This study aims to determine and analyze the application of the principle of transparency and the implementation of excellent service at the Kendari City Investment and One Stop Integrated Service Office. This study uses a descriptive qualitative approach, data analysis uses interactive model analysis techniques consisting of data collection, data reduction, data presentation and conclusion drawing/verification. The results showed that the application of the principle of transparency at the Kendari City Investment Office and PTSP from the informative (informative) aspect of the agency was good enough in providing convenience to the public to obtain information either directly or indirectly about services in the field of investment and licensing, in terms of openness has been good enough in conveying information to the public openly, and is easily accessible through several channels of information delivery, on the other hand, the agency still needs to be more intense in explaining all service requirements both technical and administrative in a clear and easy to understand manner using the system. and simple language to the public, from the aspect of disclosure, it is still not optimal in informing the public of financial details and annual reports regarding revenue, financial management and assets of the organization. In terms of the implementation of excellent service in terms of the dimensions of service procedures, service costs, completion time, service products, infrastructure, the overall competence of service providers is good, with the Public Service Standards  that have been standardized in 2018.

This study designs a reference model of the Defense REST API server based on the representational state transfer (REST) architecture style to present the most efficient, stable, and sustainable technical criteria for real-time service integration of defense information systems in Korea. The purpose of this component is to provide evidence to be stipulated as part of the Korean Defense Ministry's instructions and regulations, such as the Defense Interoperability Management Directive and the Interoperability Guide, and to support the development of the National Defense Interworking Technology and Interoperability. As the defense information system was subdivided and developed by the army, navy, air force, or business functions, interworking between information systems has become one of the most important factors. However, despite the need for advanced service integration and interworking, various interconnection service modules based on enterprise application integration (EAI), EAI hubs, and spokes were developed at a level that met local requirements (simple data transmission) without specific criteria for each network or information system. As a result, most of the interconnection modules currently in operation suffer from the absence of a technical spectrum, such as not meeting the military's demands for real-time interconnection and service integration, which increases with time. Therefore, this study seeks to identify the above problems by integrating the defense information system into one service and presenting a reference model of the defense REST API server to meet various real-time interworking requirements, analyze the technical basis, and pursue a model that fits military reality.

Public service providers during the COVID-19 pandemic face challenges in realizing quality services. At this time, service providers need the support of an organizational culture that is sensitive to change and optimal employee performance. Therefore, to determine the influence of organizational culture and employee performance in public services, this study is directed to analyze organizational culture and employee performance in supporting the implementation of quality public services in agencies engaged in public services in Central Mamuju Regency. In order to obtain objective research results, quantitative methods were used. Research data were obtained from questionnaires distributed to 102 samples, which were then strengthened by the results of interviews and secondary data related to the research topic. The results showed that the relationship between organizational culture and employee performance in influencing the quality of public service delivery during the COVID-19 pandemic was inseparable from the leadership and financial management factors of the organization. Leaders who cannot make decisions in favor of employees reduce employee work motivation. In addition, the use of applications as a solution for public service delivery during a pandemic cannot be utilized properly due to a lack of management budget. So that organizational culture and employee performance in public service agencies in Central Mamuju Regency cannot encourage the implementation of quality public services for the community during the COVID-19 period.

PT. XYZ menyediakan layanan perbaikan kategori general repair bagi pelanggannya. Pada layanan ini, terdapat kendala yaitu lead time proses servis berkala eksternal (SBE) tidak mencapai target, khususnya pada proses penggantian oli mesin Fortuner. Proses ini dirasa masih kurang efektif karena teknisi kerap harus membersihkan cross member dan lower cover, serta lantai stall karena ada tetesan oli ketika proses penggantian oli dilakukan, hal ini yang menyebabkan waktu servis menjadi lebih lama. Dalam mencari solusi atas permasalahan yang terjadi, penulis menggunakan tools fishbone diagram untuk membuat improvement mempercepat penggantian oli mesin Fortuner dengan membuat service special tools (SST) berupa penampang oli mesin sehingga memudahkan teknisi melakukan penggantian oli mesin. Hasil dari improvement tersebut mempercepat lead time proses SBE dari 1 jam 2 menit 59 detik menjadi 54 menit 39 detik.

