Example of modeling the use of fire-fighting vessels

Introduction. The article considers a systematic approach to assessing the effectiveness of the preparation and use of fire-fighting vessels. Using the Pattern method, a study of the use of a fire-fighting boat for solving problems of extinguishing fires on water transport was conducted. Goal and objectives. The purpose of the study is to improve the methodology for determining the effectiveness of the preparation and use of fire-fighting vessels according to the selected evaluation criteria, with the determination of the impact of each criterion on the overall effectiveness of fire extinguishing. Methods. In the article, the process of evaluating the effectiveness of the preparation and use of fire-fighting vessels can be divided into two stages. At the first stage, a verbal presentation of the research task is carried out with the identification of the most "weak" training measures and during the application of fire-fighting vessels using the Pattern Method. At the second stage of the study, an assessment of the state of the identified "weak" measures is carried out with the definition of measures to improve the technical readiness of the material part or organizational and technical measures during the operation of fire-fighting vessels. Results and discussion. The author obtained a particular analytical solution for improving the efficiency of operation of fire-fighting vessels for the case of using a fire-fighting boat. A method for calculating the evaluation criteria is proposed. Conclusions. Thus, the proposed modification of the model of preparation and application of fire-fighting vessels consists in the representation of organizational and technical processes in the form of a logical "tree of goals". The directions of further research in terms of the development of the results obtained in the analysis of the operation of fire-technical equipment on fire-fighting vessels and fire-fighting vessels themselves are determined. Sulfur dioxide is used to ensure the safety of fruit raw materials and semi-finished products used for the production of confectionery. This preservative has allergenic properties. In accordance with the Technical Regulations of the Customs Union TR CU 022/2011 "Food products in terms of their labeling" the content of sulfur dioxide must be specified when labeling confectionery products, if its content exceeds 10 mg per kg. The definition of this preservative in raw materials, semi-finished products and confectionery in accordance with the current GOST 26811 “Confectionery. The iodometric method for determining the mass fraction of total sulfuric acid is often difficult because of the complexity of confectionery products, the formation of intensive staining of the solutions under study and the ability of sulfur dioxide to react with other components of the objects under study. Therefore, the task of developing methods with the optimization of the sample preparation stage of the samples under study, which allow one to fully determine sulfur dioxide in confectionery products, semi-finished products and raw materials, is relevant. The purpose of this work was to develop methods for determining sulfur dioxide in raw materials, semi-finished products and various names of confectionery products, as well as assessing the impact of these types of raw materials and semi-finished products on the content of sulfur dioxide in confectionery products. The results showed that sulfur dioxide is present in many raw materials. In mg per 1 kg of sugar in white sand from 1 to 9, molasses from 25 to 52, wheat flour from 9 to 15, starch from 3 to 17. In fruit raw materials from 5 to 545 mg per kg. In confectionery: marshmallow and marshmallow from 8 to 29, gingerbread from 6 to 25, biscuits from 0 to 16, chocolate from 8 to 13. Based on the data obtained, it can be concluded that the content of sulfur dioxide in raw materials and semi-finished confectionery products is a very wide range, which makes it necessary to control the quality of all raw materials entering the production. Sulfur dioxide, used as a preservative for fruit raw materials, can significantly increase the content of this allergen in confectionery made using such raw materials. Ensuring the level of sulfur dioxide less than 10 mg / kg is achieved using raw materials with low content of sulfur dioxide and technological methods.

It is proposed that in the future only site-specific and problem-related measures should be applied to solve the combined sewer overflow problem. Based on experience in Switzerland a procedure is developed to plan technically and ecologically optimised measures to protect urban receiving waters during wet weather. This procedure is based on results of a field study (the Fehraltorf/Switzerland case) carried out by a multidisciplinary research team. The most important stages of the procedure can be described bythe definition of site-specific ecological objectives,the determination of a few key variables that have significant influence on the ecological state of the receiving water and that can be modified with some of the site-specific measures below,measurement, observation, and calculation of these variables,choice of site-specific measures against wet weather pollution problems (in catchment, sewer system, and receiving water), andrecommendation of measures and their priorities, based on predicted cost and effectiveness with respect to the variables above. The results of the case study demonstrate the necessity of the multidisciplinary approach that treats the urban catchment, the urban drainage system, and the receiving water as one single system. Since urbanised areas continue to grow and since the reconstruction of old depreciated sewer systems is a major technical and economical challenge, the proposed modification of the planning concept may lead towards improved drainage systems, requiring appropriate investment, and causing less serious damage to the environment.

