Subject. This article discusses the issues related to the industrial production process re-engineering in a fundamental way in the conditions of Industry 4.0. Objectives. The article aims to identify the current areas of digitalization and the specifics of the implementation of Industry 4.0 achievements at small and medium-sized industrial enterprises (SMEs). Methods. For the study, I applied the methods of theoretical generalization, systems, logical, structural, and comparative analyses, and statistical methods. Results. The article highlights the advantages and limitations associated with the introduction of Industry 4.0 technologies in small and medium-sized industrial enterprises and identifies constraints and prospects for entering new markets. Based on the analysis of indices, the article assesses the state of preparedness and willingness of small and medium-sized enterprises in Russia for digitalization. Conclusions. It is necessary to conduct special studies on various aspects of the implementation of Industry 4.0 technologies at small and medium-sized enterprises.

In the context of Industry 4.0, processes in industrial production are radically reorganized, including digitalization. The subject of the research is the processes of digitalization of small and medium-sized industrial enterprises. The purpose of the study was to identify the current areas of digitalization and the implementation of Industry 4.0 at industrial SMEs. Based on the bibliographic analysis, it was revealed the need for special research for the implementation of Industry 4.0 technologies in SMEs, which will allow to transform them into smart factories. The advantages and limitations for the implementation of Industry 4.0 technologies in manufacturing SMEs are highlighted. On the basis of statistical analysis and analysis of indices, the readiness of Russian SMEs for digitalization was assessed; constraining factors, implemented digital technologies, and prospects for entering new markets were identified.

The paper proves the importance of introducing incentives for energy-efficient functioning of industrial enterprises by increasing a carbon tax and its redistribution between the payer and the state. The paper aims to conduct recursive modelling of intentions of fulfilling extended tax obligations by industrial enterprises in case of implementing a mechanism for promoting their energy efficiency. Research methods are the following: synthesis and analysis; theoretical generalization; logical generalization; method of rising from the abstract to the concrete, recursive modelling, financial analysis. Results: the expediency of implementing the mechanism for promoting the energy efficiency of industrial enterprises has been justified; the tools for minimizing resistance to tax changes have been determined.

Introduction. Industry 4.0 is a concept that is considered a new phase in the Industrial Revolution, closely related to the application of information technologies and the digital transformation of manufacturing. The main purpose is to be created a more holistic and more connected ecosystem, focused on supply chain management in industrial companies. Implementation of solutions in Industry 4.0 is mostly related to the concept of the Internet of Things (IoT). Mass deployment of this type of technology in industrial enterprises is the basis of the so-called Industrial Internet of Things (IIoT). Achieving interoperability in the IIoT requires the combination of two technologies: the Internet of Things and the Internet of People. Aim and tasks. This article describes the implementation of the concept of the Internet of Things in industrial enterprises, as a key technology factor for developing Industry 4.0. Results. A brief overview of the evolution of industrial production - from the beginning of the Industrial Revolution to the emergence of Industry 4.0 is made. The main principles for implementing Industry 4.0 solutions ensure that the entire production process is computerized. Industry 4.0 solutions are mostly associated with the concept of the Internet of Things (IoT) whose definition and essence are obtained in this article. Based on the various concepts of the IoT are presented solutions that can be used in the industry, namely: in consumer devices in technology used in public organizations in infrastructure applications in industrial applications, also called the Industrial Internet of Things (IIoT). Therefore, we can say that there is a significant potential for improving production processes as regards: optimization of operations, forecasting equipment support, inventory optimization, improving workers' security, shipping chain optimization, etc. Conclusions. The application of the Internet of Things in enterprises is an important and decisive step in the process of their digital transformation and transition to Industry 4.0. The interaction between humans and machines, carried out through Internet technologies, leads to the emergence of the Internet of Everything, which will be a basic concept in industrial production in the coming years. However, the role of man in the production process should not be completely eliminated, but solutions should be sought that support and intellectualize his work.

The economic sanctions of the United States, Canada, Australia, the EU in banking and technological sectors jeopardized Russia's national security. Moreover, the break of traditional technological chains of industrial enterprises in Russia and Ukraine set the task of accelerated import substitution. The economic situation inside the country is depressed, since internal reserves are insufficient for quick solution of the import substitution problem. An important condition to increase the efficiency of industrial production is the search for internal reserves at the local level, as well as ensuring sustainable operation of enterprises. The concept of sustainable operation of an enterprise includes its economic security, determined both by internal and external factors. In this paper a number of specific features of industrial production such as strict regulation and control by the state, a high level of specialization, technical complexity, the need for highly qualified specialists, and complexity of spatial placement is defined. Features of industrial production determine threats to the enterprise economic security. A high degree of regulation and control by the state creates the following threats: pressure of public authorities in order to obtain benefits, use of administrative resources in trade wars and raidership, frequent and drastic changes of laws, the risk of falling into dependence on officials, shareholders and partners. The focused narrow specialization of production negatively affects the ability of an enterprise to react quickly to market changes, and, first of all, the market conjuncture. This feature forms the following threats: falling demand for manufactured products, stiffening competition in a certain territory, aggravation of competition with enterprises producing similar goods, monopolization of the market, unfair competition. Due to technical complexity of the production process, the following threats arise: high degree of wear and tear of equipment, industrial injuries and manufacturing defects. A significant need for highly qualified specialists is conditioned by the complexity of the technological process and forms the following threats: labour shortage, low personnel qualifications, flow of highly qualified specialists to competitors, and the risky investments in personnel. The location of a number of industrial productions is bound to the locations of resources and markets. Metallurgical production is heavily dependent on the location of deposits of iron ore and coal. A number of industries gravitates to the market channels. Relationship of business owners and local authorities also influences enterprise location. Depending on the form of relationship, the enterprise is provided with the most comfortable or complicated business conditions. The considered specific features of ensuring economic security of industrial enterprises determined the arising threats. If security threats are known, they can be quantified, which will facilitate continuous monitoring of the situation. The program for ensuring economic security of an industrial enterprise should include continuous monitoring, a set of measures to neutralize threats and tools to minimize losses.

