Algorithms of modified Hirsch index for the formation of ratings of university teachers in terms of publications and their quotes

Objective: To suggest an algorithm for assessing the results of the scientific activity of a teacher drawing on published works and their quotes, which should make it possible to consider the total quoting of significant publications determined by the Hirsch algorithm. To create a more advanced approach to the effective assessment of scientists’ publication activities compared to the Hirsch number. Methods: A systematization approach is used to systematize the total citation array, by separating it into the following citation arrays: 1) the basic, defined Hirsch index; 2) significant publications; 3) intensity of work. The resulting arrays formed the basis of the creation of three indices: h – Hirsch’s index, g – an index of significant publications and p – intensive work index. These indexes allowed us to determine the Euclidean norms gh – the index of basic significant publications and hp – the intensive work index of a teacher. The above indices make it possible to differentiate the teachers’ publication activities and produce better ranking in the team. Results: The ratings of a team of authors formed by the sample from Russian Science Citation Index using the Hirsch index and the gh-index are built. It is shown that more efficient compared to the Hirsch index is the proposed approach. Practical importance: The described approach to the formation of the rating position of the authors of publications in the creative team is based on a simple calculation and comparison of the modified Hirsch indices

The legislative reforming of the Russian Academy of Sciences was activated in 2013. Not a consequence, but an important tool for the implementation of this reform and its deepening has become «digitalization» in the form of an exaggerated presentation of the results of scientific activity as bibliometric indicators, including the quality and number of publications. Based on the data of the Russian Science Citation Index the article examines the results of the policy of «increasing the visibility» of Russian economic science in the world publication space. It is shown that in a relatively short time, both extensive and intensive factors of increasing the publication mass are practically exhausted. At the same time, the qualitative parameters of publication activity turn out to be of low variability depending on the dynamics of the publications themselves. The issues of displaying the quality of scientific journals in bibliometric indicators are discussed. The conclusion is made that there is no antagonism between bibliometric and expert metrics when the latter prevail. A sequence of using these metrics is proposed for a comprehensive assessment of the results of scientific activities of organizations and scientists.

Introduction. One of the drivers of the Russian regions’ development is traditionally considered to be local universities and the scientific activity development, in particular. However, such a belief is usually based on speculative conclusions and is not subjected to detailed empirical testing. The purpose of the study is to assess the relationship between the development of science in universities in Russian regions and indicators of regional development according to 2017—18 data. Methods. The authors use methods of generalization, grouping, assessment of indicators of central tendency and variations, as well as methods of correlation analysis. The study is based on the data from regional statistics presented on the official website of Russian Statistics Agency, as well as data from monitoring the universities effectiveness, commissioned by the Ministry of Science and Higher Education of the Russian Federation. Scientific novelty of the research. For the first time, the authors present an empirical analysis of the relationship between indicators of socioeconomic development of Russian regions and indicators of scientific activity in universities in the region. The study is characterized by using a sample of homogeneous regions. The sample excluded regions that did not have significant scientific results, as well as regions that are leaders in economic development. As a result, a “core” of 57 Russian regions with similar characteristics of both economic development and the results of scientific activity was investigated. This increased the practical significance of the conclusions and their reliability. Results. As a result of the study, it was found out that there is a statistically significant relationship between all indicators of regional development and science in universities. However, a deeper analysis made it possible to establish that this relationship is indirect. In some cases, we can talk about the opposite influence - regional development on scientific results in universities. Conclusions. It was found that the indicators used in the public administration system for assessing the effectiveness and efficiency of scientific activity are not key in terms of their impact on regional development. It was revealed that publications in leading world databases and in the Russian Science Citation Index (RSCI) are equally related to regional development. It has been determined that in a number of cases, within the considered sample, it is possible to distinguish two groups of regions with a different nature of the relationship between regional development and science in universities.

