Galicia es una Comunidad Autónoma con grandes recursos turísticos endógenos donde, la provincia de A Coruña se muestra como un territorio turístico relevante. En este contexto, el Agente de Desarrollo Local puede y debe ejercer de sujeto promotor turístico, dentro de las políticas de desarrollo económico local del territorio. Por lo que, el objetivo de este estudio es explorar el tipo de actividades turísticas gestionadas por los Agentes, formas de gestión y promoción, desde el enfoque de las relaciones públicas, así como la formación y el conocimiento sobre dichas estrategias informativo-comunicativas por parte de los Agentes.Public relations and local development. Health tourism is booming all over the world, and thermal spa tourism in Spain is a type of tourism aimed at integrating with nature, achieving sustainable development. In general, its facilities are located in areas specially protected by environmental legislation. This tourism sector attracts an increasingly wide market segment that has become more demanding and better informed and that more frequently uses the Internet to gather information. Tourists’ shopping and consumption habits are increasingly influenced by new information and communication technologies (ICTs), making these a topic of interest among academics and professionals. Website development has been shown to be an area of innovation for spa facilities, but evidence has also been found that this sector has experienced difficulty in adopting ICTs. This research sought to analyse spa websites’ usability by conducting an exploratory investigation of different websites’ contents. The results reveal that the use of new web technologies by spas is underdeveloped, although these facilities have achieved good positions in Internet search engines due to the synergistic effect of the official tourism websites. That is why most of them tell their story, detail their nature and the protection of their spaces. In this way, spas turn their websites into communication channels that convey to tourists their commitment to the environment and sustainable development.

The full involvement of local communities in the tourism sector, not only benefits them and the environment in general, but also improves the quality of the tourism experience. Projects imposed from outside and motivated by the pursuit of rapid economic growth often override local needs, conditions and resources, and result in unacceptable environmental, social and cultural costs. Local involvement is crucial to sustainable and appropriate development, which meets the needs of the local people and safeguards their natural and cultural environments. Thus a local development strategy is essential, especially in disadvantaged areas and countries.

In light of empirical experience from Morocco, combined with new possibilities afforded by Information and Communication Technology (ICT), there is a wish to integrate new technologies into distance education to help solve a set of problems identified in the initial training at the Regional Centre for the Professions of Education and Training of Fez-Meknes. The results of a study conducted among 15 trainee teachers of the Earth and Life Sciences allow us to conclude that designing a hypermedia tool for learning could constitute a promising solution to address the many challenges linked to the initial training of teachers in Morocco. Finally, the use of this digital resource by trainee teachers’ has also strongly contributed to their eagerness to integrate ICT in their subsequent teaching practices.

The aim of this research is to determine whether web pages and portals aimed at municipal transparency are in fact used as public relations tools directed at liaison with local stakeholders. The study focuses on the municipalities of the Autonomous Community of Valencia, using a methodology based on the InfoParticipa map via a content and regression analysis. Five main models of transparency web pages and portals were identified in this study, all showing, in general, a low level of compliance with transparency and participation indicators. The online site, although the most heavily used by the municipalities, was the model with the lowest levels of compliance. Separate websites or website sections, the model most widely used by municipalities with more than 50,000 inhabitants, greatly favor relations with citizens and local associations. In contrast, the media and participatory bodies are the stakeholders that are less well addressed from the perspective of public relations in the transparency web pages and portals adopting all the models. The results obtained by linear regression analysis show that independent websites and website sections are significant for the whole dataset. Nevertheless, for small municipalities, independent websites and the Diputación (provincial government) template are the most significant models. The latter model provides the opportunity to address stakeholder relationships for small municipalities that cannot afford to draw up their own designs. Resumen El objeto de la investigación es conocer si las webs y portales de transparencia municipales son utilizados como herramientas de Relaciones Públicas orientadas al diálogo con los públicos locales. Para ello, se ha realizado un análisis de contenido utilizando como base la metodología del Mapa InfoParticipa y un análisis de regresión, centrándose el estudio en los ayuntamientos de la Comunidad Valenciana. En el trabajo se han identificado 5 modelos predominantes de webs y portales de transparencia: web independiente, apartado en web, sede electrónica, plantilla de la Diputación provincial y plantilla del Gobierno de España. En todos los modelos se observa, en general, un bajo nivel de cumplimiento de indicadores de transparencia y participación. El modelo más utilizado por los ayuntamientos es la sede electrónica, siendo el que peores niveles de cumplimiento registra para todos los públicos. La web independiente y el apartado en el sitio web, que son las fórmulas más utilizadas en los ayuntamientos de más de 50.000 habitantes, favorecen más la relación con los ciudadanos y asociaciones locales. Los medios y los órganos de participación son los públicos menos atendidos desde una perspectiva de las Relaciones Públicas en todos los modelos. En el análisis de las regresiones lineales, se evidencia que la web independiente y el apartado en web son significativos en el conjunto de la población, junto con el primer modelo y las plantillas de la Diputación en ayuntamientos más pequeños. El uso de las últimas es una oportunidad para facilitar las relaciones con los stakeholders locales en los municipios de menos de 20.000 habitantes, que cuentan con menos recursos para la elaboración de diseños propios.

O artigo faz reflexão sobre a prática turística nos territórios quilombolas, buscando analisar o processo de inserção da comunidade de Filipa, Maranhão, no contexto do turismo comunitário. O estudo aborda questões referentes à territorialidade (ALMEIDA, 1989) das comunidades quilombolas. Contextualiza o turismo comunitário como modelo de atividade que favorece e determina a participação e gestão de pequenas comunidades no processo de gerenciamento dos atrativos, garantindo-lhes autonomia e preservação cultural e ambiental de seus recursos turísticos. Oportunizando, dessa forma, que os benefícios gerados pela atividade contemplem as necessidades da comunidade. Partindo-se de uma pesquisa bibliográfica e de campo, alicerçada pela observação participante, conclui-se que o legado sociocultural da comunidade de Filipa pode contribuir para o desenvolvimento do local, por meio de um aproveitamento turístico balizado nos princípios do turismo comunitário. The Community Tourism as a local development tool in the Quilombolas territories ABSTRACT The article provides insights on the touristic practice in the quilombolas territories, and it seeks to analyze the process of insertion of Filipa community, Maranhao state, in the context of a community-based tourism. The study has an approach the issues about the territory (ALMEIDA, 1989) of quilombolas communities. It contextualizes the communitarian tourism as a model of activity which contemplates and defines the participation and management of small communities in the process of management of attractions, and these factors can assure autonomy, and cultural and environmental preservation of their tourism resources. And, this way it maximizes the benefits originated in the activity itself can contemplate the needs of the community. Based on the literature review and field work, supported by participant observation, the conclusion is that the social and cultural heritage of Filipa Community can contribute to local development by a tourism optimization guided by community-based tourism principles.
