The article considers the legal characteristics of the hunting agreement. The author emphasized the legal features of the hunting agreement by the analysis of the doctrine and norms of natural resource legislation: it is the object of complex regulation of various branches of law; this agreement has a special subject – measures for the conservation of hunting resources and their habitat and the creation of hunting infrastructure; the specifics of determining the terms of the hunting agreement and the procedure for its conclusion are established by mandatory norms; this agreement has a special subject composition; a hunting agreement is an investment agreement due to the presence of special qualifying features (an investment, an object of investment activity, a transaction for investing in an object of investment activity).

Problem setting. This article deals with the problems of forming the legislative mechanism of creation and state support of the legal investment order, which should ensure the functioning of the investment market in the mode of observance of the principle of freedom of investment activity and at the same time real providing the national economy with investments in the necessary quantitative and qualitative parameters for the expanded reproduction of competitive socially-based production, without the use of excessive enforcement mechanisms labor, intellectual, financial and natural resources of the country and ensure the state of investment security. Analysis of scientific research. It is significant that public procurement has been the subject of scientific research by experts in commercial law: D.V. Zadikhaylo, V.K. Mamutov, O.P. Podserkovniy, V.A. Ustimenko, V.S. Shcherbinа, etc. The purpose of this scientific article is to identify the key problems of the formation of the legislative mechanism for the creation and state support of the legal investment order, which should ensure the functioning of the investment market and ensure the state of investment security. Article’s main body. The concept of national investment security, which is part of the national economic security of the country as a whole, is to systematically prevent the threat of a critical shortage of investment resources through the creation and state support of an appropriate legal investment order. The lack of a clear and systematic definition in the legislation of Ukraine of the legal mechanism of state regulation of economic relations, including investment, is a disadvantage, which frankly reduces the state’s ability to effectively influence economic processes and, consequently, its ability to fulfill its functional responsibilities in the sphere of economy. The investment component is a special subsystem of economic security that creates prerequisites for the best use of socio-economic relations in the development and scientific and technical restoration of productive forces of society through active investment activity. In studying the structure of the investment component we propose to take into account: inclusion of the investment component in the system of economic security of Ukraine; differentiation of the investment component by different levels of economy (country, region, industry, enterprise); the property of synergism, that is, the investment component of the economic security of the country is not a mere set of investment components of the economic security of regions and enterprises; formation of an investment component under the influence of many objective factors; the occurrence of various risks as a result of appropriate conditions. Conclusions and prospects for development. That’s why there is a need to develop and substantiate a system of initial concepts related to the economic and legal support of the implementation of the investment policy of the state: the investment market, the investment policy of the state, the legal investment policy of the state, the legislative investment policy of the state, the mechanism of formation of the legal investment policy, investment order and national investment security, etc.

An important source of investment resources of low— rise housing construction is the investment activity of the population. The author developed a mechanism for attracting private investment resources in the implementation of innovative projects in the field of low— rise building, which will lead to the creation of an environment conducive to investment of construction sector, as well as to attract external sources of financing innovation. <p>Urban densification and a global shift towards the creation of walkable neighbourhoods have generated demand for more sustainable transport models and supporting infrastructure. Transforming streetscapes from car dominated spaces to places for people. A review of public space allocation in streets demonstrates the need to re-prioritise and re-organise streets to provide improved infrastructure to meet present and future demands on transport corridors.<br />This paper proposes the creation of, an integrated design solution in the form of an urban 'Oasis' that provides a network of on street facilities for cyclists and pedestrians. Planning the network of ‘Oasis’ is informed by the principal of Link and Place creating a visual balance between vehicles and other street users while promoting sustainable ideologies. The 'Oasis' presents itself as a multi-purpose drink station, bus shelter, public seating area, bike rack, public art piece and environmental education tool that, at its core functionality, captures, stores and purifies rainwater so that commuters can park, rest and access water after a walk or ride to the station.<br />The paper explores available technologies and a range of modular adaptable designs to suit various urban landscapes. An integrated network of ‘Oasis’ transforms the street combining furniture combining cycling and pedestrian facilities, comfort and user friendliness, in a unique and attractive form. The development of the Oasis, draws on a range of fields including urban planning and design, landscape architecture, natural resource management, urban water engineering, digital communications and technologies and the visual arts.<br />This research demonstrates the potential flow-on benefits of the Oasis including improved road safety, increased patronage on public transport, increase in cycling, improved natural resource education and management, improved sense of place and foster community building.</p>

Philosophers have tended to see property through the lens of natural resource acquisition. Discussions often focus on agrarian models inherited from Locke in which income and wealth derive from land use. But these models no longer make sense in a service-sector economy. In advanced societies, wealth overwhelmingly derives from the activities of lawyers, chefs, designers, coders, or teachers providing services to others. And once we recognize that in modern economies services are at the core of wealth creation, it becomes more difficult to reject (traditional) libertarian claims about redistribution. In particular, so-called left-libertarian views that attempt to defend redistribution on natural resource grounds become much harder to defend.

