The authors assess the economic impact of the restrictions caused by the COVID-19 pandemic on the components of tourism and recreation system in the Arctic regions of Russia. They propose the estimation method, which includes indicators of changes in the sale volume and structure of the tourism industry services, changes in the revenue volume and share of tour operators, changes in the monopolization level and the distribution structure of market shares of tour operators in the Arctic regions. The study results can be used to adjust policy and strategic documents for tourism development in the Arctic regions of Russia.

In recent years, a new market trading in cryptocurrencies and instruments based on them has been formed. The market of This paper The goal of the study is to analyze the degree of differentiation of the Arctic regions of Russia by the key indicators of socioeconomic development, dependence of their economic development on the raw materials industries, which should be accounted to shape an efficient regional policy by the state and achieve the strategic goals for the reclamation and development of the Russian Arctic zone. The methodology of the study is based on a systematic approach to assessing the socioeconomic and sectoral differentiation of the Arctic regions of Russia. A set of general scientific and special research methods was used. The conducted analysis indicates that all the Arctic regions under study have a narrow raw materials nature of the economy, the sectoral structure is poorly differentiated. The policy of equalizing the per capita income and the cost of living in the Arctic regions with other regions of Russia largely determined the outflow of population from the northern regions. The state regional policy in relation to the Arctic regions should take into account their heterogeneity in order to achieve the results outlined in the strategic documents.

The characteristics of the tourist environment of each of the eight states forming the Arctic are presented. Dynamics of tourist flows of regions is considered. Trends in the further development of Arctic tourism are reflected. The analysis of statistical data on the subject under study is presented, conclusions on the topic are drawn.

The development of consumer demand in the tourism industry, the complexity of its structure, relationships, and changes forced many countries to create new, sometimes unusual tourist offers. Thus the state pays attention to the potential of the Polar Regions which previously may have seemed problematic areas of farming. A new look at the problem and considering it as a potential for the growth and development of the economy of the territory has allowed to create a solid strategy for the development of tourism in Greenland, Canada, Norway, the USA, Argentina and a number of some other states. The research experience of tourism development in the polar regions of the world has allowed to define features of the development of growth strategies and the development of tourism, the creation of tourist products and projects aimed at long-term development of the tourism sector, such as programs to support education, project financing tourism and hospitality industry, the creation of crowdsourcing projects and areas for informal communication players in the tourism market of the polar regions. Support for the development of tourism in the polar regions of states can solve the most important tasks, including national security, social development, and support for the preservation of indigenous peoples, their identity, culture, development of entrepreneurial initiative among the local population. The article analyzes the experience of government, legislative initiatives, business initiatives, non-profit and professional associations, scientific research in the countries and territories in which tourism in Polar Regions has been in existence for a long period of time, it is extremely important and urgent for the Russian Federation, having significant areas located above the Arctic Circle. The study is the basis for the reference, the system of tourism development in the polar territories of Russia, support social, cultural and entrepreneurial initiatives of the local population, creating conditions favorable economic climate in the tourism-related economic activities. Purpose: The aim of this work is to study the environmental issues of northern urban planning and create a conceptual model of the functional zoning of the temporary residence module for the Far North. The purpose includes summary of the problems and threats of protected natural areas, namely the Arctic National Park of Russia; a study of the main historical town-planning of the ideal cities, clarification of aspects of the modern city planning in extreme conditions ; the analysis of the conceptual project “Cities of the Future”, in which the environmental problem is the main requirement for the artificial environment for human life; a description of urban planning principles and space-planning decisions of existing camps in the north of Russia and reveal the significant shortcomings of construction in these conditions ; formulation and systematization of specific requirements for the modern architecture of temporary Arctic settlements; propose a conceptual model of functional zoning of a temporary residence module in the Far North regions.Research findings: A new composition of the Arctic module for temporary residence of the 21st century is considered. A list and zoning scheme of the main and auxiliary premises, united by functional zones is discussed. The requirements for residential, public and technical spaces of the complex are defined and formulated.Practical implications: The proposed temporary residence modules can be used for Arctic regions of Russia. The functional zoning will allow to create a spatial environment of autonomous bioclimatic temporary residence module for the Russian Arctic National Park.