Traditional coseismic displacement retrieval generally uses real-time kinematic (RTK) and precise point positioning (PPP) services. However, both RTK and real-time PPP need a network link to transmit the corrected data. Although the network link may be interrupted when an earthquake happens, the PPP-B2b service broadcasted by geostationary orbit (GEO) satellites will not be affected. Its service range mainly covers China and the surrounding areas. In this research, the PPP method with PPP-B2b service based on constrained coordinates is proposed and overcomes the limitation of the network link and long convergence time. First, the accuracy of orbits and clock offsets for the PPP-B2b service is evaluated and compared with real-time service (RTS). Then, the simulated experiments are carried out using the PPP method with PPP-B2b service based on constrained coordinates, which tests the accuracy by calculating the coordinate displacement of the measurement station. The results show that the accuracy of PPP-B2b orbits in the radial direction is within 0.1 m. Moreover, regarding the accuracy of clock offsets, the PPP-B2b service is no more than 3.5 cm. This validates the feasibility of replacing RTS products with PPP-B2b. In the 15 min simulated experiments, the root mean square (RMS) of horizontal and vertical directions is maintained within 3 cm.

Abstract Using predictive analytic modeling, the Veterans Affairs (VA) Geriatrics and Extended Care Data Analysis Center (GECDAC) identified vulnerable “High-Need High-Risk” (HNHR) Veterans, as requiring more support and services. We sought to identify variables linked with utilization of our outpatient HNHR C4 clinic offering Comprehensive Geriatric Assessment, Care Planning, Care Coordination, and Co-management". Of 724 HNHR Veterans contacted, 531 were reached and invited to participate; 193 were not reached, 326 were reached but declined the C4 clinic, 205 attended the clinic. We compared these groups. Independent variables were organized using Anderson’s behavioral model into predisposing (age, gender, race, ethnicity), enabling (drive time, service eligibility, Area Deprivation Index, marital status), and need factors (mental health cognitive condition, ambulatory care sensitive conditions, NOSOS, JFI, CAN, etc.). C4 enrollment acceptance was the outcome. Results showed that compared to patients who declined, HNHR veterans who attended C4 clinic had more chronic health conditions(p<0.01), more service eligibility(p=0.01), more driving time to the closest VA clinic(p=0.01), and more were married (p=0.01). Patients who declined C4 clinic might have greater barriers to care access. Accessing needed healthcare among HNHR older adults maybe impacted more by enabling factors that allow the individual to seek care if needed and are the resources that may facilitate access to services, rather than need factors, which include individuals' perceptions of their health and functional state, and healthcare needs assessed by professionals. More social and intermediary determinants of health should be incorporated as enabling factors into models striving to understand drivers of healthcare use.

AbstractThe future sixth generation (6G) is going to face the significant challenges of massive connections and green communication. Recently, reconfigurable intelligent surfaces (RIS) and non-orthogonal multiple access (NOMA) have been proposed as two key technologies to solve the above problems. Motivated by this fact, we consider a downlink RIS-aided NOMA system, where the source aims to communicate with the two NOMA users via RIS. Considering future network supporting real-time service, we investigate the system performance with the view of effective capacity (EC), which is an important evaluation metric of delay sensitive systems. Specifically, we derive the analytical expressions of the EC of the near and far users. To obtain more useful insights, we deduce the analytical approximation expressions of the EC in the low signal-to-noise-ratio approximation by utilizing Taylor expansion. Moreover, we provide the results of orthogonal multiple access (OMA) for the purpose of comparison. It is found that (1) The number of RIS components and the transmission power of the source have important effects on the performance of the considered system; (2) Compared with OMA, NOMA system has higher EC due to the short transmission time.

Abstract At present, mobile devices generally use GPS, Beidou and other satellite time service methods to obtain time, but the clock synchronization based on IEEE 1588 protocol still has deviation. To solve this problem, a clock synchronization method is proposed to improve IEEE 1588 protocol. Based on the analysis of IEEE 1588 protocol, the clock deviation and frequency deviation which affect the synchronization accuracy are modeled. The second-order Kalman filtering algorithm is used to recursively deduce the clock deviation and frequency deviation, and the Allan variance is used to verify the noise characteristics and constantly correct the clock deviation. Finally, the improved effect is verified by relevant experiments. The results show that the improved system can improve the synchronization accuracy.
