The article highlights the directions of library activities in multicultural environment. The author presents definition of multicultural environment and notes that public libraries become cultural and educational centres. The article considers the main tasks and directions of work of libraries in the multicultural environment. Among the tasks facing the libraries are the following: creation of conditions for intercultural and interconfessional dialogue, education of tolerant thinking among the younger generation, socio-cultural mediation between migrants and the local community, the promotion of social cohesion of Russian society. The main goal of the activities of libraries in multicultural environment is their involvement in the implementation of the state cultural and national policy. Therefore, the libraries consider their main task in preservation and development of ethnic cultures and languages of all peoples living in our country. The most common areas of work of libraries are organization of ethno-cultural mass events, development of multilingual collections, creation of multilingual electronic resources, cooperation with local authorities and government agencies, educational institutions, national and cultural associations and various public organizations, assistance in the process of adaptation of migrants and refugees to the conditions of new social environment, creation of language educational centres in libraries for all members of the local community, participation in sociological research, methodological support of library activities in multicultural environment. Annual analytical reports of public libraries over the last three years demonstrate the significant increase of their activities in multicultural environment. The article presents the results of survey of the Gasprinsky Republican Crimean Tatar Library on the topic: “Do you know the traditions of your people?” The author concludes that the activities of library in multicultural environment contributes to its development as a cultural and educational centre. Cooperation with local authorities, educational institutions, national cultural associations, public organizations testifies to the importance of libraries and their recognition as active participants in the process of social cohesion of Russian society.

Establishing of library development strategy is the most important stage in solving the tasks of adapting to the changing environment and increasing demand of users. The purpose of this study is to determine the vectors of strategic development of libraries (public libraries and libraries of scientific and educational institutions). Basing on the results of the analysis, the author identifies nine essential strategic directions and ten vectors, revealing the prospects for the development of libraries, being not only the information repositories and library and information centres, but also working, creative spaces, communication platforms, places for renting equipment, startup sites, etc. The article presents the specific features of public libraries, which are close interaction with the local community, promotion of intercultural and intergenerational dialogue, as well as socialization of the population. Strategies of libraries of scientific and educational institutions much attention pay to the integration of librarians in the research process, creation of analytical products, development of services for scientometric analysis and information support for open scientific research. Libraries strive to serve readers and visitors with the use of modern information technologies, organize spatial environment that ensure comfortable stay, provide resources and services that meet the changing preferences of users, which allows creating positive image of the library and attracting readers.

The article explores the scientific approaches to defining decentralization. It is analyzed what decentralization is, what is its purpose. The main possibilities are identified. It is emphasized that the benefits of decentralization are the implementation of differentiated policies, effective mobilization at the local level, namely: increasing interest, building partnerships and social cohesion, gaining experience and creating technical groups at the local level; greater flexibility in decision-making and management; possibility of direct physical control at the local level in addition to documentary control. The necessity and efficiency of decentralization are substantiated, through the implementation of reforms aimed at increasing the efficiency of activities of both central and local authorities, as well as creating favorable conditions for economic development. It has been determined that decentralization must necessarily support the functioning of democracy, the proper technical capacity of local self-government and the development of civil society and public organizations.

This paper deals with an analysis of the results of a sociological research aimed at studying the students’ perceptions of the nature and various forms of social inequality that occur in Russia as well as the modern world. The study was conducted in 2019 at the sociology faculty of Lomonosov Moscow State University, in the framework of regular monitoring (since 2013) of Moscow student youth’ perception of socio-political processes, institutions of socialization and subjects of youth policy. A sociological study was conducted. During the study, 811 students of 50 “humanitarian” and 50 “natural” faculties of higher educational institutions in Moscow were interviewed. 45,6% of young people interviewed were males, and 54,4% were females. 60,4% of the respondents were young people aged 18 to 22 years, 18,9% — from 23 to 26 years old, 13,3% — from 14 to 18 years old, 7,4% — from 27 to 30 years old. The article analyzes the students’ answers to the following questions: Do you think that acute social inequality occurs in the modern world? What reasons underlie social inequality? What, in your opinion, is the cause of social inequality? What types of social inequality are most common in the modern world? What forms and types of social inequality are most common in modern Russian society? How often do you encounter the following manifestations of social inequality? How do you feel about the problem of global social inequality? and a number of others. A detailed analysis of the answers to these and other questions presented in the article showed that social inequality is recognized by students as an urgent social problem, which, unfortunately, the authorities do not pay enough attention to.

This section focuses on issues of improving the methodology of Russian language teaching and efficiency of teaching Russian in a multicultural environment with the use of elements of spiritual (including folklore) culture in educational institutions of the Mari El Republic (humanitarian gymnasiums, secondary and higher educational institutions). The authors of the section demonstrate the features of using folklore in the main areas of activities (both class and extracurricular) of experimental network platforms (FIRO) and the pedagogical workshop (Prosveshcheniye Publishers) and conclude that such projects, aimed at the sociocultural adaptation of Russian youth and their socialization and culturalization, are extremely important in the aspect of harmonizing interpersonal and intercultural relations in the modern Russian society. By referring to several facts of traditional Russian culture in their teaching of Russian as a foreign language, the authors of the monograph (E.A. Plotnikova, M.N. Pirogova) have received a certain positive response. It is evident that at the initial stage of learning, the students should acquire a kind of linguistic minimum, which includes knowledge about the culture of the country, its traditions, the distinctive features of verbal and non-verbal communication, etc. In such cases, the use of innovative pedagogical technologies, including olympiads and quests, usually provides positive results.

