangan di tingkat konsumen dan produsen pada beberapa pangan pokok. Kendala yang dihadapi BULOG dalam pelaksanaan penugasan, baik dari segi operasional  maupun finansial, yaitu:  Pertama, BULOG harus  mengeluarkan banyak energi, waktu dan koordinasi yang intensif dan melakukan pengendalian sepanjang rantai nilai.  Kedua,  BULOG kesulitan dalam perencanaan dan pelaksanaan karena efektivitas stabilisasi pangan mensyaratkan pemanfaatan alur distribusi yang mapan. Ketiga,  penugasan penyerapan dan penyediaan stok kebutuhan pangan tidak didukung pendanaan dari pemerintah. Hal tersebut  akan mempersulit BULOG, karena BULOG harus menanggung beban  atas  beras PSO yang dikelolanya.  Dalam rencana pembentukan BPN, pembelajaran kunci terhadap lembaga pangan di negara lain seperti Cina, India, Filipina, Malaysia, Thailand, Vietnam, Norwegia, dan Denmark yaitu terdapat pemisahan yang jelas antara regulator dan operator dalam pelaksana bidang pangan. Regulator pangan bertanggung jawab langsung ke Presiden dan operator pangan bertanggung jawab langsung pada satu lembaga independen atau kementerian yang berada di bawah presiden dan memberikan masukan secara aktif kepada regulator. Dalam kaitan dengan itu, ada tiga opsi model pembentukan Badan Pangan Nasional (BPN): Pertama, BULOG ditransformasikan menjadi BPN. Pada opsi pertama tidak terdapat pemisahan antara regulator dan operator, dan lembaga operator hanya dapat melakukan penugasan PSO, tidak termasuk bisnis komersial. Sebagai konsekuensinya pemerintah harus menyediakan anggaran yang relatif lebih besar untuk keperluan biaya penugasan dan operasional lembaga. Kedua, transformasi BPN dari organ kementerian sedangkan BULOG tetap sebagai BUMN. Kelembagaan BULOG sebagai BUMN operator pangan tidak berubah. Ketiga, BULOG sebagai operator di bawah BPN, dengan pemisahan yang jelas antara fungsi regulator dan operator. Fungsi kelembagaan BULOG sebagai BUMN di bawah kendali BPN akan lebih diperkuat sehingga lebih mendukung upaya pencapaian target penugasan yang diberikan oleh BPN. kata kunci : BULOG, Operator, Regulator, ketahanan pangan, Badan Pangan Nasional   ABSTRACT The food regulator's role in Indonesia has been carried out by several different Ministries so far. As a result, food policies have has become fragmented in several Ministries/ Agencies. It often overlaps, so that Perum BULOG, as the food operator, must coordinate and be responsible to many Ministers/agencies. This condition causes all problems and various obstacles in implementing assignments both on operational and financial sides. This paper aims to: (i) Provide an overview of the assignments, roles, and constraints faced by BULOG as a food institution mandated by the Government in maintaining food security, especially in rice commodities; (ii) Review different models of food institutions in other countries; (iii) Analyze various scenarios for repositioning the roles and functions of Perum BULOG in the formation plan of the National Food Agency in the future. The Government has assigned Perum BULOG to maintain food availability and stabilize several staple food prices both at the consumer and producer levels. Several obstacles faced by BULOG in implementing assignments both on operational and financial sides, including first, BULOG must spend a lot of time, energy, and intensive coordination and control along the value chain. Second, BULOG has difficulties in planning and implementation due to the effectiveness of food stabilization requires the use of an established distribution channels. Third, the assignment of the required food procurement and distribution is not supported by government funding. These problems have created difficulties for BULOG since BULOG has to bear the financial consequences of public service obligation costs it manages. In the formation plan of BPN, a key lesson for food institutions in other countries such as China, India, Philippines, Malaysia, Thailand, Vietnam, Norway, and Denmark is that there is a clear separation between regulators and operators in implementing the food sector. Food regulators are directly responsible to the President and food operators are directly responsible to an independent agency or ministry under the President and provide active inputs to regulators. In this regard, there are three model options for the formation of the National Food Agency (BPN). First, BULOG is transformed into BPN. In this option, there is no separation between the regulator and the operator, and the operator agency can only carry out PSO assignments, but not including commercial business. Consequently, the Government must provide a relatively larger budget for the institution's assignment and operational costs. Second, the transformation of the BPN from the ministry's organs while BULOG remains as a State Owned Enterprise. BULOG's institution as a state-owned food operator has not changed. Third, BULOG as an operator under BPN, with a clear separation between regulator and operator functions. The institutional role of BULOG as a State Owned Enterpirse under the control of BPN will be further strengthened to support further efforts to achieve the assignment targets given by BPN. keywords: BULOG, Operators, Regulators, food security, National Food Agency