The analytic review of work of the scientific journal «Environmental Dynamics and Global Climate Change» (EDGCC) over the 10 years since the first publishing is presented here. Statistical (science metrical) data were summarized to reveal what papers were most interesting and useful for readers.Two-year impact factor (IF) of the journal increases persistently. During last five years it shows five-fold increase reaching a certain level among other Russian journals of the respective category. Number of EDGCC authors (special issues were not considered) does not vary substantially: 10-16 authors are published in EDGCC each year (among the first authors – from 4 to 10). The Hirsch index also increases stably during all years of publication showing that authors with higher qualification start to submit their papers to the journal. 26 scientific journals were selected randomly among those where authors of EDGCC publish their papers to compare science metrics of EDGCC with other journals (based on 2016 data). Two-year IF based on Russian Science Citation Index of 70% of these journals was lower than IF of EDGCC. The half-live of EDGCC papers is close to the average value for our ensemble. The EDGCC mean Hirsch index was higher than Hirsch index of 63% of all journals selected for our study. The value of probability of citation after reading was the highest for the test sample. Bibliometric parameters of ten most cited EDGCC papers were also analyzed here. Based on provided analysis following recommendations on improving EDGCC as scientific journals have been formulated: translation of papers into English, selection of manuscripts relevant to the journal topic, increasing the number of theoretical papers, improving the quality of experimental papers. Discussion section reviewed in a usual manner seems to be optimal decision to provide future development of the journal. New referee questionnaire modified according to the recommendations above for improvement of manuscripts quality is attached in appendix.

Subject. The article investigates the effectiveness of scientific activities of the Central Economics and Mathematics Institute of the Russian Academy of Sciences (CEMI RAS). Objectives. Our aim is to evaluate the effectiveness of scientific activity of the CEMI RAS on the basis of publication activities for 2010–2019. Methods. We employ general scientific research methods. The data on the number of publications by the Institute's staff in journals included in Web of Science (WoS), Scopus, the Russian Science Citation Index (RSCI) databases, and the data of the CEMI RAS, serve as information base of the study. Results. The paper presents a brief overview of scientometric indicators used to assess the effectiveness of scientific organizations. We evaluated the effectiveness on the basis of statistical data of the CEMI RAS, considered various methods of evaluating the effectiveness of scientific activities of universities and research institutes. To improve the effectiveness of scientific activities of the CEMI RAS, we developed a methodology for calculating the standard of publications and scores by department. The offered methodology is designed to encourage staff to improve scientific activities, thereby increasing both their individual effectiveness and the effectiveness of the scientific organization as a whole. Conclusions. The analysis shows that during the period under review, the enhanced effectiveness of the CEMI RAS is confirmed by an increase in the number of articles, published by the Institute's staff in journals, included in the WoS, Scopus and RSCI databases, both overall and among individual researchers.

The article explores the subject field of digital technology security. The article examines the specifics of this scientific field, its predecessors (information security, cybersecurity, etc.), the causes and consequences of its internal transformation, and the participation of various disciplines in this process. The method of research of problems of development of a new scientific direction in the article is scientometry, the source base is the Russian electronic library (NEB), the Russian science citation index (RSCI) and the scientometric Internet portal Google Academy. The article shows that if until recently a similar topic was associated with the key terms of technical, mathematical and managerial (automation, Cybernetics) Sciences, today it is supplemented with terms, methods and technologies of economic, legal and managerial Sciences (more than 60% of all publications). Not only the development of science and technology, but also changes in state policy in our country had a significant impact on this transformation and the subsequent rise in scientific activity. The study also showed that Russia has a serious reserve in this subject field, especially in technical and computer science.