: Education deals with enlightening people and developing human resources. The reasecher concluded that cultural background of students influences their learning attitude in the school. Therefore, the developing learning process of Natural Sciences insist student to elaborate principles of Natural Sciences without ignoring cultural valuesof local community. The policy of decentralization of Indonesian Government had authorized and legitimated local authorities to develop curriculum based on the local cultures. To do so, each local government through the officers of Education has to create a curiculum by involving some curriculum experts, instructures, natural sciences theachers, and the lectures of universities who adequately understand learning model of Natural Sciences.

In Santa Coloma de Gramenet (Catalonia, Spain) there is a network of four public libraries. They belong to the City, with technical assistance, strategic orientation and financial support from the provincial government, Diputació de Barcelona. These four libraries have been built in different historical periods and located in neighbourhoods with very unequal social backgrounds. They have been working on adapting their services to their neighbourhoods and as a network they have been moving on along the differences. Even so, the current information society challenges require a city library project in order to guarantee social cohesion and equal opportunities. This article tries to explain the strategy to achieve those goals, based on knowledge management and networking, transversal workshops and a shared communication circuit that so far has allowed this urban library network to extend and to renew services as well as to empower vulnerable sectors in accordance with the United Nations 2030 Agenda.

The article deals with methodological aspects of the development of ecological culture of schoolchildren in a multicultural educational environment. The authors identify two acute problems in modern society – multiculturalism and ecology. The Russian Federation is a multicultural country. Multicultural education is aimed at preserving the diversity of Russian society, carries the potential and tool for protecting ethnic and national communities in a multi-ethnic Russia, promotes the integration of all territorial-economic, political and national-cultural communities into a single Russian nation, allows a person to adapt to a multicultural world, helps a person understand himself and the people around him and promote the social role of a cultural person in society. The authors consider the relationship between multiculturalism and ethnopedagogy, identify the main pedagogical approaches and principles of development of multicultural education. The article notes the importance of integration of two significant areas in education and in the world - ethnology and ecology. Together they make an ethno-cultural module and an eco-cultural module which form the values for the society sustainable development. The possibility of using the technology of project activity through the implementation of ethno-ecological projects of students is considered. The authors note that ethnoecological projects on the dominant activity of students can be of different directions: research, educational, creative or practical ones. The most effective way to work on projects is through the implementation of a system of eco-oriented multicultural project weeks. Authors pay an important attention to the projects aimed at studying the ethnoecological traditions of the native land, the peculiarities of its geography, climate, natural landscape, flora and fauna, reflected in folklore, folk crafts, cults, rituals, holidays, legends, myths, etc.

The article is dedicated to the systematic analysis of the peculiarities of the formation and functioning of amalgamated territorial communities in Ukraine as new local social communities. Analyzing the legislative procedure of amalgamation, the author distinguishes the essential features of amalgamated territorial communities that are different from other settlement communities. Within the framework of this investigation, the newly amalgamated hromadas appear as a “second-order” phenomenon, which is a socio-legal construct that is formed in a consensual manner and on a voluntary reciprocal basis. Basing on the analysis of qualitative sociological research data the author demonstrates the importance of the functioning of reciprocity mechanisms at the level of orientations and practices of all social actors involved in the procedure of territorial communities amalgamation. It is illustrated that the "failure" of reciprocity mechanisms contributes to the change of merger scenarios, causes the postponement of this process and the emergence of conflict situations. The paper substantiates that the legislative procedure of territorial communities amalgamation intensifies the formation of social capital and the establishment of a new civic social order. The special, different social status of amalgamated territorial communities in comparison with other settlement communities is explained by the emergence of the phenomenon of social cohesion, the mechanisms of activation of which are contained in the legislative order of territorial communities amalgamation. It is concluded that an important theoretical basis for the sociological conceptualization of ATC is the concept of reciprocity, which explains the mechanism of successful amalgamation, which is facilitated by the attitudes and practices of reciprocity of all involved social actors. According to the author’s point of view, the sociological synthesis of spatial and activity approaches to the analysis of social communities within the framework of sociological conceptualization of united territorial communities is considered heuristic. The synthesis of these approaches emphasizes both the importance of the spatial context of interactions emergence and reproduction, and their essential functionality in the formation and reproduction of hromada social order.

The author analyzes the organizational and social educational activities carried out in educational institutions to counter the spread of the ideologies of extremism and terrorism.

The article is concerned with the phenomenon of extremism among youth. Analyzing the features of modern youth extremism the authors substantiated their conditioning by social, age, historical, and cultural factors. Young people tend to protest and reject the existing system, all-or-nothing thinking. While the phenomena identified as extremism today, repeatedly arose in the process of historical social development. A distinctive feature of the majority of extremist organizations at the present time is their focus on the issues of national identity or the political structure of the Russian society and state, using the principles of a totalitarian sect. In their activities destructive religious organizations themselves are also, as a rule, based on radical ideas, which is why they are recognized as extremist. The article presents the findings of the sociological study conducted in Saratov’s higher educational institutions. Based on the analysis of the study results the authors came to the conclusion that extremist sentiments among student youth are growing towards representatives of various nationalities and religions. The authors assumed that in order to successfully counter youth extremism, first and foremost it is necessary to clearly distinguish its causes, rooted in the society itself and shortcomings of state youth policy, from the forms of its manifestation that have social and group specific features.
