The concept of "Good governance" was brought to the world in the 1990s in the context of increasing globalization and expanding democratization worldwide. It can be seen that the common factors needed to implement good governance include: (i) Capacity of the state - the degree of problem-solving by governments and leaders religion; (ii) Responsiveness - whether public policies and institutions meet the needs of citizens and uphold their rights; (iii) Accountability - the ability of citizens, civil society and the private sector to monitor the responsibilities of public and governmental institutions. In Vietnam, from the first decade of the twenty-first century, efforts have been made to set up indicators and measure the effectiveness of the public authority aligning to the principles of "good governance". Using data from the four sets of indicators in Vietnam namely PAR, SIPAS, PCI, and PAPI, this article reviews the process of developing the good governance’s indicators, compares the areas where each set of indicators measures and assesses the effectiveness, analyzes the strengths and weaknesses of each set of indicators, and reviews some local government efforts in using the measurement and evaluation results of the four sets of indicators to improve the quality of governance in their respective localities. The article also asserts that these four sets of indicators reflect a large part of the content to be measured according to the principle of "good governance", and presents some recommendations to improve the four sets of indicators themselves to better reflect the principles of "Good governance" in the near future.

This paper examines the challenges facing PA education, considering the colonial heritage of the region. Over the past decade, researchers have paid attention to Public Administration (PA) and its education in the Middle East. Many explored the history of the PA in the region and the quality of PA programs within high education institutes. In the context of the developmental challenges that face the current generation in the region, and under the current political circumstances which have negative consequences on PA, many voices call for a reliable and high-quality PA education and good governance, which includes accountability, transparency, democracy, and other concepts related to bureaucratic machinery within the public institutions. There is therefore a need to examine what governmental institutions, together with academic institutions in the Arab States, are doing to make significant progress in this field. The paper examines the main challenges facing PA education in Arab countries.

The Government’s duty other than the Government conducting a public service that is characterized by good governance. In Lowokwaru, time service itself became one things to note again. This can hamper service rendered to the society. In addition to the time of service, service officer presence also the things that can hinder the effectiveness and efficiency of the public services which are given to the community. This study uses qualitative methods. Using data collection techniques interviews, observation, and documentation. Determination of sampling techniques using the purposive addition. Data was analyzed through data reduction stage, the presentation of data, and the withdrawal of the conclusion. Validity test of the data, researchers used triangulation techniques. Research results application of the principles of good governance in improving the quality of public services in Lowokwaru already going pretty well. But in some aspects still contained flaws. It a barrier among other less familiar society requirements, service officers not to enter the work, power outages, as well as the network is unstable. Things that support among other hospitality-giver services officer, completeness of facilities and infrastructure, as well as the competence of the officers the service givers.

Dynamic development of society, they want the public bureaucracy to be able  to provide the public services more professional, effective, simple, transparent, open, timely, responsive and adaptive. With excellent public service, to build a human quality in the sense  of  increasing  the  capacity  of  individuals  and  communities  to determine actively its own future. Actualization of democratic precepts in the public services delivery in Indonesia starting point on the importance of community participation ranging from formulating criteria for the services, how the delivery   of the services, arranging each engagement, public complaints mechanism set up   by the monitoring and evaluation of the implementation of the public services in order to co-together build a commitment to create quality of the public services. It’s all been contained in the Law 25 of 2009 on Public Services, certainly it has been based on the precepts of the democracy of Pancasila. Rembug of the public services as an actualization of the public services based on the democracy of Pancasila.

This study attempts to know how big the influence of ethics audit ( x1 ) and fee audit ( x2 ), simultaneously and partial on the quality of an audit ( y ) in office accountant the public city, using data collection method in the form of a questionnaire about 66 respondents.In the analysis data using the validity, reliabilitas.dan the assumption that the classic normality, multikolinearitas, heteroskedastisitas.The method of analysis used analytics linear regression multiple regression, the determinan, the f, the t, and the r2 by using the tools spss16.0.The result showed, the audit ethics have influence on variables quality program audit fees in the research also has an effect on variables the quality of a partial audit and simultaneous.