Globally the developed countries economies exist in conditions of ever-increasing competition. In recent decades, the states whose economy is based on modern technologies, the introduction of innovations and the creation of a favorable environment for their emergence has gained some advantage. Venture investment is an important component of the innovation economy, without which it is difficult to imagine the rapid development of new technologies. Under these conditions, the task of the legal systems of developed countries has become to create a legal framework for venture investment: convenient, transparent and understandable for national and international investors.In Russia, an important stage in the creation of a legal infrastructure for investment was the adoption of the Federal Law “On Investment Partnership” in 2011, designed to provide the investment community with contractual organizational and legal forms of collective investment activity, taking into account the specifics of the implementation of venture (especially risky) business projects. The Russian investment partnership is a direct analogue of the American limited partnership (limited partnership).The paper considers the main advantages of an investment partnership over other forms of collective investment activity, as well as analyzes some aspects of the regulation of investment partnerships in Russia and limited partnerships in the United States. The author concludes that an investment partnership is the optimal form of collective investment activity provided for by Russian legislation. There is no doubt that the general proximity of the construction of an investment partnership and a limited partnership, common in the United States (and other common law countries), makes an investment partnership the most attractive form of attracting foreign investment to the Russian market.

The trajectory and development trends of key complexes (mineral and raw materials and forestry) of the natural resource sector of the economy of the Khabarovsk Territory in 2007–2020, including both crisis and recovery periods, have been investigated. The main influencing factors of a positive and negative orientation, including external shocks and internal institutional imperatives, and their results for the industries of the natural resource sector of the Khabarovsk Territory are identified. The trends in the sectoral dynamics of production, investment activity, the contribution of resource industries to the structure and final results of the regional economy under the influence of crises of 2008–2009, 2014–2015 and 2020, different in nature, are shown

An integrated geoecological approach to the optimization of the landscape-ecological organization of the territory (LEOT) of the Ternopil region, which is focused on determining the priorities and criteria of optimality in modern ecological-social-economic conditions, is considered. The features of the geoecological situation, as well as the natural resource potential of the region, are taken into account. A SWOT analysis of the objective prerequisites and subjective factors of the landscape-ecological organization of the territory has been carried out and the need for its implementation has been brought to light. Based on the materials of the development of economic spheres of the region, a comparative analysis of the existing development with optimal guidelines is carried out. The priority priorities in the modern conditions of the complication of the ecological situation - anthropoecological and environmental protection are not targeted and are considered in most projects and regional programs as secondary and are planned in the old-fashioned way behind a residual principle. The prospects for the development of agro-industrial are considered. water, recreational and forestry sectors of the economy as priorities for the existing in the region structure of production natural resource potential. Particular attention is paid to the formation and development of 12 promising regional landscape parks, the creation of which was proposed more than 15 years ago. Their creation with additions of environmental authorities is planned for all landscape areas of the region, including new administrative areas. In the tables below. describes the territorial structure, and their location, as well as the planned year of creation. An assessment of their role in recreational nature management was carried out, which made it possible to determine the stage by stage of their creation. In addition, this will provide an opportunity to optimize nature conservation management - to act as natural cores and eco-corridors of the regional eco-network. A schematic map has been created that takes into account the accessibility of the RLP and NPP of the region for recreants (Fig. 1) on which the entire territory of the region and significant parts of the neighboring regions are covered by the radius of visitor accessibility.  Taking into account transport accessibility, this will make it possible to determine the spatial directions of creating and improving the existing recreational infrastructure, the formation and development of new elements of the territorial recreational system. The analysis of the existing ecological-geographical situation (EGS) in the locations of the proposed RLP was carried out and a conclusion was made about the prospective improvement of the natural conditions of the local population's life in the need for the creation of the three most functionally and infrastructurally developed RLP Berezhanskoe Opolye, Sredneseretskiy and Knyazhiy forest. The system of the considered proposals will make it possible to strengthen the resource-saving spheres of the economic complex, to balance the ecological-socio-economic development of the regional region and the participating local communities in the interests of the people. The article is devoted to the study of the state of the market for long-term investments in infrastructure in Russia. The paper describes the factors that affect investment activity, and reveals the role of the NAC IN infrastructure development. The author pays special attention to the creation of the INVESTINFRA database db.investinfra.ru, which is an information and analytical project on real investments, contributes to the creation and development of infrastructure in Russia on the basis of public-private partnership in the form of concessions. The article presents current analytical products developed by NAKDI aimed at reducing the risk level of concessionaires.