The current stage of development of university libraries requires active participation in the processes of formation and development of an effective system of publication activity of university researchers. the constant collection and monitoring of data on the indicators of authors in Russian and international scientometric systems is an important component of this system. Collecting information and keeping it up-to-date in order to quickly respond to incoming requests along with the ability to output data in various structured formats, are inefficient and time-consuming in case of constant access to platforms and “manual” generation of information.The article presents the stages of creation and development of a software module created and functioning at the Herzen State Pedagogical University of Russia and allowing real-time output of structured current and comparative data on scientometric indicators of university teachers and researchers. Particular attention is paid to the prospects for the development of the created complex and the possibilities of data integration, including the earlier implemented synchronization of information with the profiles of teachers on the university website.The program module was created on the basis of database interaction with the API of scientometric resources such as Russian Science Citation Index, Scopus and Web of Science with the goal of further processing and systematization of the data obtained. For the past seven to eight years the fundamental library of Herzen University has been a key link in the chain of building effective research activities of the university and its implementation in publications. the creation and development by the library of a software module that operates in the Herzen State Pedagogical University of Russia was a new stage in this activity; this module allows real-time output of structured current and comparative data on scientometric indicators of university teachers and researchers. The program module was created on the basis of database interaction with the API of scientometric resources such as Russian Science Citation Index, Scopus and Web of Science with the goal of further processing and systematization of the data obtained. Following the scientometric indicators of scientific activity (publication activity, citation index and Hirsch index) in the information security in the current decade the areas of research and also Russian scientistsleaders, whose results of scientific activities are in high demand have been identified. Those areas include the application of methodological analysis in security research, methods for assessing inconsistencies in the data protection tools, the ways to improve the LTE network stability against destructive cyber-attacks, early warning systems for computer attacks, the use of big data technologies in the information security field etc. The author notes some specifics in the dynamics of the Russian scientists’ publication activity in 2012 – 2019 as well as citation and relevance of their scientific activities results. The analysis was carried out using the RSCI database (Russian science citation index). Further development of the information flow research analysis in the field of information security using the RSCI database will allow identifying Russian organizations and leading scientists in the main modern information protection areas: Intrusion Detection Systems (IDS systems); identification and authentication of access subjects, including using modern biometric methods and security tools; confidential Data Leakage Prevention systems (DLP systems; cryptographic information protection (including in the field of quantum cryptography); information security management systems.

The paper analyzes the scientific activity of Russian organizations in the three regional scientific clusters of Russia (Moscow, St. Petersburg and the cluster of the Moscow region), the results of which in a number of branches of science are characterized by high values of the demand, citation and Hirsch indices obtained on the basis of scientometric indicators (publication activity, citation, Hirsch index) from the database of the Russian Science Citation Index (RSCI). At the same time, 11 such natural science branches were identified in the Moscow cluster (chemical technologies and industry, geodesy and cartography, biology, physics, communications, chemistry, biotechnology, astronomy, electrical engineering, electronics and radio engineering, geography) and corresponding organizations in each of these branches of science, in St. Petersburg-six (electrical engineering, physics, geology, electronics and radio engineering, geodesy and cartography, mechanics), in the Moscow region cluster – five (physics, instrumentation, chemistry, chemical technologies and industry, nuclear engineering). The three leaders in the index of demand for research results in the Moscow cluster include the L.Y. Karpov Research Institute of Physics and Chemistry (branch of science – chemical technologies and industry), the Research and Design Institute of Information, Automation and Communication in Railway Transport (geodesy and cartography) and the Institute of Micro-Production (biology). The Moscow Region cluster is dominated by the Institute of Microelectronics Technology and High-Purity Materials of the Russian Academy of Sciences (physics), the Joint Institute for Nuclear Research (instrumentation) and the Institute of Engineering Immunology (chemistry). Among the leaders in the St. Petersburg cluster are the M.A. Bonch-Bruevich St. Petersburg State University of Telecommunications (electrical engineering), Peter the Great St. Petersburg Polytechnic University (physics) and I.S. Gramberg Research Institute of Geology and Mineral Resources of the World Ocean (geology).

Publication activity, citation, impact factor, Hirsch index (h) are indicators defining scientific productivity of a research institution. The study objective is to analyze scientific productivity of «TatNIPIneft» institute. The author solves the following task: to create the Institute profile in the Russian Science Citation Index (RISC), to analyze bibliographical references in petroleum-targeted periodicals for 2009-2013, to identify trends of publication activity and citation dynamics in RISC, to determine an average number of citations per an article. To accomplish this it was revised the list of published works by the Institute and its staff in RISC, downloaded as PDF collections of scientific papers and monographs of the Institute employees, calculated an average number of citations per an article. The periodical, in which the Institute employees publish their articles were chosen, references were analyzed, the most productive authors and citation geography were revealed, the Institute publication activity and citation dynamics in RISC were discussed. The study allowed raising the Hirsch index in RISC, to create the Institute image in the international information space. It also revealed a downward trend of publications in periodicals. The publication activity analysis results allowed us to estimate the scientific potential of the Institute and to promote the administrative decisions adoption in the field of the Institute scientific productivity raise.
