This article analyzes the legal regulation of relations between the Kingdom of Spain and the Russian Federation in the field of adoption of Russian orphans by Spanish citizens. The authors examine the history of development of the bilateral Russia-Spain cooperation; normative legal framework and order of adoption of the Russian orphans in Russian and Spanish legislation. The article provides statistical data on the adoption trends of the orphans in the Russian Federation by the citizens of the Kingdom of Spain. The relevance of the selected topic is substantiated by the fact that for many years Spain has demonstrated steady interest in this regard, holding a second place among the countries that adopt children from Russia. However, the legislative and bureaucratic framework for cooperation in this field requires improvements. The conclusion is formulated that despite the decrease in the number of adopted Russian orphans by Spanish citizens in recent years, it is necessary to continue developing cooperation in this area, as well as improve the existing normative legal framework.

This article conducts the analysis of legal regulation of relations between the Kingdom of Spain and the Russian Federation with regards to adoption of Russian children by Spanish citizens. The authors examine the history of development of bilateral Russian-Spanish cooperation; legal normative base, and procedure for the adoption of Russian orphans in the Russian and Spanish legislation. Statistical data is provided on the trends in adoption of Russian orphans by citizens of the Kingdom of Spain. The article employs the following methods of scientific research: historical, comparative-legal, statistical, and systemic analysis. The relevance of the selected topic is substantiated by the fact the for many years Spain demonstrates consistent interest in this question, ranking second among other countries that adopt children from the Russian Federation. At the same time, the legal and bureaucratic framework for realization of Russian-Spanish cooperation in this field requires improvements. The authors conclude that although the number of adopted Russian orphans by Spanish citizens has dropped in recent years, it is necessary to continue cooperation in this field by improving the existing legislation.

This is an attempt to provide a meaningful disclosure of the key features of the legal status of civil servants in the Russian Federation in this article. The specifics of their legal status are expressed in the aggregate of legally established guarantees, restrictions and liability. This made it possible to analyze the legal framework governing the service in these positions on a scientific basis. Study the history of formation and development of Institute of the state posts of the Russian Federation, studying the legislative experience of the Russian regions, the existing judicial practice and theoretical developments in the scientific literature, is intended to facilitate the search for optimal solutions of actual problems of legal regulation of legal relations associated with the replacement of these posts.

The article discusses the development of horse breeding in the Kaliningrad region. The materials are based on the analysis of the history of development and the current state of the main directions of horse breeding in the Kaliningrad region. The paper presents statistical data on the number of horses of different periods, analyzes historical information and the current state of horse breeding. Breeding achievements, problems and prospects for the development of horse breeding in the Kaliningrad region are discussed within the framework of the state strategy for the development of the industry in the Russian Federation.

Legal regulation of the use of video technologies in the Russian criminal procedure is conducted on the international and domestic levels. However, based on the primacy of international law recognized by the Russian Federation, the marker is the position of international community that is reflected in the normative legal acts of its special bodies, as well as on the doctrinal level. This article carries out the chronological analysis of the acts issued by international bodies and organizations pertaining to the use video conferencing in criminal proceedings. The subject of this research is the acts of international bodies and organizations that underlie the development of the national legal framework for the use of video conferencing in the Russian Federation. The analysis of normative acts that regulate the use of video conferencing in the Russian criminal procedure demonstrate that for the most part this question is being addressed in the international agreements ratified by the Russian Federation, rather than in the national legislation (considering the provisions of the Part 3 of the Article 1 of the Criminal Procedure Code of the Russian Federation). Leaning on the acquired results, the author concludes that such tendency can be explained by a number of circumstances, namely lag in the rates of digitalization compared to the leading European practices, insignificant period of approbation of the results of using video technologies, as well as relatively short period of intensive implementation of such technologies due to the amendments in criminal procedure policy of the country, which now requires exhaustive normative regulation. The author believes that it is more appropriate to begin the analysis of normative acts that determine the legal framework for application of video conferencing in criminal proceedings of the Russian Federation with the general principles and norms of international law and international agreements, since their role in intensification of the process of digital transformation of criminal procedure in Russia cannot be overestimated.

The article provides an analysis of regulatory legal documents that establish the legal framework for the provision of medical care using telemedicine technologies. An assessment is made of the current state of telemedicine legal regulation in Russia. The law on telemedicine requires adjustment and refinement of existing regulations, procedures, standards of medical care with a detailed regulation of tools and situations of their application.

The work substantiates the position that to understand the constitutional legal mechanism of public control in Russia it is necessary to study the international legal framework of control of civil society over public authority in connection with the implementation of generally recognized principles and norms of international law in the legal system of the Russian Federation as a priority the rules of the legal regulation under Part 4 of Article 15 of the Constitution.

Abstract The paper is concerned with theoretical and practical aspects of the poaching phenomenon as national and transnational environmental crime. It critically examines Russian legislation on the use of biological resources in general and countering poaching in particular and presents a review of research con-ducted internationally and in Russia as well as statistical data provided by international organizations and state bodies of the Russian Federation. It also defines the concept of poaching and its legal characteristics, highlights key challenges to countering poaching both within Russia and at the transnational level. Particular emphasis is placed on poaching across the Russia-China border adjacent to the Far Eastern and Siberian Federal Districts which ac-count for the rarest flora and fauna species in Russia. The paper outlines challenges to regulating federal anti-poaching legislation and current pitfalls in combating illicit trafficking of species at the state level. It considers op-posing viewpoints of researchers engaged in this field, their strengths and weaknesses, and suggests possible solutions to the identified problems. The paper concludes that methods of combating poaching are still underdeveloped and require certain legislative improvements at the level of national legislation and international cooperation.л.

This article analyzes the establishment of legal regulation of the court's activity in the consideration and resolution of the question of transferring foreign citizens sentenced by the court of the Russian Federation to serve their sentence in country of citizenship. The author offers periodization of the chronology of its evolution,  and draws attention to the gaps and inaccuracies in the current legislation and the need for amending normative legal framework, which is testified by the legal acts adopted by the state authorities of the Russian Federation, including those aimed at regulation of international legal relations in this sphere, as well as the works of the scholars-processualists. The conclusion is made that the corresponding court's activity acquires a special role. Compared to the Soviet period, national and international norms that regulate the court’s activity in this area have experiences significant changes, as the number of convicts transferred to their country of citizenship has increased considerably, the contractual practice of the Russian Federation has expanded, which is substantiated by the globalization processes and the need for the development and strengthening of international cooperation of the Russian Federation with foreign countries in the sphere of transferring foreign citizens. Examination of the chronology of changes experienced by the normative legal framework of the court’s activity in the course of its establishment and development, allows choosing the right direction for further improvements.

Today, the scope of anti-crisis management is growing rapidly, due to the instability of the economic and political situation in the country. This article discusses the current situation with the institution of bankruptcy in the Russian Federation. The beginning of the article highlights the history of the institution of bankruptcy in Russia and studies the stages of changes in the legal framework in this area. As a result of the analysis of existing legislation, a number of deficiencies are identified and they do not allow self-regulatory organizations of arbitration managers and its members (arbitration managers) to carry out their work effectively. After identifying weaknesses in this area, the article offers the ways to address these problems and shortcomings, including amendments to the Russian legislation on (insolvency) bankruptcy, by which largely the effectiveness of self-regulatory organizations of arbitration managers can be enhanced. Adoption of these changes in the article will help to improve the activities of the institution of bankruptcy.
