Arctic labor market: current state and development dynamics

Статья посвящена изучению рынка труда арктических районов Якутии, для которого характерны дискомфортные условия жизни и трудовой деятельности. Состояние регионального рынка труда определяется историческим аспектом развития производительных сил и производственных отношений, эта диспропорция является традиционной со времен СССР. Сегодня рынок труда подвержен негативному влиянию демографических тенденций, сложной эпидемиологической и экономической ситуацией в стране и, как следствие ростом напряженности на рынке труда. Рынок труда, как любая система, имеет свою структуру и изучение всех его компонентов необходимы для достижения социально-экономических задач государства. Цель исследования – проанализировать изменения на рынке труда арктических районов Якутии, выявить специфику, ключевые проблемы и ориентиры развития. Работа опирается на данные региональной и муниципальной статистики. Для решения поставленных задач использованы экономико-статистические методы анализа сложившихся тенденций на рынке труда, в том числе связанные с кризисными явлениями 2020 г. Объектом исследования выступают Анабарская, Приленская, Янская, Индигирская, Колымская группы арктических районов Якутии. Результаты анализа свидетельствуют о высокой роли миграции в формировании трудового потенциала арктических районов, снижением численности работников предприятий и ростом численности безработных. Автор считает, что проблемы рынка труда арктических районов выступают препятствием для устойчивого развития Арктической зоны Якутии. The article is devoted to the study of the labor market in the Arctic districts of Yakutia, which is characterized by uncomfortable living and working conditions. The state of the regional labor market is determined by the historical aspect of the development of productive forces and industrial relations; this disproportion has been traditional since the USSR. Today, the labor market is subject to the negative impact of demographic trends, the difficult epidemiological and economic situation in the country and, as a consequence, the growing tension in the labor market. The labor market, like any system, has its own structure and the study of all its components is necessary to achieve the socio-economic objectives of the state. The purpose of the study was to analyze changes in the labor market in the Arctic disctircts of Yakutia, to identify the specifics, key problems and development guidelines. The work was based on the data from regional and municipal statistics. To solve the tasks set, economic and statistical methods of analyzing the current trends in the labor market, including those related to the crisis phenomena of 2020, were used. The object of the study was the Anabar, Lena, Yana, Indigirska and Kolyma groups of the Arctic disctircts of Yakutia. The results of the analysis indicate a high role of migration in the formation of the labor potential of the Arctic districts, a decrease in the number of employees of enterprises and an increase in the number of unemployed people. The author believes that the problems of the Arctic labor market are an obstacle to the sustainable development of the Arctic zone of Yakutia.

The purpose of the article is to study a unique and planned sphere of life of social and economic society in the regional labor market. As it also covers the market of workforce directly connected to production, the concepts unemployment and workplace safety are important. The loss of work means low quality of life and the instability of the economy for many people. Employment determines the content of important aspects of social development to meet the needs of people in the labor market. The article emphasizes that the main policy of the state in regulating the labor market is the implementation of an employment policy for the entire population that preserves the natural level of employment, does not allow the emergence of cyclical employment, the formation of a “flexible market” that quickly adapts to internal and external changes, allowing to maintain stability and management. This compared to the traditional market creates conditions for flexible employee management in conditions of incomplete working day, temporary employment, replacement. On this flexible market, every citizen, looking for work, is obliged to find a workplace that meets its requests. In the labor market, public policy goes in two directions. Active training and retraining in order to create new jobs, ensuring employment and deliverance from unemployment. This can include events implemented in the framework of programs in our country. Passive is support for unoccupied citizens by providing social benefits. The main methods applied by the state in providing regional employment include stimulating investment in the economy, depending on the specifics of each region, which is the main condition for creating new jobs.

The article is devoted to assessing the current state of the labor market in the Sverdlovsk region and its development prospects with the account of the situation in the regional economy. It provides analysis of the regional labor market from 2009 to the present and evaluation of the probable changes in its separate characteristics until 2023. The current problems of the labor market are highlighted. There are outlined the primary tasks that should be solved by the state authorities, municipalities, educational organizations and employers to ensure adequate conditions for effective functioning of the labor market. In order to assess the situation on the labor market a SWOT analysis was carried out, which was based on the results of rapid foresight “Employment in the Urals region”. The analysis showed that in the region there is still a shortage of qualified personnel in more than 70 occupations and specialties, the existing system of vocational education does not fully meet the needs of enterprises for skilled workers and specialists, that aggravates the problems of employment of graduates of educational institutions. Personnel provision of the economy of the Sverdlovsk region is worsened by the territorial imbalance of labor resources and the concentration of demand and supply of labor in certain localities. The directions for minimizing the problems in the region’s labor market in the medium term are proposed. They are related to bringing the educational services market in line with the current and future needs of the regional labor market, developing the materal and technical base of professional educational organizations in the Sverdlovsk region, and raising the efficiency of vocational guidance for young people. There are also formulated recommendations for development of dual education in the region, which will increase the efficiency of training on the order of employers.