The article presents the results of studies on the adjustment of cadastral value using a new factor-the probability of an emergency or natural disaster. A new term, emergency geospatial, has been introduced for the spatial definition of an emergency. The analysis of the legal regime of lands subject to emergency situations is carried out. Conclusions are drawn about the legal definition of the geospatial boundary of the emergency situation and the impact of emergencies on real estate. The characteristic of emergency situations, as well as the probability of their occurrence is given. The connection between the emergency situation and the cadastral value of real estate is shown. The dependence of the value of real estate on their location in the geospatial probable emergency. The technological scheme of determination of cadastral value of real estate objects in the zone of manifestation of an emergency situation is developed. A geoinformation project was carried out on the territory of the city of Novosibirsk. The most probable emergencies are taken into account. The map of zones of possible manifestation of emergency situations is made. The comparison of the cost of real estate in emergency zones, with objects analogues, located outside the emergency zone. The values of the correction factor for adjusting the cadastral value are proposed. The map of distribution of correction factors for adjustment of cadastral value of real estate objects in zones of possible manifestation of emergency situations is made. Work on the adjustment of the cadastral value of real estate located in the areas of possible manifestations of emergency situations is promising. First, the zones must be taken into account in modern urban policy and as much as possible to protect real estate and the population from the manifestation of emergency situations. Secondly, the reduction of cadastral value and taxes will allow owners to invest in insurance funds and insure real estate.

The impact of interregional migration on regional economic and social sphere necessitates the determination of migration factors. An analysis of existing studies has shown that gravity models can be considered the most effective tool for migration flows analysis. At the same time existing studies show a weak elaboration of approaches that involve the separation of migration into different types depending on the goal of the relocation. The purpose of the article is to analyze the interregional migration flows in the context of types of migration identifying a set of factors that determine a particular type of migration. The main result obtained by the authors is the determination of three regional clusters that attract a certain type of migrants. Clustering was carried out using a set of indicators with a model-oriented clustering methods. The main conclusions made in the article are related to improving the quality of models when dividing regions into clusters and including different variables for certain types of migration. However, the authors note that the input data for the analysis is somewhat noisy, since it contains migrants of all ages. Therefore, the obtained regional groupings by type of migration are only the first approximation of differentiation by type of arriving or departing citizens. The results of the study can be used for further work on the definition of the determinants of interregional migration, as well as for studies on the impact of migration on regional labor markets and socioeconomic situation of regions.

Two stages of the behavior of a fire-fighting tanker are considered: during slow sliding in a skid and the impact of the car's wheels on an obstacle, followed by overturning.

Agricultural equipment companies intend to understand agriculture producers’ buying behavior by answering questions such as how loyal producers are to brands and dealers, which have an important impact on their profitability. This paper addresses the problem of how loyal agricultural producers are to equipment brands and dealers. Using a combination of cluster analysis and probit models, we identified producers’ behavioral and attitudinal loyalty to brands and dealers and analyzed the factors that explain such loyalty. We also found a strong interdependence between brand and dealer loyalty and the significant value that dealer loyalty adds to the brands. Additionally, we present some management implications of developing brand recognition, understanding producers purchasing behavior, and segmenting producers. This paper’s contributions are the establishment and measurement of an ‘empirical’ definition of brand and dealer loyalty, the identification and quantification of the impact of the explanatory factors of brand and dealer loyalty, and the determination of a dual loyalty relationship between brand and dealer loyalty.

Literature shows that, facing the neo-liberal definition of academic excellence, early career investigators (ECIs) in the social sciences and the humanities (SSH) have developed particular professional identities and behaviours towards the requirements of the academic career. Specificities of the SSH make the compliance to the assessment procedures of the “neo-liberal university” particularly challenging. Furthermore ECIs in the SSH are caught in an unprecedented “triple bind”. While pursuing their post-doctoral career in the context of the neo-liberal university, they are still academically trained in the disciplinary and collegial values of the “traditional university”. Although most career rewards and evaluation criteria are bound to the neo-liberal university, researchers now in the early stages of their career also constitute the first generation of academics to be exposed to the new requirements of the “open university”, through the Open Science policies and the Impact Agenda. In such context of uncertainty and conflicting rationalities, more efficient “early career building information ecosystems” should be put in place within academia. We also recommend to better integrate ECIs in the design and implementation of research evaluation principles and processes.

