The trajectory and development trends of key complexes (mineral and raw materials and forestry) of the natural resource sector of the economy of the Khabarovsk Territory in 2007–2020, including both crisis and recovery periods, have been investigated. The main influencing factors of a positive and negative orientation, including external shocks and internal institutional imperatives, and their results for the industries of the natural resource sector of the Khabarovsk Territory are identified. The trends in the sectoral dynamics of production, investment activity, the contribution of resource industries to the structure and final results of the regional economy under the influence of crises of 2008–2009, 2014–2015 and 2020, different in nature, are shown

The article focuses on the manifestations of the modern «pandemic» crisis in the key resource industries (mineral resources and forest complexes) of the Far Eastern macroregion. The features of the crisis dynamics of production are shown depending on the predominance of some types of natural resources in the structure of the regional economy, their connection with Russian and world markets, the character of the impact of market factors. The influence of external shocks and national institutional imperatives on the change in the parameters of different branches of the natural resource sector has been investigated. There were found new crisis manifestations associated with the peculiarities of staff formation in the resource sector («shift workers factor»), their consequences for the regional economy and raw materials companies, the need to update the relevant scientific and methodological assessments and management decisions. It was revealed that with all the novelty and multidirectionality of manifestations of the crisis in 2020, the key characteristics of the situation are determined by the traditional set of fundamental reasons that define the development of a region with a resource specialization both in crisis and recovery periods

One of the most urgent tasks of economic geography in the article is to ensure the sustainable development of the Jabrayil region on new foundations, whose economic and social facilities, which have been under occupation for many years, have been completely destroyed. The initial data collected on the objects destroyed in the area as a result of the analysis and their geographical location can be used as substantive information in the reconstruction activities of the district. As a result of the analysis, the existing potential in the region: favorable transport, new Zangilan and Fizuli centers in the neighborhood, sand, cement raw materials, fertile lands, canals, rivers, hydropower and solar resources will have a significant impact on the rehabilitation and development of farms. As a result of the research, the optimal centers for the location of "smart villages" in the region were identified. The article will focus on the development of local and global transport routes through the region, the use of local mineral deposits and the effective organization of internal and external relations. The information obtained as a result of the research will allow to build the perspective territorial planning of the regional economy on the basis of existing standards. Key words: consequences of occupation, advantages of reconstructed forms of economy, substantiation of centers, features of distribution in the area

The case of Various Raw Materials has been settled. However, some issues in this case are still popular topics among Chinese scholars. The most controversial issues are whether China is entitled to invoke Article XX of the GATT 1994 to defend its export restrictions and whether China demonstrated its measures consistent with Article XX (b) and (g) of the GATT 1994. This paper points out that the Article XX of GATT 1994 in its essence is extremely difficult to be invoked successfully. What makes it even more difficult is ‘stereotype’ to China’s ‘exceptional circumstances’. In view of ineffectiveness of the necessity defence, changing economic management pattern to achieve sustainable development is the fundamental way to solve the problem of Chinese environmental protection as related to exploitation of natural resource.

The recent interest in the topic of agri-food exports is caused by investment activity in agriculture after 2014 and, as a consequence, the positive dynamics of the main indicators of the industry's development. Russia’s food exports has grown more than 15 times since the early 2000s, and the dozens of countries around the world buy this food. At the same time, there are structural and regional features that indicate the limited results achieved in foreign trade, but Russia’s agri-food exports are growing only at the expense of three categories of goods (grain, vegetable oil and fish) with a lower added value than by top-processed food products. It is noted that despite the large number of importing countries, only a few of them purchase significant volumes of Russia’s food. The aim of the study is to quantify the regional differences in the involvement of the territory in the export of food and agricultural raw materials. The assessment showed that most of the Russia’s regions are poorly involved in foreign trade, therefore more than half of all food exports belong to several regions that have a large seaport and produce one of the three main food products. Based on the assessment results, a typology of Russia’s regions is presented according to the criterion of involvement in Russia’s export of agricultural products, taking into account the characteristics of exported products (upper, middle or lower processing). The results obtained make it possible to assess the real export activity of the agroindustrial sector of the regions and the potential for its increase in the future. To calculate the dynamics and regional distribution of Russia’s food exports we used the database of the Federal Customs Service of Russia (HS codes 01-24). In the article, we also calculated the Balassa index and the export diversification index, modified for analyzing the involvement of Russia’s regions in the export of agricultural products.

A new polyferric silicate chloride(PFSC) was prepared by using sodium silicate, ferric chloride as raw materials, at the same time, its coagulation performance and the influencing factors were observed. The water containing algae was processed by PFSC coagulant and coagulation mechanism were discussed. The results showed that the best reaction time of PFSC preparation was 1h, temperature was 40°Cand Fe/Si mole ratio was 1. The removal efficiencies of chlorophyll a and turbidity were 82.40% and 94.97% respectively at 14mgFe•L-1 of dosage. Coagulation mechanism of PFSC is considered as the cooperation of oxidization/adsorption/charge-neutralization, adsorption-bridging and sweeping, which is the effect of silicic acid, iron and iron hydrolysate on the suspended particles in wastewater.

Active development of the region's economy is impossible without attracting investment. Investment activity is the most important determinant of effective social and economic development of the regional economy. It is important for potential investors to correctly assess the investment attractiveness of the region and determine the level of investment risk. The article examines the main factors of investment attractiveness of the regions of the Russian Federation. The analysis of the main methods of assessing the investment attractiveness of regions used in Russian practice is carried out. The article draws attention to the tendency of refusal from simple calculation of financial indicators towards in-depth economic analysis when assessing the investment attractiveness of regions. The conclusion is drawn about the relationship between the level of investment attractiveness and the presence of a strong regional management team capable of creating a favorable investment climate. On the example of the Kaluga region, which implements the cluster approach in the development strategy, an analysis of investment attractiveness is carried out using the rating methods of the Agency for Strategic Initiatives and the Rating Agency “Expert”. The role of the automotive, pharmaceutical and transport and logistics clusters in attracting direct investment to the region in 2017-2019 has been determined. The volume of investments in the regional economy and the change in the gross regional product of the Kaluga region for the analyzed period are analyzed. The study used a comparative method, analytical, method of economic and statistical analysis (use of statistical data). The main result of the study was to identify the reasons for the dynamics of factors of investment attractiveness. Recommendations are given for the optimal methodology for assessing investment attractiveness, in particular, on the need to provide open access to the rating results, to be adaptive, to realistically assess the regional gap and to take into account the investment and innovation activity.

Foreign investors and states frequently cooperate to facilitate investment projects in the natural resource sector. National elites tend to be involved in these cases, acting like partners to the foreign investors, because they often benefit economically and have an interest in the continuation of extractivism. Meanwhile, local communities are in a weak position, with limited or no public support and few legal options. They may still resist a project, sometimes forcing the state to cancel it, yet cancellation may only be a pyrrhic victory. Foreign investors can rely on investment treaties and ISDS to interpret and enforce the political signals and givings granted by the host state. The cases analysed in this chapter show how ISDS tribunals overlook investor misconduct and the context of extractivist projects while making local communities invisible.