The state of unemployment in Chernihiv region is analyzed in the article. The present day situation and the state of labor market make it necessary to detect the groups of population which are at the risk of unemployment. Both the representatives of economic science and the contemporary Ukrainian scientists-geographers have dedicated their works to the investigation of unemployment and the necessity of the state regulation of the matter. The conducted research revealed the most vulnerable groups in the structure of the unemployed and at the same time pointed out the need for searching and applying the new forms and instruments in the state policy to decrease the level of unemployment. The research of the state of unemployment in the region in 2010-2020 proved the tendency to its decrease. According to the official statistics, the level of unemployment in Chernihiv region in 2019 was 10,2 %. The author of the article thinks that the negative tendency on the regional labor market is the decreasing of the number of the officially registered unemployed that can be most possibly explained, on the one hand, by the implementation of complex measures targeted at reducing pressure on the labor market in Chernihiv region and, on the other hand, by the skeptical attitude of people to the registration at the Employment Center as they don’t believe the state authorities to find a job for them. The labor market in Chernihiv region is characterized by the gender gap – the specific weight of unemployed men is 4,9% higher than the specific weight of unemployed women. The level of unemployment among young people is higher in comparison with older age groups, which characterizes this group of population as the unstable one. However, the level of concentration in the distribution of unemployment among the young people tends to decrease in the last years. There is a stable tendency in the growth of unemployment among young people with higher education. The specific weight of unemployed citizens with higher education in Chernihiv region is 46,0%. The growing number of the unemployed with higher education indicates that in the present day social-economic conditions education doesn’t reduce the risk of unemployment. The level of unemployment in Chernihiv region is influenced by the economic activities of the population. The main spheres of the economic activities with the highest unemployment level are agriculture, forestry, fish-farming, state management and defense, compulsory social insurance, retail and wholesale, repairing of transport means, processing. The level of unemployment in rural area exceeds that one in the urban area. There is a disproportion of unemployment rate in different districts. In the half of the administrative districts the unemployment rate is 4-5%. The worst situation is in Nizhyn and Pryluky districts. The short-term prognosis on the number of the unemployed citizens in Chernihiv region is introduced. The number of the registered unemployed in Chernihiv region is expected to increase on 3 thousand people which makes 28,2%. The prognosis on the unemployment rate in Chernihiv region ensures monitoring of the changes, estimating of the tendencies in the development of the situation on the regional labor market and making more appropriate and timely decisions on the site. The paper deals with comparative analysis of occupations in the regional labor market. Occupation is treated as a multi-dimensional space of characte- ristics, whereas a scalar form of a characteristic makes it possible to carry out a comparative analysis of occupations. Using cluster analysis of a pilot region indicators five meaningfully interpretable clusters of occupations were identified, reflecting their regional specificity.

Employment impacts, from a proposed solvent-refined coal plant, are examined by use of an adjustment model which departs from the more conventional export-base and input—output approaches. Adjustments in the regional labor-market are outlined through the use of a Markov-chain model of job vacancy transfers. Adjustments, in response to labor-demand shocks generated by the projects, are specified for disequilibrium gaps in the open labor market, with in-migration of workers absorbing job vacancies. Empirical estimates of key parameters are derived from previous studies of impacts in order to make a preliminary simulation of the system. Implications for an area in West Virginia designated as a regional labor-market are discussed.

Арктическая зона в XXI веке становится важнейшим гарантом устойчивого развития Российской Федерации. Вклад Севера в экономику России во многом будет определяться масштабами и темпами развития Арктической транспортной системы. Необходимо расширение коммерческого и научно-исследовательского судоходства, развитие транспортных узлов и коридоров, полярной авиации, грузопассажирских морских полярных перевозок. В этих условиях Россия в целях обеспечения своих геополитических интересов должна постоянно поддерживать активное присутствие в этом регионе. Оно выражается в проведении научных исследований, разведке и добыче полезных ископаемых, обеспечении морских грузоперевозок с использованием ледоколов и специализированных ледокольно-транспортных судов. Этого невозможно достичь без развития уникального атомного ледокольного флота. В настоящее время Россия является мировым лидером в области применения атомного ледокольного флота для решения транспортных задач в морях Арктики и неарктических замерзающих морях. Для успешной конкуренции России необходимо не упускать этого лидерства и постоянно развивать и совершенствовать атомный ледокольный флот как ключевое звено инфраструктуры функционирования Северного морского пути. В статье представлен краткий обзор текущего состояния и перспектив развития атомного ледокольного флота России. Показана определяющая роль атомного ледокольного флота в обеспечении судоходства по трассам Северного морского пути для развития экономики Арктического региона России. The Arctic zone in the XXI century is becoming the most important guarantor of the sustainable development of the Russian Federation. The contribution of the North to the Russian economy will largely be determined by the scale and pace of development of the Arctic Transport System. It is necessary to expand commercial and research shipping, develop transport hubs and corridors, polar aviation, and cargo and passenger sea polar transportation. In these circumstances, Russia must constantly maintain an active presence in this region in order to ensure its geopolitical interests. It is expressed in conducting scientific research, exploration and extraction of minerals, providing sea cargo transportation using icebreakers and specialized icebreaker-transport vessels. This cannot be achieved without the development of a unique nuclear icebreaker fleet. Currently, Russia is a world leader in the use of nuclear-powered icebreaking fleet for solving transport problems in the Arctic seas and non-Arctic freezing seas. For successful competition, Russia must not lose this leadership, constantly develop and improve the nuclear icebreaker fleet as a key link in the infrastructure of the Northern Sea Route. The article provides a brief overview of the current state and prospects for the development of the Russian nuclear icebreaker fleet. The article shows the decisive role of the nuclear icebreaker fleet in ensuring navigation along the Northern Sea Route for the development of the economy of the Arctic region of Russia.