This paper assess food security in India especially in rural area where food security condition is far behind. India is one of countries suffering from food insecurity that leads to nutrition insecurity. To achieve food security is not about how much food being produced, or analyzed the availability of food but also about food utility, a condition where everyone can achieve food nutrition with amount of food being produced. So, food security is also about how people can buy food in adequate price and accessible to free from malnutrition and obtain good dietary for healthy life, the utility of food. Therefore, if we want to achieve food security, this is important to provide high nutrition food with affordably price rather than provide high food production but people have no access to it. Therefore, this paper assess India problem in food security, impact and solutions, Which on food security in household level. This research is a qualitative research  utilizes library research to gather and analyses the data. It found that, India food security problem mostly occurs in rural area which cause malnutrition therefore, to achieve food security in India, the government combines government programs with household and women programs such as giving subsidy for small and poor household, giving food to children and subsidizing grain for farmers and create home garden.

В торговле молоком преобладает импорт над экспортом, что влияет на продовольственную безопасность страны. Обоснована возможность увеличения производства молока в России на основе структурных сдвигов среди видов организационно-правовых форм хозяйств, работающих в молочном животноводстве. Предложены меры по улучшению деловой активности в племенной работе и увеличению производства молока на основе внедрения инновационных проектов. Предлагается расширить предпринимательскую деятельность животноводов в молочном скотоводстве, повысить качество работы по увеличению доли племенного молочного скота. The milk trade is dominated by imports over exports, which affects the country's food security. The possibility of increasing milk production in Russia is justified on the basis of structural changes among the types of organizational and legal forms of farms operating in dairy farming. Measures to improve business activity in breeding work and increase milk production based on the introduction of innovative projects are proposed. It is proposed to expand the entrepreneurial activity of livestock breeders in dairy cattle breeding, to improve the quality of work to increase the share of breeding dairy cattle.

<p>Milk marketing in rural area of Dhofar Region face a lot of difficulties and constrains by individual small scale farmers due to the lack of facilities and access to market. Therefore, farmers reduce their cow and camel milk production and group their animal into three or four groups to be milked in alternative days. Government Authorities decided to establish Milk Collection Centers to facilitate milk marketing and provide raw milk to Dairy industries. A risk analysis for the investment in milk collection centers on rural area of Dhofar Region was conducted in this study. The results showed that all MCC investments had a positive NPV except Shahbi Aseab Center. The study indicates there is a direct relationship between total milk collected, milk price, distant between MCC and Dairy plan and investment profitability. The study revealed an inverse relation between animal population at MCC zone and risk. The probability of achieving returns lower than the opportunity cost was highest for MCC located far from dairy plant which process and market dairy products. Risk premium for four MCC has been calculated relative to Salalah MCC (preferred location) and (Garoun Hirity MCC) was found as preferred MCC location and risk efficiency. In order to make the investment in MCC more attractive, the Government incentives need to be offered to farmers to increase milk production and improve raw milk quality. However, this approach might make investments in bulk milk collection centers feasible. Thus, a recommendable strategy for a successful modernization of the Oman dairy sectors inbound logistics would be to promote an increase in the volume of the milk produced per farm and improve marketing facilities through MCC.</p>

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.

Palm oil industry in Indonesia has been growing rapidly. But, unfortunately the growth is only effective on upstream industry with low value products, such that potential downstream value added are not explored proportionally. The government is therefore in the process of developing an appropriate policy to strengthen the national palm oil downstream industry. This paper proposes that an approriate policy for developing palm oil downstream industry could be derived from the maps of value chain and existing technology capability of the industry. The result recommends that government policy should emphasize on the supply of raw materials, infrastructure and utilities, as well as developing the missing value chain industry, especially ethoxylation and sulfonation.
