Relevance. Among the many problems to be solved for ensuring the safety of the population, safety in overcrowded facilities in emergency situations (ES) is of great importance; here, self-rescuers – portable personal respiratory protection equipment (RPE), can help.Intention: To analyze organizational problems associated with the use of civilian self-rescuers, including self-rescuers for children.Methodology. We studied arrays of domestic publications in the Russian Science Citation Index, patents for inventions and utility models of the Federal Institute of Industrial Property of Rospatent, catalogs of RPEs from manufacturing companies.Results and Discussion. Modern domestic filtering civilian self-rescuers, including self-rescuers for children are described. Analysis of the protective properties of domestic self-rescuers shows that they can differ significantly from each other, and sometimes have different purposes. It is necessary to develop and introduce cheaper small self-rescuers for easy use in emergencies. A number of general requirements can be imposed on self-rescuers for children: these should be relatively universal and provide protection from the main possible emergencies; ensure the greatest efficiency in protecting the respiratory system from toxic vapors / gases, highly dispersed and finely dispersed aerosols; be lightweight, small and easily accessible.Conclusion. A number of the problems considered in the article are of a complex nature, even in the sphere of responsibility of the EMERCOM of Russia; therefore, their solution is possible only with an appropriate attitude towards them.

The paper presents the results of an interdisciplinary comparative analysis of modern research practices concerning social entrepreneurship in Russian and foreign traditions in order to establish the specifics of defining the notion of social entrepreneurship in interdisciplinary discourse. The analytical basis of the study comprised the fundamental provisions and concepts of open innovation and human capital, the theory of public goods, the theoretical provisions concerning the structure and substance of social action, corporate social responsibility, the concept of uneven innovation activity, the principles of social partnership, social viability and complementarity. The research problems were solved using the methods of systems, structural and functional, institutional, comparative and content analyses. The selection of analysed papers was conducted in the databases of the analytical information platform Web of Science, the National Scientific Citation Database Russian Science Citation Index, the Scopus abstract base, the databases of academic networks ResearchGate, Academia.edu, etc. The paper indicates that Russian and foreign discourses address the problem of social entrepreneurship primarily in the context of economic, managerial, sociological, psychological and pedagogical research practices. It observes differentiation in the approaches to the conceptualisation and definition of the notion of social entrepreneurship under the applicable subject axiomatics and methodology and identifies the specifics of defining the notion of social entrepreneurship in interdisciplinary discourse. The research results make the foundation for further development of the methodology of definitions in the area of social entrepreneurship and serve to ensure consistency in the respective subject field and its relevance to the complex nature of social entrepreneurship as a phenomenon calling to be addressed from systemic and interdisciplinary positions.

Relevance. The development of a system for providing emergency psychological assistance to minors in our country involves taking into account the leading international experience, both in terms of the practice of providing emergency psychological assistance and at the level of its methodological support.Intention. To review the key aspects of international experience in providing emergency psychological assistance to minors.Methodology. The object of the work was scientific articles indexed in the abstract-bibliographic database of the Russian Science Citation Index, and articles included in international databases.Results and Discussion. There were analyzed the main meta-analytical reviews, as well as data on the implementation of the emergency psychological assistance system in different countries. The article considers such characteristics of emergency psychological assistance as types, terms, place and agents of rendering, as well as the main modalities of psychological practice in which psychological support and assistance to minors is provided. The degree of methodological development of the problem of providing emergency psychological assistance to minors in the international community is revealed through the analysis of two main guidelines with recommendations in relation to working with stress reactions in emergency situations for children and adolescents.Conclusion. The variability of embedding the system for providing emergency psychological assistance both in the structure of the educational sphere and in various departments in different countries makes it possible to reasonably choose the optimal model, taking into account the realities of our country in general and regional characteristics in particular.

In this paper we attempt to classify Russian journals in economics and related disciplines for their scientific significance. We show that currently used criteria, such as a journal’s presence in the Higher Attestation Committee’s list of journals and the Russian Science Citation Index (RSCI) impact factor, are not very useful for assessing the academic quality of journals. Based on detailed data, including complete reference lists for 2010—2011, we find significant differentiation of Russian journals, including among those located at the top of the RSCI list. We identify two groups of Russian journals, tentatively called category A and B journals, that can be regarded as the most important from the viewpoint of their contribution to the economic science.

The paper analyses the publications of Russian authors in various fields of economics indexed in Web of Science and Russian Science Citation Index. The authors claim that the scientometric parameters are only in a limited way applicable in evaluating the performance of expert and thesis boards in economics in Russia. The authors also put forward the approaches in order to improve Russia’s positions in the international citations indexes in economics.

The article presents the results of the rating of Russian economic journals, the methodology of which is based on a combination of bibliometric data and expert interviews. Processing of the statistical information system of Russian science citation index (RINC) allows us to form a “primary” list of the best journals in the country. Expert evaluation of the list makes it possible to reorganize it with regard to the scientific level of periodicals and get the “secondary” list. The merger of two ranking systems forms the basis of obtaining the final ranking of economic journals. It is shown that the leading part of the constructed rating forms a kind of the Diamond List of journals, which on the whole agrees with similar lists obtained in earlier studies by other authors.

Twenty two science Russian periodicals in informatics and library studies are selected for the bibliometrical analysis of key journal indicators, including publication activity of the same journals’ editorial staff. For the first time for domestic journals, the study reveals hidden self-citation when editorial members include links to their journal from other publications. The available instruments of scientometrical databases, including Web of Science and Scopus, and the national system Russian Science Citation Index do not enable to identify this form of self-citation. The mentioned manipulations are aimed at boosting journal rating. In several cases, intensive and unjustified citation by journals’ editorial staff in other periodicals which we consider the violation of publication ethical principles, is revealed.

The review conducted research of the Russian and foreign literature of recent years on the methods of using photo and video recording in dentistry in the databases of the Russian Science Citation Index, SCOPUS, Web of Science, Pubmed and others. The data of the possibilities of using the method of registration of the dental status and the state of the tissues of the oral cavity using photo and video fixation in the diagnosis, treatment and observation of patients are presented.

A method for identifying small innovative enterprises (SIE) that are understood as holders of a valid patent for an invention or a license to use it is proposed. The source of information for identi cation is the patent funds and the search engine of the Federal Institute of industrial property (FIPS). The methodology includes techniques for identifying SIE if patents related to their activities were issued to individuals. The results of SIE detection in three areas of technology obtained during the development of the technique are presented. It is noted that other statistical results obtained along the way are of the same, if not greater, interest for the purposes of public administration.

Objective: To suggest an algorithm for assessing the results of the scientific activity of a teacher drawing on published works and their quotes, which should make it possible to consider the total quoting of significant publications determined by the Hirsch algorithm. To create a more advanced approach to the effective assessment of scientists’ publication activities compared to the Hirsch number. Methods: A systematization approach is used to systematize the total citation array, by separating it into the following citation arrays: 1) the basic, defined Hirsch index; 2) significant publications; 3) intensity of work. The resulting arrays formed the basis of the creation of three indices: h – Hirsch’s index, g – an index of significant publications and p – intensive work index. These indexes allowed us to determine the Euclidean norms gh – the index of basic significant publications and hp – the intensive work index of a teacher. The above indices make it possible to differentiate the teachers’ publication activities and produce better ranking in the team. Results: The ratings of a team of authors formed by the sample from Russian Science Citation Index using the Hirsch index and the gh-index are built. It is shown that more efficient compared to the Hirsch index is the proposed approach. Practical importance: The described approach to the formation of the rating position of the authors of publications in the creative team is based on a simple calculation and comparison of the modified Hirsch indices