The article is devoted to the problem of the distribution of intergovernmental transfers in Ukraine, taking into account fiscal decentralization trends. To perform the delegated functions, local governments need to have sufficient funding. However, the revenues of local budgets are insufficient to cover all necessary expenses. Therefore, inter-budget transfers, which in Ukraine are the main instrument of financial equalization, play an important role in ensuring the implementation of delegated powers by local governments. The aim of the article is determination of the priorities for the distribution of intergovernmental transfers in Ukraine in the context of fiscal decentralization. The research methodology combines quantitative and qualitative methods. Using quantitative methods, the principles of fiscal decentralization in Ukraine are observed through the mechanism of distribution of intergovernmental transfers. Using high-quality methods and based on the analysis, the priorities of the distribution of inter-budget transfers in the context of fiscal decentralization are formulated. An analysis of foreign publications on fiscal decentralization has shown that the uncertainty of priorities in this area reduces the effectiveness of fiscal decentralization and inhibits the economic development of regions. Prioritization of the distribution of intergovernmental transfers is preceded by the definition of principles for the distribution of intergovernmental transfers. Based on the results of a quantitative analysis, namely, the identified dynamics of fiscal decentralization indicators and the impact of the distribution of intergovernmental transfers on economic development, the following priorities for the distribution of intergovernmental transfers in fiscal decentralization are identified: supporting the prevalence of targeted transfers over non-targeted transfers, increasing the share of capital transfers, increasing the accountability of local authorities self-government regarding the use of funds received in the form of intergovernmental budget transfers.

This research outlines the problems of fire extinguishing in tanks, and describes a projected model of an experimental installation for the vertical tank fire simulation. The research also describes a method of extinguishing fires of oil and petroleum products in vertical steel tanks by supplying low expansion foam to the tank base directly into the fuel layer. The time of diesel fuel and gasoline fires extinguishing with the help of general and special purpose fire-fighting foam agents was calculated. Experimental investigations on definition of the fire-extinguishing efficiency of domestically producted fire-fighting foam agents by subsurface fire extinguishing of tanks were carried out.

В статье рассматривается определение нелинейных сил, возникающих при продольной качке судов (продольно-горизонтальной, вертикальной и килевой) на основании трехмерной потенциальной теории. Для нахождения нелинейных сил, требуется определение потенциалов второго порядка малости. Решение основано на методах малого параметра, интегральных уравнений и функций Грина для случая глубокой воды и ограниченной глубины (при H→∞). При определении потенциалов второго порядка учитываются нелинейные граничные условия на свободной поверхности жидкости и на смоченной поверхности судна. На основании изложенного метода разработаны две программы, использующие разные функции Грина.. Приводятся результаты расчетов сил и моментов для двух разных судов. Показано практически полное согласование результатов при использовании различных функций Грина. Приведено сравнение с результатами по двумерной теории. Проведены расчеты нелинейных сил на различных курсовых углах. Показано влияние курсового угла на отдельные составляющие нелинейных сил. Показано значительное влияние потенциалов второго порядка в образовании нелинейных сил, возникающих при всех видах продольных колебаний. The article deals with the definition of nonlinear forces arising in the surge, heave and pitch motions of the ships on the basis of three-dimensional potential theory. To determine them, it is necessary to calculate the potentials of the second order of smallness. The presented solution in national practice is new. The solution of the problem is carried out on the basis of small parameter methods, integral equations and Green’s functions: for an infinitely deep fluid and a fluid of limited depth (when H→∞).During the determination of the second order potentials, nonlinear boundary conditions on the free surface of the liquid and on the wetted surface of the ship are taken into account On the basis of methods two programs were developed, using different Green functions. The results of calculations of the forces and moments for two different ships are presented. Good agreement between the results for different functions is shown. The calculations are presented in comparison with the calculations according to the two-dimensional theory. calculations were made for nonlinear forces at various heading angles. The impact of heading angle is shown.A significant influence of second-order potentials in the formation of nonlinear forces arising from all types of longitudinals motions is shown