One of the most important sectors of the economy in Russia is industry. In this regard, the state seeks to stimulate the development of innovations in this area. Over the past few years, many industrial sectors in Russia have been in a crisis situation, which is caused by several factors: a decrease in the level of real investment, a decrease in the solvent demand of enterprises-customers and public consumers, and the introduction of financial and economic sanctions in 2014 against Russia by the United States and the European Union countries, as well as the effect of other macroeconomic factors independent of the activities of industrial enterprises. This study aims to identify the main trends in the development of industrial production in Russia in recent years, and an explanation of its causes. This topic is relevant in connection with the foregoing and may be of interest to academic economists studying industry development trends in developing countries. The aim of the study is to analyze the state of industry in Russia from 2015 to 2018 during the period of sanction pressure on the industrial and financial sectors of the Russian economy. Having examined the latest data on the results of the activity of Russian industry as a whole, one can note positive trends in the development of industrial production in Russia despite a number of negative internal and external factors. It is concluded that today, for Russia, the strategic tasks in industrial policy are reduced to overcoming technological backwardness and carrying out technological modernization of industries based on the use of innovative achievements, as well as import substitution for the sectors of the economy that are sensitive to foreign sanctions.

It is proved that the qualitative changes occurring in our national economic system urgently require a more modern approach to the methodological support of the subsystem (function) of analytical processing of technical and economic information data (systematic economic analysis and evaluation) and to the criteria of evaluation of economic (economic) production efficiency-economic activity of industrial enterprises and scientific-industrial associations of the state. In the methodological support, special attention should be paid to the main aspects of the development of the production process, which in modern conditions are especially important for improving its economic efficiency (productivity). It is substantiated that the most important from the practical point of view of management issues should be concentrated in the process of improving the subsystem (function) of planning and enhancing the impact of the production and economic mechanism on improving the economic efficiency of the production process and quality of work and the widespread use of new methods of management and increase their influence, to accelerate scientific and technological progress. It is argued that, at the present stage, the first place is not just studying the performance of indicators and criteria for assessing the optimality (quality) provided by the plans, as was the case in the recent past, but the study of scientific validity and intensity of planned tasks, the study of the dynamics of economic (economic) growth efficiency of the industrial production process as a result of accelerated implementation of scientific and technological progress, improvement of quality characteristics and technical parameters of the finished product This means that the full utilization of all in-house reserves and the potential to intensify the development of modern industrial production.

The article is devoted to topical issues of research of innovative activity at domestic industrial enterprises, its importance for the domestic economy is substantiated. The purpose of the study is to analyze the current state of innovation activity of industrial enterprises and to formulated irections for its improvement. The methodological basis of the study is the current abstraction, analogies and theoretical generalizations - generalization of existing approaches to ensuring the innovative activities of industrial enterprises, justification of the need and highlighting the main problems of introducing innovation processes in domestic enterprises; methods of system, comparative and economic-statistical analysis - to study the state of innovative activity of industrial enterprises of Ukraine; graphic - for visual representation and schematic and graphic construction of theoretical and practical provisions of the study; abstract-logical - for the logical generalization of theoretical principles and formulation of research conclusions. The object of research is innovation. The subject of the research is the current state and directions of increasing the innovative activity of industrial enterprises. Dynamics of innovation activity and process of introduction of innovations in the domestic industryare analyzed. Data on implementation of innovations at domestic enterprises are presented. The structure of sources of financing of innovative activity of industrial enterprises of Ukraine is formed. The factors that impede the activation of innovative activity in modern industrial enterprises are considered. The ways and directions of the problem of activation of innovative development of the enterprises are offered. The directions for innovative activity increase of the industrial enterprises of Ukraine are offered. Thus, based on the conducted research, the most promising areas for increasing the innovative activity of industrial enterprises should be: effective cost management and reducing the cost of production; application of international product certification and standardization of production processes as components of quality management; support of innovation ideas and proposals; improving the level of production organization through the use of upgraded equipment and advanced software; introduction of the latest production technologies and reduction of the duration of the production process; use of modern methodical methods of financial support of innovation activity; introduction of innovative products into the production process and increase their share in the total volume of products; establishing close cooperation with business partners. Conclusions and prospects for further research. Thus, the results of the research indicate the presence of a number of problems in intensifying the innovative activity of industrial enterprises. With the help of the analysis of innovative activity of domestic industrial enterprises the main problems which constrain innovative development of the enterprises are revealed. Mostly financing was carried out at the expense of own funds of enterprises, and the volume of expenditures on innovation activities at the expense of foreign investors, the state budget and lending is observed at a fairly low level. The declining dynamics in the areas of innovation in domestic enterprises and their low share in the volume of industrial production is a manifestation of forced compulsion to increase imports of new equipment and technologies, manufactured products and reduce export operations for domestic innovative products. According to the obtained results the directions directed on activization of innovative activity of the industrial enterprises are formed. The implementation of the proposed measures will significantly increase the level of innovation activity of industrial enterprises in Ukraine, stabilize the accelerated process of renewal of production, effectively use domestic and foreign investment for innovation. Further research on the issue may concern the formation of modern methods of assessing the innovation potential of industrial enterprises and the formation of a mechanism foren hancing the irinnovation activity, which will provide a significant increase in the level of innovation activity of industrial enterprises, stabilization of production renewal processes, expedientuse of internal and attracted external investment ininnovation.