For optimal use and function in the public interior evaluation of seating furniture is important in terms of typology, ergonomics, safety, quality of design, used materials, ecology and other properties. The aim is to adjust the dimensional requirements of the seating furniture for public interior to meet the needs of the current population and reflect the proportional changes in the human body over the last decades.Due to the ageing of population and growing number of people with movement and physiological limitations (which also include the elderly), it will become, in near future, more topical need to modify the rules related to seating furniture that is used in public space. Particularly, in the term of simple and non-discriminatory sitting down and standing up.Proposal to change standards is based on the analysis of used values, the results of the current anthropometrical survey and addition of parameters that were processed by using ergonomic software.In most of the activities related to the seating there is an interaction with the surrounding furniture. Based on this assumption arise the importance of connection between seating furniture and reaching distance of the person sitting on it. Ranges are in the computer simulation divided according to intensity - static, dynamic and comfortable (with the preservation of the natural physiological limitations of joints). The resulting values of simulations can be defined distances suitable for placing objects near seating furniture to ensure the possibility of full utilization.If the principles are kept and they come from the needs of people with limitations, it is certain that the environment will suit all healthy individuals and at the same time it will be non-discriminatory for a greater proportion of people with physical limitations.

Empirical work on the influence of competition policy relies on the construction of indicators for measuring certain attributes of the relevant laws and institutions that can be hypothesized to influence the “quality” of these laws and institutions and hence their effect on competition and economic performance. This paper contributes to the methodological literature on indicators of the quality of Competition Law Institutions & Enforcement (CLI&E) and to the empirical literature relating to the measurement of these indicators in different countries. It presents the results of a recent empirical study, which objective has been to measure indicators of the quality of CLI&E, using data collected through a Questionnaire based survey of competition authorities in a large number of countries and data available from international organisations for these countries. The measurement of the indicators relies on a new methodology that focuses on the factors influencing the extent to which CLI&E improves competition and so enhances economic performance. The overall conclusion is that the three BRICS countries included in our survey (Brazil, Russia and South Africa) are coming closer to the advanced jurisdictions in terms of the specific features of the countries’ institutional and legislative set-up relating to CLI&E but still lag far behind in terms of the general conditions (economic, political, institutional, and socio-cultural) influencing the intensity of competition in a country.

Implementation of good governance in public service. The principles of good governance is the government whether it is done in the government in the implementation of the public service. So this research aims to determine and analyze the value of the application of good governance and also knowing and analyzing yhe value of the quality of public service in the Sukolilo in Surabaya. The gathering data carried out by using interviews conducted with the head of the sie the government, as well as questionnaires in the spread of the Sukolilo in Surabaya with the amount of an informant for the 25 people who take care of the sevice E – ID cards, and also use techniques the observation of data – data obtained from the Sukolilo in Surabaya. The data analysis carried out in this study is the reduction of data to select the data according to the research, also the presentation of data with the present data that has been reduced and obtained from the Sukolilo, Surabaya, and also use techniques of pigeons gathered to conclude the data that has been reduced and is served. The results of this that the value of the implementation of the principle of good governance in the service of the E – ID cards in the Sukolilo of Surabaya was enough it’s fine with the value of approximately 21,6 and obtained also the results of this research that the value of the quality of service E – ID cards in the Sukolilo of Surabaya was enough it’s fine with the value of approximately 51. Keywords: good governance, the quality of public service.

For companies engaged in the service-providing sector, good service by meeting customer's desires and needs is a must in order to thrive competitively. This case study was conducted on service provided by the government social insurance company engaged in traffic accident insurance services in Surabaya. As an industry that provides service, customer satisfaction is of importance in order to gain trust from the public, reduce negative opinion in public, and support the objective of good governance. This study integrated the SERVQUAL-Kano method to evaluate customer satisfaction concerning 18 service attributes related to service provided by the social insurance company. Further efforts were then made to find solutions for service attributes with low satisfaction scores by using the Quality Function Deployment (QFD) method. Therefore, the results can help to improve the quality of service. The results were in the form of a priority improvement design for strategic decision recommendations that can be implemented by the company to increase customer satisfaction.

Arising from a recently formed research network, Stitching Together, this article introduces a collection of case studies that critically examine participatory textile making as an emerging methodological approach to research. The twenty-first-century resurgence of interest in textile processes such as knitting, sewing and weaving, whether as individual practice or community-based initiative, builds on a long and culturally diverse history of collaborative textile-making activity. This resurgence, combined with the familiarity, accessibility and flexibility of textile practices, has influenced a recent growth in the use of such activities as a means of inquiry within diverse research contexts. The article considers the ways in which collective textile-making projects privilege social encounter as a format for learning skills, creating friendships and consolidating shared interests. It goes on to discuss how researchers are drawing on these characteristics when devising new projects, highlighting the quality of experience afforded by textile making, the diverse forms of data generated and the variety of ways in which these participatory activities can be set up. Recognizing that this research approach is far from straightforward, three key methodological themes are then considered: the multifaceted nature of the researcher’s role and the complexities of relationships with participants and other stakeholders; the difficulties that can arise when using such familiar textile processes; and the opportunities, and complexities, of co-producing knowledge with participants through collaborative textile activity.
